Dear Mr Cameron, Re: The BBC / Jimmy Savile / The Paedophile Information Exchange. I wrote to you on 21st October 2012 concerning the above. On November 1st I received an acknowledgement of receipt of my letter. I subsequently received two further responses via the Home Office. To date you have deliberately failed to respond to the points raised in my letter of October 21st. It is now approximately 18 weeks since I wrote to you and I consider your response to date to be both inadequate and contemptuous. I have raised extremely serious issues and asked questions which warrant a proper response. In my original letter to you I stated Your response to this letter will indicate to me whether you are prepared to place the victims interests above those of the criminal. The alternative is that you take what has been the standard line to date, i.e. you seek to sweep this matter under the proverbial carpet, interfere with police enquiries and use the levers of state to suppress this matter. I can understand your failure to properly respond to my correspondence and I know you have support across the political spectrum which encourages you . to sweep this matter under the proverbial carpet, interfere with police enquiries and use the levers of state to suppress this matter. I am NOT prepared to accept this calculated and deliberate obstruction of due process of the law and the undermining of our Democratic right to know what lies behind the public face of those who seek to rule. You may have the support of your political peers, both those in your own party and in the opposition parties. You may have the support of those who serve in The House of Lords and you might all feel invulnerable as you hide behind a security establishment which appears to have been acting as some contemporary version of the Praetorian Guard, but any such complacency you may harbour is misplaced. Let me be quite clear what I am pursuing here I am pursuing allegations, supported by a growing body of circumstantial evidence, that sections of the political and social elite have been engaged in the systematic and on-going rape and buggery of children. I am pursuing allegations that state run institutions, which were supposed to offer security and safe harbour to children who were orphaned or otherwise abandoned and without secure homes, have been used, over a period of decades, as a source of youngsters upon whom the most vile and vicious sexual abuse has been inflicted. I am, to sum up, pursuing allegations that a system has been allowed to develop in this country where the STATE SPONSERED rape and buggery of children has become entrenched. That cannot have happened without the direct and/or indirect support of politicians of ALL political persuasions. I will NOT be deterred from my objective of securing the truth behind these matters. However high and mighty you all consider yourselves to be, you should reflect on the fact that this is still a Democratic country, this means you are accountable I am calling all of you to account.

I advised you that during the 1980s I was told that Jimmy Savile was listed as a member of the Paedophile Information Exchange (P.I.E). I would now like to be more precise about this encounter which brought me to the fringes of P.I.E. At the time I was investigating allegations of corruption within Preston Borough Council and Lancashire County Council, my investigations quickly extended beyond the North West and came to encompass national politics. The Paedophile Information Exchange had become a topic of interest because it was the subject of press coverage following the prosecution of some of its members and its founder. I was offered, via a reliable and proven source, a copy of the membership list. As a taster of what was available, I was given two names of high profile

individuals who were claimed to be on that list. One was an iconic, national, politician and former Labour Cabinet minister, the other was Jimmy Savile.

I made the point to Lord Patten that this quote gives an indication of just how far the tentacles of P.I.E had spread, and how influential the organisation had become. When read in conjunction with the entry from Wikipedia, and the fact that P.I.E openly operated and campaigned in this country for a decade before it was finally closed down, it can clearly be seen just how influential and deeply embedded in the establishment, media and political system this organisation had become. At this point I am placing before you my first request which centres on the issue of child sex abuse: 1. The Paedophile Information Exchange and its founders were finally subject to criminal prosecution during the mid 1980s, however the full extent of its influence has never been properly, openly, examined. I now ask you to authorise the release of ALL archived records concerning the police investigation of, and subsequent prosecution of, P.I.E. This to include a complete transcript of the court case, the publication of the membership list and publication of the mailing list. I also request that you authorise the release into the public domain of any memoranda and/or other communications related to P.I.E, between the Metropolitan Police, the Home Office and 10 Downing Street during the time of the police investigation into P.I.E. The main purpose of my campaign is to secure the release into the public domain of the P.I.E records referred to above. This will allow the media and interested individuals the opportunity to exercise their Democratic right to call those engaged in public life to account should they have been, in any way, complicit in the protection and promotion of this organisation and it members, supporters and sympathisers. I now ask you the question AGAIN Will you release the P.I.E records held by various government agencies, including the police and the security services, into the public domain? IF NOT, WHY NOT? Next I raised the case of Colin Smart, I wrote:

This brings me to the case of Colin Smart; again I have paraphrased the text which is taken from site established by the journalist, Nick Davies: One of the few things which have always been certain about this story is that while Colin Smart was doing that job (Social Worker), he came across something that worried him a great deal. We know, too, that this was something to do with the abuse of children that he made a fuss about it and that somehow, in the midst of that fuss, he ended up taking early retirement. For the most part, the rest has never been revealed. Colin Smart, of course, knows the whole story. However, he is not allowed to tell it, because shortly after he retired, his former employers at Sunderland City Council took him to the High Court where, under threat of losing his pension and paying out a fortune in damages, he signed an undertaking never to speak publicly about what he knew. Being an honorable man and also a frightened one he has kept to that undertaking. In North Wales, it was Alison Taylor, the manager of a childrens home, who spent five years banging on the door of her employers at Gowned Council, the police, the Welsh Office, the Department of Health, and the Social Services Inspectorate. All turned her away. Undaunted, she compiled a dossier of 75 separate allegations, won the backing of two local councilors and finally secured the conviction of four men for an orgy of abuse. As a result, the Government finally ordered the vast public inquiry which has now heard nearly 300 former residents of homes make detailed complaints of physical and sexual assault against 148 adults. The common thread here, as with many other cases, is silencing of anyone who dares to seek to bring these issues into the public domain. It is a disgraceful indictment of our society that Alison Taylor was effectively destroyed as a result of her having the courage to bring her concerns to the public domain. Colin Smart has been intimidated and has had his freedom of speech taken from him, this has been done by elected authorities and sanctioned by the courts. 2. At this point I make my second request to you; I ask that you intervene to release Colin Smart from the legal injunctions inflicted upon him by Sunderland City Council. In effect I am asking you to restore to Mr. Smart his liberty and his right to freedom of speech. I now ask you the question AGAIN Will you release Colin Smart from the impediments that prevent him from exercising his right to free speech - IF NOT, WHY NOT? The third matter I raised in my original letter was that of Hollie Greig, I wrote: The Pedophile Information Exchange was originally formed in Scotland but its base was moved to London when they found that most of the interest from prospective members was coming from southern England. in Wales and Northern Ireland it would be pleasing to think that Scotland was excluded from this scourge within its establishment, sadly there are indications that this is far from being the case. The case of Hollie Greig raises particular concerns for anyone who has investigated these matters. The fourth and final point raised was that of the true extent of child abuse in the UK, I wrote: Finally I turn to the question of just how extensive child abuse is in the United Kingdom. The text below was written by Jonathan Brown and published in the Independent on Friday 28 September 2012, I have paraphrased the text: Children are being sexually exploited by gangs in communities in Britain regardless of the ethnicity of the perpetrators or their victims, investigators have warned. This week, eight men who plied underage girls with drink and drugs before abusing them were jailed for a total of 52 years at Derby Crown Court. Judge John Gosling told the predominantly white gang they had taken advantage of vulnerable girls to satisfy your middle-aged desires to have sex with them. In a separate case, heard at Reading Crown Court last week, a nationwide pedophile gang was jailed for 35 years for hosting sex parties where underage victims were filmed being assaulted by four men. The gang included a former farmer, a bank manager, a Scout leader and a member of the Household Cavalry. Deputy children's commissioner Sue Berelowitz said she was far from surprised at the revelations of horrific acts of child sexual exploitation.

She said: In our two-year inquiry into child sexual exploitation, we are continuing to uncover what is happening to far too many vulnerable children and young people... The extent of child sexual abuse is still largely unknown with increasing publicity and awareness by authorities giving the impression of a growing problem. Figures published by the children's protection charity, NSPCC, in 2010 however suggested that coerced sexual acts against under 16s had declined from 6.8 per cent in 1998-99 to five per cent in 2009. Former children's minister Tim Loughton, who in the summer, announced urgent reforms to protect children in care from grooming gangs warned the problem was not confined to Rochdale but was going on beneath the radar in communities across the country. But he said authorities were often unwilling to act because of political correctness. The key sentence in the above article is The extent of child sexual abuse is still largely unknown with increasing publicity and awareness by authorities giving the impression of a growing problem. Research published by the NSPCC suggests that Nearly a quarter of young adults (24.1%) experienced sexual abuse (including contact and non-contact), by an adult or by a peer during childhood. One in six children aged 11-17 (16.5%) have experienced sexual abuse. Almost one in 10 children aged 11-17 (9.4%) have experienced sexual abuse in the past year. Teenage girls aged between 15 and 17 years reported the highest past year rates of sexual abuse. These figures are shocking enough but the reported figures estimating the disclosure of sexual abuse by victims suggests that this issue may be far greater and more wide spread than previously believed. The research claims that More than one in three children aged 11-17 (34%) who experienced contact sexual abuse by an adult did not tell anyone else about it. It is at this point that I place my fourth, and to me most important, request before you:

(4) In view of the above I request that you establish a Royal Commission to investigate not just the extent of child abuse in this country but also the allegations that this abuse involves establishment figures, not just in Scotland, but across the UK. I have very specific ideas about how the terms of reference should be structured and I do believe that, before they are finally implemented, they should be subject to the scrutiny of the House of Commons and that it should be a free vote. My reasons for suggesting this will become clear before I end this letter.

Since I first wrote to you on October 21st 2012 the Savile case has moved on and today (Sunday 17th February 2013) media reports state that the Metropolitan Police are preparing to arrest a former Conservative Cabinet Minister on charges of child rape. I have always stated that the question of child sexual abuse is not a party political matter; it goes far wider than that. It is far more serious than mere party politics. You know, as I know, that certain media outlets and many politicians will seek to make party political capital out of this matter as the police investigations unfold. There can be no clearer indication of the

Of course there are those who argue that these reports of child sex abuse are historic, many of them are alleged to have happened over thirty years ago, are of no relevance today. I strongly oppose this view. This country was led into the Common Market on a prospectus place before it by Edward Heath. The person bringing children for him to abuse is Sir Jimmy Savile. He was seen by the witness / victim, taking young boys onboard Heaths yacht the Morning Cloud when they were at a party conference. Allegedly Savile is known for supplying a number of high profile MPs with children for them to sexually abuse. Heath was warned on 4 occasions by the head of the Metropolitan police not to loiter in Londons lavatories and not to try to pick up young boys. Nonetheless, he quickly fell prone to blackmailers who insisted he dress up in a ridiculous Gestapo uniform in which he was photographed. Heath was also sensationally linked to a childrens home in N Ireland. The Kincora Boys Home was a home for working boys in Belfast that was the scene of a notorious child sex abuse scandal. The scandal first came to public attention on 3rd April 1980, when three members of staff at the home, William McGrath a notorious homosexual, Raymond Semple and Joseph Mains, were charged with a number of offences relating to the systematic abuse of children in their care over a number of years. Mains, the former warden, received a term of six years, Semple, a former assistant warden, five years and McGrath four years. Former Army Press officer Colin Wallace, who was based in Belfast, has long insisted that the authorities knew boys were being systematically sodomised at the home six years before they decided to act. Jimmy Sa-Vile with former Prime Minister, Ted Heath If this speculation is correct then three senior politicians who were either child sex abusers or their sympathisers promoted the prospectus that took this country into Europe. How are the public to know whether or not these people were coerced into promoting that prospectus? Had the public been aware of the allegations surrounding these people at the time, would they have voted for that prospectus? Was this country taken into Europe having been sold a corrupt prospectus placed before them by men who were bestial, corrupt or compromised, possibly by foreign powers?

Rumours concerning Sa-Viles links to child sexual abuse were rife and the subject of Green Room gossip. According to a report in the Daily Express on 14th October 2012 Esther Rantzen was quoted as saying, Saviles obscene predilections had been the subject of green-room gossip for years. The Express goes on to point out that it was Gossip she chose to do nothing about. I call this The Rantzen Effect a situation to which many, if not most, of us succumb at some time or another. We know that someone is not quite right and hear rumours that seem to confirm our suspicions but still we become entwined with them, perhaps socially, perhaps in business, only to regret it at a later date.

In an emotional interview, the broadcaster and Childline founder told The Mail on Sunday: I feel that we in television, in his world, in some way colluded with him as a child abuser because I now believe thats what he was. We all blocked our ears. There was gossip, there were rumours.

Of course the laments of those who fear for the damage done to their own reputations by their lack of judgment is none of my concern although I can understand why the victims of Sa-Vile may feel a deep anger towards those who allowed evil to triumph by doing precisely NOTHING to stop it. When revered Institutions knowingly give safe harbour to the likes of Sa-Vile then the intense anger of the victims manifests itself in many more of us.

Three BBC staff tried to rape a TV extra as screen legend Leonard Rossiter performed a sex act nearby, it was claimed last night. The late Rising Damp star has been drawn into the Corporation's sex scandal amid claims he performed the act as the male 18-year-old extra was assaulted. My concern is focused on those in politics, and other positions of real power and influence, who are alleged to have knowingly and deliberately colluded with Sa-Vile to destroy the lives of the young, the vulnerable and the defenseless. My focus is on the allegations of a government sponsored conspiracy to use childrens homes as child brothels. These are not new allegations. During recent weeks I have spoken with a former employee of the prison service, the source was working in a young offenders institution during the 1960s. The source stated: the prison officers were receiving a large number of reports from young offenders who had come through the care home system stating that they had been sexually abused whilst in care. There were so many reports that the prison governor instructed his staff to set up an investigation to establish the veracity of the reports and to identify the care homes involved. An investigation was established but it was then closed down very quickly the Home Office has got wind of it and an instruction was issued to close down the investigation. There was speculation that the Minister had issued the instruction, I think Roy Jenkins was Home Secretary at the time. Again it will be argued by those who seek to sideline the issue of child sexual abuse that this report is historic and of no relevance today. I would accept this, were it not for the fact that another source has, within the past week, related to me details of recent investigations related to the sexual exploitation of children which have been closed down following instructions received from higher up. In my correspondence I have also raised the allegations that the UK security service establishment, or a part of it, has engaged in the practice of blackmailing politicians and civil servants in the UK government. This matter was the subject of much speculation surrounding the Kincora Boys School in Northern Ireland. Ken Livington raised the subject in The House of Commons on March 9th 1989:

is not much impressed by those who make allegations but do not substantiate them. Outof-court settlements are a normal part of compensation claims and it is to the great advantage of all parties concerned if such settlements can be reached. The reference by Mr Stewart to evidence.. is a nonsense, and any politician with a scant knowledge of how the Security Services work knows that. Mr Livingston failed to pick up on the point, I will raise it here: The Security Services work involves the principle of plausible deniability nothing can link them to their covert operations. The evidence in the cases I am raising lies within the official record and even that record will not always give a full account of what has gone on because the official record will have been corrupted or not exist at all. I want there to be NO DOUBT as to the matter I am focusing on here: I am alleging that there is significant circumstantial evidence to suggest that the Security Services have engaged in the blackmail and compromising of elected UK politicians and senior Civil Servants You are failing to respond to that allegation. Your failure to respond suggests to me, and will suggest to others, that these allegations are of substance. Blackmail is a powerful tool and where there are allegations of a government harbouring within its senior ranks a significant number of pedophiles and those who have a liking for child pornography, as referred to above in the report by Neil Mackay of The Sunday Herald, speculation might turn to the possibility that a foreign power might take advantage of that kind of information to bring pressure to bear. A cynical man might ask, could it have been possible that this country was dragged into an illegal war based of a dodgy dossier as a result of blackmail?

SURELY NOT?

No one would suggest that you are a man who would lead this country into foreign adventures merely to divert attention from difficult questions being asked at home.

You know the cost of such actions is paid by others

You also know that your failure to act to end the systematic and ongoing abuse of children will result in yet more children being abused.

So what is it to be, Mr Cameron? Will you continue to treat this correspondence, and by implication the victims of child sexual abuse, with contempt? Will you continue to protect the reputations of political villains men whose corruption the public have a right to expect should now be exposed?

Whilst you procrastinate I continue to turn over the stones beneath which the truth lurks. I am told of collusion between the political parties to subvert and close down police investigations into two named government ministers, one Labour, one Conservative. Reports come in of the continued subversion of police investigations linking child sexual abuse to politicians and the child care system. Five High Court judges are named as being corrupt, and lurking beneath the surface in those dark recesses where they happily reside are the security establishment the all pervasive Stasi / Praetorian Guard. Are they the Janus figure they are alleged to be? Purporting to guard our freedoms whilst actually conniving in the destruction of our Democracy? The flow of allegations and the growing body of circumstantial evidence linking the security establishment with the subversion of democracy, the subversion of a free press and the blackmail and manipulation of British politicians, senior civil servants and others in positions of influence and power, continues. I find myself asking a question I never thought I would have to ask as a British citizen WHO REALLY IS THE ENEMY WITHIN?

There is one other question I keep turning over in my mind; I hope that you will now answer it. Are you going to answer the questions raised above or are you going to continue to act as if you personally, and the government generally, have something to hide? Are you going to be the man who roots out this evil and frees the police from the subversive acts of the Praetorian Guard and their allies in The Home Office, or are you going to continue to act as if you are
