Greetings Dr. Mostashari! We, congratulate you and the other influential participants of the 2011USGOVHHS Summit. We were so impressed by the video presentation, that we have taken a page from the clip to implement the action arm of All Hands on Deck, WE, Initiative. It is our effort over the next 10-12 months to put in place the needed DNA infrastructure for IT/Information Technology in the city of Milwaukee with the input of partners, especially the citizenry. We see IT as a needed culture in the way we do business for tantamount and paramount customer-centered and citizen-centered customer care. The urban and iconic city of Milwaukee has the potential to be self-sustaining and not be labeled an enduring concentrated poverty city. We know through observation and participation that a paradigm shift is necessary. We absolutely know that appropriate change will not come without the buy-in of the citizenry. We also know the buy-in will come with participation/ENGAGEMENT. We ask This email comes for your abundant coordinating assistance in every way possible. We start with those you mentioned in closing the summit. They are: Help us realize our goals. Help us create and customize Apps. Help us connect for partners in standardizing templates; i.e., Red Button. Help us clarify regulations already in place. Help unblock and reduce uncertain issues US Departments and state difference (Wisconsin Medicare/Medicaid/Badger Care, etc.). Lead by example help us by leading by example.

Milwaukee Professionals Association is launching IT connectors for Quality of Life and Economic development. In taking a page from your IT leadership, we see how implementing a CULTURE for end-users will perpetuate self-sustainability in areas of education attainment, gainful employment, health wellness-affordable health care and health management, safety intervention and safety prevention, affordable housing, citizenship and building a bottom-up economy with state-ofthe-art engines of economics creating an ECO system that is hands-on and continuous. All Hands on Deck, WE, Initiative design model focuses on the whole, over a half-million Milwaukeeans with the majority population (over ) taking a partnership and leadership role. Our target audience: African American, other People of Color and the Work Challenged (un-, under-employed; un-, under-graduated; un-, under-financed neighborhood-level businesses; the disabled and re-entry stakeholders (those returning from WAR, INCARCERATION, boomerang employment, boomerang retirement, and students who graduate w/out potential employment opportunities). They are the by-design population documented and documented to be left out of quality of life and economic development in the urban and iconic city of Milwaukee. Take a snapshot

2011 Data Sheet Spatial Mismatch (jobs in the suburbs, people in the city and NO transportation to join the two), was depicted as an over-arching fact creating enduring poverty and challenges. Background - Enduring Concentrated Poverty Milwaukee is the largest and only world-class city in Wisconsin 594,833. African American 39.5, American Indian 0.8%, Asian 3.6%, Caucasian 43.6%, Latino 14.9 (Census 2010). In 2006, the poverty breakdown was: African American 41% American Indian and Asian 9% (combined) Caucasian 12% Children 41% Latino 38%

With the downturn since 2006, we feel confident the percentages are higher in 2011. Another Observation The City of Milwaukee is able to command federal MILLIONS based on its high numbers of disenfranchised/entitled groups. However; we have NEGATIVE report-after-report. They include: 2011 2011 2011 Forbes report (worst housing city) Forbes report (worst place for African American entrepreneurs) Daniel Denvir Report (10 Most Segregated Urban Areas in America Milwaukee was No. 1) of quality of life and economic development for the halfmillion population that span 190 neighborhoods. NAACP (Call for Wisconsin audits at city-county-state level)

2010 DWilson Report (City of Milwaukee disparity of contracting and engagement of African American, other People of Color and Work-Challenged) 2008 Federal Reserve/Brookings Institution (1 of 16 Cities in America identified in The Enduring Challenge of Concentrated Poverty in America)

Ongoing UW-Milwaukee Dr. Mark Levin Reports (un-, under-employed and segregation ratios) Ongoing Journal Sentinel in Milwaukee Reports (un-, under-employed and review of studies) Milwaukee has a high level of medical disparities that range from infant mortality, gun shots to chronic adult illness.

We will pursue wellness of mental disorders due to trauma and high levels of gun violence.
