Sub:- Private Aided Colleges Payment of salaries through BanksRelease of Advance Teaching Grant for payment of UGC, 2006 pay fixation Arrears in respect of Retired & Expired persons who Retired/Expired on or before 28.02.2009 have taken into consideration only in respect of Private Aided Degree/P.G and Oriental Colleges during the current financial year 2012-2013 Sanctioned Orders Issued. Read:- 1. G.O.Ms.No. 778, Education dated: 1-8-1981. 2. G.O.Ms.No. 92, Education dated: 14-02-1984. 3.G.O.Rt.No.1978, Finance ( Expr. HE ) Dept. Dt.23.04.2012. 4.G.O.Rt.No.227, H.E(C.E-II-1) Department, dt.08.05.2012. 5.G.O.Rt.No.457, H.E(C.E-II-1) Department, dt.10.07.2012. 6. G.O.Rt.No.957, H.E(C.E-II-1) Department, dt.11.12.2012. <<< 0 >>> O R D E R:Under Chapter IV of the A.P. Grant-in-Aid code, the Commissioner of Collegiate Education, Andhra Pradesh, Hyderabad hereby sanctions and authorizes for the payment of a sum of Rs 6,77,34,106/- (Rupees Six Crore Seventy Seven Lakhs Thirty Four Thousand One Hundred and Six Only) towards Advance Teaching Grant for payment of UGC, 2006 pay fixation Arrears in respect of Retired & Expired persons who Retired/Expired on or before 28.02.2009 have taken into consideration teaching staff of Private Aided Degree/P.G and Oriental Colleges as shown in Annexure meeting the expenditure from the provision made available in the budget for the current financial year 2011-12 and in the reference 4th to 7th read above. The expenditure is debatable to the following Head of Account:2202-General Education 03 University and Higher Education, M.H.104 Assistance to Non-Government Colleges and Institutes S.H.-06 Assistance to Aided Colleges 310 Grant-in-Aid 311 Grant-in-Aid towards salaries The Regional Joint Directors of Collegiate Education/Principals of Identified Government Degree Colleges concerned are informed that. 1. Before countersigning the Grant-in-Aid bills and forwarding them to the Treasuries, They should ensure that all the conditions stipulated in the G. Os. 1st and 2nd read above are fulfilled. (P.T.O)

: 2 : 2. The amount now released is purely on the proposals submitted by the Correspondents/ Principals of the Colleges concerned. They are therefore requested to verify the claim once again with approved lists enclosed before countersigning the bills with reference to the college records to avoid double payment. They will be held responsible if any discrepancy is noticed at a later stage. 3. Non-Drawal Certificate should be enclosed for each claim invariably duly signed by the Correspondent of the College without fail. 4. The CAS Arrears statement approved by the Local Fund Department shall be enclosed with the bill. Failing which the bills shall not be accepted/Passed. 5. The amount should be paid to the Retired / Expired Teaching Staff after duly deducting INCOME TAX AT SOURCE for the years which they are being drawn. 6. The amount of Expired Teaching Staff should be paid to their LEGAL HEIRS Only after duly verifying the necessary LEGAL HEIR CERTIFICATE issued by the concerned authorities. 7. The Regional Joint Directors of Collegiate Education / Principals of Identified Government Degree Colleges / Special Officers concerned are instructed not to pass the bills of those teaching staff against whom disciplinary charges are pending or retired from services while on suspension. 8. The Correspondent should also obtain an undertaking from the individuals concerned that they will refund the amount if any paid excess Unconditionally. 9. The Correspondents/Principals/Special Officers concerned are requested to furnish utilization certificates for the amounts now sanctioned, drawn and disbursed (each individual wise) without fail 10. The countersigning authorities shall ensure that the amount is utilized for which it is sanctioned. 11. The Regional Joint Directors of Collegiate Education/Principals of Identified Government Degree Colleges concerned are requested to report the unspent amount if any in each case immediately under any circumstances by the end of March 2013.
