GOVERNOR HALEY COULD LEARN FROM MARYLANDS SUCCESS


JOBS: Maryland has a significantly lower unemployment rate than Haleys South Carolina. ECONOMY: Maryland leads the nation in supporting innovation and growing jobs from within. South Carolina has an unfriendly climate for business and is losing vital human resources. Maryland Ranks #1 for Entrepreneurship and Innovation. The US Chamber of Commerce ranked Maryland #1 in Entrepreneurship and Innovation in their 2012 Enterprising States report and in the Top Five for Economic Performance for the third year in a row. According to the report, The state places first on the innovation list due to its high concentrations of high-tech activity and research. Maryland is in a prime location to serve growing demand for high-tech services in the Washington, DC region. Those high concentrations of technology workers and technology companies are a sign the state is excelling at translating its academic research to the private sector. South Carolina Municipalities Lag Counterparts In Graduate Retention. A recent study by the Brookings Institution shows that 29.8 percent of Columbias workforce has a college degree this in a town that has five accredited colleges and universities, including the states flagship University of South Carolina. Columbia ranks 43rd among the top 100 metropolitan areas in the country, according to the study. As cities and states try to claw back from the recent downturn in the economy and pump up the creation of entrepreneurial and high-tech jobs, retaining college graduates is seen as a measuring stick for success By comparison to Columbia, two very similar cities, Madison, Wis., and Austin, Texas both are medium-sized cities, state capitals and home to flagship universities rank 5th and 8th respectively. In Madison, 43.3 percent of the workforce has a college degree, the study shows. In Austin it is 39.4 percent. Charleston ranked 30th with a 31.9 percent collegeeducated workforce; Greenville ranked 68th with 26.9 percent. [The State, 9/3/12]

HIGHER EDUCATION: Maryland has held higher education costs down to lead the country. South Carolina continues to have the highest rate of tuition in the South and one of the highest in the country.

Under OMalley, Maryland Has Held Down the Cost of College Tuition Better than Any State in the Nation. According to the College Board, no state has done more to hold the line on rising tuition costs than Maryland. The Governors proposed FY2014 budget keeps tuition growth at Marylands colleges and universities at 3% for the fourth year in a row. S.C. public colleges have highest tuition in South. An education group said South Carolinas public colleges charge the highest tuition among 16 Southern states. The Southern Regional Education Board, which reported the figures, said part of the reason is because state lawmakers do not fund public colleges at the same level as the two neighboring states. PUBLIC EDUCATION:

Education Week Has Ranked Marylands Public Schools as #1 in the Marylands public schools Nation Five Years in a Row. [Quality have ranked #1 in the Counts, Education Week Magazine, country for half a decade 1/10/13] and their students are excelling. Maryland K-12 Students Continue to Excel. Last year, Maryland elementary South Carolinas students school students achieved their highest are falling further behind Maryland School Assessment (MSA) the country. scores ever in both reading and math. Marylands middle school students achieved their highest scores ever in math. In 2012, a record 87% of Marylands 12th grade students graduated high school and from 2007 to 2010, Maryland has cut the achievement gap between white and black students in elementary school math and reading by more than a quarter. Marylands students are also #1 in AP success for the 7th consecutive year according to The College Board. South Carolinas NAEP Report Card shows students are not making the grade. Reading scores of 4th graders in SC declined, math and other subject continue to be lower than nation [NAEP South Carolina Report Card]. South Carolina has one of the worst public school graduation rates in the country. [Education Week 2012 Diplomas Count] SC students falling further behind the country on scores. SAT scores in SC have declined for 5 straight years, even while scores nationally increased for public school students. Maryland is finding new ways to improve efficiency and demand results from government. South Carolina is plagued by scandals, corruption and ineffectiveness during the Haley administration.

Using the CitiStat program that he developed as Mayor of Baltimore City as a model, Governor O'Malley implemented StateStat upon taking office in 2007 to ensure that Maryland's government achieves the best results possible for its citizens. Department of Revenue did not heed warnings about cybersecurity shortcomings at that state agency before hackers stole personal financial data belonging to 6.4 million consumers and business, a former agency employee told lawmakers Thursday. Turner had come under fire lately from legislators for giving $400,000 in raises to nearly six dozen agency employees while at the same time shutting down 17 unemployment centers in rural counties where the jobless could get one-on-one help in applying for benefits.
