TheCanadianCouncilofDirectorsofApprenticeship(CCDA)recognizesthisNational OccupationalAnalysisasthenationalstandardfortheoccupationofInstrumentationand ControlTechnician. Background ThefirstNationalConferenceonApprenticeshipinTradesandIndustries,heldinOttawain 1952,recommendedthatthefederalgovernmentberequestedtocooperatewithprovincialand territorialapprenticeshipcommitteesandofficialsinpreparinganalysesofanumberofskilled occupations.Tothisend,HumanResourcesandSkillsDevelopmentCanada(HRSDC)sponsors aprogram,undertheguidanceoftheCCDA,todevelopaseriesofNationalOccupational Analyses(NOA). Development of Analysis Adraftanalysisisdevelopedbyacommitteeofindustryexpertsinthefieldledbyateamof facilitatorsfromHRSDC.Thisdraftanalysisbreaksdownallthetasksperformedinthe occupationanddescribestheknowledgeandabilitiesrequiredforatradespersonto demonstratecompetenceinthetrade. Draft Review TheNOAdevelopmentteamthenforwardsacopyoftheanalysisanditstranslationto provincialandterritorialauthoritiesforareviewofitscontentandstructure.Their recommendationsareassessedandincorporatedintotheanalysis. Validation and Weighting Theanalysisissenttoallprovincesandterritoriesforvalidationandweighting.Participating jurisdictionsconsultwithindustrytovalidateandweightthedocument,examiningtheblocks, tasksandsubtasksoftheanalysisasfollows: BLOCKS Eachjurisdictionassignsapercentageofquestionstoeachblockforan examinationthatwouldcovertheentiretrade. Safeworkingproceduresandconditions,accidentprevention,andthepreservationofhealth areofprimaryimportancetoindustryinCanada.Theseresponsibilitiesaresharedandrequire thejointeffortsofgovernment,employersandemployees.Itisimperativethatallparties becomeawareofcircumstancesthatmayleadtoinjuryorharm.Safelearningexperiencesand workenvironmentscanbecreatedbycontrollingthevariablesandbehavioursthatmay contributetoaccidentsorinjury. Itisgenerallyrecognizedthatsafetyconsciousattitudesandworkpracticescontributetoa healthy,safeandaccidentfreeworkenvironment. ItisimperativetoapplyandbefamiliarwiththeOccupationalHealthandSafety(OH&S)Acts andWorkplaceHazardousMaterialsInformationSystem(WHMIS)Regulations.Aswell,itis essentialtodetermineworkplacehazardsandtakemeasurestoprotectoneself,coworkers,the publicandtheenvironment. Safetyeducationisanintegralpartoftraininginalljurisdictions.Assafetyisanimperativepart ofalltrades,itisassumedandthereforeitisnotincludedasaqualifierofanyactivities. Someoftheinstrumentsincludeprimarycontrolelements,transmitters,analyzers,sensors, detectors,signalconditioners,recorders,controllersandfinalcontrolelements.Theyareusedin industrytomeasureandcontrolvariablessuchaspressure,flow,temperature,level,motion, forceandchemicalcomposition. Instrumentationandcontroltechniciansworkinvariousindustrialsectors.Theymaybe employedbycompaniesinthefollowingindustrialsectors: pulpandpaperprocessing; nuclear,thermalandhydropowergenerating; mining; petrochemical; oilandgas; steel; watertreatment; manufacturing; industrialinstrumentservicing. Whenperformingtheirduties,instrumentationandcontroltechniciansmustcomplywith federal,jurisdictional,industrialandsitespecificstandards,codesandregulations.Theymust ensurethatallprocessesoperateandaremaintainedwithinthesesetstandards,codesand regulations. Instrumentationandcontroltechniciansmayworkinhazardousenvironmentswheretheymay beexposedtoconfinedspaces,heights,noise,dust,coldandheat.Theremayalsoberisks workingwithchemicals,gases,radiation,laserequipmentandsubstancesunderpressure. Keyattributesforpeopleenteringthistradearemanualdexterity,abilitytopayattentionto detail,strongproblemsolvingandcommunicationskills,andmathematicalandscientific aptitude. Instrumentationandcontroltechniciansinteractwithothertradespersonsandprofessionals suchasprocessoperators,steamfitters/pipefitters,welders,industrialmechanics(millwrights), electriciansandengineers. Withexperience,theyactasmentorsandtrainerstoapprenticesinthetrade.Theycouldalso moveintosupervisory,design,advancedcontrol,trainingorsalespositions.

OCCUPATIONAL OBSERVATIONS
Thecomputerisbeingusedfordiagnostics,calibration,programming,serviceand documentation.Theuseofcomputerizedequipmenthasraisedtheleveloftroubleshooting (diagnosisandrepair)abilityrequiredbythetechnician.Thishasanimpactontheeducation andtrainingrequirementsforthetrade.Continualtechnicaltrainingsuchasinsmart instrumentation,busnetworksandsoftwareisnowcommonpractice. Hardwiredrelaysystemswithmicroprocessorbasedequipmenthasproventobemore costeffectiveandmoreefficient.Devicebusnetworkingisreplacingsingleendruncabling, bringingdownthecostofinstallationaswellasbeingatroubleshootingasset.Wirelessbased networksformonitoringremotelocations,havereducedcablingrequirements.Thisincreases transmissionspeed,distancesanddatacapacity. Thereisademandtoutilizetheadvancesintechnologyinindustrywhichhasfounditsway intoalmostallaspectsofthetrade.Withthisdemand,theprocessofdiagnosticsandrepair continuestoevolveplacingincreasedemandoninstrumentandcontroltechnicianstofollow thepaceoftheseadvances.Forexample,thereisanincreaseintheuseofmassflowmetersfor processmonitoringandcustodytransfer.Onemassflowtransmitterreplacesseveralsingle variabletransmitters,reducinginstrumentationandcablingrequirements. Industrypracticesemissionsmonitoringforenvironmentalprotectionsupportedby governmentalregulations.Moreinstrumentationspecifictoemissionsmonitoringisbeing installed.Theserviceofthisequipmenthasbecomeanintegralpartofthetechniciansduties. Reliabilitycenteredmaintenanceandprocesssafetymanagementincludingsafetyinstrument systems(SISs)arebecomingmorecommoninindustrycausingachangeinfocusanddutiesof instrumentandcontroltechnicians.

Theessentialskillsprofilefortheinstrumentationandcontroltechniciantradeindicatesthatthe mostimportantessentialskillsaredocumentuse,oralcommunication,problemsolving, decisionmaking,workingwithothersandcomputeruse. Writing Writingskillsareusedbyinstrumentationandcontroltechnicianstocreatepartslists, maintenanceschedules,andinspectionreports. OralCommunication Inordertocoordinatework,instrumentationandcontroltechniciansinteractwithother tradespeoplesuchassteamfitter/pipefitters,welders,machinists,electriciansandindustrial mechanics(millwrights).Theymayalsodiscussengineeringproblemswithengineersand provideexpertadviceandopinion.Attimes,theymaymakeformalpresentationstoexplain qualitymonitoringornewequipment.

Numeracy Instrumentationandcontroltechniciansmustapplymeasurementandcalculation,dataanalysis andnumericalestimationskillstotheirtasks.Someofthesetasksincludemeasuringanalyzer malfunctions,calculatingairflow,measuringeccentrics,calculatingvolumedisplacement, monitoringpressure,interpretingdeviationsongraphs,andcomparingvaluesand measurements. ThinkingSkills Instrumentationandcontroltechnicianstakecorrectivemeasurestoavoidpotentialhazards anddecidesuchaswhethertorepairorreplacecomponentsbasedontimeandcostfactors. Theyplanandorganizemaintenanceschedules,theneedfornewmachineryandassign tradespersonstomachinery.Theymustrelyonasignificantuseofmemorytorecalllocationsof varioustransmittersthroughouttheplantandwhatrepairswerelastcarriedout.Theymust alsofindinformationto,amongotherthings,monitorpressuresandtemperaturesand synthesizeinformationaboutmachinery. WorkingwithOthers Eventhoughinstrumentationandcontroltechniciansoftenworkalone,theymayalsowork withothersandliaisewithoperators.Indoingso,theymustfillintheroleofeitherteam memberorteamleaderonprojectteams.Theyliaisewithandgiveinformationtooperators. ComputerUse Instrumentandcontroltechniciansusewordprocessing,databases,spreadsheets, communicationandvendorsoftware/firmwareandcomputerassisteddesign,manufactureor machiningtodrawinformationandcompleteavarietyoftasks. ContinuousLearning Instrumentationandcontroltechnicianslearnthroughcoursesandtrainingsuchassafety training,confinedspacetrainingandcomputerapplicationsrelatingtoprocesscontrol.They mayattendtechnicalcoursesofferedbysuppliersrepresentatives,aswellasteam leadership/communicationseminars.Learningmaybedonethroughreadingtechnical magazinesandbytroubleshooting.
