Summary

The 2010 USA Cycling Member survey (attached), polled over 5,000 members. The average USAC racer is a masters level male cyclist with a college degree and an annual income near $100k. When asked to rate qualities that were important for events, first was location and proximity to home. The next most important factors were personal goals, and categories offered. The least important factors were prize offerings, promoters, and ranking points. In response, the FBRA should offer more age specific categories, fully aware that this may reduce prize money per Masters class. However, this will increase overall participation and total race attendance. The following classes are taken directly from the USA Cycling website for Masters Nationals. Offering these categories will also encourage participation in USA Cycling Masters National Events. For male riders over 54 and female riders over 45 there are no masters category requirements. For those under 54 and 45, their option would be category 4 and 5. Many races add a 35+ inside of category 4 and 5. This gives the 35+ category 4 rider a route to upgrade that does not exist in a 35+ 4,5 class. Floridas demographics are slightly skewed toward older racers, our Masters classes should reflect this. At the discretion of the promoter, classes can and should be combined to meet the optimal field requirements. Each USAC 5-year category would be scored. In practice racing fields would most likely be: Race 1 Men 35-44 (2 classes) Race 2 Men 45-54 (2 Classes) Race 3 Men 55+ (4 Classes) Race 4 Women Cat 1-4 and all Masters (all classes) Mens Category 4 and 5 races would score a 35+ class inside of the race. This does not change the average daily race schedule for most races held in Florida.

Motion I move that the following age class rules be implemented beginning with the 2013 Racing Season by the FBRA.

Eligibility 1. At the time of registration, all participants MUST meet the minimum required category for the respective event according to the Current USA Cycling Rule Book. Riders attempting to register for an event without having the required category will be removed from the registration list with no refund provided. 2. All participants MUST have a racing age of 35 or over. Riders with a racing age of 35 or over who hold Elite status per USA Cycling rules may NOT compete in FBRA Masters events. This includes riders who: Are, or have been, members of a UCI-registered team of any type (road, track, MTB) in the current calendar year. Have competed in the Elite category of a UCI World Championship, Continental Championships or World Cup in the road discipline in the current calendar year. 3. All participants MUST race in the current age class as shown on their USA Cycling license. Riders MAY NOT race up or down in racing age class. 4. INDIVIDUAL TIME TRIALS: Are open to ALL categories mens categories 15 and womens categories 1-4. 5. ROAD RACE AND CRITERIUM RULES: For master mens age groups 35-54, riders MUST be Category-3 or higher. For age groups 55 and above, there are no category requirements. For master womens age groups 35-44, riders MUST be Category-3 or higher. For age groups 45 and above, there are no category requirements. Mens Masters Classes 35-39 40-44 45-49 50-54 55-59 60-64 65-69 70+ Combining of Classes At the discretion of the promoter, classes will be combined as necessary. Womens masters may also be combined with womens category races. All classes will be scored separately. Category 4 and 5 will also score a 35+ class. Womens Masters Classes 35-39 40-44 45-49 50-54 55-59 60+
