Introduction:

Some times I feel to leave everything n cm to u, but I cant do tht, I hav many restrictions, I hav my family my brother n even my values, I cant loose them for time being pleasure, n even if I come with u leaving everything I will b with u just for 4 days, because my final destiny my live is my mama, he is in depth of my heart anvi its true le I m getting attracted towards u, even wen my mama comes closer to me I think of u, anvi idu bhal tap ada, na bhal control madlik try madtini but agta ila. The Bureau of Indian Standards (BIS) is the national Standards Body of India working under the aegis of Ministry of Consumer Affairs, Food & Public Distribution, and Government of India. It is established by the Bureau of Indian Standards Act, 1986 which came into effect on 23 December 1986. The Minister in charge of the Ministry or Department having administrative control of the BIS is ex-officio President of the BIS. As a corporate body, it has 25 members drawn from Central or State Governments, industry, scientific and research institutions, and consumer organizations. Its headquarters are in New Delhi, with regional offices in Kolkata, Chennai, Mumbai, Chandigarh and Delhi, and 20 branch offices. It also works as WTO-TBT enquiry point for India.[2]

One of the major functions of the Bureau is the formulation, recognition and promotion of the Indian Standards. As on 31 March 2008, 18446 Standards formulated by BIS, are in force. These cover important segments of economy, which help the industry in upgrading the quality of their products and services. This Manual of BIS describes the policies, structure and approved methodologies for operating and maintaining effective MSC activities which are nationally and internationally accepted and recognized. The contents of this Manual cover all aspects of MSC (The Management Systems Certification) activities operating within the Bureau of Indian Standards Act 1986, and the Rules and Regulations made thereunder and IS/ISO/IEC 17021. The manual covers Management System Certification Schemes which comprise of various certification schemes, such as Product certification scheme and System certification scheme. Under Standards formulation, it is engaged in formulation of Indian Standards for 14 sectors namely Chemicals, Food and Agriculture, Civil, Electrical, Electronics & Telecommunications and Information Technology, Mechanical Engineering, Management & Systems, Metallurgical Engineering, Petroleum, Coal & related Products, Medical and Hospital Planning, Textile, Transport engineering and Production and General Engineering, Water Resources under Division Councils which have 308 Sectional Committees working under them. Any Ministry of the Central Government, State Governments, Union Territory Administrations, consumer organizations, industrial units, industry-associations, professional bodies, members of the Bureau and members of its technical committees may submit proposals to the Bureau for establishing a standard or for revising, amending, or cancelling an established standard by making such request in writing.

Product Certification Scheme of BIS


The Product Certification Scheme of BIS aims at providing Third Party Guarantee of

quality, safety and dependability of products to the ultimate customer. Presence of ISI certification mark known as Standard Mark on a product is an assurance of conformity to the specifications. The conformity is ensured by regular surveillance of the licensee's performance by surprise

inspections and testing of samples, drawn both from the market and factory. product certification scheme, has till date granted more than 30 000 licences to manufacturers covering practically every industrial discipline from Agriculture to Textiles to Electronics.

i.

Mandatory scheme:
Although, the scheme itself offers voluntary licensing, the Government of India, on

considerations of public health and safety, security, infrastructure requirements and mass consumption has enforced mandatory certification on various products through Orders issued from time to time under various Acts. While BIS continues to grant licenses on application, the enforcement of compulsory certification is done by the notified authorities. Given later in this document is a list of items brought under mandatory certification, together with the corresponding Indian Standard Number, and the authorities responsible for enforcing the orders. Under separate arrangements with statutory agencies, some products have been placed under special certification schemes of lot or batch inspection carried out by BIS inspecting officers. A majority of Gas cylinders and valves are certified through such schemes. Under agreement with UNICEF, Deep well hand-pumps, a critical potable water supply source for rural areas is also licensed under a lot inspection scheme. For all other products, the manufacturer is permitted to self certify the products after ascertaining its conformity to the Standard licensed for. Through its surveillance operations, the Bureau maintains a close vigil on the quality of goods certified.

Certification scheme for imported goods:


BIS is operating a product certification Scheme for Indian Importers. In above schemes, a

licence can be granted for any product against Indian Standard specifying product characteristics, which is amenable to certification. The schemes operate on self-certification basis, whereby the importer is permitted to apply the Standard Mark on the product after ascertaining its conformity to the Indian Standard licenced for. Through its surveillance operations the Bureau maintains a close vigil on the quality of goods certified. An importing unit will be treated as an Indian manufacturer & licence granted and operated in manner similar to other Indian manufacturers. The initial validity period of licence is one year, which can be renewed for further periods subject to satisfactory operation of licence as observed during follow up (periodic) inspections, factory & independent testing of samples drawn from factory & market. All foreign manufacturers of products who intend to export to India are required to obtain a BIS product certification licence. Towards this, BIS launched its Product Certification Scheme for overseas manufacturers in the year Prayag Kulkarni. MAT IX sem, S. B. College Gulbarga, 2012 Page 3

1999. Under the provisions of this scheme, foreign manufacturers can seek certification from BIS for marking their product(s) with BIS Standard Mark. Under this scheme, about 101 licences of foreign manufacturers in about 15 countries are in operation as on 31 March 2008. Under the scheme for Indian importers, Certification Marks Licence can be granted to Indian importers for the product imported into the country and are not covered under Regulatory Requirements. Indian importers can apply for BIS licence on such products and they are treated as Indian manufacturers.

iii.

The eco mark scheme:


This scheme is operated by BIS for the labeling of house hold and other consumer goods,

which confirm to certain environmental criteria, along with the quality requirements in the relavent Indian Standards, The initial validity period of licence is one year, which can be renewed for further periods subject to satisfactory operation of licence as observed during follow up (periodic) inspections, factory & independent testing of samples drawn from factory & market.

iv.

Hallmarking:
Hallmarking of Gold Jewellery started in April 2000 on voluntary basis under BIS Act 1986.

It is aimed at to protect the consumer's interest and providing third party assurance to consumers on the purity of gold, jewelery articles have been independently tested and the jwellery confirms to the marked fineness. Till 31 Mar 2008, 91 hallmarking centers have been recognized. Since the launch of the scheme, over 5403 gold jewellers have taken licence from BIS, a figure which stood at 186 in the year 2001-02. So far, over 381 lakh jewellery articles have been hallmarked. The list of hallmarked jewellers with BIS licence and BIS recognised hallmarking centres has been hosted on BIS website. Under a similar scheme of Hallmarking of Silver, 405 licences have been granted since its launch in October 2005. 2)

System Certification
i. Quality Management System and Certification :
Bureau of Indian Standards (BIS), the National Standards Body of India has been providing

service to the Indian industry for more than five decades by way of formulation of national standards and operation of product certification scheme. BIS runs other important systems certification schemes under the Management Systems Certification. Quality Management Systems Certification Scheme as per IS/ISO 9001 standard. BIS Quality Management System Certification has been accredited by Raad voor Accreditatie (RvA) Netherlands for 23 major economic activities covering a wide range of industry as well as service sectors including engineering, chemicals, pharmaceutical, cement, ceramics, food, textiles, automotives, mechanical, metallurgical, electrical, electronics, aeronautics, hospitals, financial, banking services, construction, wholesale & retail trade, education & training, hotel, power, printing, telecommunications, testing laboratories and information technology.

Environmental Management Systems Certification


International Organization for Standardization (ISO) has published ISO 14000 series of

standards with a view to provide organizations worldover with a structure for managing environmental impacts of their activities, products and services and to have a uniform international Environmental Management Systems (EMS)for use as environmental management tool, for achieving sustainable development, ISO 14000 is an evolving series of generic standards which include a broad range of environmental disciplines. ISO 14000 addresses six distinct but related subjects like Environmental Management Systems (EMS), Environmental Auditing (EA), Environmental Performance Evaluation (EPE), Environmental Labelling (EL), Life Cycle Assessment (LCA) and Environmental Aspects in Product Standards (EAPS). Together, these standards provide the necessary guidance for implementing effective environmental management systems.

iii.

Hazard Analysis and Critical Control Point


For food processing units BIS operates this certification with respect to ISO 9000 and ISO

15000 standards under a single quality scheme. Hazard Analysis and Critical Control Point (HACCP) is a process control system designed to identify and prevent microbial and other hazards in food production. It includes steps designed to prevent problems before they occur and to correct deviations as soon as they are detected. Such preventive control system with documentation and verification are widely recognized by scientific authorities and international organizations as the most effective approach available for producing safe food. HACCP involves a system approach to identification of hazard, assessment of chances of occurrence of hazards during each phase, raw material procurement, manufacturing, distribution, usage of food products, and in defining the measures for hazard control.

Rajiv Gandhi National Quality Award was instituted by the Bureau of Indian Standards in 1991, with a view to encouraging Indian manufacturing and service organizations to strive for excellence and giving special recognition to those who are considered to be the leaders of quality movement in India. This award is intended to generate interest and involvement of Indian Industry in quality programmes, drive our products and services to higher levels of quality and equip our Industry to meet the challenges of domestic and International markets. The award has been named after our Late Prime Minister Rajiv Gandhi, recognizing the new thrust he had given to the quality movement in India so that India could move into 21st Century with pride.
