1. 1.1

EMERGENCY PROCEDURES Hazardous Substance Spill: Mount Wharves

Spill discovered on a ship berthed alongside GENERAL: In any spill where hazardous substances are involved, there is the potential of seriousrisk to any person approaching the spill. The best course of action to take is to get upwind of the incident and call the Customer Service Centre. CONTACT: Customer Service Centre, Dial 07 572 8888 and give details of the incident, name of the vessel and approximate position of the spillage on board. Customer Service Centre to contact/arrange: Advise the Stevedore supervisor immediately. Advise vessel Master or person in command. Notify Mount gate houses of pending arrival of emergency service. Direct Security/Shuttle to arrange initial cordon and evacuation of premises downwind. Initiate location of documentation to identify the hazardous material. Customer Service Centre to contact: New Zealand Fire Service Dial: 111 Pacific Health Ph: 07 579 8000 BOP Pollution Hot Line Ph: 0800 738 393 And one of the following: Mike Letica (Manager Wharf Services/Security) Nigel Drake (Manager Operations) Maurice Hume (Property Services Manager) Port Staff shall: Liaise with Emergency Services and offer any assistance requested. Assist with provision of machinery to remove container to the Spill Bund. Arrange clean up materials as requested by NZ Fire Service. Spill clean-up equipment is stored at Cargo Services office and the spill sheds adjacent to the rail line at the intersection of Hull Road and Wharf Road. DO NOT: Attempt to take any remedial action until instructed to do so either by the Operations personnel named above or by a member of the Emergency Services. Dangerous Goods Declarations are held at the Customer Service Centre. The New Zealand Fire Service co-ordinates the TAURANGA HAZARDOUS SUBSTANCES TECHNICAL LIAISON COMMITTEE which is a body of professional and other parties who can be called upon in a hazardous substances spill. When the hazardous substance spill is within a Port of Tauranga Works area, the Customer Service Centre will notify: Manager Civil Works, or in his absence the Property Services Manager.

Procedures to Minimise Hazard In the event of a spill of product within the wharf area, the following guidelines should be adopted: Identify the product. Determine whether the product is hazardous or not. (Even if not hazardous it could pose environmental problems in bulk form.) Orica also provide an identification service (Ph: 07 575 3157). 1.2 Control The Spillage

Assist with provision of machinery to remove container to the Spill Bund. Arrange clean up materials as requested by NZ Fire Service. Spill clean-up equipment is stored at Cargo Services office and the spill equipment sheds adjacent to the rail line at the intersection of Hull Rd and Wharf Road. Tauranga Container Terminal Sulphur Point

Leaking Container If HAZARDOUS On A Vessel Berthed Alongside After having established origin of leakage stevedoring foreman to contact TCT Ops giving position of container and container number. TCT Ops and TCT Planners to establish contents and whether Hazardous. TCT Ops to call an emergency all stop on the crane working that hatch. TCT Ops to isolate the container. Stevedore foreman to evacuate all stevedoring personnel from immediate vicinity. Planner to notify vessel s command TCT Ops to call emergency services. TCT Ops to notify Customer Service Centre and Manager Terminal Operations or nominated deputy. Customer Service Centre to notify: Shipping line and ship s agent. Harbourmaster. Port of Tauranga Manager Operations or their nominated deputy. Manager Wharf Services and Security. EBOP hotline If potential spillage into harbour. Mirrielees Road or appropriate gatehouse. Vessel planner to identify hazard and obtain hazardous documents for emergency services. Day Ops vessel planner to take hazardous documentation, a wharf area map and a hand held radio to Mirrielees Road gatehouse to wait for emergency services. Terminal staff to handover control of the emergency to the emergency services. TCT Ops to keep record of events and times. Stevedore foreman to evacuate all stevedoring personnel from immediate vicinity. TCT Ops to arrange closing of valves of stormwater drains. TCT Ops to call emergency services planner to inform vessel s command of on wharf incident. TCT Ops to notify Customer Service Centre and Terminal Operations Manager or nominated deputy. Customer Service Centre to notify: Port of Tauranga Manager Operations or nominated deputy. Manager Wharf Services and Security. EBOP Hotline If potential spillage into harbour. Vessel Planner to identify hazard and obtain hazardous documents for emergency services. Day Ops Vessel Planner to take hazardous documentation, a wharf area map and a hand held radio to Mirrielees Road gatehouse to wait for emergency services. Terminal staff to handover control of the emergency to the emergency services. TCT Ops to keep a record of events and times. Sand bags, shovels, hazard tape etc are available in the yellow/black container. In consultation with the emergency services if it is deemed safe to do so, moving the container immediately to the bund area North East of No 12 shed. Close the retaining valve at the outlet to contain the product (the valve is normally open to release rain water). Arrange for cleanup of the site, devanning the container, disposal of product and cleanup of the bund.

TCT Ops and/or Rail Ops to isolate container TCT Ops and/or Rail Ops to notify emergency services TCT Ops and/or Rail Ops to notify Customer Service Centre and Terminal Operations Manager or nominated deputy. Customer Service Centre to notify: Port of Tauranga Manager Operations or nominated deputy. Manager Wharf Services and Security. EBOP Hotline If potential spillage in to harbour. Planner and/or Rail Ops to identify hazard and obtain hazardous documents for emergency services. Day Ops and/or Rail Ops take hazardous documentation, a wharf area map and a hand held radio to Mirrielees Road gatehouse to wait for emergency services. Terminal staff to handover control of the emergency to the emergency services. If required, sand bags, shovels, hazard tape etc are available in the yellow/black container. Customer Service Centre to notify: Port of Tauranga Manager Operations or nominated deputy. Manager Wharf Services / Security. EBOP If potential spillage in to harbour. Rail Ops to identify hazard and obtain hazardous documents for emergency services. Day Ops and/or Rail Ops to take hazardous documentation, a wharf area map and a hand held radio to Mirrielees Road gatehouse to wait for emergency services. Rail Ops to keep a record of events and times. Terminal staff to handover control of the emergency to the emergency services. If required, sand bags, shovels etc are available in the yellow/black container. In consultation with the emergency services if it is deemed safe to do so, moving the container immediately to the bund area North East of No 12 shed. Close the retaining valve at the outlet to contain the product (the valve is normally open to release rain water). Leaking Container on an Inbound Truck R&D, in consultation with TCT Ops or vessel planning team leader, to call an emergency "all stop" in the truck turnaround area. R&D to isolate container; erect signs and cordon off truck road entrance with tape. R&D to notify TCT Ops and hand over control to TCT Ops. TCT Ops to notify emergency services. TCT Ops notify Customer Service Centre and Terminal Operations Manager or nominated deputy. Customer Service Centre to notify: Port of Tauranga Manager Operations or nominated deputy. Manager Wharf Services and Security. EBOP If potential spillage in to harbour. TCT Ops to identify hazard and obtain hazardous documents for emergency services. Day Ops to take hazardous documentation, a wharf area map and a hand held radio to road side outside Sulphur Point car park to wait for emergency services. Terminal staff to handover control of the emergency to the emergency services. TCT Ops to keep a record of events and times. If required, sand bags, shovels and hazard tape etc are available in the yellow/black container. In consultation with the emergency services if it is deemed safe to do so, moving the container immediately to the bund area North East of No 12 shed. Close the retaining valve at the outlet to contain the product (the valve is normally open to release rain water). Arrange for cleanup of the site, devanning the container, disposal of product and cleanup of the bund. In the event of any leakage, spillage, or damage to a consignment of Dangerous Goods, the emergency procedures detailed in Port of Tauranga Ltd Emergency Procedures Handbook are to be implemented unless a Port of Tauranga Ltd Supervisor is completely confident that the incident does not warrant such actions. If there is any doubt, the plan is to be implemented immediately. Training and exercises at employee, Shift Supervisor; and Manager levels on an annual basis. Copies of the Port of Tauranga Limited Emergency Procedures Manual are to be held at all working positions for Shift Supervisors and above. The Handbook is also to be available in electronic format at all Computer Terminals drives P//Emergency Manual.

GLOSSARY OF TERM

Approved Handler: An approved handler is a person who holds a current test certificate certifying that they have met the competency requirements specified by the Personnel Qualification Regulations in relation to handling specific hazardous substances during specified parts of the lifecycle. Designated Transfer Zone: (a) means a place used (and required to be designated as such under regulation 46 HSNO (Class 1-5 Controls) Regulations, ) for the movement of a class 1 substance from one type of transport to another where the movement requires handling of packages or containers; but does not include; roll-on roll-off operations in which a vehicle or trailer with its load drives or is driven on to or into another means of transport for the duration of a journey; or a hazardous substance location; or a designated use zone

Ecotoxic Substance: Capable of causing ill health, injury, or death to any living organism Hazardous Substance Location (a) (i) in relation to a class 1 substance means an area where an amount of the substance that is in excess of the relevant quantity specified in table 5 in Schedule 2, HSNO (Class 1-5 Controls) Regulations is manufactured, or is located for more than 2 hours: does not include any designated use zone or designated transfer zone (as defined in regulation 11) or any means of transport within a transfer zone for the purposes of transfer: does not include a vehicle, ship, or aircraft while it remains under the direct control of its driver, master, or pilot and under the jurisdiction of the Land Transport Rules, the Maritime Rules, or the Civil Aviation Rules, as the case may be in relation to a class 2, 3, 4, or 5 substance means an area where an amount of the substance that is in excess of the relevant amount specified in HSNO (Class 1-5 Controls) Regulations ,table 4 in Schedule 3, table 1 or table 2 in Schedule 4, or table 1 of Schedule 5 is located for more than 18 hours, in the case of a substance that is not subject to the tracking provisions of the Hazardous Substances (Tracking) Regulations 2001 Two hours, in the case of a substance subject to the tracking provisions of those regulations does not include a vehicle, ship, or aircraft while it remains under the direct control of its driver, master, or pilot and under the jurisdiction of the Land Transport Rules, the Maritime Rules, or the Civil Aviation Rules, as the case may be.

Person in Charge: in relation to a place, a hazardous substance location, a transit depot or a place of work, means a person who is: (a) (b) the owner, lessee, sub lessee, occupier, or person in possession of the place, location, or depot or any part of it; or any other person who, at the relevant time, is in effective control or possession of the relevant part of the place, location, or depot

Test Certifier: Test certifiers are individuals who are authorised under the HSNO Act by the Authority to issue test certificates Toxic Substance: Capable of causing ill health in or injury to, human beings Transit Depot: A transit depots is a permanent place (excluding a means of transport, and excluding places where substances are held for sale or supply) used as a transport depot that is designed to hold hazardous substances (in containers that remain unopened) for a period of up to three days, but for periods that are more than: 18 hours (for substances that do not require tracking) or Two hours (for substances that are subject to the Tracking Regulations)
