MINUTES OF THE TOWN OF NEWBOLD LAKES COMMITTEE FOR TUESDAY, September 18, 2012 Rt.

47 and Apperson Drive, Rhinelander, WI 54501 1. Chairperson Scott Eshelman called the meeting to order at 5:30 pm.

2. In attendance: Paul Kuhn, J.R. Bartelt, Tim Thuemling and Bill Jaeger. 3. The minutes of September 18, 2012 were approved as drafted with one spelling correction. 4. The member lake associations reported as follows: a. Tom Doyle The Lake Association held a general membership meeting on September 1st with the proposed personal watercraft (jetski) ordinance as the primary topic. The members voted to support the proposed restrictions of operating hours with a 3 to 1 majority. Seventy percent of members participated in the vote. The Association is hoping the Town Board will have a public hearing for the ordinance in spring 2013 with subsequent adoption. b. Two Sisters Lake The contractor hired to complete the lake management plan is working on the final draft but completion is not expected for a few months. The Association board had a lively fall meeting on September 1st with much enthusiasm from new board members. Paul Kuhn has been the Two Sisters Association representative on the Newbold Lakes committee for two years but is moving to be closer to family in Minnesota so Paul has resigned from the committee. The Two Sisters board has appointed Bill Jaeger to replace Paul. c. Lake Mildred/Clear Lake No one present to report. d. Flannery/Velvet Lake A contractor did a survey of the lake aquatic plants in August and the report has been drafted. The Association board has already approved the draft and the final should be available soon. This survey was compared to the previous one five years ago and although some differences were noted nothing alarming was found. The cost of the survey was quite reasonable so the board decided to fund it without applying for a grant. The membership was quite generous donating to this project. e. Pickerel Lake No one present to report. 6. Discussion turned to strategies for compliance with waterway usage rules. The invited Oneida County enforcement officers did not get to the meeting. J.R. said their experience has been just having set standards by establishing a use ordinance has reduced conflicts on Velvet/Flannery. There was consensus that personal neighbor to neighbor discussion of expectations is probably the most effective method. Tom Doyle Association and Velvet/Flannery Association send newsletters to all lake property owners to foster a sense of community. 7. The discussion on encouraging additional lake associations began with Scott presenting a table listing lakes in Newbold Township along with number of riparian properties and surface area. It was noted that our largest lake, the Rainbow Flowage, is almost entirely owned by the State of Wisconsin and does have significant infestation by aquatic invasives. Audience member Bob Martini suggested the committee could work with the owner of the Rainbow dam, Wisconsin Valley Improvement Company, and the Federal Energy Regulatory Commission which licenses the dam, to try and contain the invasives so they arent spread to neighboring lakes. The committee decided to try and find contact persons on lakes with potential to form lake associations.

8. Administrative matters. Bill mentioned he had attended a meeting with Karl Jennrich, Oneida County zoning administrator, where Mr. Jennrich offered to work with lake associations on concerns about septic systems. The next regular Newbold Lakes Committee meeting will be October 16, 2012 at 5:30 pm. 9. Public comment. Bob Martini and LeRoy Ferries were present and explained they were hoping to form a lakes committee for the Town of Crescent and are looking to use the Newbold Lakes Committee as a model. 10. Adjournment. On a motion by Tim Thueming and a second by J.R. Bartelt the meeting was adjourned at 7:00 pm.
