Park contractor blasted by village

By Sean Dalton

Although residents have been able to enjoy Mill Creek Park this past year, the first phase of the project is not technically or legally complete. Thats based on the project specifications that the village handed down to the firm it hired to build the park improvements. The Dexter Village Council voted six to one to pay Utica-based Cedroni Associates more than $63,000 of a remaining $182,000 in work on the park, which was supposed to be completed July 1. Before that vote came down, there was significant discussion of withholding payment altogether and even using the remaining Mill Creek Park Phase 1 money to hire another company to finish the remainder of project.

Village Council Trustee Joe Semifero held out on approving the payment to Cedroni because of his displeasure with the outcome of the companys handling of the project so far. Company President and CEO Richard Cedroni has declined to sign the substantial completion notice that the village has sent in, which village consultant Paul Evanoff of SmithGroup JJR, formerly JJR Associates, says amounts to the contractor admitting that he finished the job late. By signing it he agrees that he finished the job on Nov. 30 instead of July 1, like he was supposed to ... he set himself up for the village to take action, Evanoff said. Cedroni submitted a change order request to the village last fall, asking for a 152-day extension and some other adjustments to the specifications of the project that the village did not agree to. Evanoff was

before council Monday evening to discuss your willingness to extend the extension to the substantial extension date. Evanoff has been overseeing the project more intensely due to Community Development Director Allison Bishops leave of absence late last year. He reported that Cedroni has not finished the punch list, or a construction document used in the architecture and building trades to organize the completion of a construction project, and communication issues with the developer are hampering that effort. He doesnt communicate, Evanoff said of Cedroni. He comes out here, everything on the punch list that youve given him he says hes done, then we go over it item by item and he says, Well its not done.
