Village official questions cease order of DENR on mangrove cutting

TACLOBAN CITYAn official of Barangay Campoyong in Guiuan, Eastern Samar has questioned the validity and propriety over the lifting of the cease and desist order (CDO) issued by the Department of Environment and Natural Resources (DENR) in relation to preliminary activities for a housing project being implemented by the National Housing Authority (NHA). In a letter to DENR regional office, village councilor Dominadora Odea raised four issues which the agency needs to address. Odea stated that the CDO was lifted despite the absence of an environmental compliance certificate; that some 1, 527 mangrove trees were cut as evidenced by an inventory conducted by the DENR; that the presidential proclamation reserving area as NHA resettlement site does not automatically make the area an alienable or disposable land; and that ecological disaster may happen as a result of cutting the mangroves in the area. Hiwalay ang personal kong buhay sa trabaho ko pero pilit pinapasok ang personal kong buhay sa trabaho ko. Hanggat maaari, ayaw ko sanang magsalita tungkol dito pero nadadamay na ang mga anak ko. Medyo may isip na sila at ayaw kong dumating sa puntong kakantyawan sila ng mga kaklase nila tungkol dito. Nadadamay na rin ang Nanay ko. Kamamatay pa lang ng Tatay ko at parang pinapalabas na hindi ako pinalaki ng maayos at hindi rin akong tinuruan ng magandang asal. Pilit kong iniintindi at inuunawa ang mga magulang ni Heart pero hindi na tama ang ginagawa nila sa akin. Hindi na rin tama ang ginagawa nila sa amin. Hindi na rin tama ang ginagawa nila sa anak nila. Tatay din ako, parent din ako, mahal ko din ang mga anak ko. Pero hindi ako mandadamay, mananakit at maninira ng kapwa sa ngalan ng pagmamahal ko sa aking anak. At kung mayroon man akong deperensya kung saka-sakali sa mga anak ko, hindi ko isasapubliko. Hindi ako magpapa-presscon, hindi ako mandadamay ng ibang tao. Bago nangyari ang lahat ng ito, masaya at maayos at walang problema ang samahan at relasyon at ugnayan namin ni Heart. TACLOBAN CITY Councilor Jerry Sambo Yaokasin assured the Taclobanon that he will not engage into gutter politics as he seeks for the vice mayorship of the city in this years midterm elections. As a vice mayoralty aspirant, the third-termer councilor assured the public that he will not resort to character assassination just to win the elections. We would not do character assassination in our campaign; instead well continue on our drive to help alleviate the lives of our people in the communities by providing the necessary service that they intend to receive from a particular public servant they voted for, he said. Yaokasin said that instead of making personal attack against his rivals, he would focus on his platform as to how improve the lives of the people of the city. Personal attack has no place on my campaign. We just have to continue what we have started, the moment I start serving the city as a councilor since 2004, Yaokasin added. Moreover, he said that his priority concern is the education and the livelihood aspect of the Taclobanon. Yaokasins family has been donating school buildings and books in the city. Samar DPWH to strictly monitor projects implementation

CATBALOGAN CITY-The Department of Public Works and Highways (DPWH) Samar 2nd District Engineering Office (DEO) will be strict on conducting road projects inspection for calendar year 2013. DPWH- Samar 2nd District Engineering Office district engineer Johnny Acosta said that their office has conducted already inspection on various road projects within the 2 nd district of Samar which include the P200 million road repair, rehabilitation and improvement under the General Appropriations Act (GAA). F o r t h i s y e a r, Acosta also said the implementations of all their projects have started last January 9 in which it is expected to be finish on the last week of April. Our office will be strict enough on conducting inspection to ensure that the road projects in 2nd district of Samar are properly implemented in order for us to gain and achieve the trust of the public, Acosta told Leyte Samar Daily Express. Aside from their office, Acosta said that the Bureau of Construction, Bureau of Design and Bureau of Research and Standards of the DPWH Central Office are also conducting inspections and monitoring on the implementation of their road projects to ensure that they are on the right track. A c t u a l l y, t h e DPWH regional and central offices are sending representatives in the 2nd district of Samar in which they go with us on conducting various road project inspection, Acosta said. As the District Engineer of DPWH Samar 2 nd District Engineering Office, I want to be more accountable and transparent to the people with regards to road projects by way of information the public in terms of implementation and accomplishment, Acosta added. On the other hand, DPWH- Samar 2nd DEO district engineer said that the completion of their road projects is of great significance to road users in which it will give them not only a safer and faster mode of travel but also a much easier way to transport goods, services and other farm products.

Culpability of Leadership

here is sense in the call of UP students for the top guns of UP to step down from their high pedestals. They were useless in protecting the rights of their students; they were inutile as top officials of the prime educational facility of the country. They should have known that the policies they were referring to when they talked to Kristel and her parents were unjust and unreasonable. The no late payment policy is anti-poor, unchristian and anti-humanitarian. It should not have been in placed in the peoples school. Whoever espoused it must answer as it belies the constitutional right of citizens to education. It is not only the UP Manila Chancellor who must face the axe; the UP president must also be made to answer notwithstanding the independence of each unit. Washing hands will only make the issue murky and the pain more painful. Losing a child who had to commit suicide due to frustration and setback on ones dreams is

hard to accept; not because of the hardships encountered but at the thought that as parents you failed to stand up to your childs dreams. The pain gets harder to bear because as parents who are responsible for the childs needs, you could do nothing to prevent it. The UP system is not the only school in the country that allows the no late payment policy. This must be tackled by the national government and the President must look into this problem soonest. We do not want others to follow Kristel. Promising students must be given support by the state. It must create a suitable program that will ensure needy, but promising students to pursue their dreams. Each state-run university must have a scholarship or study loan program that will make poor but deserving students to continue their studies without being embarrassed by forced leave of absence policies or being shunned

Summer clean-up drive

Nothing is too small a sacrifice for love of the City that has nurtured you all your life. It is a very small action but its effect and outcome is so enormous and massive. The cleanup drive of the officials and employees of the City Government of Tacloban this summer starting today and every Saturday thereafter until May4 is a tribute to the City, a way of thanking it for the many opportunities it has brought to people who have chosen to live and work here. It is in keeping with their Pledge of Commitment of the I Love Tacloban movement four years ago. It is in a way, a show of support to the programs of the City government on Limpyo Tacloban and Councilor Cristina Romualdez pet project, we set good examples and exact from transients to obey our ordinances on anti-littering? In the 70s there were already cities known to be cleanest all over the country. When I was a student and we were sent to attend a seminar in Murcia, Negros Occidental, we were in awe of the cleanliness of the Bacolod wet market at 6:00 P.M. We saw how the city government maintained zones or sectors in the market place. It was awe-inspiring to observe how the people, vendors and big-time merchants all worked hard to maintain the cleanliness of their city.

Tacloban Clean and Green. The idea came after people observed that many of us just take for granted the maintenance of cleanliness and sanitation in the city. Many people visit the place every day and it is sometimes embarrassing that most of us cannot restrain our impulse to throw gar-

bage and litter around. We see people throwing their wastes anywhere. Families also leave kitchen refuse and other domestic wastes outside their houses to be scattered by scavengers. Worst, when a Taclobanon wantonly does this thing in public and visitors see and emulate them; how could

A more significant part is the Paschal Triduum on Maundy Thursday, Good Friday and Black Saturday, which is more solemn where the faithful are prompted towards deeper examination of conscience. Here is where the Last Supper, on Maundy Thursday, is remembered followed by Christs passion and crucifixion on Good Friday and the eve of Easter (the Easter Vigil) on Black Saturday. On Easter Sunday - the day celebrating the resurrection of the crucified Christ, the faithful will be renewing their Baptismal vow during the Holy Mass. Many rites or rituals happen in the Roman Catholic Church during the Paschal Triduum. The ordained priests lie prostrate before the altar on Good Friday during the Veneration of the Holy Cross after the Siete Palabras to give reverence or venerate the wooden cross where our Lord died for our salvation, according to Fr. Alvero. He added, The cross became the sign of our Salvation and Victory over sin. The Catholic faithful are given the same opportunity to venerate and kiss the wooden cross on same day. The entire Roman Catholic Church across the globe ushers in what is called a very important and most meaningful event in its liturgical calendar the Holy Week. In the next seven days the faithful are called on to more seriously veer their focus on the passion and death of Christ Jesus, while the 8th day, which is a Sunday is the glorious day the Easter Sunday, when the passion and death of Jesus was given fuller significance, His resurrection, the triumph of His Cross. In these seven days, beginning tomorrow Palm Sunday, the purpose of Christs becoming one

with humanity is once again recalled. The week is occasionally marked with deep reflections and remembrance of the ordeal that Christ Jesus went through for the salvation of man, and so that man will again be reunited with his Creator, God The Father. Various parishes, offices, establishments and institutions hold the Lenten Recollection or Retreat for a more profound undestanding of the Passion, Death and Resurrection of Christ. Some schools even have the recollection as a requisitie for graduation. Here in Tacloban City, the Sto. Nio Parish will have the famous Once Upon a Saint TV program

from their classes. The UP system has this foolhardy leave of absence policy that makes students who are unable to enroll in a particular semester to file so he can be re-admitted in the subsequent semester. The administration must look into such policy as students are made to pay a filing fee. It could be another ploy to bleed poor students. Just as Pope Francis has said in his Homily, . . . the vocation of being

protectors; protecting people, showing loving concern for each and every person, especially children, the elderly, those in need, those who are often the last we think about, must be cultivated. These professed leaders have the greatest responsibility in protecting the lives of those whom they purport to lead. Once they fail in this, they have nothing more to hold on in their posts. They have to abdicate it or turn it over to others who can and who will.

Many of the Jews who had come to Mary and seen what (Jesus) had done began to believe in him. But some of them went to the Pharisees and told them what Jesus had done. If we leave him alone, all will believe in him, and the Romans will come and take away both our land and our nation. He did not say this on his own. Upping the Ante

frANZ RAYMOND P. ASPA Elections are at our midst. The Filipino people will get to witness once again the buffoonery and `cheap antics of politicians who, with their seemingly declining sense of polish, seem to just dance and sing their way to position. And surprisingly, we (yes we!) have allowed them to validate their tomfoolery. One cannot help but be caught between frustration and hilarity at the sight of a group of political aspirants lined up at a stage trying to dance, most of the time out of sync with the music and without rhythm, and sing out of tune. The greater fools however are the audience who, probably forgetting why their `entertainers are there in the first place, seem to enjoy the horseplay, even gracious to lend the number an uproar of applause. Much like our entertainment celebrities whose fate in the entertainment industry depends not so much on their talents as their strikingly good looks, our politicians of today and their chances of landing the seat they covet depends a great deal on how successful they have made fools out of their unsuspecting preys. Fool me once, shame on you; fool me twice, shame on me. No one, perhaps, could know for certain who started the idea of using the airs of a clown in getting the sympathy and vote of the electorate and when it actually began. That fact may as well have been forgotten in the deep recesses of memory. But when that ingenious scheme was first injected in the whole system of electoral campaign and when the people took the bait, shame could be attributed to the genius bastards who knew it was timely. It would have been just a case of the people

not knowing what hit them. But when they, having been burned the first time, took the bait once more (even repeatedly for countless of times) by electing (and reelecting) into office those with the makings of a comic rather than of a true blue civil servant, blame should be, at that instance, put on them. As though their own public display of jesting is not enough, these aspirants would amplify their folly by hiring, at a very ridiculous price, the ones supposed to be doing the job they are mimicking. The latter, blinded definitely of the promise of a lavish pay, does the formers bidding, notwithstanding the stain splatted on their supposed `work of art which oftentimes, if not always, is used as the very instrument of their frivolity. How else can a political candidate get the attention of his shallow (pardon me for the word) audience than making a popular actor, actress or artist sing his or her currently popular song with words written differently to suit his `slogan of candidacy? A classic case of `scratching each others back, the

It is summertime and children are home. We must teach them to observe cleanliness and sanitation of the surroundings to make the city presentable to guests and also in preparation for the rainy season where ooding due to clogged drainages are imminent. They must appreciate the value of cleanliness and guarding the environment by not throwing plastics anywhere as they clogged up waterways. At a young age, a child must be able to actualize the awareness of the environment and its correct management especially that peoples negligence risk peoples lives and properties. Calling all Taclobanons to come out and be part of the Clean-up drive. You can synchronize your Barangays clean-up with everyone. May we call on the organizations, civic groups, employees, private groups and families to be one with us during these Saturdays starting March 23 to May 4. If all Taclobanons, young and old alike will have it in their hearts to support the governments efforts in making a clean and green Tacloban, we do not have to fear of the ill effects of natures wrath especially during rainy days.

SELF-LOVE
The Sanhedrin members were worried about their town, nation and even about the limited freedom they had as a colony of Rome. They worried about the external signs of success like the temples and buildings that made them great and famous. They worried about the growing popularity of Christ and the rapidly decreasing popular interest in them. Our ego is one of our problems also. Sometimes it leads us to make unwarranted statements about our own greatness, our cleverness, our impressive achievements. WHEREAS, these stranded passengers suffer hunger and all forms of discomfort because the bus companies/PUV operators and owners of private or for hire passenger carrying vehicles, which are responsible for transporting them despite prior knowledge that operators of sea vessels are suspended in this Province whenever it is under Storm Signal No. 1, do not provide any assistance that would alleviate them from their predicament. WHEREAS, due to very limited resources, the Province of Northern Samar and its concerned lower LGUs can only provide little assistance to stranded passengers who usually are mostly poor that have no choice but rely to the compassion and kindness of the Nortehanons; NOW, THEREFORE, foregoing premises considered, the Sangguniang Panlalawigan, on motion of Honorable Alberto C. Mendador, duly seconded BE IT ORDAINED by the Sangguniang Panlalawigan of Northern Samar that: Section 1. Whenever Public Storm Warning Signal No. 1 or higher is hoisted over Northern Samar Province by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), all concerned bus companies, operators/owners of public utility vehicles or for hire vehicles carrying passenger to temporarily suspend their trips, from the point of origin going to Luzon or Bicol via San Isidro and Allen, Northern Samar. Provided, that non-compliance with the foregoing provision resulting to the stranding of passengers within the territorial jurisdiction of the Province of Northern Samar shall constitute a violation of this Provincial Ordinance. For this purpose, all concerned bus companies, operators/owners of public utility vehicles or for hire vehicles carrying passenger including their respective chief executives officers, the manager of the station or terminal where the trip originated and the drivers of the vehicle that transported the stranded passengers shall be held liable for violation hereof. Sec. 2. All vehicles subject in Section 1 hereof shall not be detained and those bound for Luzon or Bicol shall be allowed to continue their trips after the necessary investigations have been conducted by the Person in Authority, as required under Section 3 hereof, and after the suspension of sea travel is lifted by the Philippine Coast Guard. Sec. 3. The Local Government Unit (LGU) concern through the assistance of the Philippine National Police (PNP) shall conduct an investigation to all subject vehicles violating said Provincial Ordinance and file appropriate charges in court if evidence warrants. Sec. 4. Violation of this Provincial Ordinance shall subject the offender to imprisonment of not less than three (3) months but not more than eight (8) months or a fine of not less than Three Thousand Pesos (P3,000.00) but not exceeding Five Thousand Pesos (P5,000.00) for every vehicle that transported stranded passengers, or both fine and imprisonment at the discretion of the court. Provided, that the said fine shall be paid by the concerned bus company. PUV owner/operator or owner of private or for hire passenger

Sec. 5. All the subject fines shall be paid at the Provincial Treasurers Office and sixty percent (60%) of which shall be held by said office in a trust fund that can be utilized only for providing food and other immediate needs of the stranded passengers. Provided, that whenever passengers of subject vehicles are stranded in the Province, the Provincial Governor is authorized to effect the release of any appropriate amount from the said trust fund, subject to existing accounting and auditing rules and regulations. Provided further, that forty percent (40%) of the collection fine/s shall accrue to the particular municipality where the apprehension for violation of this Ordinance was affected. For this purpose, the Provincial Treasurer shall remit to the concerned local government unit its share of 40% from the fines collected within one (1) week after the payment thereof. The same shall be held by the municipal/city treasurer concerned in a trust fund that can be utilized only for providing food and other immediate needs of stranded passengers in that LGU. The Mayor concerned is authorized to effect the release of any appropriate amount from the said fund whenever such passengers are release of any appropriate amount from the said fund whenever such passengers are stranded in his locality, subject to existing accounting and auditing rules and regulations. Provided finally, that the Provincial Treasurer shall submit to the Sangguniang Panlalawigan, through the Vice Governor/Sangguniang Panlalawigan Presiding Officer, a quarterly report which shall contain the amount of fines collected for the particular quarter, the names of respective persons who paid the fines, dates when payments were made, speficif amounts remitted to particular LGUs representing their respective 40% share from the fines collected, disbursements made out and remaining balance of the trust funds, and other relative information. The subject report shall be submitted by the Provincial Treasurer within fifteen (15) days after the end of each quarter. Sec. 6. Repealing Clause. Any Ordinance, rules and regulations or part thereof which are inconsistent or in conict with any of the provision of this Provincial Ordinance are hereby repealed or modified accordingly. Sec. 7 Separability Clause. If, for any reason or reasons, any part or provision of this Provincial Ordinance is held unconstitutional or invalid, no other part or provision hereof shall be affected thereby. Sec. 8. Effectivity. This Ordinance shall take effect three (3) weeks after its posting in the bulletin board and other conspicuous places in the provincial capitol, municipal halls in the province, and/or one (1) day publication in a newspaper of general circulation in the Province of Northern Samar. Green warriors to be recognized by PBMLP

TACLOBAN CITY Ten members of the provincial board across the country who passed legislative measures about environment are to receive an award from the Provincial Board Members League of the Philippines (PBMLP) during their next national convention conduct. Leyte Board Member Carlo Loreto, national PBLMP president, in an interview said that the award to be given to provincial board members who are advocates on environment protection would be named as Ten Most Outstanding Board Members in Environment Protection. Loreto explained that the award to be given during their PBMLP convention next year was launched during the 23rd PBMLP held at the Heritage Hotel in Manila last March 15-17, 2013. Senator Loren Legarda, one of the speakers of the said gathering, proposed the search for the giving of recognition to board members who are supportive in environmental protection, Loreto said. Legarda on her message pushed for more pro-active environmental legislations at the provincial level. The search for the 10 most outstanding board members in environmental protection would be based in regional, island and national level respectively, Loreto said. (Sen.) Legarda said that aside from the recognition, honorees of the search will receive cash incentives and project funding from her office through her priority development assistance fund (PDAF), the PBMLP president added. Moreover, Loreto said that his office would be coordinating with Sen. Legardas office in formulating the mechanics and standards of the search in the next few months.
