Libyas New Minister of Oil & Gas Dr.

Abdulbari Ali Elhadi Alarusi

Dr. Alarusi, 51 from Zawia (Western Libya) studied Engineering earning a Bachelor's in Chemical Engineering before embarking on a career in the Oil Industry. He later earned a Masters (1987 1988) and PhD (1988 1992) in Corrosion Science and Engineering from the UK. He is a member of the American Association of Corrosion Engineers and a member of the British Institute of Corrosion. He was employed at Libyas Sirte Oil Company from 1982 1998 working at Marsa Brega Terminal holding positions as an engineer in the field of corrosion and cathodic protection responsible for surveying corrosion protection systems onshore and offshore, supervising design and implementation of protection systems. During the 1990s Dr. Alarusis responsibilities at Sirte Oil expanded to include inspection of Sirtes industrial complex, developing budgets and financial control and preparation of technical proposals and submissions to the National Oil Corporation (NOC). He was also responsible for developing training programmes for engineers and technicians in the field of corrosion protection. In June 1998 Dr. Alarusi was arrested by the Gaddafi regime and spent 8 years of a lifesentence in Libyas infamous Abu Salim prison which housed many political prisoners who opposed the regime. Dr. Alarusi was released in April 2006. The Alarusi family have a history of active opposition to the Gaddafi regime; his father was also imprisoned in Abu Salim for a short period in the early 1970s. One of his brothers was martyred fighting against Gaddafi forces in Zawia during last years uprising, while another brother was severely beaten resulting in the loss of an eye, his son Abdulrahman (17 years old) was imprisoned for a month in July 2011.

Following his release Dr. Alarusi took a position with Mellitah Oil & Gas as a senior corrosion engineer reviewing corrosion protection systems for the Tripoli gas pipeline project providing technical support to the project manager. In January 2007 he became Director of Operations at Technica Ltd (UK) in Libya until September 2009. From September 2009 to November 2011 Dr. Alarusi was General Director of Operations at Taqniyat Libya for Engineering Works with responsibility for engineering projects, corrosion solutions, inspections and industrial nondestructive testing (NDT) at a number of oil companies as well as training and assessment of NDT inspectors in Libya. Since November 2011 he has been acting Chairman and General Manager of Libyas Green Holding Company, controlled by the Ministry of Economy the company has 20 subsidiaries in different sectors including industrial, commercial, health and education. Dr. Alarusi is active in Libyas burgeoning civil society; he is a founding member of the Libyan Association for Friends of the Environment, Chairman of the Civil Society of Mercy and a volunteer coordinator of the Cultural Committee of the city of Zawia.
