A RESOLUTION CONCERNING The Awareness of Procedural Protections in Maryland WHEREAS: The State of Maryland currently freely permits law enforcement officials and other individuals under the auspices of D.A.R.E. to educate children in Maryland public elementary and middle schools on a variety of topics; and, This education needlessly perpetuates a culture of helpless submission and fear towards figures of authority; making communities across the state less safe; and No program currently exists to explicitly teach Maryland public school students their rights in the event of an encounter with a law enforcement official.

THEREFORE BE IT RESOLVED, That the Maryland Student Legislature urges the State of Maryland to design a state-wide high school education program that brings together lawyers, law enforcement officials, and community stakeholders in the classroom as experts in different facets of procedural protection including but not limited to: search and seizure, detainment, arrest, and self-incrimination. MANDATES: Martin OMalley, Governor Michael Busch, Speaker of the House of Delegates Thomas Miller Jr, President of the Senate
