The RDC chairman and co-chairman posts have been vacated four months ago with the appointment of its chairman former Leyte Governor Carlos Jericho Petilla to the Department of Energy as secretary, and the resignation of the councils co-chair Tiburcio Morales. TACLOBAN CTIYThe Department of Labor and Employment (DoLE) through the Bureau of Local Employment (BLE) and Public Employment Service Office Philippines (PESOPhil) conducted their regular meeting recently at Leyte Oriental Hotel in which one of the agenda was the preparation for the 2013 National PESO Congress. DoLE-Southern Leyte Labor employment officer Neil Moraleta said that the PESO of Eastern Visayas is planning to host this year National PESO Congress which aim to recognize the profound performance and contribution of the PESOs in the facilitation of employment services at the community level throughout the country. The congress is an opportunity for the PESOs to exchange ideas, experiences, concerns, and best prac-
tices which will provide valuable inputs and inspiration for the PESOs in addressing employment service issues, Moraleta said in an interview with Leyte Samar Daily Express. Republic Act No. 8759 or the PESO Act of 1999 mandates every province, city, municipality, state and private colleges and universities, non-government organizations, and community-based organizations for the establishment of the PESO. The PESO law also aims to carry out the State policy to provide full employments and equality of employment opportunities for all and, for this purpose, to strengthen and expand the existing employment facilitation service machinery of the government at the local levels. The Bureau of Labor Relations and the Bureau of Working Conditions will also conduct next week a seminar for selected Single Entry Approach (SENA) Officers in order to improve their ability and boldness as SENA Officers. formation officer Miramar Zabala said that the simultaneous run is intended for the mother and child care protection program of PhilHealth in which the proceeds thereof will be donated to the Philippine Childrens Medical Center and Regional Haven Dormitory in Eastern Visayas under the supervision of the Department of Social Welfare Development (DSWD). Zabala added that the run is composed of 3k, 5k, 10k, and 18k in which they expect three thousand runners coming from different area of the region who will participate. Actually, as of today, we have already 2,400 registered runners in the region, Zabala told Leyte Samar Daily Express by phone. The assembly area for the run is at Balyuan Amphitheatre in which interested applicants may register online on PhilHealths website or can go to the nearest local offices to register or at the PhilHealth booths in malls. On the other hand, PhilHealth have attained already the Universal Health Care for having a great number of beneficiaries under their pro-
gram. Zabala said that the UHC is attained at least 85 percent of the total population in the country. Since its creation in 1995 and despite of various schemes from various administration, PhilHealth has not attained that 85 percent beneficiary coverage. But last year, PhilHealth reported that they have finally achieved the UHC coverage.
In Eastern Visayas, PhilHealth has 4.4 million members and beneficiaries out of the 4.2 million projected population of the National Statistics Office. With this, PhilHealth enjoins the public to join the run in order to achieve a Universal Health Care (UHC) for the Philippines because our country deserves to be healthy, Zabala said. (RYAN

But the problem right now is there is a pending decision of the court which makes it very complicated for us to comment over the issue, Yaokasin added. Fellow councilor Jerry Uy for his part explained that as far as the property is concerned, LPH is owned by the government which means that the city government cannot subject it to public auction. If they want to collect payment from the delinquency of those who are managing the hotel, they should run against the leasee and the by selling the properties covered by the hotel, Uy explained. In Feb. 2002, the court issued a permanent injunction prohibiting the city
government to impose the warrant of levy issued to the province of Leyte and prohibiting from levying the property in order to answer for the unpaid assessed real property tax of the Leyte Park Hotel. On November 2011, the Court of Tax Appeals (CTA) has ordered the lessee UCI to pay unpaid tax dues but the latter filed a motion for reconsideration, which is now pending in court. The Leyte Park Hotel was built in 1979, and believed to be part of the illgotten wealth of the Marcos family. In 1987, the property was sequestered by the government under former President Corazon Aquinos term.

t is about three months into the mid-year Philippine elections and cases on electoral protests and frauds are still hanging and have not been settled yet. It is quite disheartening that the Commission and the Electoral Tribunal have not done anything yet to correct or give justice to the wrongs committed during the past elections. Late resolutions of cases are injustices done on those affected. This has affected the publics faith in the electoral system. Worst, it has tarnished the credibility of the Commission and the government. At the back of the peoples faith in the administration of PNoy, there are still doubts lurking behind, ready to pounce on the surface to mar its integrity. At the most, it has made the COMELECs present effort to install reforms with lukewarm re-

There is an ongoing miracle happening in some areas in Tacloban City these days! Taps which used to be dried are now miraculously flowing! This is what makes competition good and healthy. It wakes people up from deep slumber. It improves service. The presence of a private water facility has triggered the miracle, a welcome respite from the usual water problem experienced by Taclobanons. The miracle is a result of the usual rivalry or business competition. If Mactan Rocks did not come to Tacloban and disprove the allegations that there is no water in the City, Taclobanons would still be in the dark. Now, many are surprised the detriment of peoples health living in these areas. This could be the reason why even if they want to open all the regulators to the city now, they simply could not for fear that these old pipes would burst. As the elections are coming, with children and kin running for certain posts, it would be folly not to give in to the general demand for water service. Continuing to turn deaf ears on the people could hurt political dreams. Voters will surely remember how they were deprived of such basic resource out of greed and selfish motives. This is why, there is suddenly

The greatest debacle of LMWD was not taking care of the place that gave them 80 percent of their total revenues. With inept service, people in subdivisions and un-served villages would transfer to the privately-run water service leaving the LMWD with
losses in terms of paying clients. They forgot to serve the very people that mattered in the business. At present, Taclobanons are left with the question: Is there really a plan to rehabilitate the connections in Tacloban or is there intent to expand to the un-served areas? We could only hear murmurs of doubt and disbelief. No one thinks that the water facility will spend millions on the rehabilitation of old water pipes and connections in the city downtown area especially with the election campaign coming. The money is better used somewhere. So everything is farcical and a seeming circus.

MANILA (Updated) -- Prosecutors have sought the release of 18 suspected Abu Sayyaf bandits after an investigation showed they were erroneously arrested for involvement in the 2002 kidnappings of six people in Sulu, officials said Thursday. The Department of Justice (DOJ) did a reinvestigation on the murder and kidnapping for ransom cases, where some of the accused said they were randomly arrested by military officers based on erroneous intelligence data. The case is still under trial at the Pasig City Regional Trial Court branch 266 as state prosecutors will soon ask Judge Toribio Ilao Jr. to come up with a release order for these individuals who had been wrongly accused. In a 12-page resolution, the DOJ said 13 of them should be released from Camp Bagong Diwa in Taguig City since they were not positively identified by prosecution witnesses Amily Mantec and Roland Ulla. Membership in the Abu Sayyaf and other suspected terror groups is not outlawed in the Philippines. At least two of the suspects have been detained for more than two years, while most others were captured last year, said Peter Ong, a prosecutor who recently carried out a new investigation after many suspects insisted on their innocence. A judge must now approve the release of the suspects. While the Abu Sayyaf committed the kidnappings and beheadings, we note the indiscriminate arrests of alleged members of the ASG, even those who did not participate in the kidnappings, the prosecutors said. ASG is an acronym for the Abu Sayyaf Group. Two other suspects detained in connection with the kidnappings have been identified as being among the kidnappers. Those two are still being held by authorities and will face trials, the prosecutors said. The victims, all members of the religious sect Jehovahs Witnesses, were peddling cosmetics in a community in rural Patikul town, Sulu when they were abducted in August 2002 and taken to the Abu Sayyaf s jungle encampments. Two of the victims were beheaded by the bandits and four eventually escaped, the prosecutors said. The Abu Sayyaf, which is on a US list of terrorist organizations, has been blamed for bomb attacks, kidnapping sprees and beheadings. The Abu Sayyaf was founded in 1991 in Basilan island with funds and training believed to come from Asian and Middle Eastern radical groups, including al-Qaeda. It came to US attention in 2001 when it kidnapped three Americans, one of whom was beheaded, along with dozens of Filipinos. (SUNNEX)
