a. Purpose. This appendix provides guidance and outlines procedures to be followed in the establishment and operation of recreational/morale support activities to include the exchange system (AAFES) and Family Support. b. Organization.

(1) The Corps G1, Division G1, 1st COSCOM G1, and separate brigade S1s are responsible for general staff supervision of morale support activities within their respective commands. These activities include physical activities (sports and outdoor recreation), community activities (recreation centers, music, theater, arts and crafts), and library activities. The services provided in the AO will be tailored to the tactical situation and geographical environment. Civilian staff and permanent facilities will be replaced by military personnel with mobile or improvised facilities in combat areas. The emphasis and balance among programs and activities will vary with the situation. (2) A Morale Welfare Recreation (MWR) Ordering Officer will be appointed from the COSCOM by the FT Bragg Director of Contracting (DOC) or the Corps Acquisition Section (CAS). Orders will specify purchasing authority in

terms of type purchase and dollar limitation. The ordering office will use local procurement to obtain morale, welfare and recreation items not available through the supply system. Coordination through the Corps G1 and G4 will be made with the 18th Finance Group to arrange payments. (3) Division and separate brigade commanders will establish a Morale Support Staff Section to implement the directives of this headquarters and provide morale support activities to subordinate units. All activities and services should be provided without payment of fees by the soldier. (4) Individual units will initially coordinate for their own Morale Support Activities within the theater of operations. Once the theater matures, the G1 will develop a Corps-wide morale support program. Specific MWR guidance will be published as appropriate. 3. Responsibilities. a. Battalions. C-DAY TO C+30 (1) Pack athletic and recreation kits and health and comfort packs. (2) Ensure commanders appoint MWR coordinates at BN/CO level. (3) Prepare pre-positioned requisitions for MWR and A&R equipment through home station supply channels. (4) Plan for AIFAs that are established and operated by unit soldiers. (5) Activate family support groups.

C+30 TO C+60 (1) Requisition for book kits at the sustaining base or mobilization base. (2) Use Army Master Fitness Trainers to plan and conduct unit physical fitness programs.

(3) Coordinate unit athletic and recreation programs to include acquisition, use and maintenance of equipment/supplies. C+60 TO C+120 (1) periods. (2) Coordinate establishment and operation of soldier activity centers, recreation activities, exchanges, and unit lounges. b. Brigades. C-DAY TO C+30 (1) Pack athletic and recreation kits and health comfort packs. (2) Be prepared to receive civilian recreation specialists. (3) Plan for AIFAs that are established and operated by commands. (4) Activate family support groups. Schedule soldiers and civilians for R&R

C+30 TO C+60 (1) Plan for requisitions; procure bulkier, heavier, and weights, large screen and prepare pre-positioned and arrange the deployment of more breakable items such as free TVs, computer games.

(2) Coordinate unit athletic and recreation program to include acquisition, use, and maintenance of equipment/supplies. C+60 TO C+120 (1) periods. (2) Coordinate establishment and operation of soldier activity centers, recreation activities, exchanges, and unit lounges. Schedule unit personnel and civilians for R&R

(1) Begin coordination between Corps/DPCA for establishment of family support center. (2) Establish network for distribution and rotating AAFES provided films and videotapes. (3) (4) Assemble and move pre-packed BDE/BN MWR kits. DPCA provides book kits to deploying units.

(5) Plan for manning of AIFAs and/or Tactical Field Exchanges. (6) Request/plan transition for 30-day supply of book kits from USACFS/DA DCSPER/ACSIM to be issued 30 days after deployment. (7) Begin coordination with AAFES.

C+30 TO C+60 (1) Designate rest area co-located with replacement and reconstitution areas. (2) Support self-administered activities in Division size and smaller units. (3) Provide Corps level MWR personnel to assist Division and below, in planning and assisting in MWR tasks. (4) Establish MWR policy, and monitor/support Corps level MWR activities. (5) Coordinate training for MWR program personnel through Theater. C+60 TO C+120 (1) Establish Corps rest areas; assist subordinate commands in operating soldier activity centers and lounges; and coordinate MWR services with replacement and reconstitution operations. 4. Recreational Facilities. Leave centers, unit rest camps, club facilities, and mobile recreation service units (i.e., USO traveling entertainment groups, etc.) will be

established when determined appropriate by the theater commander and Department of the Army. 5. Recreational equipment.

a. Recreational equipment should deploy with the using unit to the AO. When first echelon deploying units do not have sufficient time to prepare packages of A&R equipment, VCR tapes and VCRs, and book kits; follow on echelons must carry over sufficient quantities to support the total deployed force. b. A&R equipment, motion picture/VCR equipment, and motion pictures will be available via the supply system not later than D+30 to supplement recreational equipment brought by deploying units. e. d. Rest areas at Bde level and higher, unit lounges, recreation centers with snake bars, and activity centers for soldiers will be policy dictated by division and separate brigade commanders. 6. Army and Air Force Exchange Service (AAFES).

a. Requests for Army and Air Force Motion Picture Service (AAFMPS) for 16mm films and VHS tapes will be requested through the Gl MWR Representative who coordinates the services with AAFES. When feasible, movie distribution will be made from the G1 operations center; otherwise, distribution will be made from an established AAFES movie distribution site. b. Corps G1 will coordinate with Corps G4 and AAFES in establishing Tactical Field Exchanges (TFEs) for Class VI comfort items. 7. Ration Sundries Packs. These packs will be available in the supply system for distribution to Army personnel not later than D+30. Sundries packs will be distributed free to Army units and individuals operating under combat conditions without exchange services for more than 15 days. However, commanders must request these packs through the normal supply channels. 8. Newspapers. In support of JCS sponsored exercises and/or operations, newspapers and periodicals will be ordered through PAO based on reported unit strengths. Distribution of newspapers will be made through postal channels. At Corps level, PAO has proponency for command information (i.e., newspapers and periodicals). 9. MWR Phones. Any communications network dedicated for MWR calls must be coordinated through the Corps Signal officer (G6). 10. Unit Funds. As the rule, deploying forces should deploy with their unit funds. The theater Finance officer with the theater MWR officer will determine when unit fund accounts will be transferred from home station accounts into a theater account. The theater MWR officer will publish specific guidance should accounts be transferred from home station to a theater account.

11. Family Support. Divisions and separate brigade commanders will ensure pre-deployment briefings and readiness checks (wills, allotments, family care plans, insurance) are conducted. Rear detachment commanders will conduct periodic family briefings and survival skills training (stress management, problem solving, and household/auto maintenance). Division and separate brigade commanders will establish Family Support Groups and Family Assistance Centers (counseling, DEERS enrollment, legal information and referral, and Army Community Service).
