Now that 2013 is here, the township
committee has begun planning for the
rest of the year.
The cost of taxes may be a concern
for residents this year.
According to Mayor Richard Franzen,
the township committee has kept the
local tax levy flat for the past three
years.
In light of how costs have been ris-
ing, and how much we have already cut
back over the years, it may be very diffi-
cult for the committee to do this for an-
other year, said Franzen. When a
nearby town kept its local tax flat for a
few years, it found out it could not fund
trash collection services without asking
the residents to approve a major local
tax increase.
Franzen said he didnt believe the
committee would ever want to put Tab-
ernacle residents in a similar situation.
We must continue to exercise re-
sponsible and prudent financial plan-
ning, he said.

2012 will continue to be worked on until

completion in 2013.
The refreshment stand at the
Patty Bowker Complex began
construction through a county
funded grant. The construction
will continue until the project is
finished and ready for operation
during athletic activities at the
field.
In 2011 the Tabernacle Athletic
Association was granted $250,000
to construct the snack stand locat-
ed at the Patty Bowker Municipal
Complex. The grant was awarded
by the Burlington County Board
of Chosen Freeholders as part of
the Municipal Park Development
Assistance Program.
According to Franzen, the
township will begin a review of
its space needs and complete the
long-awaited traffic ordinance.
The ordinance, which was orig-
inally introduced in October and
has been worked on for awhile ac-
cording to Franzen, will regulate
the rules, traffic issues, parking
along streets, handicapped park-
ing, speeding and ticketing.
Additionally, the township
committee has established a for-
mal liaison with the state police,
and plans to maintain a good rela-
tionship with them.
Over the past year, the commit-
tee has been dealing with a law-
suit during executive sessions.
The lawsuit, filed against the
township by the Medford Farms
Fire Company, deals with emer-
gency management services and
the fire company.
I would hope the township
committee would be able to re-
solve the lawsuit filed against us
by the Medford Farms Fire Com-
pany, said Franzen.
The issue was originally
briefly addressed in August at a
committee meeting. Further de-
tails regarding the issue have yet
to be released.
The case has not yet gone into
litigation.
The agenda for the year also in-
cludes plans for the now empty
Emergency Squad building.
We will need to resolve exact-
ly how we may be able to repur-
pose the use of the building, said
Franzen.
Other plans for the year relate
to the history of Tabernacle
Township and what the commit-
tee can contribute to maintaining
its roots.
We have begun a dialogue
with the Tabernacle Historical
Society, said Franzen. We need
to take a close look at how we can
better support the activities of
this organization and help pre-
serve the rich cultural heritage of
our township.

Burlington County Freeholder
Joseph Donnelly recently an-
nounced the county would once
again recycle Christmas trees
free of charge.
To be eligible for free disposal,
residents or municipalities
should bring the trees to the Re-
source Recovery Complex in Flo-
rence and Mansfield as a separate
load- that is, not mixed with
trash. No artificial or flocked
trees can be accepted.
All plastic bags, ropes, decora-
tions, garland, tinsel, ornaments,
lights, stands, wires and nails
should be removed.
Each town handles tree, brush
and yard waste differently, so resi-
dents should contact their munic-
ipality to see if they offer curb-
side collection of Christmas trees
for recycling.

The 200 Club of Burlington
County announced they are seek-
ing applicants from individuals
serving with Burlington County
law enforcement, fire and EMS
organizations or members of
their families.
The 200 Club will award up to
four scholarships in the amount
of $2,500 each at the Annual
Scholarship Awards Banquet
scheduled for Feb. 15.
Burlington County police offi-
cers, county detectives, troopers,
firefighters, or emergency squad
members or their family mem-
bers will be eligible for these
monetary awards.
As many as four awards can be
awarded, based upon a combina-
tion of need, application review,
and a short essay by the applicant
on the importance and meaning
of public safety service to the
community.
Individuals applying must
specify the name of the immedi-
ate family member and which de-
partment, agency or squad the
family member is employed or af-
filiated with.
Applications may be obtained

The vast menu of human and citizen
service programs administered by county
government will come under one umbrella
through a reorganization plan to be ap-
proved recently by the Burlington County
Freeholders. A Willingboro resident with
an extensive background in community
services will be appointed to head up the
new agency, Burlington County Freeholder
Joseph Donnelly announced.
At the center of the plan, said Donnelly,
is a new and broader Department of
Human Services, with a bold mission of
ensuring that residents who reach out for
help, will have all their needs evaluated
and addressed as quickly as possible. He
said that Anna Payanzo, the current Direc-
tor of Housing at Twin Oaks Community
Services in Westampton, would head up
the new Department starting Jan. 1.
We are effectively creating a one-stop
shop for human services, said Donnelly.
When a resident comes to us seeking help,
his or her needs will go through a triage
process as soon as they come through the
door, to make sure we are addressing all of
their issues, and not randomly bouncing
them between agencies and programs later
on.
A graduate of Harvard University with
a degree in Social Anthropology, Payanzo
is also expected to earn a Masters Degree
in Public Health from the University of
Pennsylvania in the spring of 2012. She un-
dertook the major responsibility of chair-
ing the advisory committee that crafted the
countys 10-Year Plan To End Homeless-
ness, approved by freeholders earlier this
year. Overall, Payanzo brings 11 years
worth of practical experience in social and
human services to the county.
I have had an opportunity to weigh in
on the countys reorganization plan, and
the freeholders and staff have done some
clear thinking here, said Payanzo. What
we are looking at going forward in an inte-
grated, goal-driven service delivery system
that enables the County and its agencies to
better meet community needs.
For decades, Human Services has func-
tioned as a division of the Countys De-
partment of Health. Under the new align-
ment, Human Services is elevated to de-
partment status, and will oversee the fol-
lowing divisions: Office on Aging; Commu-
nity Development and Housing; Behav-
ioral Health and Youth Services; Employ-
ment and Training; Veterans and Military
Affairs; Consumer Affairs.
In addition, the Board of Social Services
will come under the new department, to
ensure that its programs connect more
closely with others offered by the county.
The Health Department will continue as
a stand-alone department, but will be reor-
ganized into a new divisional structure, to
include Environmental Health; Weights &
Measures; Planning and Health Education;
Medical Examiner; and Disease Preven-
tion (to include public health clinics, the
animal shelter, and mosquito extermina-
tion).
Reorganization will bring together county programs
T
here are all kinds of great rea-
sons to replace the $1 bill with a
$1 coin.
For example, the government says it
would save taxpayers billions of dol-
lars over the next several decades. And
who doesnt want to save billions of
tax dollars?
Vending companies, too, would like
to see the switch. Anyone who has
tried unsuccessfully to jam a dollar bill
into a machine that is, well, less than
perfect, understands the vending com-
panies sentiments.
The problem is that weve tried this
before, and it didnt end well. Remem-
ber, about a decade ago, the Sacagawea
coin? Before that, the Susan B. Antho-
ny? Before that? Well, there have been
dollar coins in the United States pretty
much since the Continental Congress
met.
Americans just dont seem to like
the $1 coin. Some complain that they
are too hard to distinguish from the
quarter. Others note that its much eas-
ier to cram 10 $1 bills into your wallet
than it is to carry 10 $1 coins in your
pocket.
Whatever the reason, Americans
have rejected a move to the $1 coin. Re-
peatedly and resoundly.
So lets forget about this idea and
focus on a few other monetary
thoughts that make more sense.
How about making $1 bills that last
longer than five years? That reduces
the need to pull old ones from circula-
tion and replace them with new ones.
And lets figure out a way to make
producing a penny cost less than a
penny, and make producing a nickel
cost less than a dime. Switch metals, or
just do away with them altogether. Es-
pecially the pennies. Not much you can
get for a penny these days.
But keep the $1 bill. At least for now.
At least until inflation puts it into the
category of the penny: not really worth
producing any longer.

Yes, removing the $1 bill from circula-
tion and replacing it with a $1 coin
would save tax dollars. Except, nobody
really wants to use $1 coins. Weve tried
to use them in the past, but society has
rejected them. So why bring up the
idea again?
