WASHINGTON COUNTY REPUBLICAN PARTY 2013 RESOLUTIONS

SOCIAL ISSUES
1. Because the Declaration of Independence provides that all men are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty . . . and because the Constitution of Oklahoma provides that all persons have the inherent right to life, BE IT RESOLVED that we call for the protection of life, including the life of the unborn, and we oppose any state or federal funding of Planned Parenthood. 2. BE IT RESOLVED, that marriage should be between one man and one woman.

LOCAL ISSUES
1. BE IT RESOLVED, that we commend Senator John Ford and Representatives Steve Martin and Earl Sears for their excellent service in representing their constituents.

STATE ISSUES
1. Because Governor Mary Fallin is striving to eliminate waste, reduce the cost of government and lower taxes, BE IT RESOLVED that we warmly commend Governor Fallin and encourage her to continue her efforts. 2. BE IT RESOLVED, that the Legislature reduce state income tax rates and that the Legislature reduce them further in the near future. 3. BE IT RESOLVED, that the Legislature prohibit use of foreign law if a partys constitutional rights or state public policy would be violated thereby, but maintain the freedom of businesses to make contracts subject to foreign law, not interfere with ecclesiastical courts, not interfere with treaties ratified by the United States, and allow Oklahoma courts to consider English Common Law if not in conflict with Oklahoma law. 4. BE IT RESOLVED, that we support conversion of public employee pension systems, including fire and police, from defined payment systems to defined contribution systems for all current and future public employees. 5. BE IT RESOLVED, that any school board member or director of a publicly funded charter school be a citizen of the United States. 6. BE IT RESOLVED, that we support changing the workers compensation system from an adversarial system to an administrative system. 7. BE IT RESOLVED, that we repeal laws allowing or directing state and local governments to collect union and employee association dues.

8. Because since 1970 nearly 80 non-educators, including officials of teachers unions, have been allowed to participate in the Oklahoma Teacher Retirement System [OTRS], BE IT RESOLVED, that legislation be passed to limit participation in the OTRS to teachers, administrators, and professional educators. 9. Because the national Common Core Standards [CCS] could be in conflict with Oklahomas PASS standards and with Oklahoma values, BE IT RESOLVED, that Oklahoma take the benefit of the CCS to the extent consistent with PASS standards and Oklahoma values, but where conflicts exist, the CCS should not be followed. 10. BE IT RESOLVED, that legislation be enacted allowing, where possible and at a reasonable price, utility customers to elect out of having a smart meter. 11. BE IT RESOLVED, that Gov. Fallin be commended for ruling that Oklahoma will not set up a health care exchange under the Affordable Care Act and thus not expand Medicaid. 12. BE IT RESOLVED, that we support Sen. Nathan Dahms efforts to protect our right to bear arms and that we encourage passage of SB 548, SB 401, SB 552, and HJR 1026.

FEDERAL ISSUES
1. Because illegal immigration threatens our nations social and economic fabric, BE IT RESOLVED that we support vigorous enforcement of our immigration laws, that we simplify legal immigration, and that we withhold welfare funds from illegal immigrants. 2. Because our Second Amendment rights are fundamental, BE IT RESOLVED that we support our right to bear arms and oppose any constriction on those rights that would meaningfully diminish a citizens ability to defend himself. 3. BE IT RESOLVED, that any amendments attached to bills be publicized before passage, and that the names of the sponsors of such amendments be publicized as well. 4. Because access to oil reserves in the United States and in friendly nations close to home is important, BE IT RESOLVED, that we encourage approval and construction of the Keystone XL Pipeline 5. Because the current Federal Income Tax system is hopelessly complex, expensive to administer, and fraught with inequity, BE IT RESOLVED that Congress should simplify the tax code to relieve administrative and economic burdens on all taxpayers; BE IT FURTHER RESOLVED, that we consider replacing the current tax structure with a Fair Tax that is in effect a national sales tax. 6. Because ethanol harms engines, reduces mileage, damages the environment and causes shortages of livestock feed, BE IT RESOLVED that Federal subsidies for production of ethanol cease and that mandates for the use of ethanol in gasoline be repealed. 7. BE IT RESOLVED, that legislation provide for a comprehensive annual audit of the Federal Reserve Bank, and a comprehensive re-evaluation of its functions. 8. Because, the National Defense Authorization Act provides for the indefinite detention of Americans under some circumstances; and because both Mike Lee and Dianne

Feinstein co-sponsored an amendment that would protect Americans from indefinite detention except under exceptional circumstances; and because such amendment was defeated, BE IT RESOLVED, that we support reintroduction and passage of the FeinsteinLee Amendment or other legislation to limit such power of indefinite detention. 9. BE IT RESOLVED, that recipients of TANF be required to take parenting classes.

10. BE IT RESOLVED, that Congress pass a balanced budget, on time, and that Congress override a Presidential veto if necessary; BE IT FURTHER RESOLVED, that in constructing the balanced budget, Congress appropriately reduce the size of the Federal government. 11. BE IT RESOLVED, that Congress shall enact no law from which it exempts its own members and shall strive to keep laws concise and capable of being understood by people of average intelligence and reading capacity. 12. In light of recent attacks on freedom of religion with respect to Hobby Lobby and other private enterprises run by religiously animated owners, BE IT RESOLVED, that this nation reaffirm the freedoms of the First Amendment and let those owners run their enterprises in a way consistent with their beliefs.

REPUBLICAN PARTY ISSUES


1. BE IT RESOLVED, that the Washington County Chair give notice at least two weeks before the regular annual meetings of the party, that such notice be given wide distribution to members and friends of the party, and that consideration be given to meeting more often as circumstances may require. 2. BE IT RESOLVED, that the Republican National Committee be urged to reconsider the wording of Rule 12 [allowing revision of the rules between conventions by of the RNC executive committee] and that the RNC return more power to grassroots Republicans. 3. BE IT RESOLVED, that bona fide candidates for office should be given the opportunity to speak or debate at Republican conventions, where time and circumstances allow.
