c, Approe a petition or a "Decision and Permit" submitted by
Soernet liber Corporation to obtain a license to attach aerial iber-
optic cable and associated appurtenances ,including ground
anchors, to utility poles located within municipal highway rights-o-
ways.
1, Soernet is currently in the process o expanding throughout
many areas o the state by attaching their systems to existing
utility poles under the project name "Vermont liber Connect",

1elecommunications Authority and Soernet Communications
with unding in conjunction with the Broadband 1echnologies
Opportunity Program rom the National 1elecommunications
and Inormation Administration.
2, In some cases, the attachment o iber-optic cables will require
pole anchoring to support the added stresses. Many
anchoring requirements will be accomplished through the use
o existing ground anchors while seeral will require new
ground anchors. O the 69 new ground anchors, 30 will be
located on priate property with the remaining to be placed
within the municipal highway right-o-way.
3, DP\ sta has inspected and photographed each o the
anchor sites. 1he Soernet agent mailed 284 inormational
letters to city residents in October. 1he site inspections
reealed that existing anchors are in place at the majority o
the locations and, thereore, it is elt that an additional anchor
will hae negligible impact. \here impacts are considered
more signiicant, additional contact with the property owner is
being initiated. 1he Public \orks Department has reiewed
the petition and is prepared to issue a "Construction &
Access" Permit or the projects and will enorce applicable
work zone construction actiities and require payment o the
permit ee upon approal o the utility petition.
4, Recommendation: Approal with the understanding that all
aected property owners hae been, or will be, notiied prior
to installation. I approed, a majority o the City Council
must sign the petition in the space proided, and the City
Clerk will record the document in the land records.
