BACKGROUND AND RESPONSIBILITIES: The Terrorism Prevention Branch (TPB) of UNODC provides technical assistance to Member States, upon request, to strengthen the capacity of their criminal justice systems to prevent and counter acts of terrorism. The Office of the Chief of the Terrorism Prevention Branch is responsible for: defining specific UNODC counter-terrorism policies and programmes in conformity with overall UN policy in this field; managing the human and financial resources of the Branch; coordination and oversight of the fundraising strategy of the TPB within the framework of UNODCs fundraising strategy, as well as donor relations and the preparation of proposals to donors; coordination and oversight of the implementation of projects included in the programme; coordination and supervision of reporting to donors and the monitoring of capacity building activities; and maintaining and strengthening cooperation with other UN entities and international and regional organizations. The purpose of this consultancy is to assess the Branchs current project proposal and reporting system and project financial management and to develop mechanisms and tools to help improve these processes. Under the overall guidance of the Chief of the TPB and the direct supervision of the concerned TPB officers and experts, the consultant will carry out the following tasks: (i) Review and assess TPBs project proposal and reporting policies and procedures, including, providing substantive input and technical advice on the financial and human resource implications and ensuring that the projects are linked to the mandate of the Branch, fit coherently with the overall programme of work, and are presented in a targeted, strategic manner. Develop a mechanism to monitor the status of project submissions, implementation, and reporting to assist TPB with the strategic engagement of potential donors and the timely implementation of projects and reporting to donors. Develop and draft project proposal and project report templates for voluntary contributions in order to ensure that the narrative and budgetary elements are presented in a clear manner and are coherent across different projects. Conceptualize and produce a TPB brochure and supporting materials to be used in donor outreach, in consultation with Branch leadership and TPB strategic documents, to ensure that the most important aspects of TPBs work are highlighted in a clear and concise manner.

QUALIFICATIONS Advanced university degree in criminal international law, international relations or relevant social or political areas; a minimum of 8 years of professional experience in programme/project evaluation, planning and monitoring, and/or related areas and in particular experience in evaluating funding proposals; extensive experience in preparing or analyzing budgetary materials; experience in working with the United Nations, and preferably UNODC, is an asset; knowledge of UN counter-terrorism work is desirable; fluency in English is required, with excellent drafting and communication skills, knowledge of another United Nations language is desirable.
