Council Skates into 2013 - New Veep at Bureau
Vans Breaks Ground
V
ans and Jacks Surfboards today began con-
struction of a 30,000 square foot Off the
Wall Skatepark and Garage Skate Shop
with a ground breaking ceremony in Huntington
Beach. The park complex, expected to open in
early spring, will be free to the public and features
two lighted skate areas catering
to both bowl and street skating,
the Garage Skate Shop com-
bined with a skate park pro
shop and snack bar, landscaped
seating areas, restrooms and
drinking fountains. Vans is
making a long-term, multi-mil-
lion dollar investment in the
Huntington Beach community
with the project.
Were excited for the oppor-
tunity to work with Jacks to
bring a world-class skate park
to Huntington Beach for the
entire community to enjoy,
said Vans President Kevin Bai-
ley. Vans and Jacks are both
Orange County-grown origi-
nals and the Off the Wall
Skatepark underscores our
commitment to skaters and
BMX riders in the area.
Although known as Surf
City, Huntington Beach is ar-
guably the Action Sports capi-
tal of the world, said Doug Palladini, Vans Vice
President, Marketing. We appreciate the City of
Huntington Beach and especially the City Council
giving us the opportunity to build this incredible
park that will inspire the next generation of skate-
boarders and BMX riders.
Located on Center Avenue just east of Gothard
Street, Off the Wall Skatepark design will combine
street and transition features within the 30,000
square foot lighted park. The park includes a
15,000 square foot bowl area with a competition,
backyard, and beginner bowl and a 12,000 square
foot street plaza with enough
features to please every type
of rider. Vans skateboard leg-
end and Huntington Beach
resident Christian Hosoi con-
tributed to the intricacies of
the bowl design in collabora-
tion with California
Skateparks who designed the
overall park layout and will
direct construction.
The on-site, 3,000 square
foot Garage Skate Shop will
double as a fully-stocked
skate shop featuring Vans and
other top brands and a pro
shop with skate equipment
and rentals. The building de-
sign strives to minimize envi-
ronmental impact utilizing
re-purposed shipping contain-
ers in its construction. This
will be the third Garage Skate
Shop following the Hunting-
ton Beach Main Street store
and a location in Dana Point.

I
think Santa Claus is a woman ... I hate to be the one to defy sacred myth,
but I believe he's a she.
Think about it. Christmas is a big, organized, warm, fuzzy, nurturing social
deal, and I have a tough time believing a guy could possibly pull it all off!
For starters, the vast majority of men don't even think about selecting gifts
until Christmas Eve. It's as if they are all frozen in some kind of Ebenezerian
Time Warp until 3 p.m. on Dec. 24th, when they - with amazing calm - call
other errant men and plan for a last-minute shopping spree.
Once at the mall, they always seem surprised to find only Ronco products,
socket wrench sets, and mood rings left on the shelves. (You might think this
would send them into a fit of panic and guilt, but my husband tells me it's an
enormous relief because it lessens the 11th hour decision-making burden.)
On this count alone, I'm convinced Santa is a woman. Surely, if he were a
man, everyone in the universe would wake up Christmas morning to find a
rotating musical Chia Pet under the tree, still in the bag.
Another problem for a he-Santa would be getting there. First of all, there
would be no reindeer because they would all be dead, gutted and strapped
on to the rear bumper of the sleigh amid wide-eyed, desperate claims that
buck season had been extended. Blitzen's rack would already be on the way
to the taxidermist.
Even if the male Santa DID have reindeer,
he'd still have transportation prob-
lems because he would in-
evitably get lost up there in
the snow and clouds and
then refuse to stop and
ask for directions.
Add to this the fact
that there would be un-
avoidable delays in the
chimney, where the
Bob Vila-like
Santa would
stop to inspect
and repoint bricks
in the flue. He
would also need to
check for carbon
monoxide fumes in
every gas fireplace,
and get under every
Christmas tree that is
crooked to straighten it
to a perfectly upright 90-
degree angle.
Other reasons why
Santa can't possibly be
a man:
Men can't pack a
bag.
Men would
rather be dead
than caught
wearing red velvet.
Men would feel their masculinity is threatened ... having to be seen with
all those elves.
Men don't answer their mail.
Men would refuse to allow their physique to be described even in jest as
anything remotely resembling a "bowlful of jelly."
Men aren't interested in stockings unless somebody's wearing them.
Having to do the "Ho Ho Ho" thing would seriously inhibit their ability
to pick up women.
Finally, being responsible for Christmas would require a commitment.
I can buy the fact that other mythical characters are men ...
Father Time shows up once a year unshaven and looking ominous.
Definite guy.
Cupid flies around carrying weapons.
Guy
Uncle Sam is a politician who likes to point fingers.
Ditto
Any one of these individuals could pass the testosterone screening test. But
not St. Nick. Not a chance. As long as we have each other, good will, peace
on earth, faith and Nat King Cole's version of "The Christmas Song," it prob-
ably makes little difference what gender Santa is.
I just wish she'd quit dressing like a guy!!!

Honored For
Humanitarian Efforts
T
he problem with actress Betty
White is that she gives too freely of
her time, said one fan attending the
recent award ceremony for the 90-year-
young humanitarian, who was recognized
for her advocacy and contributions on be-
half of animals. Whites tireless efforts
earned her Universal Studios Hollywoods
Who-Manitarian of the Year Award. It
was presented by Max, the Grinchs lov-
able canine sidekick played by local rescue
dogs during the annual theme park Grinch-
mas show. Betty White, a seven-time
Emmy, Grammy, and Screen Actors Guild
Award winner, is best known for popular
roles in Mary Tyler Moore, Golden Girls,
Hot in Cleveland, and even Dr. Seuss The
Lorax, just a few of hundreds of movies,
television shows and productions shes
been involved with. "Thank you very
much. This award means a lot to me but
what even means more is rescuing dogs,
cats and other animals and finding new
homes for them," said the remarkable, car-
ing icon. "Together we can make this a
kinder world."

ore than 150 people stepped
back in time at the The Hunt-
ington Beach Historical Soci-
ety's Christmas Open House in the city's
oldest residence (1898) near Beach and
Adams recently. The interior and exte-
rior featured 19th Century Christmas
decor, including many items donated by
the Newland family, whose patriarchs
were one of the area's top farmers (more
than 500 acres of sugar beets, lima
beans and celery). William and Mary
Newland not only raised magnificent
crops but 10 fantastic kids as well at the
home in the Newland Center. They also
successfully lobbied to bring Pacific
Coast Highway and the Big Electric
Red Cars to HB.
Fascinated guests at the Christmas
celebration enjoyed seeing vintage pho-
tos, furniture, fashion and other decor
from the Newlands and they loved tast-
ing homemade apple cider and cookies,
specially created for the event by Rivers
By-the-Sea Catering. One of the great-
est parts of the evening was when leg-
endary Tubist Kenneth J. Serfass of
Ramona entertained the excited audi-
ence with his clever renditions of pop-
ular holiday songs. His excellent
playing created memorable sounds in
the old mansion and brought special joy
to all. One of the happy visitors was
Huntington Beach Mayor Pro-Tem
Matthew Harper, who spread holiday
cheer along with Huntington Beach
Community Services Department Su-
perintendent Janeen Laudenback. For-
mer HBTV Producer Greg Furlong
caught everything on video for your en-
joyment. The award-winning videogra-
pher, whose work can be seen on PBS
SoCal, created a special production for
my Community Spotlight Channel at
www. y o u t u b e . c o m/ c o mmu n i -
tynewslink. (Thank you Greg.)
If you haven't seen the Newland
House, inside and out, now's the best
time to do it. You can take a wonder-
ful guided tour with HB City Histo-
rian Jerry Person on the first and third
Saturday and Sundays of the month
from Noon to 4pm.. There is a small
donation but you'll really be in for a
treat and learn all about the remark-
able Newland Family and their posi-
tive influence on HB. The Newland
House sits on top of a hill and at
night, instead of the crops you see in
the valley below, you see thousands
of lights. It really is one of the most
beautiful spots in all of Surf City.
That's probably why there are many
weddings performed in the evening
just outside the mansion. If you have

n Jeopardy the other night, the final question was "How many steps does the
guard take during his walk across the tomb of the Unknowns" ---- All three
contestants missed it! --
This is really an awesome sight to watch if you've never had the chance.
Very fascinating... Tomb of the Unknown Soldier
1. How many steps does the guard take during his walk across the tomb of the Un-
knowns and why?
21 steps: It alludes to the twenty-one gun salute which is the highest honor
given any military or foreign dignitary.
2. How long does he hesitate after his about face to begin his return walk and why?
21 seconds for the same reason as answer number 1
3. Why are his gloves wet?
His gloves are moistened to prevent his losing his grip on the rifle.
4. Does he carry his rifle on the same shoulder all the time and,if not, why not?
He carries the rifle on the shoulder away from the tomb. After his march
across the path, he executes an about face and moves the rifle to the
outside shoulder.
5. How often are the guards changed?
Guards are changed every thirty minutes, twenty-four hours a day, 365
days a year.
6. What are the physical traits of the guard limited to?
For a person to apply for guard duty at the tomb, he must be between
5' 10' and 6' 2' tall and his waist size cannot exceed 30.
They must commit 2 years of life to guard the tomb, live in a barracks under the
tomb, and cannot drink any alcohol on or off duty for the rest of their lives. They
cannot swear in public for the rest of their lives and cannot disgrace the uniform or
the tomb in any way.
After two years, the guard is given a wreath pin that is worn on their lapel signi-
fying they served as guard of the tomb. There are only 400 presently worn. The
guards must obey these rules for the rest of their lives or give up the wreath pin.
The shoes are specially made with very thick soles to keep the heat and cold from
their feet. There are metal heel plates that extend to the top of the shoe in order to
make the loud click as they come to a halt.
There are no wrinkles, folds or lint on the uniform. Guards dress for duty in front
of a full-length mirror.
The first six months of duty a guard cannot talk to anyone nor watch TV.
All off-duty time is spent studying the 175 notable people laid to rest in
Arlington National Cemetery. A guard must memorize who they are and where
they are interned. Among the notables are: President Taft, Joe Lewis {the boxer}
Medal of Honor winner Audie L. Murphy, the most decorated soldier of WWII and
of Hollywood fame.
Every guard spends five hours a day getting his uniforms ready for guard duty.
ETERNAL REST GRANT THEM, O LORD, AND LET PERPETUAL LIGHT
SHINE UPON THEM.
In 2003 as Hurricane Isabelle was approaching Washington , DC, our US
Senate/House took 2 days off with anticipation of the storm. On the ABC evening
news, it was reported that because of the dangers from the hurricane, the military
members assigned the duty of guarding the Tomb of the Unknown Soldier were
given permission to suspend the assignment.
They respectfully declined the offer, "No way, Sir!" Soaked to the skin, marching
in the pelting rain of a tropical storm, they said that guarding the Tomb was not just
an assignment, it was the highest honor that can be afforded to a service person. The
tomb has been patrolled continuously, 24/7, since 1930.

tion...who do you trust. Her report
xzsays..."Members of Congress and
car salespeople wouldn't seem to have a lot
in common. Politicians spend their days de-
bating big national issues, like how to re-
solve the "fiscal cliff," while car salespeople
spent their time trying to get customers to
buy, say, the 2012 Honda Civic.
But when it comes to perceived honesty
and ethical standards, Americans give these
two professions relatively equivalent grades
-- abysmal ones, according to a new poll by the Gallup Or-
ganization.
Survey respondents were asked to rate 22
professions on a five-point honesty and ethics
scale, ranging from "very high" to "very low."
Members of Congress were at the bottom, with
a whopping 54 percent of respondents saying
that Congress has "low" or "very low" stan-
dards for ethics. Forty-nine percent of the re-
spondents said car salespeople have a "low" or
"very low" ethical standards.
For the 36 years Gallup has been conduct-
ing this survey, members of Congress have
received failing grades. The high point was
post-9/11, when just 25 percent of Americans
rated their honesty and ethical standards as
"high" or "very high." (Senators, by the way,
received only slightly better ratings, with 45
percent of respondents rating their ethical
standards as low or very low.)
Car salespeople's perceived ethical stan-
dards have "never climbed out of the single-
digit range in the history of the list,"
according to Gallup.
So Who Is Trusted?
Nurses received the highest rating in the
Gallup poll, with 85 percent of respondents
saying that nurses have high or very high eth-
ical standards. That put them above clergy
(No. 8 on the Gallup list) and several other
medical practitioners, including:
pharmacists (No. 2).
doctors (No. 3).
dentists (No. 5).
psychiatrists (No. 9).

place your profession on this list?"

It's 'inappropriate' to teach
right from wrong,
We're taught that such 'judgments'
do not belong..
We can get our condoms
and birth controls,
Study witchcraft, vampires and
totem poles ..
But the Ten Commandments
are not allowed,
No word of God must
reach this crowd.
It's scary here I must confess,
When chaos reigns the school's a
mess.

games. Freshi's educational unit focuses on
mentor-led and kid-directed programs designed
for any student. Youth can learn to create Films
from Script and learn to design their own Video

Yankees are at-
tempting to pro-
mote civility and
decorum at Yan-
kee Stadium in a man-
ner that is sure to please
some fans and offend
others.
In the October issue
of Yankees Magazine,
the Yankees unveiled a
new ticket policy.
Ticket backs will now
include the following
language: NOTICE:
The Yankees reserve
the right, with or with-
out refunding any
amount paid by the
ticket holder, to refuse
admission to and/or
eject any person who
uses foul or abusive
language or who wears
or fails to cover ob-
scene or indecent cloth-
ing. Which begs the
question: Whats the definition of foul, abusive,
obscene or indecent?
To some, foul could mean using the F-word or
the S-word. Others cant complete a sentence with-
out using one or both of those words. Turn on
a television at virtually any time of the day or night
and despite children friendly programming
hours, you can hear those words uttered indiscrim-
inately. If you read the lips of almost any coach in
any sport you can easily make out those words dur-
ing game broadcasts.
You might even hear
them used during
postgame interviews.
Of course, the differ-
ence between hearing
those words on televi-
sion and listening to
them uttered at the
ballpark is you can turn
the TV off.
Determining what
passes for abusive
language brings us
down another slippery
slope. Is it Fire Gi-
rardi when the Yan-
kees lose or is it Your
mothers a prostitute
when hurled at an op-
posing player? And
who makes that deci-
sion?
The lack of specificity in what the Yankees are
trying to prohibit isnt the only issue with the new
ticket policy. The ticket backs go on to say, In ad-
dition, ticket holders further acknowledge and
agree that by entering Yankee Stadium, they hereby
consent to the ban on foul/abusive language and
obscene/indecent clothing and waive, to the fullest
extent they may legally and effectively do so, any
objection they may now or hereafter have to such
ban and the penalties that the Yankees may impose
for violation of the same. (Emphasis added)
What the Yankees are attempting to do is coerce
their fans into agreeing to the ban, to waive their
constitutional right to free speech and any defenses
they may have to the enforcement of the policy.
Can they do it? Well, lets give them an A for ef-
fort. But the reality is fan expression, even when
its objectionable to some, is generally protected
under the First Amendment. And that includes
profanity and obscene clothing.
Anyone who has ever attended a sporting event
and been offended by foul or abusive language
can appreciate the motive behind the Yankees new
ticket policy. But even if the Yankees motives are
pure, their methods are open to debate. Theyll
find that out when the first offended fan takes them
to court.

in the salad bar of life..."Most of
you likely think this deliciously
zesty salad is named after Julius Caesar.
However, credit actually goes to none
other than Caesar Cardini.
This story yields a quick anecdote about
how fame comes when you least expect it.
Ever been in your kitchen and realize you
don't have all the ingredients you need? Or
worse, ever realize you've prepped a meal
and sold yourself short, not having enough
food for all of your attendees? Caesar Car-
dini, an Italian restaurateur and hotel
owner, encountered a similar issue in
1924.
After relocating from Italy to California
with several of his siblings, Cardini
opened up businesses in San Diego and Ti-
juana, Mexico. According to Caesar's
daughter Rosa, on the Fourth of July, a
crowd of customers rushed to Cardini's
hotel restaurant in Tijuana, leaving him
with a lack of resources in the kitchen. De-
termined to use what he had left, he put his
originality to the test.
He tossed together a salad of genius: ro-
maine, garlic, croutons, Parmesan cheese,
boiled eggs, olive oil and Worcestershire
sauce. (He never in fact used anchovies, a
common Caesar salad ingredient today,
but he did use a touch of Worcestershire
sauce to exude a slight fishy taste.)
The salad became a popular hit in Hol-
lywood and has long since been a hit
around the world. Julia Child is said to
have devoured the delicious plate of
greens at Cardini's restaurant as a child in
the 1920s.
As someone once said, The happiest
people dont have the best of everything,
they just make the best of everything they
have. Caesar Cardini did just that, creat-
ing a dish loved by many to this day.

Celebrity Experience is once

based Tiodize. Two days of activities,
first on Sunday afternoon, January
27th with TGS Youth Baseball Clinic
at Huntington Beach High School and,
on Monday, January 28 TGS Celebrity
Golf Tournament followed by TGS
Celebrity Banquet both at Sea Cliff
Country Club in Huntington Beach
with MLB Franchise Host Los Angeles
Angels of Anaheim and Hall of Famer
Rollie Fingers helping to make sure we
all hit a home run. Pro-
ceeds from this benefit
will be used to protect
local area children and
teens from sexual ex-
ploitation, molesta-
tion, abduction and
human trafficking.
The Youth Baseball
Clinic event is from 1-
4 pm at Huntington
Beach High Schools Var-
sity Baseball Field located near
the intersection of Yorktown Ave
& GoldenWest and is FREE of
charge for boys and girls ages 6-15. The
clinic will feature some great retired
Major League Baseball players who
will provide instruction on fundamen-
tals of batting, throwing, fielding, base
running, catching, pitching, bunting and
more. Following the instruction partici-
pating children will have the opportu-
nity to get an item autographed by the
MLB Alums.
Monday mornings golf tournament
registration at 9am, a $10,000 Putting
Contest at 10:00 am and the shotgun
start for the tournament (scramble for-
mat) at 10:30. Each golf group will in-
clude a celebrity, primarily from MLB
with Hollywood, media and NFL
celebrities rounding out the field.
At about 5:00pm on Monday, the Hall
of Fame/Celebrity Reception is sched-
uled followed at 6:00 by The Greatest
Save Banquet and Program with the an-
nouncement and presentation of the an-
nual TGS Law Enforcement Award and
this year the KinderVision Crystal
Angel to the Angels organization repre-
sented by Chairman Dennis Kuhl.
The evening is highlighted with the
Hall of Fame Q&A. Past attendees in-
clude HOF members Goose Gossage,
Harmon Killebrew, Brooks Robinson
and more than thirty other current and
retired players including Bobby Grich,
Doug DeCinces, and Clyde Wright. Lis-

also one of the most boring vehicles
in showrooms around the country.
The car's ride is numb, and it's per-
formance is unimpressive and it's
looks are overly plain.
That said, you can't argue with the
decades long appeal of the Corolla
among customers who want no
drama from their ride. We are im-
pressed with the initial quality of the
Dart, and the styling appeals to us.
But the car will have to satisfy cus-
tomers for at least a decade before it
can be mentioned in the same sen-
tence as the words "reliability" and
Corolla."

he Jetta provides a moderately
priced competitor with a high
fuel-economy diesel (TDI) model --
the only diesel in the compact seg-
ment.
The Dart is certainly more fun to
drive than the base Jetta, which has
rougher road manners that we'd like
because of an inferior torsion beam
suspension. Additionally, a high
mileage version of the Dart arrives
later this year, which Dodge says
will top 41 mpg on the highway,
nearly matching the 42 mpg that the
Jetta's clean-diesel version gets on
the highway.

A
recent report indicates that the small coin-sized batteries
found in many toys, electronics and singing greeting
cards could be life-threatening in children. An analysis, re-
leased recently by the Centers for Disease Control and Pre-
vention and the Consumer Product Safety Commission,
found that 14 children
who were aged 13 and
under have died, and more
than 40,000 have been in-
jured from small batteries.
Scott Wolfson, director of
communications for the
CPSC, called these batter-
ies a serious hazard, and
observed:
There is growing at-
tention to this hazard and
a increase in the number
of fatalities. Today, more of these small batteries are being
used in products such as remote controls, greeting cards, and
flashlights, and CPSC is seeing children getting access to
those batteries.
Statistics in the report appear to support Wolfsons argu-
ment that these cases are on the rise. Of the 14 deaths reported
between 1997-2010 half were reported in 2009-2010 and 72
percent of ED visits throughout 1995-2010 were among chil-
dren aged four and under. Part of
what makes these ingestions so
dangerous is by the time symp-
toms like severe abdominal pain
or vomiting appear, burns, ulcers
and severe damage to the esophagus or gut has likely already
occurred. Alison Tothy, director of pediatric emergency med-
icine at the University of Chicago, had this to say:
Thats whats so scary about these, you can get damage so
quickly. But how many parents bring their kids to the emer-
gency department for a little belly
pain, but 8, 12, 14 hours later they
are still having belly pain and
starting to vomitand there is
even more damage that has been
done because the battery sat there
for 24 hours. Its important to
bring children in right away if you
think they swallowed something.
The window of opportunity to get
those out before they cause dam-
age is pretty small. Its usually
within four hours a battery can
cause damage.
Similar findings can be found in a May study in Pediatrics.
Children being taken to emergency departments with battery
ingestions have increased-with more than 65,000 ED visits
involving kids 18 and under between 1990-2009. Gary Smith,
director of the Center for Injury Research and Policy at Na-
tionwide Childrens Hospital, was the author of the May
study. He says that, we live in a world designed by adults
for the con-
venience of
adults, and
the safety of
children is
often not
considered.
Dr. Smith found ED visits doubled from 2,591 visits in
1990 to 5.525 in 2009 and the number of button batteries
swallowed by children also doubled. Chairman for the CPSC,
Inez Moore Tenenbaum, has called on major manufacturers
of button and coin-cell batteries to address the safety of their
products. She wants to see safety standards in place to address
the problem. Wolfson says the changes cant come soon
enough, adding:
We want these products that use button cells to be designed
in a way that children can never get access to them. We be-
lieve that there can be innovations in both the way the battery
is made and how it is used in various products.
In the 1980s, toys and other childrens products were re-
quired to secure tiny batteries so kids could not get to them.
A bill introduced last year by Sen. Jay Rockefeller, D-W. Va.,
would require all products with button batteries to be child-
proof. The CPSC said parents should never let kids play with
batteries and take caution to make sure they are disposed of
properly. Any parent who believes a child has swallowed one

What is currently
being done in the U.S.
to ensure the wise use and
safety of our nations groundwater?

Keeping fresh water safe and abundant is a challenge for
all societies. In the U.S., about half of the countrys drinking
water comes from groundwater sources. Many rural areas de-
rive all of their drinking water from groundwater, which also
provides 40 percent of the irrigation needs of American farm-
ers. While underground aquifers may at one point have
seemed limitless, huge demand for water (especially in arid
areas like the Southwest) means that groundwater reserves
are precious and need to be carefully managed with conser-
vation in mind. Also, groundwater is easily contaminated by
any number of common man-made products like gasoline,
oil, road salts, pesticides, fertilizers and other chemicals.
Management of specific water supplies is decentralized
local and regional water authorities manage supplies for mu-
nicipalities and counties around the countrybut oversight
comes from the U.S. Environmental Protection Agency
(EPA), as mandated by the Clean Water Act and the Safe
Drinking Water Act. Enacted in 1972, the Clean Water Act
addresses water pollution in general and requires everyone,
but especially large water users including large industrial
and agricultural operations, to deal with their water inflows
and outflows in a responsible, non-polluting manner. Mean-
while, 1974s Safe Drinking Water Act requires the EPA to
set standards for drinking water quality that the 150,000
public water entities across the country must meet. Third
party laboratories provide detailed analyses to ensure that
local supplies live up to the EPAs expectations. These laws
work together to keep groundwater supplies safe, but envi-
ronmentalists would like to see both strengthened substan-
tially in the face of drought-inducing global warming and
other threats.
While regulation and enforcement of industry and agri-
culture are important for protecting our limited groundwa-
ter supplies, consumers also must play a role. The Ground-
water Foundation, a Nebraska-based non-profit working to
educate people and inspire action to ensure sustainable,
clean groundwater for future generations, suggests taking
short showers, shutting off the faucet while brushing teeth
and shaving, running full loads of dishes and laundry,
checking for leaky faucets and getting them fixed, and wa-
tering plants and the lawn only when necessary. Likewise,
the group advocates that consumers recycle used motor
oils, limit the amount of fertilizer and pesticides used on
plants, lawns and gardens, and generally reduce household
chemical use. And leftover chemicals should be disposed
of at hazardous waste collection sites (find one near you at
earth911.com), not down the drain or into the gutter.
Another way to help is to initiate a Source Water Protection
process, which involves locating local groundwater sources
and identifying ways to protect and conserve them. Anyone
interested in doing so can download the Groundwater Foun-
dations free Source Water Assessment and Protection Work-
shop Guide, which has detailed information about a number
of source water protection strategies and additional informa-
tion on areas where the Safe Drinking Water Act and Clean
Water Act intersect. Funding for the guide was provided by
the EPAs Office of Groundwater and Drinking Water, which
considers it a must-read for officials, policymakers and ac-
tivists deliberating land use and water quality issues.

ime is running out to finish up your Christ-
mas shopping.
For those looking to impress a wine enthusiast,
these final days are daunting. Malls and depart-
ment stores offer little that would please an oenophile,
and the staff at Best Buy doesnt know a thing about
wine. The internet, of course, can be overwhelming!
Relax. Wine lovers are easy to please, regardless of
your budget. Here are my top picks.
First, consider a wine club.
Whether youre shopping for a
complete novice or the next Iron
Sommelier, everyone appreciates
trying new wines.
TastingRoom.com is worth
checking out, as it literally brings the
tasting room to your living room.
Launched three years ago by a tech
entrepreneur, the company transfers
wine into miniature bottles, allowing
consumers to sample a host of wines
without having to purchase an entire
bottle. Wine club memberships start
at $30 per shipment.
If youre shopping for someone who en-
joys wines from Napa Valley, consider the
Bordello Wine Club from Vintners Col-
lective, a multi-winery tasting room in
downtown Napa. While the club is expen-
sive the average shipment runs $165 the
collective is home to some of Napas most
celebrated, small-production winemakers. If
youre shopping for a fan of Oregon Pinot Noir,
theres a similar collective in the Willamette Valley
called Carlton Winemakers Studio.
For novice wine drinkers, newspaper wine clubs are
fun. These have proliferated in recent years, and the New
York Times selections tend to get the highest marks. That
said, many local retailers have their own clubs that offer
a better value.
Books also make good gifts.
If youre shopping for a budding oenophile, pick him
up a copy of Kevin Zralys Windows on the World Com-
plete Wine Course. For
good reason, its been in
print for nearly 30 years.
If youre shopping for
a wine enthusiast who al-
ready has a stocked
bookcase, pick her up a
copy of Wine Grapes,
the just-released guide to
1,368 grape varieties by
Jancis Robinson, Julia
Harding, and Jos
Vouillamoz. The
book is
hefty
it clocks in at
more than seven
pounds and has a price
tag to match, retailing for
$175. But its a reference book that
every wine geek is desperate to own.
A more affordable choice is How to Love
Wine, by New York Times chief wine critic Eric Asi-
mov. Part memoir and part manifesto, the book thor-
oughly combats the poison of wine snobbery through an
honest and personal eval-
uation of Americas wine
culture. It was my fa-
vorite book this year.
Actual wine also
works. But to make an
impression, youll want
something thats recog-
nizable but isnt easily
found at the supermarket.
Champagne is always memorable, and in recent years,
wine enthusiasts have gone gaga over Grower Cham-
pagne, or wines made by the farmers who grow the
grapes. Just as we understand why an apple grown in Vir-
ginia tastes different from an apple grown in Massachu-
setts, we understand why a Sonoma Chardonnay tastes
different from one produced in Napa. Champagne is no
different. And Grower Champagne conveys that sense of
place. Egly-Ouriet, Pierre Peters, and Vilmart are three
top Growers. Their wines are pricey but delicious.
Of course, if you go this route, dont hesitate to ask the
knowledgeable staffer at your local wine shop for advice.
She might steer you toward something else thats equally
impressive, like a well-known Bordeaux or Super Tus-
can.
Stemware and decanters also make for great gifts.
Look for brands like Riedel, Spiegelau, and Schott
Zwiesel.
Whatever you do, dont waste money.
Ive never seen the point of a wine stopper and no wine
enthusiast wants a kitschy, hand-painted wine glass. The
latest gadgets, too, are typically a waste cordless
rechargeable wine bottle openers always seem more dif-
ficult to use than traditional waiters tools.

The next day, a fancy carriage pulled up to the
Scotsman's sparse surroundings. An elegantly
dressed nobleman stepped out and introduced
himself as the father of the boy Farmer Fleming
had saved.
'I want to repay you,' said the nobleman. 'You
saved my son's life.'
No, I can't accept payment for what I did,' the
Scottish farmer replied waving off the offer. At
that moment, the farmer's own son came to the
door of the family hovel.
'Is that your son?' the nobleman asked.
'Yes,' the farmer replied proudly. 'I'll make you
a deal. Let me provide him with the level of edu-
cation my own son will enjoy If the lad is any-
thing like his father, he'll no doubt grow to be a
man we both will be proud of.' And that he did.
Farmer Fleming's son attended the very best
schools and in time, graduated from St. Mary's
Hospital Medical School in London, and went on
to become known throughout the world as the
noted Sir Alexander Fleming, the discoverer of
Penicillin.
Years afterward, the same nobleman's son
who was saved from the bog was stricken with
pneumonia.
What saved his life this time? Penicillin.
The name of the nobleman? Lord Randolph
Churchill .. His son's name? Sir Winston
Churchill.

Why December Might Be
Best Time To Buy a Car
Y
ou know that loved one who wants a new
car this holiday season? According to
Kelley Blue Book's kbb.com, the most
visited vehicle pricing Web site, December may
very well be the best month for getting a great
deal on that four-wheeled gift.
According to Kelley Blue Book's executive ed-
itor and 20-year veteran of the company, Charlie
Vogelheim, "There are several factors that make
December one of the best months to haggle the
lowest price out of your local dealer."
1. Most dealerships and their salespeople
have end of the month quotas to meet.
2. There are also annual quotas dealers
like to meet because the number of cars
a dealer sells over a year's time deter
mines what and how much inventory
they'll receive in the coming year from
their franchise manufacturer.
3. Dealers and manufacturers are also
looking for bragging rights of having
the best selling car, truck or SUV in
America. You need to offer deals at
the end of the year to reach that magic
number.
4. There is something called 'inventory
tax' that dealers in most state have to
pay on all unsold inventory on January
1. The best way to get around this is
to sell as many cars as possible before
December 31.
5. With new model year vehicles arriv-
ing, many dealers may be offering
great deals on last year's models to
make room for the new models. If the
car has been redesigned (i.e. Ford Mus
tang) you may want to stick to the new
styling.
6. Well, there aren't that many people
wandering snow-covered lots in de
gree weather. In colder areas, buyers
are few and far between. Any buyer is
a good buyer.
These factors together make December one of
the best months for negotiating the lowest possible
price on a new car.
Vogelheim recommends that you always do
your homework before heading to the dealership
as this is one of the largest purchases you can
make other than buying a house. "Many manufac-
turers are offering cut-rate financing or rebates on
most 2004 vehicles and even some 2005 models.
Determine what incentives are available on the
cars you are looking at. And also check the car's
MSRP, dealer invoice price and the transaction
value or what other people are paying for a new
car this week. You can find all of these things on
the Internet today at sites like kbb.com. Print them
and bring them with you to the dealership."
If you are not the haggling kind, you can always
request a couple of price quotes online from your
local dealer. Sites like Kelley Blue Book's allow
car buyers to submit price quotes to several dealers
in three quick steps. Going this route, you can get
dealers to compete for your business without ever
leaving your house.

new car in one of those giant red bows can be a

oliticians have been known to put up
some pretty zany ideas, but this one will
have American homeowners scratching
their heads for the next 10 years. A recent bill
was just passed in
congress to fund an
immigration visa
bill on the back of
American home-
owners. Huh?
HR 1629, also
known as the
STEM Job Act of
2012 will make
55,000 visas avail-
able to workers in
science, technol-
ogy, engineering
and mathematics.
It will also raise in-
terest rates for
homeowners look-
ing to purchase or
refinance a home
over the next 10
years. Ludicrous,
yes, but heres how it works.
The lowest rates on the market right now are
those which carry the backing of mortgage gi-
ants Fannie Mae and Freddie Mac. These
agencies securitize mortgage loans made by
banks. With this agency insurance, there is
essentially no risk to the banks. They just col-
lect the monthly payments, retain a mainte-
nance fee (servicing right), and forward the
bulk of the payment to the true owner of the
loan, Fannie Mae and Freddie Mac. To offset
this security, the agencies collect a premium,
known as a guarantee fee or g-fee. These
premiums are paid into a fund every month as
new loans are made. The purpose of this pool
is to ensure that if and when a loan goes bad
(and a percentage always will), the account
has sufficient funds to cover these claims.
There have been other recent increases in
the G-fee. The difference is that the prior in-
creases were intended to make Fannie Mae
and Freddie Mac more financially viable and
independent. The hope was that
these companies would soon return
to privatization, free of government
heavy-handedness. This latest
move by Washington, un-
fortunately, threatens to
undo all of the progress
the agencies have made in
the last few years since
being bailed out by the
government.
It was hoped that these
agencies would re-
turn to privatization
within the next three
years. With this new
g-fee increase
carrying a 10
year lifespan, thats no longer as likely.
In the meantime, American homeowners
are paying the bill. This most recent in-
crease alone effectively raises mortgage
rates by approximately 0.1%.
The increase may seem small, but it all
adds up. If it wasnt for g-fee increases
in 2012 alone, the current rate on a 30
year fixed mortgage would likely be
below 3.0%, and the rate on a 15 year
mortgage would be below 2.5%. Actual
interest rates are anywhere from 0.25% -
0.5% higher because of the g-fee in-
creases. American homeowners are pay-
ing billions of dollars more on their
mortgages as a result. And where does
the money go? Well, in this case, it goes
towards immigration. But this is what
happens when government gets so big
that it can rob cookies from one jar to pay
for another. I guess the politicians figure that
rates are so low right now that no one will no-
tice. And theyre probably right
