    The origins of Buddhist monarchy in Bhutan can be traced back to the 17th century when Ngawang Namgyal established the dual system of government with both secular and religious authorities. He instituted Buddhism as the state religion and built the first monastic schools. Under this system, the political leader, the Druk Desi, was subservient to the religious leader, the Je Khenpo, establishing the Buddhist underpinnings of the government that still exist today.
