SWADHAR Monitoring Committee Meeting

The District Level Monitoring Committee meeting for SWADHAR HOME, BISWA held at the Residence Office of Collector, Sambalpur on 29th March 2008. The meeting was chaired by Sri P.K.Pattnaik, District Magistrate and Collector as the Chairman, SWADHAR Monitoring Committee. At the outset Sri K.C.Malick, Chairman ,BISWA welcomed the committee members and said words of gratitude for their participation. Replying to a question from the chair, he explained the details of the steps taken for inmates of SWADHAR for their rehabilitation and reconciliation. He explained of the missing cases being advertised in newspaper, cable channels and intimated to the missing squad. The inmates are undergoing vocational training in production units of BISWA and their products are being marketed through Laxmipriya. In such a way they are earning their pocket money which is being put in their saving accounts. willingness to cooperate the administration and take over the management. Discussion took place about excess expenditure to meet the health needs of inmates. Chairman BISWA, informed about nine of the inmates have undergone institutional deliveries at District Head Quarter Hospoital, which was highly appreciated. It was opined that all such pregnant mothers must be given benefits of Janani Surakshya Yoyana. Further the Collector assured the committee about the availability of BPL rice to SWADHAR inmates. He wanted to know about the support extended by Sambalpur Municipality Council to SWADHAR. Regarding fund raising for SWADHAR, he suggested submitting specific case studies and issues, so that some benevolent donors can be requested for the same. Ms Matilda Dungdung, DSWO, informed that three mentally challenged women were referred to Mission Ashra for their advance treatment and two out of them have recovered to lead a normal way of life. Unfortunately the third one died. As per the practice, the children of SWADHAR inmates are sent to BISWA Sahayata Ashram (Orphanage) for their care. While discussing placement of children of SWADHAR, DSWO explained about the problems faced by the administration to manage Dhankauda Balashrams (Government Orphanage). The Collector suggested exploring the feasibility of handing over the management to some NGOs. In this context Chairman, BISWA showed there are 37 women with 10children, As per the present status of SWADHAR,
earlier in 2007 and 2006 the figure was 57 women with 39 children and 53 women with 3 5 children. Out of them 10, 27 and 40 women are rehabilitated in the respective years.

The BISWA and Indian Medical Association (IMA), Sambalpur Branch sought to spread across the message for the own up protective health care measures in fast changing environment scenario. Addressing to the gathering in the IMA House, Speaker of the occasion Dr. Himansu Acharya, Professor of Social Preventive Medicine V.S.S. Medical College, Burla insisted on health life style and health consciousness to cope with changing climate conditions. Climate Change Concerns
a global concern. The dangers of climate change have started showing its ugly face. We are now panicked of melting glaciers in the polar region, as the rising sea level may submerge many of our beautiful sea shore habitats. The concern is so intense that we could see its reflection in the World Health Day message of this year released by the Director of World Health Organisation. Its a fact now that almost each of us has our contribution to heat the earth atmosphere, which is an unfortunate situation, of course. To top up this unfortunate situation most of us are out and out to deny this accountability of ours. The so called developed countries are the flag bearer in this denial rally. The pity is that they are enforcing accountability on small countries with their arm twist technique. The result is together we fail and our future is doomed. Fortunately some sincere steps are being initiated in this direction. It is our hope that through our initiative to spread the message of climate change we will foster grass root education and activism and greater realization on what we can do to develop along a sustainable path. With this realization will come a more proactive population that will hold individuals and organizations accountable for their environmental record. Besides this, the climate change may bring new challenges in the health sector, which warrants more preventive measure to combat the new breeds of diseases. This needs intensive study and research in health sector.

Free Eye Camps at Nayagarh


Free eye camps were organized by B.K.M.M. Rotary Eye Hospital, Dhenkanal, in Nayagarh district. It was fourth phase. The camps were supported by BISWA. One eye camp was organized at Madhupur Primary School of Khandapada Tahsil on 29th April and another at Khalisahi Upper Primary School on 31 st April 2008. About 300 patients participated in the camps, 65 patients out of them were detected cataracts on their eyes. They were sent to B.K.M.M.Rotary Eye Hospital, Dhenkanal for operation at free of cost. The patients were supervised by Eye Specialist Dr.Abhimanyu Acharya with his team. Sri Hrushikesh Nayak, District Coordinator, Sri Krupasindhu Behera, Area Coordinator, Sri Basanta Kumar Barik and Sri Jitendra Kumar Acharya, Organiser, conducted the camps on behalf of BISWA.

Health Camp
An antenatal and postnatal care camp was organized by BISWA at Hatipada of Chhamunda Panchayat on 28th March 08. Physician Dr. Rajaram Sarangi checked up the patients. At least fifty patients got the benefit. On behalf of BISWA Sri. Surya Narayan Mahapatra, project coordinator distributed medicine at free of cost to the patients. The 3rd April 2009 was a great day. The first 2 claim settlement cheques of Tata AIG Life were delivered to the nominees of the deceased members. A meeting was organised in village Khairdih on 3rd April08. Mr. Kuna Naik, nominee of Late Kumari Naik received the cheque of Rs.10, 000/-. In another meeting at Patharagada, Mr. Ramesh Podh, nominee of Late Rukmini Podh received the cheque of Rs.10, 000/-.Both Kuna and Ramesh expressed their gratitude to BISWA. They had never dreamt that they could get this benefit. In this case, the nominees got the sum assured within one year of the coverage. It will be of great help to her two sons and one daughter. I have realized the importance of Insurance and sincerely request all members to insure them further said Kuna.Ramesh was all praise for BISWA and promised to propagate it among other members in the village. BISWA: first-of-its-kindin portfolio sale

Grameen Capital India confirmed today having recently structured and arranged a USD 5.9 Mln (Rs. 23.51 cr) sale of agri assets of one of the largest Microfinance Institutions (MFIs) in East India, Bharat Integrated Social Welfare Agency (BISWA), to a leading private sector Bank in India. Working on a mandate from BISWA, Grameen Capital developed a pipeline of interested banks as potential purchasers for part of BISWAs agri portfolio. These assets help the domestic banks meet their regulatory requirements around Priority Sector Lending, especially under the critical Direct Agri asset category. Domestic banks in India are required to extend 13.5% of their advances, as direct agricultural advances. The regulator does not view non-compliance of these guidelines kindly and banks could face financial and non-financial penalties. Structure of the transaction: BISWA offered a pool of assets amounting to USD 5.9 Mln (Rs. 23.51 cr) for sale under this transaction, as per the Banks selection criteria. The loans thus identified were of a 3 months minimum seasoning and a residual maturity of not more than 12 months from the date of purchase. BISWA provided First Loss Deficiency (default) Guarantee to the extent of 5% of the pool. Grameen Capital also arranged for a crucial Second Loss guarantee piece from one of its investors, IFMR Trust. The second loss piece was to the extent of 45% of the pool. For BISWA, the all-in-cost, including the guarantee and structuring fees, resulted in a single-digit pricing, significantly lower than BISWAs other borrowings (11%-14%p.a.). Along with the portfolio assignment documents, BISWA has also signed a management and collection agreement with the bank and would continue to service these loans and channel the recoveries to the bank. Speaking on this transaction, KC Malick, Chairman, BISWA said, This is a landmark transaction for BISWA in many ways. Apart from being the first and also the largest structured transaction in our region, this has helped open a new and relatively low-cost funding source and would greatly accelerate BISWAs expansion plans. We look forward to working closely with Grameen Capital India in doing more such transactions in future. Royston Braganza, CEO, Grameen Capital India, said, There is tremendous value in the portfolio created by Microfinance Institutions. Grameen Capital will continue to enable MFIs benefit from this value, through innovative structured solutions and strategic portfolio placement. Post a successful closure of this transaction, BISWA has also mandated Grameen Capital to design structured finance solutions (including on-tap securitisation) for FY2009 to help open up a new and relatively low cost funding source for BISWA.
