JOB DESCRIPTION - Officer Monitoring and Evaluation (Province)

Position Supervisor Position Summary Officer Monitoring and Evaluation (Province) Provincial Director (PROVINCE) The Officer Monitoring and Evaluation (PROVINCE) is part of the Pre-STEP Monitoring and Evaluation unit and is entrusted with the provincial level coordination and implementation of Pre-STEPs monitoring and evaluation activities. The Officer-Monitoring and Evaluation (Province) should demonstrate solid experience with data collection and data processing and should be comfortable working with Access and Excel software packages. The Officer Monitoring and Evaluation possesses the ability to balance work within a team environment while working with minimal supervision and displays strong organizational, communication and interpersonal skills. Most importantly, the Officer-Monitoring and Evaluation displays excellent clientorientation skills at all times when working with Pre-STEP stakeholders, and understands that Pre-STEPs monitoring and evaluation systems are deliberately inward facing i.e., they are not intended to inspect stakeholder performance -- but instead are integral to ensuring that Pre-STEP stays on track with its deliverables while remaining transparent and accountable to its stakeholders, partners and donors. The Officer-Monitoring and Evaluation must be thoroughly familiar with all technical aspects of the project as they relate to the projects performance monitoring plan (PMP) and well-acquainted with the projects provincial-level stakeholders for their province. The Officer- Monitoring and Evaluation (PROVINCE) position is based at the Pre-STEP office in Peshawar, but is expected to travel up to 50% of the time both within the province and externally to support the projects monitoring and evaluation (M&E) needs. The Officer-Monitoring and Evaluation (PROVINCE) may be asked to assist colleagues and the M&E Team in other provinces from time to time, and should maintain a collegial relationship with counterparts in Islamabad and the other Pre-STEP provincial offices to share information and solutions to field-level challenges. The Officer-Monitoring and Evaluation (PROVINCE) reports to the Provincial Director (PROVINCE) on all day-to-day implementation of Pre-STEPs monitoring and evaluation activities in PROVINCE, and to the Senior Director-Monitoring and Evaluation on all technical matters as well.

Essential Job Functions

Assisting with establishing the provincial monitoring and evaluation system using the EDC M&E Toolkit Supporting all M&E activities at the provincial and/or national levels, as needed Contributing to the implementation of projects M&E plan including review/feedback on tools, protocols, plans, targets, sample sizes etc Coordinating and assisting monitoring and evaluation data collection activities, including logistics of form distribution and collection Coordinating and assisting data processing, including data transfer, entry, verification and cleaning and ensuring that established protocols are followed accurately Filing forms according to compliance protocols and conducting periodic data checks as requested Providing regular updates on challenges with M&E implementation to the Provincial Director (PROVINCE) and Senior Director Monitoring and Evaluation, as well as suggesting contextappropriate solutions or workarounds to ensure accurate and timely execution of Pre-STEP M&E activities Coordinating internal communication on M&E progress and results with the Officer-Communication at the provincial level as well as the broader Pre-STEP Monitoring and Evaluation, Communication and Technical teams Supporting and assisting M&E staff or consultants as needed Assisting with M&E database management Providing other support to M&E team as directed by the Senior Director Monitoring and Evaluation or the Provincial Director (PROVINCE) Assisting with other provincial-level technical or administrative functions as needed

Education Experience Skills

Masters degree in social sciences or equivalent

3-5 years relevant experience;


Experience with monitoring program implementation & conduct evaluations; Ability to balance work within a team environment while working with minimal supervision; Strong organizational, excellent communication & report writing, computer, and interpersonal skills; Ability to work effectively with diverse stakeholders.
