A crane tipped over onto a house on the 500 block of Woodland Avenue in Haddonfield the morning of Thursday, Feb. 7, while attempt-
ing to remove a tree, according to reports. I think they misjudged the weight of that section of the tree, said fire chief Joe Riggs.
Several area fire companies, including Westmont, Cherry Hill and Marlton, aided in the efforts to remove the crane. The crane, operat-
ed by Dobbes Crane Company, was to be removed with two other cranes, which were stationed on each side of Woodland Avenue while
waiting for live wires to be turned off by PSE&G crews. The worker who was removing the tree was able to escape serious injury and
was transported to Cooper Hospital with reports of a leg fracture. The cranes operator was removed from the truck without injury.
Were taking a very cautious approach here, said Riggs at the scene. There was minimal damage to the two-story home. A bucket
truck from a tree service was at the scene but not involved in the incident, said Riggs. Several members of the surrounding communi-
ty congregated to watch the crane removal. Barry and Jean Oehlers live half a mile from the road, but drove over after hearing heli-
copters. We got in the car and followed the helicopter, said Barry. We like to follow the excitement.

The Haddonfield Board of Edu-
cation, at its Thursday, Feb. 7
meeting, revoked the controver-
sial 24/7 policy, which was sus-
pended earlier in the school year.
The policy, No. 5132, dealt with
in-school punishment for out-of-
school drug or alcohol offenses.
According to Board President
Steve Weinstein, the district has
been following the course of the
case involving Ramapo in Bergen
County.

With the municipal election ap-
proaching in May, Haddonfields
form of government has come
into the spotlight.
The question at hand: Does a
three-member Borough Commis-
sion still work for the town?
To retiring Mayor Tish Colom-
bi, a commissioner for the last 28
years, there is no need for a
change at this point.
I think the intensity of weekly
meetings with three people is
hard enough, she said, citing
that several surrounding towns,
including Audubon,
Collingswood and Haddon Town-
ship, all operate under the same
government form and that the
commission cannot move to five
officials due to population restric-
tions.
I think we represent the peo-
ple well, she said. How would
that change if five people were
here?
Government, she said, is in its
most open state at this point, and
the commission is formally
recognized as representing the
town.
Commissioner Ed Borden also
recently agreed that there would
likely be no change in Haddon-
fields form of government any
time in the near future.
Commissioner Jeff Kasko
holds similar sentiments.
My point of view is that the
commissioner form of govern-
ment works in Haddonfield, he
said. It fits the town well.
Plus, he said, he sees other
towns that do have the mayor and
council form of government and
doesnt see how residents in those
towns feel more or less empow-
ered.
I dont see that things are any
better in those towns, Kasko
said.
According to a July 1959
amended copy of the Final Re-
port of the Charter Commission
of the Borough of Haddonfield
provided by the township clerks
office, the borough has been run
under the Walsh Act since 1913,
which allows for a three-member
commission.
Departments operated through
the commission, as determined
by law, the document continues,
are public safety, revenue and fi-
nance and public works.
The Walsh Act, said Kasko, re-
moved political parties from gov-
ernment to make operations
more progressive, open and rep-
resentative.
Its not perfect, he said, how-
ever, having fewer commissioners
makes it easier to form a consen-
sus.

ral arguments in a lawsuit
brought by professional sports
teams and the NCAA against
Gov. Christie are scheduled to begin
this week. Recently, the leagues got a
boost. The U.S. Department of Justice
is jumping into the lawsuit on their
side.
Yep, your tax dollars are being used
against you.
Lets check the starting lineups.
On one side, you have unbelievably
wealthy sports leagues, the DOJ, illegal
bookies and point-shaving players. OK,
technically the last two arent part of
the lawsuit, but, if the leagues and
DOJ win, they win, too.
On the other side, you have Gov.
Christie, people who want to be able to
bet legally on sports in New Jersey, the
states casinos and horse racing tracks
and, well, everyone who would benefit
from a huge bump to our economy.
Which side are you on?
The suggestion that legalizing sports
betting in New Jersey would lead to an
increase in corruption, law-breaking,
pestilence, whatever, defies logic and
fact. Billions of dollars already are
being bet illegally on games. Players
and officials already have been caught
cheating to win bets.
In fact, the opposite is true. Making
sports betting legal would mean more
oversight of the system by people
both government and those folks actu-
ally taking the bets who want, to coin
a phrase, a level playing field.
It also would be a boost to the casi-
nos, tracks and the economy because
at least some of the money currently
being bet illegally would begin to flow
into legal betting outlets. Anyone seen
recent casino revenue reports? They
need help.
The feds, to coin another phrase, are
backing the wrong horse. New Jersey
needs legal sports betting. Its too bad
the DOJ doesnt see things that way.

slap in the face of every taxpayer here.

Congratulations are in order for at least
two happenings in River City Haddonfield.
Mayor Tish Colombi, looking as young
as ever, is stepping down after 28 years of
service. That is quite an accomplishment,
for any public servant; be they Democrat,
or Republican, and cannot go unnoticed.
She deserves our thanks for all her serv-
ice.
As much of an accomplishment as it is, I
personally prefer a mayor, with five com-
missioners and term limits for all posi-
tions.
The other kudos goes to several groups
that got you voters to the polls; with a 46
percent turnout, to vote on the Bancroft
proposal. BOE President Steve Weinstein
did a professional job, presenting the pro-
posal to the voters.
Now, it's time for everyone to breathe
again and get on with living as usual.

a wide-ranging
schedule of events
throughout Febru-
ary to celebrate
Black History
Month. This month-
long commemora-
tion of African-
American history
throughout our na-
tion was originally marked in 1926
by historian Carter G. Woodson. At
the time Woodson wanted to honor
the birthdays of abolitionist, au-
thor, editor and diplomat Frederick
Douglas and President Abraham
Lincoln with a week of events.
Since that time, every American
president has designated February
as Black History Month and en-
dorsed a specific theme. The 2013
theme, At the Crossroads of Free-
dom and Equality: The Emancipa-
tion Proclamation and the March
on Washington, marks the 150th
and 50th anniversaries of two piv-
otal events in African-American
history.
Join us for one or all of these en-
lightening events that mark the
important milestones of Black
History. From a tribute to women
in the civil rights movement to a
celebration of the legendary
Dreamland Club in Lawnside,
there is truly something for every-
one. The events planned by the
Cultural and Heritage Commis-
sion will excite, inspire and cele-
brate the rich history of the
African American Community.

Camden County Commemorates
Black History Month
Lynn Amsden McCabe
Jan. 18, 2013
Lynn Amsden McCabe, age 90,
longtime resident of Haddonfield,
and more recently living in
Salemtowne,
Winston-
Salem, N.C.,
died peaceful-
ly in his sleep
on Jan. 18,
2013.
Known as
Pop to his
family and
friends, he
was born Nov.
13, 1922, to Ray
L. and Mary D. McCabe in Mor-
ristown, with two brothers Nor-
man and Donald.
He graduated Morristown
High School in 1939 where he was
valedictorian, spoke on Progress
and Tolerance, and won seven of
15 academic senior awards.
He then went to Yale Universi-
ty with one suitcase in hand and
$10 in his pocket, graduating in
1943 first in his class with highest
honors in Industrial Administra-
tion and Engineering.
At Yale he was Phi Beta Kappa,
Sigma Xi, and Tau Beta Pi, and
spent his free time in music
drum major, trumpeter, chapel
choir member, and major instiga-
tor for a four-man singing group,
The Elitonian Quartet, which
sang at Yale 43 reunions into the
1990s.
After Yale for two years he
worked on the Manhattan Proj-
ect, Oak Ridge, Tenn.
He obtained his MBA with dis-
tinction at Wharton School of Fi-
nance and Commerce, University
of Pennsylvania.
He then joined the Campbells
Soup Company in data process-
ing and rose to Manager, Infor-
mation Systems, retiring after
over 35 years of service.
He initiated computerized
business processes and systems
starting before there were com-
puters and as adjunct professor
taught business information sys-
tems and accounting in the New
Jersey community colleges.

Joe Betley, the attorney repre-
senting the school board, was
present at the meeting and said
he thought the 24/7 policy had
been beneficial.
I hate to see it go, he said.

Its been a long battle, Betley
added.
According to Betley, the courts
say that districts cannot punish a
student for off-campus drug or al-
cohol offenses.
As an example, he said, if a stu-
dent athlete is arrested or con-
victed of an offense off campus,
his or her student leadership po-
sition cannot be taken away, nor
can he or she be taken off a team.
It takes away some of the dis-
cretion that coaches had, Betley
said.
Board member Drew Hansen
said that it might be a good idea to
bring another initiative into the
equation to reinvigorate a com-
munity discussion, as good rea-
sons for the policy are still pres-
ent.
I think it did a lot of good to
change the culture, Hansen said.
To attorney Matt Wolf, the at-
torney representing the plaintiff
in a lawsuit filed against the poli-
cy several years ago, the revoca-
tion of the policy is only the re-
sult of our effort.
When the suit was brought
against the district in 2010, the
district denied that it was illegal,
he said, only to arrive at what we
told them at the very beginning.
The policy was clearly illegal
from the beginning, Wolf added.

While each commissioner may
have a different viewpoint on a
situation, all three are guided
very clearly by McCullough to en-
sure they are following the proper
protocol.
It is important, said Kasko, to
have three responsible people
governing the town.
Resident Herb Hess suggested
for election campaigns this year
to be more civil than years past.
I think we have a form of gov-
ernment that allows campaigns
to put forth ideasit almost be-
comes like a popularity contest,
said Hess.
Elections, he said, can get con-
tentious.
Our town protocols are to
elect individuals and the election
process is marked with ribbons
proliferating around town, its
marked by email campaigns and
to be honest, its marked by smear
campaigns, he said.
Campaigns revolve around per-
sonalities, Hess said, and some-
times ideas get overlooked.
Having five officials on the
commission, he said, would likely
help the town in the future, while
lessening the loads of the com-
missioners.
I think it would allow for more
cumulative time spent on moving
the town forward, Hess said.
In Haddonfield, values impor-
tant to residents, he said, include
stability, safety, civility and school
excellence.
A change to the commission
could include term limits, said
Hess.

some dignity to it and some rules
and some presence, he said.

for May 16, with campaigns be-

year budget are still up in the air,
Superintendent Dr. Richard
Perry gave an initial budget out-
look at the meeting.
The adopted budget has to be
turned in electronically on March
7, he said, and the school board
acted to move the March 7 meet-
ing to March 4 with an additional
meeting on March 6 if necessary.
State aid figures will be re-
leased after Gov. Christies Feb. 26
address. Currently, the district is
factoring state aid into budget at a
flat rate, but is prepared for possi-
ble cuts if that changes, Perry
said.
This year is unique in that the
public will not vote on the budg-
et, Perry said.
Due to state mandates, if the
district stays within the 2 percent
cap, there is no public vote.
There is a projected deficit of
$450,259 in the budget.
To maintain the status quo,
said Perry, there would be a 1.66
increase in the tax levy.
Perry, however, has additional
budget requests that would result
in a tax levy of 1.98 percent, just
under the cap.
Perrys requests include a part-
time administrator to help with
teacher evaluations, a summer
curriculum boost and additional
capital projects in the amount of
$50,000.
In all, the requests would add
an additional $160,000 into the
budget.
In the 2012-2013 budget, there
was no tax levy increase.
School safety update
A district community security
meeting was held on Monday, Feb.
4 and had about 20 people in at-
tendance, including several local
officials, said Perry.
We had a broad spectrum of
people throughout the communi-
ty interested in safety and securi-
ty, not just in the school district,
but also in the borough, he said.
The group went through exam-
ples on how to make the schools
safer, he said, and collaborated on
ways to move forward as a com-
mittee.
It gave everybody a chance to
talk about their concerns on all
levels, said Perry. Were hoping
to come up with a list of priori-
ties that we can do as a district.
Tuition report
Tuition students as additional
revenue have been in the spot-
light this school year.
Tuition committee representa-
tive Joe Ehrhardt mentioned that
branding is important currently,
as well as potential corporate
sponsorships.
Historically, there should be
nothing in the way of doing that,
he said.
The next tuition open house
will be held on Tuesday, Feb. 26 at
the high school.

sultant up through his 88th birth-
day, an avid computer user and
emailer, and used social media to
communicate with his grandchil-
dren.
He was fascinated with new in-
formation technologies and prod-
ucts that broadened communica-
tions, businesses and their mar-
kets.
On Aug. 24, 1952, he married
Sue Dale (Susie), the love of his
life for over 60 years, in Morgan-
ton, N.C.
He is predeceased by his par-
ents and brothers.
He is survived by his wife in
Winston-Salem, N.C., his daugh-
ter and son-in-law, Beth and Dan
Bourland of Winston-Salem, N.C.,
his son Andy McCabe of Haddon-
field, and grandchildren Luke
McCabe, Katie McCabe, Maggie
Smart-McCabe, Rebekah B. May-
mani (Hossein), John Bourland,
and Peter Bourland.
He is remembered for his
music, his love for his wife, fami-
ly and friends, his service to the
Borough of Haddonfield, and his
wit and understated intelligence

everyone else. He was a fine man
and ultimate listener who shared
his wisdom and impacted all who

He will be truly missed we
