The long-awaited
Biggby coffee is joining
two friends at its new 11
Mile and Harper location
Subway sub shop and
Domino's.
City council last week
approved site plans for
the Subway and Biggby
both of which feature
drive-thrus and outdoor
seating. Domino's is sep-
arate from that plan.

proposed to occupy the
defunct Wireless Toyz lo-
cation. Subway is to be
housed in a new building
closer to the intersection
and models the new
Subway prototype boast-
ing stone with additional
brick added to accom-
modate the citys ordi-
nances.
Minor changes are
planned for the new
Biggby site, John Vitale
said. A door will be add-
ed to the south side of the
building along with new
canopies and signs.

After requests to hold a
study session to debate
the citys proposed ethics
ordinance were rejected,
council spent 2 hours and
20 minutes of a four-hour
meeting thrashing the
document.
And in the end, the ordi-
nance was sent back to
City Attorney Robert Ihrie
for changes and later re-
view by council.
City Councilwoman
Candice Rusie requested
Mayor Kip Walby sched-
ule a study session to give
residents more than two
minutes at the start of the
council meeting to voice
their concerns. Her argu-
ment was the ordinance
was written at the behest
of residents and the docu-
ment was released only
three days before the
meeting.
I dont know what the
push is for the study ses-
sion, Walby said. Its a
complicated ordinance
and it's going to take long
no matter what.
During his two minutes,
Keith Bammel encour-
aged Walby to reconsider
the study session and sug-
gested the ordinance ex-
tend to any employee hav-
ing any say in spending
city funds.
Its creating a loophole
for senior department
heads that use subordi-
nates to do a lot of their
work and go around the
ethics policy, he said.
Erin Stahl, one of two
at-large residents on the
ethics policy subcommit-
tee both of which voted
against it encouraged
council to do the same.

gan, Ihrie gave a 40-min-
ute overview of the 11
page ordinance which
governs the conduct of
public officials and heads
of the fire, police, depart-
ment of public works, as-
sessing, finance, commu-

adding a right-turn only
sign exiting the driveway
and will work with traffic
control to iron out con-
cerns.
Councilman Tony
Tiseo, who said he used
to own a business near
the proposed Biggby, also
expressed concern about
children walking to
school and the increased
traffic the businesses will
have in the area.
Councilman Chris
Vitale offered a similar is-
sue related to the curb
height around the exit
and drive-thru areas.
My concern is some-
body is unwrapping a
sandwich or not paying
attention while coming
out of the drive-thru, goes
over the curb and hits
somebody on the side-
walk.
John Vitale said a
steeper curb can be add-
ed.
Because the Subway
drive-thru is planned to
be open 24 hours a day,
Councilwoman Candice
Rusie asked John Vitale
to meet with residents to
discuss the plans.
The project is going be-
fore the citys Zoning
Board of Appeals next
month for a parking vari-
ance. Once approved,
John Vitale said construc-
tion will begin as soon as
possible.

nity development and inspection, parks
and recreation, building and mainte-
nance, management information sys-
tems and the city clerk as well as mem-
bers of the planning commission, zoning
board of appeals, tax increment finance
authority, the corridor improvement au-
thority and the city manager.
The ordinance limits what kind of gifts
can be accepted and from whom with an
eye toward those seeking governmental
favors in exchange; prohibits sharing
confidential information; and requires
affected officials to keep a two-year list
of persons or entities they had personal
or professional dealings should they
seek city business.
The more light of day that this ordi-
nance requires, the more burdensome
the obligations will be to the public offi-
cial, Ihrie said, suggesting some happy
medium so as not to discourage resi-
dents from volunteering, but with
enough disclosure to have strong sense
of trust from residents.
Upon discussion with council regard-
ing client and patient privilege and po-
tential Health Information Privacy Act vi-
olations, the ordinance will include un-
less prohibited by law. A questionnaire
to help those required to fill out the list is
also being added to the ordinance.
Ihrie said a three-member board of
ethics is to oversee violation complaints;
however it has no authority to take action
or assess the $500 violation charge. That,
he said, is up the city attorney or county
prosecutor if the violation is a felony.
On Ihries list of changes are: adding
members of the board of review to the
list; setting a budget for the ethics board;
defining confidential information; and
other details.
During audience participation at the
end of the meeting, Robert Feder, the oth-
er at-large subcommittee member, re-
quested changes to the ordinance be sent
back to the subcommittee for review.
Feder also said he believes residents
had plenty of chances to say their peace
about the ordinance.
We met many, many, many times, he
said. They had significant opportuni-
ties.
Council is expected to vote on the ordi-
nance at its May 20 meeting.

Sometimes, the most
powerful statements are
made without saying a
single word.
The National Day of
Silence organizers be-
lieve this to be true, and
this year, middle school
and high school students
across the city participat-
ed in last Fridays event.
I think our school has
experienced so much
change already, said
South Lake High School
junior Nick Neito, after
more than 100 of his
classmates gathered in
the gymnasium for a
group photo.
I think that we, as a
school, are open to people
that are different than us.
Were not homogenous
and there is more than
one way of thinking and
being.
Students choosing to
participate in the day of
silence wore purple rib-
bons and simply spent the
day not speaking. The
gesture is meant to call at-
tention to the silencing ef-
fect of anti-lesbian, gay,
bisexual and transgender
bullying and harassment
in schools, according to
the movements website,
dayofsilence.org.
I think more people
wanted to be involved this
year because we had it
last year, said South Lake
junior Lizy Michaelson.
Kids already knew about
it and what it means. I
think that made them feel
more comfortable in be-
ing involved this year.
Some students wore
tape over their mouth
while others simply wore
their purple ribbon.
Nonetheless, Neito said
seeing so many students
involved is a positive step
forward.
The number of kids
wearing the duct tape and
ribbons is important, but
to me the success is
gauged by the number of
kids that can feel happy or
feel comfortable by seeing
these other kids respect-
ing them, he said. Its
like they can know by see-
ing all the kids taking part
that these are some kids
that they might be able to
go to in the future if they
need help. They can feel
that they are respected.
The effort to bring the
Nation Day of Silence to
South Lake, in particular,
was spearheaded by the
citys Youth Council, but
they didnt act alone,
Michaelson said.
We took the guidelines
from the national organi-
zation and did our best to
apply them here, she
said. And we are very
lucky to be students at a
place like South Lake, a
place that invites us to get
involved with things like
this. Were very lucky and
very grateful.

City Councilman Pete
Rubi no hoped to
change that, but came
up one vote short, los-
ing to four council-
members who believe
the Macomb Chamber
of Commerce is either
too political, the city
cant spare someone to
attend the meetings, or
both.
And besides, why pay
the $295 fee when the
city gets all the benefits
of membership for free.
Rubino pointed out
the chamber financially
and in-kind supports
the citys Memorial Day
Parade, Harper Dream
Cruise, Small Business
Showcase and other ac-
tivities in the communi-
ty.
I can only think it
would just get better if
we were an actual
member, he said, add-
ing like other business-
es, the chamber is in
need of cash and its
time to pay up.
We want all the ben-
efits, but we dont want
to commit to anything,
Rubino said sardonical-
ly after the majority of
council denounced the
chamber for its alleged
political footing.
Rubino said his main
interest in joining the
chamber is its ability to
help market the city.

last Tuesday evening in
the Lakeshore YMCA

Annual Community
Forum on Education.
The event brought to-
gether leaders from school
districts throughout south-
ern Macomb County, in-
cluding South Lake and
Lake Shore, as well as city
and county government
officials and members of
the citys Youth Diversity
Council, event hosts.
Issues such as diversity,
challenges in public edu-
cation and the ever-chang-
ing educational climate
were discussed.

send your kids to school
and they get an educa-
tion, Roseville resident

never think about some of
the issues that face these
schools nowadays. Im

think were asking too
much of them.
Free meal programs, for
example, in which more
than 90 percent of stu-

April 28, Angels
Supporting Animals, a lo-
cal animal welfare orga-
nization, is hosting
Romping With Rover 5K
Fun Run/Walk, with
hopes of raising much-
needed funds to aid with
the costs of medical treat-
ment for small area res-
cue organizations.
We arent a rescue,
founder and president
Deborah Vitale said of
Angels Supporting
Animals. We just help
other rescue groups by
raising funds that go
back to them and to the
animals that need medi-
cal care.
The effect is cyclical,
Vitale said.
By allowing these
small groups to get the
medical treatment their
animals need, they are
then able to go to places
like the Michigan
Humane Society and pull
animals from there, she
said. This means that
more animals are going
to get adopted and find
great families and great
homes.
People dont realize
how important these
smaller groups are in sav-
ing lives and finding lov-
ing homes for homeless
dogs and cats. We wanted
to be able to help these
groups as much as we
can and we do this
through fundraisers like
Romping With Rover.
Vitale said the event is
an excellent opportunity
for dog lovers to spend
the morning with their
beloved pets.
It just sounded like it
would be a fun time,
Vitale said. We knew we
wanted a fundraiser that
would encourage people
to bring their dogs and
this seemed like the per-
fect thing.
The entry fee is $20 for
adults, $15 for children
under 18 years old and in-
cludes a bottle of water
and a bandanna.
Were going to have a
vendor area as well,
Vitale said. And Pet
Supplies Plus is going to
be handing out goodie
bags. Nino Salvaggio is
going to bring apples and
bananas. Its going to be a
lot of fun.
The event marches on,
rain or shine with runners
beginning at about 8 a.m.
and walkers starting the
5K trek about 9:30 a.m.
I would really love to
see 200 people participat-
ing, Vitale said. But
were hoping for 100 at
least.

event, Vitale said.
Organizers ask partici-
pants to have their pets on
a non-retractable leash
and up to date on vaccina-
tions.
Its going to be a good
time for a good cause,

have a good time.

ment of rent.
The original suit re-
questing eviction was
filed with the court in
January and adjourned
multiple times.
Dismissal without
prejudice means the is-
sue can not be brought
up in the court system
again, according to
court officials.

Van Dyke Public Schools

said. There are people out
there who have no idea
what goes on, whether it
be at South Lake or Van
Dyke schools, they just
arent aware of whats go-
ing on.
This gives us a chance
to explain these challeng-
es and what we are doing
about them. Some of the
issues that South Lake, for
example, is dealing with
today, we experienced
four or five years ago.
These changes are always
progressing.
Adapting to those
changes positively is vital,
Pius said, and the key to a

Our students, our
community, has specific
and changing needs,
Pius said. We, as school
districts, are addressing
those needs. And what
you find out is that the
needs are very similar
whether youre talking
about my district or
South Lake or anywhere
in the county, really.
These types of informa-
tive forums like this I think
are great. We need more of
them, in fact.

Program. Based on fiscal
year 2012 energy reduc-
tions, Selfridge is on track
to earn $75,000 through
the program.
The incentives reward
installations that reduce
their usage by conserva-
tion efforts. At Selfridge,
were directing those in-
centives right back into
more conservation pro-
grams, said Shannon
Bergt, energy program
manager at Selfridge.
Our goal is to reduce our
consumption by another 5
percent in overall energy
usage in fiscal year 2013.
Energy efficiency is an
important priority for the
Air Force and for
Selfridge, said Col. Mac
Crawford, commander of
the 127th Mission
Support Group, which
oversees maintenance
and facility operations
across the 3,185-acre
base.
By running a leaner or-
ganization - and we are
being very aggressive in
our conservation efforts
we place Selfridge in a
stronger position as we
seek to secure new mis-
sions and new aircraft as-
signments for our base,
Crawford said. Dollars
that we dont have to
spend on energy bills al-
lows us to reinvest those
dollars into capabilities
that support the primary
mission of the Air Force,
to defend our nation.
Zysk said the new ther-
mal imaging camera
came in particularly
handy after a recent flood
inside a building on the
base. Using the camera,
he was able to determine
exactly where water had
damaged the insulation
inside the buildings walls
without opening up the
walls.
Similarly, the camera
helps pinpoint problem
areas on the bases large,
flat roofs covered in
rock.
To move all that rock,
just to look to see if there
might be a problem just
isnt realistic, he said.
This allows me to see
where a problem is and
where a problem may be
developing in the future,
so I can adjust mainte-
nance priorities.
Zysk and Burton said
the camera will likely pay
greater dividends in the
future, after initial tweaks
to buildings and systems
are made and baseline da-
ta created.
As we make changes
today, well be able to look
at a building next month
or next year and see if we
need to further adjust, he
said.
Many of the buildings
we are dealing with, they
have inherent challeng-
es, Zysk said. They have
huge hangar doors that
have to be open to allow
aircraft or large vehicles
to move in and out. So we
have to look for ways to
squeeze out the dollars
when it comes to saving
energy.

The Macomb County Board of Commissioners ap-
proved a new communications protocol between itself
and the Office of the County Executive.
Since the institution of the county executive form of
government in Macomb County two years ago, dis-
agreement between the executives office and the
county board has mounted.
The agreed-upon protocol addresses the process for
appointment nominations, placing items on the boards
agenda, the receipt of official communications, re-
quests for information or services and interaction with
department heads, among other issues.
The document was the result of a three-month col-
laborative effort between the two branches of county
government and is intended to improve efficiency of
operation and address issues causing disagreement for
either the executives office or county board.
Within this document, we have made a point to cor-
roboratively isolate and address the issues that have
been a source of contention between the two branches
of county government, Board Chair David Flynn said.
A clear and agreeable protocol will not only alleviate
tensions, but also provide Macomb County residents
with the streamlined government they deserve.

If looking for low-calo-
rie meals, choose a few
candidates you might
want to eat when you ar-
rive at the restaurant.
Some restaurants may
count the calories for you
on the menu or explain
where and why they buy
their ingredients in an at-
tempt to ensure their cus-
tomers meals will be
both delicious and
healthy.
Consider ordering
off the menu. Ordering
off the menu was a prac-
tice once reserved for
dignitaries or restaurant
regulars.
But nowadays many
restaurants recognize
some customers might
be on restricted diets for
medical reasons and are
willing to work with their
customers who still want
to enjoy a meal out with-
out putting their health
in jeopardy.
Ordering off the menu
does not necessarily
mean ordering a dish
that isnt on the menu.
Ordering off the menu
can refer to asking that
ingredients, such as salt,
not be used to prepare
the meal or asking a dish
to be baked or grilled in-
stead of fried.
Many restaurants are
amenable to such re-
quests, but it's up to the
customer to ask.
Ask for smaller por-
tions. Smaller portions
can help men and wom-
en maintain a healthy
weight, and some restau-
rants offer half-portions.
If that option is avail-
able, take advantage of it.
If sharing a meal
with someone special, or-
der one entree and let
your server know you
plan to share the meal.
You might have to pay a
little extra to share the
meal, but you wont be
overindulging. And this
way there will be room
for dessert.

packages/trim levels, in
front- and all-wheel-drive
configurations.
The single engine avail-
able is a direct-injection
288 horsepower 3.6-liter
V-6, available with dual ex-
haust or single exhaust.
Chevy officials say EPA fu-
el economy estimates of
17 miles per gallon city/24
highway for the front-
wheel drive Traverse com-
pete well with other three-
row crossovers, utilities
and minivans.
Traverse front seats
now feature articulating
headrests that can be ad-
justed up or down and fore
and aft. Chevy officials say
the front passenger seat
includes eight-way power
and leather trim. New inte-
rior wood trim treatments
are standard on LT and
LTZ.
Traverses second-row
seating comes with a pair
of captains chairs or a
three-passenger bench.
Each incorporates the sec-
ond-row SmartSlide fea-
ture, easing entry to the
third row.
Our test Traverse, a
champagne-silver front-
drive LTZ model, was even
equipped with a drop-
down video screen to en-
tertain and educate the
young-uns and perhaps
slow their chatter.
Upgraded materials in-
clude soft-touch surfaces
on the instrument panel
and front door uppers,
contrasting stitching,
chrome and silver accents,
and available blue ambi-
ent lighting throughout
the cabin.
The new Traverse is of-
fered with three interior
color choices, in cloth or
leather.
The available intelligent
all-wheel-drive system
manages the torque distri-
bution between the front
and rear axles, based on
factors such as wheel
speed, throttle and surface
conditions, Chevrolet said.
There is no driver inter-
vention; the system auto-
matically decides how
much torque to apply and
delivers it to the wheels
that have the best traction.
Traverse offers a towing
capacity of up to 5,200
pounds. Trailering equip-
ment on the test car was
priced at $525.
Safety features include a
standard rear vision cam-
era and hill start assist
brakes which Chevy offi-
cials say help reduce the
tendency of the vehicle to
roll forward or backward
on a hill after the brake
pedal is released by mo-
mentarily retaining pres-
sure on the brake discs.
Our Traverse also fea-
tured the new front center
side air bag. Designed to
provide added restraint for
drivers and front passen-
gers in far-side impact
crashes, it deploys from the
inboard side of the drivers
seat and inflates between
driver and front passenger.
For 2013, Traverse man-
ufacturers suggested re-
tail prices start at $30,340,
plus $825 dealer freight
charge. The modest $850
increase over 2012 repre-
sents a great value, given
the significant exterior, in-
terior and refinement up-
dates for the 2013 model.
Our front-drive LTZ was
extravagantly equipped:
20-inch wheels, rear park
assist, a $795 touch navi-
gation system prepped for
XM Navtraffic and the
$1,445 rear-seat entertain-
ment set up. Its price was
$43,765 plus $825 desti-
nation charges.
The Traverse is built in
Lansing.

Well now that it looks
like spring has sprung,
and April showers are
hopefully going to bring
us May owers (and
some nice veggies),
thought wed enjoy a
little beef and mush-
rooms this week. This
recipe is easy to do with
the help of Alouette
cheese spread as a base
for the sauce. Enjoy!
Ingredients (serves 4)
1 lbs Beef tender-
loin steaks cut in 2
strips
2 cups Shitake mush-
rooms slice in half
length-wise
cup Alouette Garlic
& Herbs Cheese Spread
cup Milk
1 tbsp Oregano - dried
Olive Oil
Butter
Directions
Because this all comes
together pretty quickly,
youll want to have your
side dish and whatever
other accompaniments
for your meal already
done and warmed prior
to preparing the beef
and sauce.
Heat your broiler and
coat all sides of the
tenderloin pieces with
olive oil. Salt lightly and
broil on each side
to your desired
doneness.
While this is hap-
pening, heat
cup of olive oil and
2 tablespoons of
butter in a saut
pan and cook
your mushrooms for 3
minutes or so, stirring
frequently until tender.
Stir in the Alouette
spread and add milk to
desired consistency. Do
not boil or over-heat, just
keep the sauce warm on
a simmer heat.
Evenly spread the ten-
derloin pieces on four
serving plates and spoon
sauce and mushrooms
over them. Sprinkle with
oregano and serve!
Accompaniments
Of course beef and
mushrooms scream out
for red wine, so if youre
going to indulge you
might as well go big. A
cabernet sauvignon or a
red zinfandel will make
the mushrooms come
alive on this one! If you
must stay a little lighter,
a Malbec or Merlot will
also work ne.
A usual favorite of
mashed potatoes al-
ways works, but dont
be afraid to do some
roasted carrots in olive
oil sprinkled with fresh,
chopped basil to add a
avorful burst of fresh-
ness!
