Re; Presentment to the House of Representatives joint select Committee on the Constitutional recognition of Local Government To the Committee Secretary

I made a comprehensive submission, in which I also outlined issues with the Queensland constitution as to show that where there is a lack of understanding as to State constitutions, and so also ther ability or lack thereof for a State to create another level of government, then surely it was rftelevant. While the former Premier of Queensland now seeks to promote abolition of the States, at the time he was Premier he was in strife with the then Prime Minister John Howard as to the access 25 of the powsert of Brisbane, with numerous ships moored waiting to have access. As such, if he didnt then accept Commonwealth interference (actually the Commonwealth had ever constitutional power to manage the ports, as part of s100 of the constitution, to manage navigation which the Framers of the Constitution debated including the ports!) then who is he to argue?

to hide my sub mission is to indicate the Expert panel is not transparfent and people may hold that it seeks to hide the truth. . The Expert Panel may not have understood or grasp the extend of my submission but that is its 35 problem. Dont blame me for this! As I stated: QUOTE 4-2-2013 SUBMISSION

Page 2 I make this submission albeit quite frankly can take it as a waste of time because those I am addressing it to generally have pre-conceived ideas and likely unable to understand let alone comprehend what I am writing about. 5

This submission contains material of past litigation but not any known current litigation, hence is not to be restricted for publication! To be able to understand what an amendment of the constitution may mean I will as a CONSTITUTIONALIST have to explain certain matters.

The term CONSTITUTIONALIST has been referred to by the High court of Australia for over 100 years and therefore is a term known in law, albeit few lawyers are aware of this. It doesnt require anyone to have a law degree, just common sense and be open-minded. That is the problem to most lawyers and politicians, as they generally are lacking this! Call a spade a spade! It should be clear that this submission doesnt attend to all constitutional issues neither all 15 details of issues raised! END QUOTE 4-2-2013 SUBMISSION

QUOTE 4-2-2013 SUBMISSION As the content of the above cannot be restricted because it relates to completed litigation, as 20 judgments have been handed down, then any attempt by the Joint Select Committee not to publish this submission in full will be taken by me that it is seeking to cover up the ills I have so far above exposed. For transparency and honest I seek the entire submission to be published!

I urge you not to conceal my extensive submission and publish in whole as you did with other submissions. I view the public has a right to make an informed decision, and concealing my submission, 30 the largesgt that was submitted, only may cause resistance to many against any recommendation by the Expert panel. Expert Panel in what, I ask, if it cannot understand the importance of my submission and its supplements?
