Freedom from arrest while Congress is in session for offense punished by not more that 6 years imprisonment (Art. 145, RPC) Speech and debate clause not to be questioned nor held liable in any other place for any speech or debate in Congress or in any committee thereof (Sec. 11, Art. VI).
