PALO, Leyte Tax take in Eastern Visayas has reached P4.74 billion in 2012, surpassing last years target by 5% and higher by 23% than the 2011 collection, the Bureau of Internal Revenue (BIR) regional oce here reported.

BIR Regional Director Diosdado Mendoza said that the bureau recorded a surplus of P212.10 million from its target collection last year. The 2012 earnings is higher by P877.08 million than the P3.87 billion tax take the previous year.

Rep. FM Romualdez to be named president of Lakas -CMD


TACLOBAN CITYAssistant Minority Floor Leader and Leyte 1st district Rep. Ferdinand Martin FM Romualdez will replace Sen. Ramon Bong Revilla Jr. as president of Lakas-Christian Muslim Democrats (Lakas-CMD) in preparation for his bid for speakership in the next Congress. This was revealed by Maguindanao Rep. Simeon Datumanong, vice chairman of the oncedominant ruling party in an interview with members of the media. Datumanong said that Lakas-CMD will call a meeting to elect Romualdez as president while incumbent president Revilla will be promoted as chairman of the party. We will call a meeting to elect Congressman Romualdez as the new party president. He is a young, dynamic and talented leader that can push the partys interests. Senator Revilla will be promoted chairman. Datumanong said. Datumanong added that Romualdez, a lawyer and a banker, is the logical choice to replace Revilla as he is one of the leaders of the opposition in the House of Representatives. Members of the party were already informed of the plan and support for Romualdez is overwhelming. This is also in preparation for the Leyte congressmans bid to run as Speaker in the 16th Congress. All the six revenue district offices (RDOs) of BIR Eastern Visayas had collected more than what it got in 2011 with an rate of increase ranging from 12% to 39%. However, in terms of hitting the 2012 target, the Maasin City RDO in Southern Leyte missed the goal. Of the six RDOs, the Tacloban City office in Leyte posted the highest collection with P2.06 billion, Ormoc City in western Leyte with P864.21 million, Catbalogan City in Samar with P612.5

million, Catarman in Northern Samar with P435.21 million, Borongan City in Eastern with P384.44 million, and Maasin City in Southern Leyte with P383.11 million. Meanwhile, BIR regional information officer Hilda Tecson said that collection from enforcement activities went down by P37.49 million in 2012 as they shift their focus on advocating for voluntary compliance. New businesses open in Carigara


TACLOBAN CITY Carigara Mayor Trinidad Apostol confirmed the entry of more local businesses into their town the past year that helped boost the towns economy. Mayor Apostol confirmed that local franchises and branches of various businesses have set up in Carigara, generating employment as well as income for the town.These businesses include an upscale bakeshop, meatshop, fastfood and other commercial establishments. This just confirms that our town is really the best location to go to for businesses and commercial establishments because we are located in the center of many municipalities and we have a ready and viable market, Mayor Apostol. this rare disease in just two barangays last month, the mosquito-borne disease has downed more residents in new areas, said DOH regional information officer Bryant Labastida. Of the 535 cases in Villareal town, 76 were reported in Barangay Miramar, 23 in Mercado, 14 in Mahayag, 13 in Tayud, 31 in Central (town center), 235 in Banquil, and 154 in Guintarcan. The disease was first spotted in the remote of villages of Banquil and Guintarcan last December 2012. We believe, the ailment is also present in other municipalities but the number is not that alarming. Outbreak occurred in Villareal probably because of many breeding grounds for mosquitoes, he added. Labastida explained that the disease is not as deadly as dengue but mortality is possible since the victims immune system weakens, thus making them prone to high-risk infectious diseases. Health officials are doing everything to address the problem. Our focus now is the advocacy on search and destroy of mosquito breeding grounds, he told Leyte Samar Daily Express. Chikungunya is characterized by an abrupt onset of fever frequently accompanied by joint pain. Other common signs and symp-

toms include muscle pain, headache, nausea, fatigue and rash. The joint pain is often very debilitating, but usually ends within a few days or weeks. Although these are the first confirmed cases of chikungunya, we suspect that there were afflicted in past but were misdiagnosed as dengue fever because it has similar symptoms, he added. The DOH said there are no specific drugs to cure the disease but they have been distributing medicines in Villareal to help patients relieve the symptoms, including the joint pain. The World Health Organization said that the virus is transmitted from human to human by the bites of infected female mosquitoes, which can also transmit other mosquito-borne viruses, including dengue. Meanwhile, with the onset of rainy season, the health department is also stepping up their drive against dengue fever in Eastern Visayas, the ailment that killed an 11-year-old boy in Guiuan, Eastern Samar last December 2012. Rethinking death penalty

hy abolish the death penalty when, in the first place, nobody will be penalized with it unless someone is found guilty of it beyond any shadow of a doubt? Why, having no such penalty in existence actually does more harm than good! These are some of the arguments that recurrently surface every time serious crimes are committed in our midst by some lawless individuals. We yearn for those days when this harshest penalty of all was giving hardened criminals second thoughts in their plots to spread violence, ruthlessness, and savagery. At least, amid their darkest plans, something scares them should they be caught. But now that this law is gone, high-profile criminals just smile broadly and sarcastically when jailed. They seem to have no hesitation, as the rest of them just frequent prison cells,

in carrying out devilish acts. And so we often hear of girls as young as two years old being gang-raped, the organ pricked with foreign objects afterwards, tortured mercilessly, and eventually murdered with unthinkable brutality. What have these innocent girls done to them that they should do such an inhuman action? Is it due to the provocation of their animalistic lusts, which the former have nothing to do with in the first place? Surely, they are to blame for their actions. They have self-deliberated and premeditated on it, and finally carried out their demonic plan. For that they deserve, not just life imprisonment, but equally torturous death if need be. Well, some say they are pitiful; but think of their helpless victims, too. Are they not to

When the idea about Mother Tongue-Based MutliLingual Education was conceived, it was with a noble purpose of using a learners native language as a bridge in learning other languages, mathematical and scientific skills, and other must-learn concepts that students hardly get if taught in a foreign language like English. Linguists may insist that English is a second language to us, Filipinos, not a foreign language. I say it is foreign because, despite years and years of trying to learn it, from nursery to college, still majority of educated Filipinos havent mastered it. To most of us, it remains largely foreign, and until we breathe History, Music, English, etc., using this native language as medium of instruction. These are disciplines whose concepts are generally difficult if taught in English, a foreign language. But if taught in Winaray, their native tongue, Waray learners may learn faster and better, hence the implementation of this MTB-MLE. Take note that the native language here is not something that learners should learn (they are expected to have learned it already), but as something that should bridge the gap to enable learners to learn English, Mathematics, Science, etc. In other words, this native

All these among others, the graduate school is also vulnerable to behavior breaches. In fact, the more these students know, the more they know that they do not know, and remain disruptive all the same. While I am accustomed to using the words working professionals here, the debate, of course, centers around learners. No one questions whether knowledge managers should work harder. No one questions whether students should behave either instead, we fall back on questioning whether all those various forms of knowledge management are really good for student. Establishing a healthy school climate is just one essential element of a safe school plan to foster academic success, positive learners development, risk prevention, health promotion and teacher retention.

Time spent during weekends as part time instructor in two state universities is gratifying. A shift from public sector employment, academic work challenges my obscurity and irrelevance. Shivers went down the spines of people inside the hall of justice when gunshots erupted inside a courtroom in the old city that is Cebu. The victims were seeking justice through the normal process of our brand of justice system. One victim was a doctor who lodged a complaint against his neighbor, reportedly a Canadian retiree sojourning in that beautiful place dubbed as the queen city of the south. The other victim was the complainants lawyer who was in court to perform an obligation as an officer of the court bounden by the solemn oath as a lawyer. The culprit had reportedly been airing his misgivings about our justice system and had openly made accusations that deserve concern and attention. It is unfortunate that people would be pushed to go into a shooting rampage that ended at himself for causes beyond us now as it got buried with him in the cold casket of what the culprit tagged as a corrupted system. No one could exactly tell what caused the culprit into that rage of killing his accuser and the lawyer prosecuting the case. It really is a cause for concern that unsuspecting people would be put into a fatal and tragic predicament. The place is hallowed if we go by the tenets of law and the principles underlying the foundations of the justice system. It ought to be safe and secure but for reasons beyond our understanding, a criminal mind succeeded in entering the place with fully loaded guns upon laws that he placed on his hands. Mayhem ensued as the culprit passed security check with his guns unnoticed. The superficial reaction was quickly on the security guards who failed to perform proper inspection on the culprit. The jerky action was to relieve the guards from their job as a consequence of their laxity in performing their duty. Probers saw the lack of metal detectors and security cameras in the hallowed halls

Putting the blame on the laxity of the building guards is just the tip of tragic incident. Despite the images of family harmony we like to present at this time of year, the Bible paints a somewhat different picture of the interplay between Jesus and his relatives. Rather than affirm his relationship with his mother and siblings, Jesus takes the occasion to distance himself from them, preferring instead the company of his followers. Blood may be thicker than water, but spirit rises above blood. New life in Christ includes a new family. Those born again of water and the Holy Spirit discover a whole new world of parents, sisters and brothers, bound by a spirit of love that transcends kinship. Only those who do not know English are in need of it. If, despite a childs sufficient knowledge of English, Winaray would still be forced on him so he would learn English, then thats already foolishness. This would appear that the native language has instead become a hindrance to learning. And true enough this happens. To many children of this caliber, this native language is an obstacle to their learning. They can solve a mathematical problem if written in English, but if written in Winaray, they cannot. Why, the kind of Winaray that the MTB-MLE proponents are using is the

archaic and the obsolete, the version that Warays nowadays no longer use, instead of using the contemporary Winaray. Why force an ancient language variety (though labeled mother tongue) to children who find it several times foreign than English? Look, these disciplines (e.g. math) are already difficult for children, why study these via a native language (e.g. ancient Winaray terms) that even the childrens parents do not understand? The use of MTB-MLE to study foreign concepts is good, but only for those whose language is limited to Winaray, not for children who already know English. If the latter have yet to be subjected to the same learning arrangement, then authorities should make sure they use the kind of Winaray that is contemporary in usage, that the kids are familiar with, not the ancient one that has been drawn from the pre-Hispanic times.

TACLOBAN CITY- An information received by the soldiers from the civilians has led to the discovery of an abandoned camp reportedly owned by the rebel group, the New Peoples Army. Villacarillo seeks help to address schistosomiasis problem in Dolores


TACLOBAN CITY The mayor of Dolores town in Eastern Samar has renewed her call for help to address health problem in her hometown. Schistosomiasis, a disease caused by parasitic worms, had been affecting her town especially the hinter villages in her town for several years now. Dolores is one of the 11 municipalities in the province with high cases of schistosomias. This had affected numbers of residents in my town and we need to provide solution to this because it does not only affect their health but including the source of their livelihood, said Mayor Emiliana Villacarillo. Most of affected barangays in Dolores town with schistosomiasis are those identified as agricultural land, mostly rice lands. We are the rice granary of Eastern Samar and if this problem is not solved, this will affect the rice production of my town and the rice sufficiency of the province, Villacarillo stressed. The lady town mayor added that proper education on sanitation and hygiene should be taught and observed by her residents to ensure that this disease will not spread. Another cause for the spread of schistosomiasis bacteria, according to the lady mayor, are farm animals. She then calls for help from the health agency in order to make her town free from Schistosomiasis. Inter-local Health Zone designated officer Elvira Igat, when asked for the update on their campaign to eradicate schistosomiasis in the town, said that among the intervention they are doing is the mass drug treatment among infected residents. The problem in their previous mass treatment was some residents were not supportive to the campaign as they feel discomfort after taking the medicine because some of them were not able to eat first before taking their medicine. To address this, Igat said that the municipal government of Dolores had allocated fund for Its less than one percent decline is very negligible. People should learn how to use sanitary toilets, said Igat. But the problem is when the rainy season comes, flood washes out their sanitary toilets which causes for the continuous spread of the schistosomiasis bacteria, she added. The ILHZ officer added that other government agencies aside from the DOH and the local government units should help in addressing the problem on schistosomiasis.

Meantime, Bandalan said that the agriculture department continues its campaign for the farmers in the region to use certified seeds for them to increase their yield per hectare. He said that a hectare of rice field could result to a production of 4.73 metric tons or an equivalent of 94.53 bags of palay. In contrast, a farmer who uses an ordinary seeds can only produce 3.91 metric tons per hectare or about 72.28 bags of palay.
