NEW DELHI: The Union Cabinet on Thursday cleared the new revised Lokpal Bill even though the Law Ministry raised objections to the draft. "I am happy to say that the cabinet has given the seal of approval. The select committee recommendations have broadly been accepted," Law Minister Ashwani Kumar said. The bill, passed by the Lok Sabha, is pending in the Rajya Sabha. It was referred to a select committee of the upper house, which suggested several amendments to the bill. The bill will now be put to vote in the Rajya Sabha. The earlier bill had given this power to the Centre. The new bill also has extra protection for public servants giving them the right to present their view to the Lokpal.

Six Congress MPs from Telangana firm on resignations


HYDERABAD: Six Congress MPs from Telangana Thursday made it clear that they will not take back their resignations over the delay in formation of a separate state. The MPs, who met here a day after reports of differences among them, claimed that resignations of seven MPs were Wednesday submitted to party president Sonia Gandhi's office. However, Madhu Yaskhi Goud, later stated that there is no need for resignations as the party spokesperson has clarified that the party is not against Telangana state. K. NEW DELHI, JAN 31:Mr. N. N. Vohra, Governor of Jammu and Kashmir, who is the Chairman of the Shri Amarnathji Shrine Board, chaired the over three hour meeting of the Board which was held here today. The meeting was attended by Sri Sri Ravi Shankar, Dr. Kapila Vatsyayan, Justice (Retd.) G. D. Sharma, Pandit Bhajan Sopori, Shri Vijay Dhar and Dr. (Prof.) Ved Kumari Ghai, all Members of the Board. Besides, Shri Navin K. Choudhary, Chief Executive Officer and Shri Preet Pal Singh, Additional Chief Executive Officer of the Shrine Board, also attended the meeting. The Board noted the judgment passed by the Supreme Court on 13th December 2012 regarding the responsibilities of the Central and State governments, and the Shrine Board, in respect of arrangements to be made for future Shri Amarnathji Yatras, commencing from 2013. It was also noted that the Supreme Court has accepted the report of Special High Powered Committee as a part of its judgment, and has constituted a Sub Committee comprising Chief Secretary, J&K; CEO, Shrine Board; and Home Secretary, J&K, to implement the directions of the apex court. It is to be recalled that the Supreme Court had earlier constituted a Special High Powered Committee (SHPC) to review the arrangements being made for the smooth conduct of the Yatra and suggest, among other things, measures to upgrade the health facilities, track conditions, infrastructure in the Yatra area and steps to preserve the environment. The Shrine Board was informed that a comprehensive Action Plan has been drawn up to implement the recommendations of SHPC and directions of the Supreme Court. The CEO, Shrine Board, informed that the Yatris would have to furnish a Compulsory Health Certificate while seeking registration for Yatra 2013. He stated that a Committee of Medical Experts drawn from the Union Health Ministry and the State Health Department had designed the format of the Compulsory Health Certificate and the Yatri shall now be required to submit information in the form of a self declaration about his/ her current health status, past medical history and various ailments from which he/she may be suffering or may have suffered in the past. China to construct three more dams on Brahmaputra


BEIJING, JAN 30: China has approved construction of three more dams on Brahmaputra river in Tibet in addition to the one being built, and much to the disquiet of India, it has not been informed about the plans so far. A document approved by the Chinese cabinet recently mentioned three dams to be built at Dagu, Jiacha and Jiexu on Brahmaputra, Indian officials here said. The document listing projects to be completed in China's 12th five year plan made a passing reference to the three dams without any details, they said. India has not been informed about the move so far, they said . Asked about the plans to build the dams, Chinese Foreign Ministry spokesman, Hong Lei told a media briefing here that "China has always taken a responsible attitude towards the development of cross border rivers". "Any new project has to go through scientific planning and study with consideration of the interests of lower and upper stream countries", he said. Brahmaputra river is known as as Yarlung Zangbo in China. Asked whether plans to build the dams have been approved and whether India and Bangladesh, which were lower riparian countries of the river, have been informed, Hong said he needs to get specific information. Regarding registration, the Board noted that during Yatra 2012 internet generated e-Yatra Permits had been fraudulently duplicated and used by a large number of unregistered Yatris to enter into the Yatra area. It was decided that the provision of on-line facility would be discontinued to avoid misuse of Yatra Permits, particularly also because the on-line mode is not logistically compatible for verifying whether a Yatri possesses a valid Compulsory Health Certificate or not. The Board stressed the need for the Police to ensure that no Yatri is able to embark on the Yatra who does not possess a Yatra Permit which is valid for that route and the date on which he seeks to cross over. To facilitate Police personnel deployed at the Access Control Gates at Domel and Chandanwari in determining whether a Yatri possesses a Yatra Permit valid for the relevant date and route, the Board decided that Yatra Permits should be colour coded on the proposed lines. Thus, for Yatra 2013 the Yatra Permit would be of a specified colour for each day of the week. The Board was also briefed about the steps being taken to improve the health facilities in the Yatra area. The CEO informed that Medical Aid Centres (MACs) would be set up enroute to the Holy Cave at a regular distance of about 2 kms and that the State Health Department was procuring infrastructure, equipment and medicines for providing upgraded health facilities to the Yatris this year. The Board was informed that the Union Health Ministry had asked other States/ UTs to depute Specialist doctors on deputation to J&K for the Yatra period for ensuring the health care of the pilgrims. The CEO informed that, as per the directions of the Supreme Court, for upgrading the proficiency of the doctors deployed in the Yatra area, training programmes are being organized in February-March 2013. The Board was informed that a detailed Standard Operating Procedure was being formulated for the timely evacuation of ill/injured pilgrims with the assistance of State Disaster Management Authority and Air Force. In addition, Mountain Rescue Teams would also be deployed at identified places to help infirm Yatris in negotiating steep climbs in the Yatra area. The Board was informed that assistance was being sought from private players and NGOs for setting up Medical Camps in the Yatra area and for providing much needed assistance to unaccompanied sick/injured Yatris. The Board also took note of the two memoranda submitted by Vishav Hindu Parishad and Baba Amarnath & Baba Buda Amarnath Yatri Niyas and deliberated upon the various suggestions put forth by them including their suggestions about the schedule and duration of Yatra.

Certificates, the Compulsory Health Certificate would be issued only by duly authorized doctors and medical institutes and further the Certificates issued after 1st February 2013 would be valid. The CEO informed that all States and UTs have been asked to furnish a list of doctors/ medical institutes who would be authorized to issue the Compulsory Health Certificate to the eligible Yatris of the State/UT. The Board directed the CEO, SASB, to issue very clear Advisories, from time to time, to inform every intending Yatri about the requirement of obtaining the prescribed Compulsory Health Certificate from the authorized doctors/medical institutes. The Board further directed the CEO to compile State-wise lists of authorized doctors/medical institutes and upload the information on Board's website,www.shriamarnathjishrine.com, for the information of all intending Yatris. The Board desired that the CEO should also publicize the information through the print and electronic media for several weeks running before the Yatra commences. In this context, the Board noted that the Chairman had sent a personal letter to the Minister of Information and Broadcasting to seek the Ministry's strong support for an effective education cum awareness programme being carried out through the national and regional channels of AIR and Doordarshan. The Board directed the CEO to urgently follow up with the Union Ministry of Information and Broadcasting to ensure early launch of the awareness campaign. The CEO was further directed to ensure effective publicity to make one and all aware about: (i) requirement on the part of every Yatri to furnish the prescribed Compulsory Health Certificate; (ii) details of the doctors/ medical institutes who are authorized by various States/ UTs to issue Compulsory Health Certificates; (iii) Do's and Don'ts to be followed by the Yatris during the course of the Yatra. Regarding the duration and date of commencement of the Yatra 2013, the Board relied upon the approach set out by the Board's Sub Committee, chaired by H. H. Sri Sri Ravi Shankar, which had been set up in July 2011 to advise the Board regarding the duration and schedule of future Yatras. The Board noted that even on 25th June 2012, the date on which Yatra 2012 had commenced, there was heavy frozen snow accumulation in the Domel, Sheshnag and Holy Cave Camp areas because of which it was very difficult to set up power and water supply facilities in the Yatra Camps. Even the Langar Organizations were not able to set up their Langars, particularly at Sheshnag, by 25th June 2012. Keeping in view the foremost concern of safety and security of the pilgrims, the Board decided that a 55 day Yatra would commence on 28th June 2013 and conclude on Raksha Bandhan on 21st August 2013. The Board directed that the CEO would arrange a special Pooja on the day of Jyesth Purnima, which falls on 23rd June this year. This Pooja shall, if possible, take place at the Holy Cave or any other suitable location in the Yatra area to invoke the blessings of Lord Shiva for the smooth and safe conduct of the pilgrimage. The Board deliberated in detail the number of Yatris who would be granted Yatra Permits, datewise and route-wise, for this year's Yatra. Keeping in view that it would not be possible, as directed by the Supreme Court, to upgrade the walking tracks along both the routes in the Yatra area before the commencement of this year's Yatra, the Board decided that 7,500 Yatris, excluding Yatris who travel by helicopters from Baltal and Pahalgam to Panjtarni, would be allowed to register for the pilgrimage on per day per route basis. The project for strengthening of T&D network has been revised from Rs. 1351 crore to Rs. 1545 crore while Mughal Road project has been revised from Rs. 639.85 crore to Rs. 766.49 crores. Omar Abdullah sought re-jigging of PMRP and making flow of funds under PMRP as articulated in the report by the Task Force constituted to prioritise development requirements under the directions of Prime Minister. The Minister said this while addressing valedictory function of "oil and Gas conservation fortnigh-2013" here this morning. He said this would help the government and gas companies to maintain uniform distribution of cooking gas and save the precious time of consumers. The Minister said due to lack of adequate gas agencies across the state, the consumers are facing lot of problems and it was the need of the hour that dealership should be sanctioned at block levels. He directed the gas companies to take a step in this direction at the earliest so that the the difficulties of consumers can be eased out. He said this would also help to check the black-marketing of LPG to a large extent.Referring the inconvenience being faced by the consumers across the state, the Minister cited the example of border district Kupwara, where two gas agencies are cattering to 8 lakh population of the district and said same is the case in other districts. He said this leads to artificial shortage of cooking gas. The Minister also stressed on to take steps to plug the bogus connections at the earliest and confirmation of the genuine connection of consumes at fast track basis. He asked the gas companies to redress the issues of genuine connection holders at an earliest.

Apply Justice Verma panel's AFSPA suggestions in J&K: CPI(M)


SRINAGAR: Welcoming the assurance of Prime Minister Manmohan Singh on the implementation of Justice Verma Committee's recommendations, Jammu and Kashmir unit of CPI(M) today said the part of the report with regard to AFSPA needs prompt implementation in the state and Northeast. "The assurance from the Prime Minister (on the Justice Verma Committee recommendations) is welcome... The recommendation about reviewing the contentious AFSPA and bringing armed forces under ordinary criminal law to prevent sexual offences against women in the state and the Northeast is highly appreciated and needs prompt implementation," CPI(M) state secretary M Y Tarigami told reporters here. The Justice Verma Committee had been set up in the wake of the Delhi gang-rape incident to recommend measures to improve laws dealing with sexual offences in the country. Addressing a party convention here, Tarigami expressed hope that recommendations vis-a-vis the Armed Forces Special Powers Act, as offered by Justice Verma, are considered with a "positive mindset" and in a "holistic" manner. Demanding amendment in the Public Safety Act (PSA), Tarigami said that, "PSA has been in force since 1978 and there has been no effort to review its applicability. The provisions of the Act have been misused by invoking it on grounds which are vague and sometimes non-existent". Referring to corruption and unemployment in the state, the CPI(M) leader said that the government in power had not been able to address these issues satisfactorily.

Regarding the provision of home delivery of LPG , the Minister asked the Oil companies to go for it before the March 31, 2013 fixed by Chief Minister as the people are facing a lot of inconvenience due to lack of this facility. He said that consumers are ready to pay for home delivery and it was the duty of the concerned to provide them the facility. He said that the government was seriously considering extending the gas pipeline to J&K for which steps have already taken in this regard. The Minister also stressed upon the gas agencies to ensure availability of information of the stocks on line so that the consumers could know in advance the availably of gas in respective gas agencies adding that it should be available on day to day basis. The Minister underlined the need for launching a vigorous campaign to create awareness among people about the importance of energy saving, including oil and gas to secure the country.

Kitchloo reviews restoration works, stock supply position in Pulwama


PULWAMA, JANUARY 31- The Minister of State for Industries & Commerce, Home & R&B Mr Sajad Ahmad Kitchloo today reviewed restoration works, stock and supply position of essential commodities, besides pace of progress on under execution projects here at a district officers meeting. District Development Commissioner (DDC) Pulwama, Mr. Shafat Noor, besides district heads of all the departments attended the meeting. Reviewing the restoration of damages caused due to recent snow fall, the Minister was told that all eleven 33 KVA lines from 3 grid-stations viz., Lassipora, Awantipora & Pampore and 20 receiving stations have been energized restoring the power supply in major parts of the district. The meeting was further told that the department needs about Rs 45 lakh for repair of 76 transformers and 49 feeders damaged due to snow fall The DDC Mr. Shafat Noor said that the PHE department worked on war footing and restored the water supply across the district, while the department requires an amount of Rs: 14.00 Lakh for restoration of damaged Water Supply schemes. The DDC informed the meeting that so far against an approved allocation of Rs. 7650.22 Lakh current year District Plan, an amount of Rs: 4757.18 lakh was made available out of which Rs: 2947.91 lakh has been spent till ending 12/2012 . The meeting was further informed that 12 PHC buildings and 2 sub-centres are under execution in the district at an estimated cost of Rs: 1944.05 lakh, out of which 2 PHC buildings have been completed, while as 4 were expected to be completed during the current year. He said out of 7 sub-centres buildings taken under NRHM, 5 were expected to be completed this fiscal. While taking review of the stock and supply position of the essential commodities, the minister was informed that 641.90 Qtls of Ata, 5098.22 Qtls Rice and 251.32Qtls of |Sugar are available in the godowns of the district. As regards to supply position of LPG cylinders, the meeting was informed that 23627 cylinders have been dispatched to the gas agencies for distribution among the consumers. Speaking on the occasion the Minister appreciated the district administration for expediting the restoration works and providing all the basic facilities to the people. He asked the officer to conduct frequent tours and get feedback about the developmental requirements of the people.

Govt asks employees to make contribution towards Red Cross Fund


JAMMU, JANUARY 31 The Government has enjoined upon on employees of the State to make voluntary contributions towards State Red Cross Society. As per laid down procedure, the Government employees are to make fixed minimum contributions by way of deductions from the salary in the month of January every year. The procedure for collection of contributions from the employees at the District, Divisional and Adm Secretariat level and its remittance to the Society has also been elucidated in the Circular no 47GAD of 2009 dated 1911.2009 read with Circular No.35-GAD of 2011 dated 16-12-2011. During last two years there has been fairly good response from the government employees towards this noble cause, which has helped the society to extend its outreach in the identified charitable activities. In appreciation to this noble gesture exhibited by employees of all ranks, the circular instructions are reiterated with a request to all departments to bring to the notice of the employees the opportunity to renew the collective pledge to help the needy sections of our society by way of token annual contribution. During the past one decade the education sector has progressed considerably and literacy rate has also improved substantially. The Central Government has provided liberal funding to upgrade the existing educational infrastructure under RMSA and SSA and strengthening the educational network in every nook and corner of the State, therefore, people must take advantage of the facilities and send their children to schools, the Minister maintained. On the occasion, the Minister announced construction of boundary wall of school from his Constituency Development Funds. He directed the executing agency to accomplish the work before 31st March, 2013. Panda by Piyush Guha (who too was arrested along with Sen, and who had been a "courier for our leader Narayan Sanyal"), and then tried to pass it on to Sen for onward delivery. It's a revelation that rebels against all the defence put forth so far by Sen and his sympathisers, who have been maintaining that he had no connections with the Maoists and that he was merely doing social service. When Choudhary contacted Sen for his version of Anil's claim, the accused's lawyer called back to rubbish the statement. "All this is hearsay and has no truth in it", the lawyer is quoted as saying in the book. The discomfort in Sen's camp is understandable. Here, for perhaps the first time, Sen and his friends are faced with a situation that has not been concocted by 'class enemies' and Government officials. It's not enough to simply brush it aside; they must answer the charge in a substantive manner. Not just that, even the Union Government must take note of the fresh revelation. But the truth is: It will not. Of course, Anil hastens to add, as the book notes, "I will not say that Binayakda worked for the Party He was an old friend of Narayanda (Maoist Narayan Sanyal) and only helped him at a personal level." This piece of statement becomes even more interesting when it is seen in the context of another conversation that the writer later has with a group of Maoists including one named Kosa and a young 'commander', Devji, in the jungles. When Choudhary confronts them with reports that Sen had blamed even the Maoists for brutal violence and asked whether Sen had spoken similar language when he was with them, Devji called Sen as one of those "intellectuals who change their opinion according to their convenience". There is a clear feeling of betrayal among the Maoists, a feeling which cannot come by the statement of just some 'personal friend of a Maoist leader. It is a reaction to the turnaround by someone who had once approved of the methods of violence that the Maoists regularly use in their confrontation with the state. It is pertinent to note in the above context the author's conversation with well-known human rights activist K Balagopal in Hyderabad. Balagopal is quoted as saying, "I tried to start a peace process in Chhattisgarh like in Andhra (Pradesh), but Binayak Sen opposed it. Our entire initiative was scuttled by his opposition." And, this is not hearsay; the writer says he crosschecked this information and found it

Call him anything; he remains accountable


BY RAJESH SINGH he role of 'social activist' and Planning Commission's steering committee member Binayak Sen in allegedly helping the Maoists, has come under fresh scrutiny with revelations made in the book, Let's Call Him Vasu Some critics have slammed Shubhranshu Choudhary for betraying the cause of the Maoists who gave him access to their network, in his book, Let's Call Him Vasu: With the Maoists in Chhattisgarh. They have also raised questions on the manner in which he has dealt with the Binayak Sen issue. The criticism is based on the presumption that, because the Maoists had opened up to the writer, he was ethically bound to present them in good light and in the process paint official authorities as the villain. In the view of the critics, the book did none of these. In fact, one of them even alleged that Choudhary had deliberately glossed over the failures and the criminal atrocities of officials including senior police personnel because he wanted to further his personal agenda. We don't have to get into debating these insinuations because the best way to test the accusations is to read what he has to say in the book. Nowhere throughout the narrative of Let's Call Him Vasu does the impression come across a bipartisan

reader that Choudhary has favoured the state or has gone out of his way to demonise the Maoists. He has been, like an honest chronicler, true to the material at hand and has based his observations on just that material. If he has raised some questions on the functioning of the insurgent groups, he has also ridiculed many claims of the authorities, and has been especially harsh on the armed anti-Maoist outfit, Salwa Judum, which has had state backing. Indeed, Choudhary has been more than kind to his primary source and dedicated Maoist - he calls him Vasu, which obviously is not the real name - and he does not cast any slur or slander on the man. But then, there is no need to defend the writer; he has been, as said earlier, true to his work. Let us begin with what many will agree is one of the biggest talking points of the book - the reference to Binayak Sen. The so-called civil rights activist is now a member of the Planning Commission's Steering Committee on Health for the 12th Plan (2012-17). The Congress-led UPA Government brought him on board despite the fact that he is facing trial in a Chhattisgarh court for his alleged involvement in Maoist activities. More importantly, although later on the Supreme Court questioned the prosecution for slapping a case of sedition against the medical practitioner, and

granted him bail, it did not clear him of the various other charges of colluding with the banned Maoists. There can be a debate on whether charges of sedition against the self-styled civil rights activist should be pressed or dropped, but for now we must return to the book. The author opens up the issue with one of the Maoists who identified himself as Anil, at a rendezvous, and asks, "Did he (Sen) really help courier messages for you?" The answer comes unhesitatingly and unambiguously, "Oh yes, of course." Anil then goes on to elaborate on how money meant for Maoist Narayan Sanyal was first collected from the Party's Odisha secretary Sabyasachi

to be correct. Thus, at the very least, Sen appears to have been not just closely associated with the Maoist movement in one form or the other - as a friend, courier or otherwise - but had also been supportive at one time of the violent struggle of the Red terrorists. In the end, Choudhary cannot resist a jibe, as he summarises the episode thus: "It appeared that the time spent in jail had helped Dr Sen revise his views on the subject of violence." Does that, therefore, mean that all is well with Sen having 'revised his views'? That's hardly so, because he is still answerable for his links - deep or tenuous with the Maoist movement. He is answerable to the courts and to the people before whom he has been parading himself as a victim of state high-handedness all these years, and condemning his opponents as motivated individuals. A trial court sentenced him to life behind bars on charges of sedition, criminal conspiracy and collusion with the Maoists. That ruling has of course been challenged and the case is being played out in the highest court of the country. Sen may have meanwhile had a change of heart - if that is indeed so, it is welcome. But that transformation remains immaterial to the ongoing case against him. He has to be tried, and convicted - if found guilty. In the eyes of the law, his past dealings matter.

Kargil nags Pakistan

In fact, the former soldier does not shy away from stating that it was the Pakistanis who breached the Line of Control by trying to take control of areas that have been with India since the Shimla Agreement of 1971. Ultimately, Lt Gen Aziz bemoans the death of several Pakistani soldiers who died for no worthy cause at all, but merely because their Army chief was a military maniac driven by the basest instincts of war mongering. Indeed, in his article, Lt Gen Aziz details how "an unsound military plan based on invalid assumptions" (that India would not retaliate with force) led to hundreds of Pakistani soldiers being needlessly pushed to death. And he minces no words when he states there is nothing to be gained by blaming India for a supposedly 'escalated response' to the situation. While whole-heartedly welcome, Lt Gen Aziz's revelations now make it that much more difficult for India to trust the Pakistani Army or the Establishment. This is especially the case when one takes into consideration the lies perpetrated by Rawalpindi after two Indian soldiers were recently killed and their bodies mutilated by Pakistani troops; or even Islamabad's tawdry response to the mutilation of Captain Saurabh Kalia's body during the Kargil War. In fact, in Capt Kalia's case, Pakistan's response has always been that its Army could not be blamed for the incident because the Army had not played a major role in the Kargil attack. Perhaps the Mujahideens had done it, was the underlying conclusion. It has even been suggested, as Pakistan's Interior Minister Rehman Malik atrociously said on a recent visit to India, that Capt Kalia's body could have been disfigured as a result of the harsh weather conditions in the region. Given the disclosure, New Delhi must at least now pursue with Pakistan the case for justice to the martyred Capt Kalia.

BY VIVEK SUGANDH he Justice Verma panel which was set up in the wake of the brutal gang rape in Delhi finally came up with its recommendations. The committee, consisting of veterans headed by Justice Verma, the former CJI, was set up by the government to provide recommendations to combat rape and other crimes relating to women. The panel has been applauded for its suggestions and detailed research in this area. Our society suffers from patriarchy and harassment of women, even the international agencies have branded us as a place which is unsafe for the XX chromosome. We always boast that "mera bharat mahaan", but on a just note, this place is not-so-great because of the precarious condition of women. Right from her birth, a girl suffers from gender injustice which manifests itself in uglier forms when she grows up. Thus, all accolades which we won are finally undone because of this perilous condition. To support the fact through figures, in 2011 alone there were 24206 registered cases of rape and 51538 cases of sexual violence. Therefore, there is an urgent need to act against such evil. The report has some remarkable points which show that a considerable amount of pondering has been done on this alarming issue. It looks at violence against women as a constitutional violation of rights. Right against marital rape is a dynamic point which was not discussed by the public earlier. The panel does not confine itself with

This acknowledgement flies in the face of the Pakistani Establishment's repeated assertions that the conflict was perpetuated by Mujahideens. Instead, Lt Gen Aziz makes no bones about the fact that the Kargil conflict was the brainchild of then Chief of Pakistani Army Staff, General Pervez Musharraf who ironically, as the President of Pakistan, would later make a show of smoking the peace pipe with New Delhi. Lt Gen Aziz also makes clear that the conflict was a meaningless, military misadventure that was bound to fail, given that it was planned with total disregard for "regional and international environment". Towards that

It calls for right of exemption from government's sanction to seek prosecution of the member of the armed forces for a sexual offence. I completely agree with the panel, which has suggested reducing the juvenile age from 18 to 16. In my opinion, the most notable suggestion was to set up an independent constitutional body like CAG to look onto the matters relating to women and child development. If this happens, I can only imagine the fate of the government which is already on shaky grounds due to the allegations of our praiseworthy CAG. The report also takes a jibe on the government for its political stance and lack of accountability of public servants. It says that the government has lost its way and should realize their social responsibility which is of prime importance. As the report points "The failure of good governance is the obvious root cause for the current unsafe environment eroding the rule of law". The government everywhere is only concerned with corporate led growth and igniting the animal spirits in the economy. On a critical note, most of the sugges-

tions are normative and many crucial questions are unanswered and cannot be termed as panacea for all evils against women. The committee does not talk about stricter punishment in case of rape by a man who is politically, economically or socially dominant. The committee does not talk about legalization of prostitution. Since prostitution without pimps and solicitation is legal in India, the practice of prostitution could curb rapes especially in cities that are flooded with male migrant workers. One of the reasons why rape is fewer in Mumbai, despite it being the glamour capital of India, is the widespread existence of red-light areas. Apart from this, the panel does not provide any rehabilitation package to the rape victim. It does not speak of giving another chance to the victim to live freely by providing privileges. There is no concrete solution relating to faster execution of cases relating to rapes and sexual assault. Overall, the Verma committee has served its purpose of establishment and has finally given a prudent start to tackle the evil of misogyny. The problem with our country is that committees were always made, suggestions were always given but it takes years in implementation. The committee should be congratulated for its commendable work but the victory will be marked only after its quick implementation. Let's hope that it does not enter into the morass of political lethargy just like the 15-year-old Women's Reservation bill, which is still waiting to be passed in Parliament.

Juvenile Laws: Shortcomings and Solutions


BY SRISHTI CHAUHAN n a country with largest number of children out of school and more kids of school going age than the world's most populous country, juvenile laws regarding education play an instrumental growth in long term social growth of the country. To begin with one such example: Consider the RTE Act which provides free and compulsory education to all children 6-14 years of age. The Act definitely has started paving way for an educated and literate India. However, it is not devoid of shortcomings. An issue raised by one of the most active bodies in the country- CRY (Child Rights and You) is probably also the most significant. What happens to a child who has studied till 14 years of age? What are the opportunities he gets after this age? Is being able to read and write simple words in any one language and being able to do simple mathe-

matical calculations the only thing that the Education Ministry should be held responsible for? Moreover, the loophole present in this Act has already been identified and is being utilized by the private schools all over India. After being forced to compulsorily keep under-privileged children till they attain the age of 14, the admission of these children is revoked and they are left with no option other than to get a menial job which helps pay for their food and clothing. Another example that highlights the need for government to make the Acts and laws more diverse and cover the grey areas is hidden in the Acts that cover the arenas of juvenile criminal offenses. In Juvenile homes, children who have committed minor offenses like stealing are made to live with those who have committed major offenses like rape and murder. What could be more damaging than such a state? Moreover, the existence

of unclear laws and clauses in many acts makes it difficult for NGOs and other bodies to file a law suit against the state for doing the same. Similarly, even though the government has abolished child labor, it has not come up with a follow up plan for the same. If the police in a particular area bust a racket that involved children working in a carpet factory, many people think it to be the end of traumatic lives for the young souls. However, a child who is working in a carpet making factory must have some financial constraints that push him to take such a major step- is it not? A follow up plan is what is greatly missing in all government schemes. As an example consider a case where children from a particular area are forcibly admitted into a school. After, say 1-2 months, is there ever a check on whether they are still going to school or are involved in doing menial jobs to help run a household?

Similarly, lax laws and lack of regular checks on NGOs that claim to exist for the betterment of children lead to cases of sodomy and repeated abuse- sometimes for over a decade- that ultimately produce mentally unstable and disturbed children. Beggary is yet another area where the laws of the government fail miserably. Beggary is apparently not legal. However, for those who reside in Delhihow uncommon is it to see a beggar in popular areas near traffic signals? What happens to these children? A major example of such beggary to which children are subjected to can be observed near popular malls in South Delhi where children near about assault you by pulling clothes and any bags you are carrying unless you give them money. With so many grey areas in laws concerning the makers of the future of this country, the future does indeed appear desolate

or more than 50 years now, the people of Telangana region in Andhra Pradesh have been agitating for a separate State of Telangana. The agitators include activists and leaders cutting across political lines. There is absolutely no doubt in anybody's mind that the demand is genuine and reflects the deep desire of the people of the region to have a State which they can call their own. From the time it came to power, first in 2004 and later in 2009, the Congress-led UPA Government has been assuring the leaders of the pro-Telangana movement that their demand would be met. The regime has been offering one deadline after another since then, and breaking every single one of them. Just a month ago, Union Minister for Home Affairs Sushil Kumar Shinde had promised leaders of the movement including his own party leaders who have been elected from the Telangana region in Parliament that the Government would take a decision positively by January 28. That date too has come and gone, and Mr Shinde has pleaded for "some more time" to settle the matter. The bare fact is that the UPA regime is terrified of taking a decision either in favour of carving out a State of Telangana or against it, and it

hopes that it can continue to buy time under one pretext or the other till matters truly come to a head. That has already proved to be a dangerous strategy, with sentiments flaring up in the region, resulting in violence. Lives have been lost, public property destroyed and normal life has been disrupted on many occasions as a result of the callous conduct of the Centre. The Congress-led Government has failed to keep its word on so many occasions that the proTelangana leaders have stopped taking its assurances at face value. That is the reason why the protests have included the resignation of elected representatives from the region in the hope that at least that step would compel the Government to act. Yet, even that pressure tactic has failed, largely because every time the Centre has been faced with the crisis of resignations, it has quickly moved to quell the unrest by doling out yet another round of fresh promises of time-bound action and getting the resignations withdrawn. The resignation drama, especially by Congress members, has thus become a subject of ridicule. When he was Union Minister for Home Affairs, Mr P Chidambaram had assured the protesters that a separate

Telangana State was a done deal. That had somewhat helped in the toning down of the protest. Now, it is clear that petty political considerations are holding up the announcement. The Congress is in a shambles in Andhra Pradesh as a result of the rise of Jagan Mohan Reddy's YSR Congress in the State and that of K Chandrashekar Rao of the Telangana Rashtra Samithi, which is spearheading the pro-Telangana stir. It fears a complete erosion of its remaining support base in other regions of the State if it concedes the demand for the State of Telangana. Yet, by not taking a decision, the party and the Government which it leads in New Delhi are hardly doing a favour to themselves. The ongoing protests have left the people from all over Andhra Pradesh tired and disgusted with the Congress. The State, until recently the party's bastion, is as good as lost for it, with Chief Minister Kiran Kumar Reddy's inept leadership worsening matters for the party. Why should the people of Telangana continue to pay for the Congress's follies? It is still not too late for the UPA regime to act decisively in Telangana's favour and persuade its dissenting leaders in Andhra Pradesh to fall in line.

"This film was proposed to be released in 524 theatres in Tamil Nadu, various Muslim organisations submitted a memorandum to the government and they had demanded the ban on the movie. These Muslim organisations also announced various demonstrations, there was every apprehension that this could turn violent," Jayalalithaa said. No conspiracy in denying Gadkari second term: Naidu


BHOPAL: Bharatiya Janata Party on Thursday said there was no conspiracy to deny second term as party president to senior leader Nitin Gadkari. "The mention of a conspiracy in RSS ideologue MG Vaidya's blog for the removal of Gadkari has got nothing to do with the truth," senior BJP leader Venkaiah Naidu said. Naidu also clarified today that he was not in the race for the Prime Ministerial post. "Yesterday I was in Panjim where at a press conference I said that there were many leaders in the BJP who were capable of becoming Prime Minister," Naidu told reporters. Naidu said that at the press conference he had stated that Gujarat Chief Minister Narendra Modi was already a national leader who had the capabilities to become the PM. "I have said it many times, that I am not in the race for prime-ministership," he reiterated responding to questions on a section of media reporting that he too was in the PM run. BANGALORE: Former Karnataka chief minister and Lingayat strongman BS Yeddyurappa continues to tear apart the ruling BJP with thirteen of its rebel MLAs, who had resigned from the party, set to take oath for membership of his Karnataka Janata Party (KJP) on Thursday. The resignations of 12 BJP MLAs was on Wednesday accepted by the State Assembly Speaker KG Bopaiah, who held one back on technical grounds. The resignations have left the Jagdish Shettar government with a wafer-thin majority in the State Assembly, and if more party MLAs quit, the BJP would have to depend on independents for survival. The BJP strength now stands at 106, including the Speaker, in the 225-member Assembly. Two seats are vacant. The party has the support of one of the seven independents, who is also a Cabinet minister. There is one nominated member who belongs to the BJP. The Congress has 71 members, and the Janata Dal-Secular 26. Both Shettar and state BJP chief KS Eshwarappa have expressed confidence that there is no threat to the BJP government although it has a wafer-thin majority in the House. The two also appeared confident that the 10-day Budget Session would be held as scheduled, beginning February 4.Talking to reporters, Eshwarappa said the Chief Minister would present the 2013-14 Budget on Feb 8. Chief Minister Jagadish Shettar yesterday said that no more resignations were expected from the ruling BJP, though speculation continued that several party law makers would soon quit and join the 13 who have already resigned. The BJP-led Karnataka government has been going through a major crisis since Yeddyurappa resigned and launched his own party in December, 2012. Many of his loyalists in the BJP even attended the convention where the KJP was launched. NEW DELHI: While the debate over who will be the NDA's face for the 2014 Lok Sabha polls continues, Shiv Sena feels that the time has come for the BJP-led alliance to clear the air over its prime ministerial candidate. Reports, Thursday, quoted Sanjay Raut, the Shiv Sena MP saying, "(Sena president) Uddhav Thackeray feels the NDA must discuss this (the prime ministerial candidate of the NDA)." Raut, who is also the executive editor of the party mouthpiece Saamna, further stated, "It will be right to declare the name now. It is necessary (for the people) to know under whose leadership we will fight (the polls)." "Yashwant Sinha is a BJP leader and it is the BJP's question as to whose name they want to push (for the prime minister's post). The NDA must discuss this as the issue is important. NEW DELHI: Amid controversy over Kamal Haasan's film 'Vishwaroopam', Information and Broadcasting Minister Manish Tewari Thursday said there was a need to "revisit" the Cinematograph Act to ensure decisions of the Censor Board are implemented. "Time-cinematographic act revisited to ensure implementational integrity (of) certification decisions, otherwise each state would be its own censor (board)," Mr Tewari posted on the social networking website Twitter. within its purview, it would be inappropriate to comment on it. We would allow the High court to take cognisance of the matter holistically and come to whatever conclusion it considers appropriate. Because it's been a tradition that we do not comment on matters which are subjudice," Mr Tewari had said. Kamal Haasan yesterday suffered a setback as the Madras High Court stayed the screening of "Vishwaroopam".

Govt may not wait till Budget Session to amend anti-rape laws
NEW DELHI: A day after Prime Minister Manmohan Singh wrote to Justice JS Verma promising to act on his panel's suggestions to strengthen laws on crimes against women, sources on Thursday said that the Cabinet is discussing the ordinance on the panel recommendations. The Cabinet may not wait till the Budget Session to amend anti-rape laws, added the sources. The Budget Session begins from February 28. Sources also said that the government is expecting support across the party lines for the ordinance. The Prime Minister lauded Justice Verma, Leila Seth and Gopal Subramanian for completing the report in 30 days and appreciated their commitment and concern for public good. "I thank you, Justice Leila Seth and Shri Gopal Subramanian for your labour of love in completing the work. That the Committee submitted its report within a short period of 30 days is testimony to your commitment and concern for public good. I assure you that we will be prompt in pursuing the recommendations of the committee," the Prime Minister wrote in the letter. The Verma Committee has recommended enhancing punishment to upto 20 years imprisonment for rape and murder and life term for gang rape but refrained from suggesting death penalty to the guilty. In its 630-page report submitted to the government on January 23, the Committee suggested various amendments to the criminal laws to provide for higher punishment to rapists, including those belonging to police and public servants.

NCP files contempt plea against Odisha speaker


BHUBANESWAR: The Nationalist Congress Party (NCP) has filed a contempt petition in the high court against Odisha speaker for not complying with its directions on four legislators who defected to the state's ruling Biju Janata Dal (BJD) last year. Utkala Parida, state unit president of the NCP, said Thursday that he had filed the petition Wednesday against Speaker Pradip Amat for deliberately and willfully disobeying the order of the high court as well as the SC. "The speaker is deliberately not deciding on the matter. He is trying to protect the interest of the BJD," Parida said. According to him, all four NCP members in the state assembly, including its legislative party leader, joined the BJD along with several other party office bearers June 5 last year. Describing the development as unlawful, undemocratic and illegal, Parida had moved the speaker seeking disqualification of defected legislators. "Since the speaker rejected my petition saying that I am not a member of the house and my petition cannot be considered, I had moved the high court," he said. The high court in its Sep 27, 2012 order said any person could invoke the antidefection law to seek disqualification of a legislator for switching political loyalties, Parida said. The court had directed the speaker to decide on the petition earlier this month. Instead of acting on it, the speaker had moved the SC, Parida said.

Ensure rape, accident victims not denied treatment: HC


NEW DELHI: The Delhi High Court today asked the Delhi government to issue a direction to all the hospitals in the capital not to deny treatment to victims of criminal offences, especially those of rape and road accidents. The court also wanted that the police be given clear instructions to take those injured to the nearest hospital "without any debate" to identify a government hospital that is nearby. "Why can't you consider issuing standing instructions to all hospitals to treat victims brought to them without any delay?" the court told the police. "A hospital should not delay treatment on any grounds. If the hospital is a small hospital, at least they should give first aid to the victims before sending them elsewhere," the court said. The court's order comes after the brutal gang-rape of a 23-year-old para-medical student on Dec 16. The girl and her friend were stripped off and thrown out of the bus. Later the 28-year-old man told Zee News that the policemen who reached the spot, initially, argued over the jurisdiction of the case, rather than taking them to a hospital. They were driven many kilometers to government-run Safdarjung Hospital, though there were many good private hospitals near where she was found in a bloodied condition. The JS Verma Committee tasked to look into possible amendments to the criminal law for quicker trial and enhanced punishment for rapists had slammed Delhi's police, public and the administration for not acting promptly to help the gang-rape victim in its report made public last week. The panel slammed the police practice of "approaching only a government hospital and not the nearest available hospital" in a medico-legal case.

Ashis Nandy to move SC to quash FIR against him


NEW DELHI: Renowned sociologist Ashis Nandy, who has landed in a soup over his controversial remarks on Dalits, is expected to approach the SC on Thursday requesting it to quash all FIRs filed against him. A team of the Rajasthan Police will question sociologist Ashis Nandy today over his controversial comments linking Dalits to corruption. According to reports, the sociologist is set to plead before the apex court that all FIRs lodges against him be quashed since no offence has been mentioned in them. Nandy will face long denied power were wresting it from the established elite, Nandy had said that Dalits, tribals and other backward classes (OBCs) were engaged in "corruption", by which he meant that these groups functioned without being constrained by law or propriety in their bid to better their plight. Nandy claimed that he was making an academic argument about corruption being an equaliser and that his comment was misinterpreted. He also denied receiving any summons from Rajasthan Police and said that he was ready to be jailed for his comment. "If at 75, I am tried under the atrocities act and convicted then I'll go to jail, I'll not contest it because I have worked for Dalits and adivasis for 45 years and I am not going to take this insult. I will go to jail," he said. Conviction under FIR under section 3(1) of the SC/ST Act, which is non-bailable invites up to 10-years in jail.

26/11 attacks: Pak panel likely to visit India by mid-Feb


ISLAMABAD: A Pakistani judicial panel is expected to make a second visit to Mumbai by mid-February after being given a green signal by India to cross-examine four officials in connection with the probe into the 26/11 attacks. India has okayed the visit of the judicial commission, which would travel to Mumbai without any delay, Interior Minister Rehman Malik said. Though he did not give a date, sources said the commission is expected to travel to Mumbai by mid-February. The commission had visited India in March last year but its findings were rejected by a Pakistani anti-terrorism court that is conducting the trial of seven suspects, including LeT's Zakiur Rehman Lakhvi, because the panel did not have the power to cross-examine four key witnesses. Following negotiations between officials of the two countries in December, India agreed to allow the Pakistani commission to cross-examine the police officer who led the probe into the Mumbai attacks, the magistrate who recorded the confession of Ajmal Kasab, the lone surviving attacker, and two doctors who performed the autopsies of the attackers. Kasab was hanged last year in a jail in Pune. Malik said Pakistan had decided to send the commission to India but there were "some legal requirements" which would be followed. He said he had directed the Interior Secretary to issue a notification regarding the commission's visit at the earliest. The anti-terrorism court will also be approached to issue a fresh order regarding the panel's visit. Malik said the commission will comprise the same persons who had visited India last year. Thanking Indian authorities, especially Home Minister Sushilkumar Shinde, for allowing the panel's visit, he said: "This is a good omen as we are working together to eliminate terrorism, which has affected the people of the region". He also claimed that the trial of the seven Pakistani suspects was in the "final stages" as some 20 witnesses had testified and been cross-examined. The remaining witnesses were expected to be examined within two months, Malik added.

Anti-democracy forces to be defeated: Pak PM


ISLAMABAD: Prime Minister Raja Pervez Ashraf has said that enemies of democracy would be defeated. Speaking at an inaugural ceremony of Virtual University Gojar Khan Campus in Islamabad on Thursday, the Prime Minister said that masses would not allow anybody to derail the democratic process in the country and would stand up against any such attempt. He said that there was independent judiciary and strong media in Pakistan. The prime minister said it was easy to make tall claims but was difficult to materialize them. Ashraf said that the Pakistan People's Party (PPP) was aware of its destination. is first time in the history of Pakistan that assemblies are completing their term. PHNOM PENH: More than one million mourners are expected to line the streets of the Cambodian capital on Friday for a lavish funeral procession for their revered former King Norodom Sihanouk, The body of the late monarch, who died of a heart attack aged 89 in Beijing last October, said officials. "This is our last homage to say goodbye to the great hero king," Prime Minister Hun Sen said. Norodom Sihanouk abdicated in 2004 after steering Cambodia through six decades marked by independence from France, civil war, the murderous Khmer Rouge regime and finally peace. Iran to install new nuclear equipment at Natanz site


VIENNA: Iran intends to install more modern equipment at Natanz, one of its main nuclear sites, according to a document. The UN atomic agency document said that Iran informed it in a letter dated January 23 that "centrifuge machines type IR2m will be used in Unit A-22" at the Fuel Enrichment Plant (FEP) at Natanz. The International Atomic Energy Agency replied in a letter dated January 29 asking for more information on the announcement, which comes despite international sanctions aimed at slowing Iran's nuclear programme. Natanz in central Iran is currently used to enrich uranium, a process at the heart of the international community's concerns about Iran's nuclear programme, mostly using older model IR-1 machines, which operate more slowly. A Vienna diplomat told on condition of anonymity that the new machines would likely be used to enrich uranium to fissile purities of five percent. Enriched uranium can be used for peaceful purposes such as in atomic power stations. Iran currently has one functioning plant but also, in highly-enriched form, for a nuclear bomb. Mali makes gains, plans July election


ADDIS ABABA: The Malian president announced plans to hold elections by July as French-led troops battled Islamists in the last major northern town under militant control. A battle is under way to secure Kidal, the last major town in the sweep to flush out militants in the north. The French military said it seized the airport in Kidal, thus gaining control of a major point of access. French forces are focusing on recapturing airports while Malian forces take over the cities, French army spokesman Col. Thierry Burkhard said. KABUL: Afghanistan's president says all efforts at peace negotiations with the Taliban need to go through the government if the country is to have any hope of emerging from a decade of fighting as a strong and unified nation. Hamid Karzai appealed to Afghan powerbrokers and prominent figures who he said had been approached by foreign powers to hold talks through side channels. The president says that participating in such talks without the government would weaken the country and urged all to refuse those offers. Karzai's remarks came at a conference about water management. He spoke first about the need for clean water systems and then broke off to address what he described as a "very important issue" - the varied attempts at peace talks with the Taliban.

GDP growth rate for FY12 revised to 6.2 percent from 6.5 percent Etihad in talks with Jet for investment: Ajit Singh
NEW DELHI: The government on Thursday revised downward the economic growth for fiscal 2011-12 to 6.2 percent from the earlier estimate of 6.5 percent. However, as per the first revised estimates of National Income, Consumption Expenditure, Saving and Capital Formation, the GDP (Gross Domestic Product) for the fiscal 2010-11 has been revised upwards to 9.3 percent from 8.4 percent. "GDP at factor cost at constant (2004-05) prices in 2011-12 is estimated at ` 52,43,582 crore as against ` 49,37,006 crore in 2010-11, registering a growth of 6.2 percent during the year as against a growth of 9.3 percent in the year 2010-11," the estimates showed. The estimates were released by the Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation for 2011-12, along with second revised estimates for the year 2010-11 and third revised estimates for 200910. At current prices, CSO said, GDP in 2011-12 is estimated at ` 83,53,495 crore as against ` 72,66,967 crore in 2010-11, showing an increase of 15 percent, as against an increase of 19 percent in the previous fiscal. The CSO said that the per capita income in real terms (at 2004-05 prices), is estimated at ` 38,037 for 201112 as against ` 36,342 in 2010-11, registering an increase of 4.7 percent during the year, as against an increase of 7.2 percent during the previous year. The per capita income at current prices is estimated at ` 61,564 in 2011-12 as against ` 54,151 for the previous year depicting a growth of 13.7 percent, as against an increase of 17.1 percent during the previous year. The data further further said that the growth in the GDP during 2011-12 has been achieved due to expansion in financing, insurance, real estate and business services (11.7 percent), transport, storage and communication (8.4 percent), electricity, gas and water supply (6.5 percent) and trade, hotels and restaurants (6.2 percent). Pakistan's exports to India grow 66 per cent


NEW DELHI: Pakistan's exports to India in April-December 2012 grew by 66 per cent over the same period in 2011, while India's exports to it increased by 16 per cent, officials said . The figures were from an official statement issued by Directorate General of Commercial Intelligence and Statistics, Ministry of Commerce & Industry (MoCI). Pakistan's exports to India in AprilDecember 2012 stood at $460 million, which is more than $277 million during the same period in 2011, an official statement issued by the Indian High Commission in Islamabad said. It is also more than the value of Pakistan's exports to India ($401 million) in the entire previous year (April 2011-March 2012). The growth of $183 million in Pakistan's exports to India during April-December 2012 is more than the increase of about $170 million in its imports from India in the same period, the official statement said. "MoCI figures also indicate that the share of Pakistan's exports in bilateral trade with India has almost doubled since 2009-10," it said. The "impressive increase" in Pakistan's exports during April-December 2012 reflects the benefits of the steps taken to enhance bilateral trade, and improvement of trade environment, aided by SAFTA (South Asia Free Trade Area) tariff reductions, it added. In order to address concerns of Pakistan's exporters, the two countries had also signed three agreements in 2012 in areas of customs cooperation, mutual recognition of standards and redressal of trade grievances. The release said a number of trade organisations in both countries have promoted greater exchange of trade and business delegations, specially in 2012. "Liberalised visa provisions pertaining to business persons will further facilitate such exchanges," it said.

Credit Suisse estimates that by mid-February, Indian stocks could rank 42nd on a year-to-date basis and 44th on a 12-month basis. "This has important lessons in our view: that India's absolute performance is likely the result of a global move into equities, and not so much due to 'cyclical recovery' or 'bottom in earnings'," Credit Suisse writes in a note. "For the next move up or down, therefore, one must look at global triggers more than domestic ones," it added. Foreign Institutional Investors ( FII), a major participant in Indian stock markets, have increased their shareholding in 29 companies of the 30constituent Sensex in the October- December quarter. Market analysts said the recent reforms initiatives undertaken by the government to boost economic growth and investor sentiment have infused much-need confidence in FIIs. During the quarter, FIIs invested over ` 45,000 crore in equities pushing the BSE benchmark Sensex upwards by a little over 600 points or 3.2 per cent ment will come up with a modified Direct Taxes Code (DTC) Bill after incorporating the suggestions of the Standing Committee on Finance, which among things had suggested raising annual income tax exemption limit to ` 3 lakh. Ministry is looking at the Bill and working on tax structures as suggested by the Parliamentary committee. The Parliamentary panel headed by senior BJP leader Yashwant Sinha in its report (March 2012) had suggested raising the annual income exemption tax limit to ` 3 lakh as against ` 2 lakh proposed in the original DTC Bill. Current tax exemption limit is ` 1.8 lakh. It has also suggested that subsequent tax slabs be vide relief to people reeling under the impact of inflation. The DTC will eventually replace the over five decades old Income Tax Act. "We are trying to see what could be the best in terms of transparency so that issues that are hurting industry could be covered adequately," Shome said. He further said the Finance Ministry is also addressing the issue of expenditure control and that remains a major challenge.

US allows GAIL ship shale gas to India


NEW DELHI: The US has allowed state -run Gail to ship shale gas to India, making an exception to its restrictive export policy. This will facilitate Gail India to import 3.5 million tonnes per year of liquefied natural gas (LNG) for two decades from 2017-18 , government and industry officials said. Encouraged by this, the government is now trying to persuade Washington to relax the policy for other companies also. Reliance Industries has invested over $5 billion in shale gas business in the US comprising four separate joint ventures with Chevron, Pioneer Natural Resources and Carrizo Oil & Gas and Pioneer for shale gas or keter Gail is keen to import gas from US because of huge energy demand in India. While Gail is allowed to ship 3.5 million tons of LNG from Sabine Pass Terminal in USA, it is still awaiting the US government's nod to import gas Carrizo's Eagle Ford shale gas assets , where it acquired 20% equity stake about a year ago. The US does not allow export of gas to a country, with which it does not have a free trade agreement (FTA). But, permission is given to export to India from the Sabine Pass Terminal in USA. The Sabine pass project is on schedule and first supply is expected by 2017-18, a Gail official said. "According to forecasts the US will be the largest exporter of oil and gas by 2017 and India has intensified its oil diplomacy with the country. We expect the US government to relax oil exports to India soon," a government official said.
