JOINT PLANNING AND PROCESS 1 JOINT PLANNING COMMITTEE 1.1 Joint Planning Meetings Telkomsel may conduct regular joint planning meetings with the bidder to ensure the alignment of network deployment with Telkomsel's forecast market requirements. The purpose of the joint planning process is to: (a) (b) (c) provide a forum for Telkomsel to assess areas for network deployment and the implementation schedule defined during the joint planning process; allow Telkomsel to approve deployment plans and project timelines; allow the bidder to propose solutions, including the adoption of new technologies and network features and to accurately determine procurement volumes required to meet capacity requirements and network deployment plans; and provide a forum for Telkomsel to determine a set of Network Performance Targets pertaining to each Purchase Order.

1.2 Coverage and capacity plan As part of the joint planning process, Telkomsel will provide to the bidder : (a) traffic design parameters (for example, mErlang per subscriber, data traffic, Network Performance Targets, coverage requirements and other parameters); and (b) target subscriber data, for selected regions of the Telkomsel Network. The bidder will use this information in providing solutions. 1.3 Quality improvement plan (a) As part of the joint planning process, Telkomsel will provide to the bidder the following: (i) drive test data, including competitors' network drive test data; (ii) customer and VIP feedback on network quality; (iii) information regarding Telkomsel's marketing initiatives; (iv) indoor coverage requirements; and (v) network requirements due to environmental and regulatory changes. (b) The bidder will use these information for providing the output solution. 1.4 Bidder's role in joint planning The bidder acknowledges that: (a) its role in the joint planning process is to propose solutions for, and to assist Telkomsel to make decisions regarding, the rollout and quality of the Telkomsel Network; and

(b) Telkomsel's decisions as a result of the joint planning process are binding on the bidder to the extent that those decisions impact upon the scope of the bidder's obligations. 1.5 Telkomsel may convene meetings Telkomsel may convene joint planning meetings at any time, on reasonable notice to the bidder. The meetings may, at Telkomsel's discretion, involve third party suppliers to Telkomsel in addition to the bidder , subject to such third party suppliers being bound by obligations of confidentiality to Telkomsel. 1.6 Attendance by bidder (a) the bidder must procure that representatives of the bidder with the appropriate level of authority and experience in planning, construction and material planning attend joint planning meetings convened by Telkomsel. (b) The bidder must procure that any Personnel specifically requested by Telkomsel to attend a particular joint planning meeting attend as requested. (c) The bidder must ensure that its representatives attending joint planning meetings have with them the following material at those meetings: (i) relevant information and data; (ii) planning and background information; and (iii) network performance analyses, as reasonably necessary to enable the joint planning meetings to be conducted as efficiently and productively as possible. 2 OUTPUTS OF JOINT PLANNING 2.1 Coverage and capacity planning As part of the joint planning process, the bidder must: (a) co-operate in good faith with Telkomsel to enable Telkomsel to evaluate the coverage, capacity and quality of proposed network deployments and quality improvement plans; (b) without limiting its obligation for : (i) analyse existing coverage and make proposals to enable efficient networkexpansion; (ii) carry out coverage predictions and analyse site location and quantity for capacity and network expansion; (iii) analyse and propose the quantities of BSCs, transcoders, TRXs, RNC, Node B, CE and any other associated network element quantities together with proposed bills of quantity and detailed project costs; (iv) analyse traffic load for both voice and data traffic and make proposals that will optimise network resource utilisation; (v) develop and enhance transmission designs including transmission network reconfiguration;

(vi) develop requirements for power systems; (vii) evaluate and recommend requirements for an Operation Maintenance Centre (OMC) for the BSS and RAN; (viii) develop and propose a project timeline, including intermediate milestones, for implementing new features and technology and to increase capacity and coverage of the Telkomsel Network; (ix) review BSS and RAN network reconfiguration and propose BSS and RAN network configuration to ensure network reliability and optimisation; and (x) assist Telkomsel to determine the various Network Performance Targets, including coverage requirements, during the design review meetings. 2.2 Quality improvement plan (a) As part of the joint planning process, the bidder must provide Telkomsel with a strategic plan and solutions to improve network quality in accordance with the Network Performance Targets, the NRP Criteria and the NOP Criteria, including, without Limitation. (i) network architecture; (ii) RF network planning concepts (for example, RF layering); (iii) frequency allocation; (iv) new features and technology to support Telkomsel's quality improvement plan; and (v) interoperability between those parts of the network provided by the Vendor and the network components provided by Telkomsel's other suppliers. 2.3 Telkomsel approval The bidder acknowledges that the plans, solutions, proposals and recommendations made under the Joint Planning process must be documented by the parties and finalised and approved by Telkomsel .
