ATC LOSS AUDIT IN 3 STATES : PFC

POINTS REQUIRING CLARIFICATION ON BEHALF OF MECON LTD., THE CONSULTANT, FOR THE JOB OF ATC LOSS AUDIT IN 3 STATES PRELIMINARY ACTIVITIES
1) Should MECON Team meet the Nodal officer of PFC before proceeding to the 3 states for the beginning of the jobs ? 2) The details of the State power utilities like Name/place alongwith communication addresses of the Head/Sub Offices may be communicated to us before collection of data pertaining to AT&C losses ? 3) To whom shall MECON report in the concerned state right at the beginning of the job : PFC/FOR/State utility ? 4) Will there be any Nodal officer on behalf of the Utilities (upon being communicated by PFC in advance about the Audit to be undertaken) to deliver the data to MECON ? 5) Since all the 3 concerned states are having multiple Power Utilities, does MECON need to consider technical details of all the utilities including the Private ones ? 6) With whom shall MECON discuss about the selection of 4 zones (and 4 circles therein) for finalization ? 7) Shall MECON have to maintain correspondences simultaneously with PFC, FOR & the State utility ? What role shall FOR play in this regard or else during the Survey stage to follow ? 8) To whom shall MECON submit the Inception Report : PFC/FOR/State utility ? Who will give final approval to the report ? 9) Where will the Presentation (regarding Inception report & initial findings) take place ?

DETAILED ACTIVITIES & SURVEY (Prior to submission of DRAFT AUDIT REPORT)


1) Who will accord approval to the Sample size and selection of feeders therein for both 11 KV and LV system voltages of the concerned state ? 2) To whom shall MECON report (other than the concerned State Utility officials) in the event of inordinate delay or non cooperation by the State Utility during feeder survey activity at any stage ? 3) What would be the intermediate duration of meter readings for 11 KV & LV feeders for which surveys will be undertaken 1 complete billing cycle/ part of a billing cycle / any other time period ? 4) It has been a general practice to compute AT&C loss of any utility over the period of one (1) FY. The meter readings pertaining to the previous FY (ie. 2011-12) can be obtained from the Power utilities regarding 100% of 33 KV & above voltage level feeders. Regarding 11 KV & downstream feeders, 20% sample survey will have to be taken up for obtaining the segregated energy data under different heads for the period of survey only. Will not clubbing of these two sets of data together produce an erroneous notion regarding the complete AT&C loss picture of a state ? Or The whole of energy data (for EHV, HV,11KV & LV) of a state shall have to be taken for the period of survey only (and subsequently to be extrapolated for a period on 1 year) to compute the ATC loss ? 5) Does PFC/FOR have any role in the calibration or certification or application of check meters by the State Utility at any stage ? 6) To whom shall MECON submit the Draft Audit Report : PFC/FOR/State utility ? Who will give final approval to the report ? 7) Where and for how long will the Workshop (regarding finalization of the Draft report) take place ?

8) What else shall MECON need to do or exhibit in the workshop other than deliberation or presentation about the Draft Audit report, its findings, the hurdles faced, the issue of left over job etc ? ACTIVITIES (subsequent to submission of DRAFT AUDIT REPORT)

Considering all the eventualities, what will happen about the feeder surveys remaining unfinished due to any reason whatsoever within the stipulated time frame of 6 months ?
