Income Tax Season


REMINDERS: If you have not yet filed your 2011 income tax returns you have to do so now (only up to Sunday, April 15). Authorized agent banks are required by the BIR to open during that filing weekend. Our advice is for tax-filers NOT to file on the deadline, file earlier than that date! Corporate tax-filers are also reminded to file copies of their BIR-stamped financial statements with the Securities and Exchange Commission (schedules after April 13 are number-coded). Minimum wage earners (based only on their basic compensation) are not required to file income tax returns, and neither are their wages subject to any income-tax withholding assuming that their allowances do not exceed P30,000for the year and that other benefits they received are considered de minimis. Employees whose payrolls were subjected to correct withholding by their employers are likewise exempted from ITR filing as their taxes and withholding are considered zero-sum. PAYMENT: Under our self-assessment tax system, taxpayers compute their tax obligations and pay the resultant taxes (net of creditable income-tax withholding, and carried-over tax credits) as the income tax returns are filed. Unlike individuals who are allowed to pay 50% of the income tax due up to July 15, corporations have to pay in full the computed income tax. BIR may review the self-assessment in the next three years (barring findings of fraud

Due to the colorful actions and excitement it brought about, when I was still a child, I would usually go for war movies and comic books dealing with the same subject matter. I have with me a bounded collection of war comic books. I like to go over it again and again. Back then, it fascinates me seeing and watching things blewing up like planes, bridges, ships... For what reasons are people push to coldbloodedly kill each other? Not until I grew up and learned to read more did I came to know the great scourge that wars and conflicts of various kinds inflict on human lives. Examining closely the human body, it was designed for action. It was never meant to be passive and sedentary. Rather, it have to be on the go. ON FIRE. Humans came up with many physically challenging activities such as athlectic sports, risky expeditions, crusades..... wars. Consequently, these various activities caused considerable sorrow, pain and inhumanity. Evil might be so abstract. However, these manmade activities brought out and personified the very reality of evil in the world. It is now all around us. Literally speaking, no one is anymore safe and truly secure nowadays. Everything is already, at risk, exposed. Look, even our modern internet technology are getting hacked. For those who went through terrible conflicts, those who have gone and truly been there, want to go back to the basics- peace. Sin is a disorder. Our first parents, Adam and Eve, were a picture of peaceful coexistence in paradise. They were given the preternatural gifts, which are favors granted by God above and beyond the powers or capacities of the nature that receives them, such as; infused knowledge, absence of concupiscence and bodily immortality. When sin entered the picture, with the loss of the preternatural gifts, Adam and Eve and all humanity, from then on , became subject of ignorance, suffering and death and concupiscence. On this great season of Easter, wherein we commemorate the occasion when our life was restored back due to the passion of our Lord, Jesus Christ, it is very encouraging to go back and start rereading the Book of Genesis. Lets go back to the basics. Try staying put in it for sometime. Enjoy the virginal time and pureness. Relish and relive the original innocence. The book itself is full of vivid colors, exciting actions as all creations bloomed. To have genuine peace, it is necessary that we, creatures, cooperate and obey God, our creator.

It is clear that the smear campaign has its political undertones probably preparatory to next years elections. Or it could be a backlash caused by the desire of the president to cleanse our government and its bureaucracies of corrupt officials. We urge P-Noy to go on with the necessary purging. Clean-up requires genuine political will! Despite the negative economic developments in the USA and Europe, our economy is doing fairly well. Our inflation is under control (at 3.5%), the dollar-peso exchange is steady in our currencys favor, and our gross domestic product rate is modestly positive. We have accumulated an alltime high gross international reserve which is more than enough to pay for our maturing foreign obligations, In brief our economy is rosy contrary to what the negative bloggers want to project. Tama na, sobra na; tigilan na! WISDOM: Salvation is not a promotool God uses to keep us in line but a gracious gift leading us to eternal life.

Vice President Binay to choose whether he is supporting P-Noy or not against Chief Justice Renato Corona who is being tried by the Senate impeachment court. It is well-known that P-Noy believes that CJ Corona is an obstacle to his anticorruption reforms. The coalition of the PDP-Laban and the PMP is natural and not surprising since Vice President Binay won as the running mate of former President Estrada. If the election result would be considered even if Estrada lost, he got more than 9

million votes. Does Vice President Binay have the duty to choose? Binay does not belong to the Liberal Party but he is cooperating with the President in his anti-corruption effort and in his job as a Cabinet member. Executive Secretary Edwin Lacierda reportedly said, Right now, there is no difference between the President and Vice President. And by the way, from the very start, we all know that President Aquino is from the Liberal Party and Vice President Binay is from the PDP-Laban. This should not and it has not gotten in the way of governance so far. I believe President Aquino appointed Vice President Binay to the Cabinet in recognition ot the mandate of the people. ORAGON is a term in the local dialect which refers to a man who does not fear even the devil. In Camarines Sur, if you have earned the high esteem of its people because of your exceptional achievements including your conquest of women, you are oragon and you richly deserve it. The do or die journalists in Naga City and in Legazpi City during my active years, considered it a badge of honor to be described as oragon. Attached to the monicker is the image of a man who can do the near impossible. But it is in the premier Bicol city of Naga where the word oragon is said to have gained prominence. Every mediaman of consequence in the city aspires for the heady description. The term oragon is almost similar to chivalry, the medieval system of knighthood or the qualifications of a knight

Pacquiao whose head appears to have grown bigger than his body has the temerity to announce he would ask President Aquino to sack Lozares for making him appear as a tax evader. The boxer-lawmaker does not know that a regional director like Lozares who is a CESO can only be removed for cause. That is funny. Pacquiao as a modern day hero? Worlds top stand up paddlesurfers to join camsur World stand up paddle challenge
PILI, CamSur Top stand up paddle surfers of the U.S., Europe and elsewhere are expected to compete in the CamSur World Stand Up Paddle Challenge scheduled April 19 to 22 in the town of San Jose, CamSur. This was learned as Governor LRay Villafuerte announced CamSur was chosen one of the ten countries worldwide that will be visited this year 2012 for the staging of the Stand Up World Series that started in Fiji last November 18, 2011 and will culminate with the World Championship Finals at Turtle Bay, Hawaii, October 12 to 14, 2012. The CamSur Stand Up Paddle Challenge is the second stop after Fiji but will be the first Prime event of the season featuring the $20,000 prize purse and will set the standard for the year to come as athletes will battle it out for the glory, the points and the cash, concededly the water sport competition with the biggest price purse ever offered. As a Prime event the CamSur challenge will provide professional competitive platform for the worlds best stand up paddle racers to determine, through point system, the top 200 men and top 50 women who will qualify for World Championship Finals at Turtle Bay Resort on the Shore of Oahu, Hawaii in October. Connor Baxter and Kai Lenny who tied for the top ranking in the competition at Fiji are expected to attend the skirmishes to further consolidate their standings and Baxters team mate Bart de Swart will also be at the forefront in his bid to get into the Prime rankings scoreboard. Other big names expected to make it to the Prime event are top athletes Belar Diaz (Fanatic) from Spain and Canary Island residents from France, Eric Terrien and Fred Bonnef (Fanatic) who have been making waves in recent European stand up paddle events. In the town of Bato the secretary acceded to the request of the Irrigators Association for an additional P30M for the completion of the Baniaga Communal Irrigation Development Project which could irrigate 91 hectares ricelands that could potentially produce 720 cavans per cropping and will benefit 185 farmers. NIA Administrator, Antonio Nangel said half of the budget will be released this year and the 2nd half next year. Freemasons group slates confab in CwC April 26-28


PILI, CamSur No less than 10,000 Freemasons of the Philippines and their guests from other nations will convene for the 96th Annual Communication (ANCOM) at the CamSur Watersports Complex of the Provincial Capitol here April 26 to 28. The yearly ANCOM here will be the very first to be held in CamSur and is thus far the largest congregation of people scheduled in the Bicol Region. The gathering will be hosted by Masonic District Region V-A composed of seven lodges including Isarog Lodge 33, Camarines Norte Lodge No 107, Julian Ocampo Memorial Lodge No. 146, Daet Lodge No. 247, Naga City Lodge 257, Catanduanes Island Lodge No. 291 and Camarines Sur Lodge No. 382. The ANCOM in CamSur is a direct result of the promotion drive launched by Governor LRay Villafuerte to transform the province not only into a world-class tourism attraction but also as an international center of conventions, conferences and expositions. It empowers the key officials (School Heads) to make informed and localized decisions based on their unique needs toward improving our educational system through the help of stakeholders.

Dear Editor: Greetings from Los Angeles, California. Congrats for your well presented online edition. At my age (83) I was touched by the nostalgia evoked in me by Mr. Salvador Flors latest column on remembrance of things past. While reading that part of his article that described his experience of dancing cheek-to-cheek, I myself could almost feel those long gone mements when in my youth I held girls tightly close to me in the vertical expression of a horizontal desire. Im glad shes still productive in writing columns, Pilar Nenita Fuentebella who was my contemporary in the late 1940s Camarines Sur High School. Most of my age group in Naga are now gone. I see your banner columnist on Page 2 is Tony Acyatan. He is our UNC graduate of both high school and commerce courses. I think he was a student in high school of my late wife. Last time we saw him was when he was an awardee at the 1998 UNC golden foundation anniversary when he was already a successful lawyer in Manila and a leader in CPA circles not only in the country but also in Asia. But we also see him often as a server at the Sunday TFC TV Healing Eucharist Mass. Also give my greetings and best wishes to Ernie Verdadero, another UNC friend, whom I last saw in Los Angeles some years back when he came with Tony Martires to our annual family picnic of the United Bicolandia Los Angeles (UBLA) organization. AKO Bicol urges probe on violations of some bus liners


On April 12, the Ako Bicol (AKB) Party-list congressmen filed a house resolution which directed the Committee on Transportation and Committee on Bicol Recovery and Economic Development to conduct an investigation on the reported violations of several bus liners which reportedly took advantage of the travelling public during the holy week. The filing of this resolution was prompted by a report from one of AKBs constituents in Bicol narrating their dreadful experience with a local bus company in their travel to Bicol from Manila for the Holy Week. This story triggered the reporting of similar accounts and experiences with the local bus companies. Bus liners take advantage of the peak season and the fact that public utility buses are the primary means of transportation to and from the provinces and tourist destinations. They usually overcrowd the buses, charge overpriced tickets, and use dilapidated or colorum buses. The AKB congressmen observed, however, that the violations do not only take place during the Holy Week but also during other holidays, fiestas, and vacation seasons. These are prevalent as well in tourist destinations such as Bicol. Cong. Rodel Batocabe said, these acts not only violate the public utility and

Jimenez, who graced the opening rites of the province annual month-long Magayon Festival, said the big investment poured in by Albay Gov. Joey Salceda on its tourism program would indeed boost economic activity. Jimenez, citing tourism statistics said in 2011 Albay posted 350,069 tourist arrivals -- a 17 percent growth rate that surpassed the national growth rate of 15 percent. Jimenez at a press conference said there were 3.9 million tourist arrival in the country in 2010 and 4.6 million in 2011. Jimenez said, It is more fun in Albay because Albayanos are known for being hospitable. He said Albay has distinct tourism features with its people, festivals, history, culture and arts. Tourism needs to invest in people since tourism is a business of the people, there should be a concrete road map that would attract and be a destination. Mayon volcano should not only be an attraction, it should rather be a destination. Jimenez lauded Salceda for initiating a three-pronged event that showcases a 30-day festivals, including the Magayon Festival depicting Albays cultural heritage, the Cagsawa Festival, and Karangahan Festival, featuring the provinces culinary arts. Salceda said the province is now shifting from the Millennium Development Goal (MDG) to economic growth by attracting more industry players who would invest in agriculture modernization and tourism development. Salceda, adapting Albay Rising as the provinces slogan said the slogan is largely anchored on the development of the tourism industry. Among the provinces tourist attractions are the active and near perfect cone-shaped Mayon Volcano, the historic Cagsawa Ruins, and many fine beaches. Salceda said Albay is investing heavily on tourism as among its revenue generating concerns designed to spur the economic development. With Magayon Festival on its fifth year, the provincial government has set a package of close to 150 events that feature culture and the arts, trade and industry, tourism spectacles, culinary food trips, sports and special interests that are expected to titillate the interest of tourists and visitors. Among the event highlights of Magayon Festival 2012 is the staging of the Dance of the Three Mountains, a play written by multi-awarded Albayano writer Abdon Balde in the Bicol vernacular.
