GENERAL DESCRIPTION 62,760 Total Existing Square Footage 1968,1993 Building Dates K-6 Grades 562 Current Enrollment 38 Teaching Stations 15 Site Acreage Summit Elementary, which is not on the National Register of Historic Buildings, is a 1968 2 story, 62,760 square foot brick school building located in a suburban residential setting. The existing facility does not use modular buildings. The structure of the original facility contains masonry bearing exterior wall construction, with masonry bearing wall construction in the interior. The floor system consists of concrete slab on grade at the lower level and steel joist-metal deck and concrete at the upper level. The roof structure is steel joist with metal deck everywhere except for the gymnasium utilizes tectum deck. The roofing system of the overall facility is a mixture of EPDM and built-up asphalt with gravel ballast, installed in stages from 1984 to 1996. The ventilation system of the building is inadequate to meet the needs of the users. A single story, 3,870 square foot brick addition was constructed in 1993. The structure of the addition contains masonry bearing exterior wall construction, with masonry bearing wall construction in the interior. The floor system consists of concrete slab on grade. The roof structure is steel joist with metal deck. The roofing system of the 1993 addition is built-up asphalt with gravel ballast, installed in 1993. The classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of one Gymnasium and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a non-compliant security system. The building has an non-compliant automatic fire alarm system. The facility is not equipped with an automated fire suppression system. The building contains asbestos and other hazardous materials. The overall building is not compliant with ADA accessibility requirements. The school is located on a 15-acre site adjacent to residential properties. The property and playgrounds are not fenced for security. Access onto the site is not restricted. Site circulation is fair. There is space for school buses to load and unload on the site. A. Heating System
Description:
The existing system for the original construction is an electric system, installed in 1968, and is in fair to poor condition. Terminal units consist primarily of unit ventilators and air handlers. The terminal equipment was installed in 1968 and is in fair to poor condition. The 1993 system is electric powered rooftop units in fair condition. The system does not comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. The pneumatic type system temperature controls were installed in 1968 and are in fair condition. The system does not feature individual temperature controls in all spaces required by the OSDM. Louvered interior doors and frames are a violation of the Ohio Building Code, and interior doors in this facility are louvered to facilitate corridor utilization as return air plenums. The existing system is not ducted. The overall heating system is evaluated as not being in safe and efficient working order, and long-term life expectancy of the existing system is not anticipated. The structure is not equipped with central air conditioning. Some rooftop air conditioning units exist. The site does not contain underground fuel tanks. 3 Needs Replacement Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School Design Manual standards. B. Roofing
Description:
The roof over the west classroom wing is an EPDM system that was installed in 1993, and is in fair condition. The roof over the remainder of the original building is a built-up system with gravel ballast. The roof was installed in stages; 1984-gym, 1986-music-art-office area, 1988-east classroom wing, 1996-faculty lounge-health area. The 1993 addition has a built up system with gravel ballast that was installed in 1993, and is in fair condition. There are no district reports of current leaking. No signs of past leaking were observed during the physical assessment. Access to the roof was gained by access hatch with ladder that are in fair condition. There were observations of standing water on the roof. Roof drains are adequate in number, properly located, and in fair condition. Gravel stops and fascias are aluminum in fair condition. 3 Needs Replacement The roof over the west classroom wing, gym, music-office-art area, and east classroom wing require replacement to meet Ohio School Design Manual guidelines for age of system. D. Electrical Systems
Description:
The electrical system provided to the overall facility is a 277/480 volt, 2000 amp, 3 phase and 4 wire system installed in 1968, and is in fair condition. The system in the 1993 addition is an extension of the original construction. Power is provided to the school by a single utility owned, pad-mounted transformer located in the rear of the school, and in fair condition. The panel system, installed in 1968, is in fair condition, and can be expanded to add additional capacity. The classrooms are not equipped with adequate electrical outlets. The typical classroom contains 6 general purpose outlets. There are some restroom spaces that have no electrical outlets. Other spaces such as gymnasiums, offices, media center, etc lack the quantity of electrical outlets recommended by the OSFC. The corridors are equipped with adequate electrical outlets for servicing. There are adequate GFI protected exterior outlets located around the perimeter of the building. The overall electrical system does not meet Ohio School Design Manual requirements in supporting the current needs of the school, and will be inadequate to meet the facilitys future needs. 3 Needs Replacement The entire electrical system in the original building requires replacement to meet Ohio School Design Manual guidelines due to condition and age and to accommodate the addition of an air conditioning system. The original facility has corridors with VAT type flooring, ACT type ceilings, and CMU type wall finishes, and they are in fair condition. The original facility has restrooms with ceramic tile type flooring, ACT type ceilings, and CMU type wall finishes, and they are in fair to poor condition. The Gymnasium space has wood type flooring, tectum type ceilings, and CMU type wall finishes, and they are in fair condition. Gymnasium telescoping stands are in fair condition. Student Dining, located in the original building, has VAT type flooring, ACT type ceilings, and CMU type wall finishes, and they are in fair condition. Classroom casework in the original building is wood type construction with plastic laminate tops, is inadequately provided, and in fair to poor condition. Classrooms are provided adequate chalkboards, and tackboards, which are in fair condition. Very small lockers are provided for some students. Classroom storage cubbies are provided, and in fair condition. Classroom fixtures are in fair condition and provide an average illumination of 60FC, thus complying with the 50 FC recommended by the OSDM. The typical Classrooms in the addition are equipped with T-8 2x4 lay-in fluorescent fixtures with dual level switching. Classroom fixtures are in good condition and provide an average illumination of 80FC, thus complying with the 50 FC recommended by the OSDM. The typical Corridors in the overall facility are equipped with T-8 1x4 surface mount fluorescent fixtures with single level switching. Corridor fixtures are in fair condition and provide an average illumination of 40FC, thus complying with the 20 FC recommended by the OSDM. The Gymnasium spaces are equipped with T8 surface mount fluorescent fixtures type lighting, in fair condition, and providing an average illumination of 45FC, which is less than the 50 FC recommended by the OSDM. Description:
The overall facility contains a security system in fair condition. Motion detectors are adequately provided in corridors and spaces where 6 or more computers are located. Exterior doors are equipped with door contacts. An automatic visitor control system is not provided. CCTV cameras are not provided. The security system is not adequately provided throughout, and the system is not fully compliant with Ohio School Design Manual guidelines. The exterior site lighting system is equipped with surface mounted metal halide entry lights in fair condition. Sidewalks and parking and bus pick-up / drop off areas are illuminated by a combination of metal halide and mercury vapor pole mounted fixtures in fair condition. Description:
Some of the exterior entrances are not ADA accessible. Access from the parking / drop-off area to the building entries is currently compromised by steps, but the district has already contracted for a new entry step / ramp to be installed. Adequate handicap parking is provided. Exterior doors are equipped with ADA hardware. The main entry is not equipped with an ADA power assist door. The 2-story building has five levels plus a stage level. The single story portion is accessible to the first split level two story section by use of a chair lift. The second split level two story section is not accessible. Access to the stage is not facilitated by a chair lift. Most interior doors are recessed, with adequate clearance. Description:
The 15 acre sloped site is located in a suburban residential setting with generous tree and shrub type landscaping. There are no apparent problems with erosion. A small area of ponding was noted between the gymnasium and classroom wing. The site is accessed by moderately traveled city street. A single entrance onto the site separates immediately into vehicular parking lots and a combination bus loop/ parking area. Proper separation of bus and other vehicular traffic is not provided. Staff, and visitor parking is facilitated by a 123 space asphalt parking lot in fair condition, which provides adequate parking for staff members, visitors, and the disabled. The parking lot drainage design, consisting of appropriate slopes and catch basins, provides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs in fair condition and are appropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in fair condition. The existing site is not fenced. The playground equipment is in good condition, and on a combination of hard and soft surfaces. The athletic facilities are comprised of soccer and baseball fields, and are in good condition.
