CAMP KANGLEON, Palo, Leyte The Police Regional Oce 8 (PRO8) is confident of a peaceful conduct of the midterm elections in Eastern Visayas in spite of a shooting incident in Calbayog City on Tuesday afternoon resulting in the death of a village chair and the wounding of two others. Eastern Visayas remains peaceful less than two weeks before the elections. Continuous implementation of election-related security measures is being undertaken by our men, said Police Chief Superintendent Elmer Ragadio Soria, PRO8 regional director. Soria made the assessment amid a shooting incident in Calbayog City in Samars first district resulting in the death of Brgy. Bagong Lipunan chairman Amado Lauyon and the wounding of his son, Rindo, and bystander Donie Palomas. This is an isolated incident and it will not in any way aect the electoral proceedings in the area or create a form of political tension that could eventually upset the electoral process, he added. Reports reaching PRO8 disclosed that Lauyon was waylaid

His son, Rindo, also a village councilor, and Palomas, were also wounded in the incident. Police are now preparing murder and frustrated murder charges against the suspects, identified by witnesses as Reynaldo Dealagdon alias Bolon, Eddie Fermino alias Bolondoy, and three others who are now the subject of manhunt operations. It was also learned that suspect Dealagdon has a pending arrest warrant for murder. The elder Lauyon is listed as a member of the Montealto private armed group who surrendered to PNP Chief Police Director General Alan LM. Purisima when he visited PRO8 headquarters last January 19. Soria also directed a thorough validation if the case could be classified as election-related incident or due to other reasons like personal motive or vendetta attack. Relatedly, the police regional director has ordered a stepped-up campaign against wanted persons, partisan armed groups and loose firearms in Samar and other parts of the region. So far, PRO8 had already arrested 117 individuals, mostly civilians, for violating the gun ban, the latest of which was the arrest of three per-

Both parties have confirmed their attendance to the said forum where each will be given ample time to present their platforms of governance and answer issues aecting the province. Taclobanon to vote for 12-0 Team Noel, says Jerry Uy

TACLOBAN CITY The 12-0 coalition team of mayoralty bet Florencio Bem Noel received very warm reception from the entire populace of the 138 component villages of this city, as the slate visited the area for hand shaking and campaign sorties. Incumbent Councilor Jerry Uy in an interview with Leyte Samar Daily Express said that the support shown by the Taclobanon during their hand shaking and sorties is an indication of their victory in the upcoming May 13, 2013 midterm election. The support we get indicates that the Taclobanon really wanted to change the present leadership of the present administration, which is under Mayor Alfred S. Romualdez. Wherever we go, people are coming out from the houses to listen to our platform of governance, Uy said. The incumbent councilor added that thousands of city residents joined them in every sortie they conducted. Uy revealed that the 12-0 BN team was surprised when they conducted their sortie at Barangay 88, San Jose area of this city when more than 2,000 supporters joined them. We do not expect such big crowd for it is where Mayor Romualdez and aspirant vice mayoralty candidate Jerry Yaokasin reside. With the support of the people, we can say that people already want a new leadership for the future administration, he said. The Express learned from Uy that the 12-0 BN team though not permitted by the barangay council to hold their sortie at the gymnasium is still happy of the outcome of the event on said area. The rally was instead conducted on a vacant lot owned by Ranulfo Bob Abellanosa, fronting ther esidences of Mayor Romualdez and of Councilor Yaokasin. According to him, the 12-0 BN team gains support from the people because they are only the one that provided a platform of governance. We do encourage the Taclobanons to vote for the 12-0 team, for all the sectors and programs to be properly attended. Each of us has an assigned task to attend to. But, we would closely coordinate with each other to organize the implementation of everything, he said. Uy disclosed that Noel designated him on laws while councilor candidates Ace Young would be responsible for health, lawyer Evangeline Vangie Esperas for senior citizen, Ryza Villasin for environment, Dalisay Erpe for fisher folks and city beautification program, Rudy Calabria for engineering, Jingjing Sumayod for women sector, Neil Glova for urban poor, Cesar Separa for good governance, and Jom Bagulaya for youth. to page 7

TACLOBAN CITY Relative to this years Labor Day celebration, vice mayoralty candidate of this city, Councilor Jerry Yaokasin, continue his pro-job, pro business slogan. I am a pro-job and pro-business for this is a way to help the Taclobanon uplift their lives and strive for their daily needs, Yaokasin said in an interview with Leyte Samar Daily Express. He added that the city has the need to create a business environment, for its people to have a source of income. If there would be new business establishments opened in this city, then we would create many job opportunities to our people. Kung may nego-

syo, may trabaho, Yaokasin said. As noted the Yaokasin family owned several business establishments here. With the presence of these establishments, hundreds of Taclobanons are hired. It is our dream to make the business environment here prosper. It is prospers, many of Taclobanons would be employed, he added. Having the objective to make the business environment prosperous, Yaokasin encourages the businessmen to put up establishments here. We hope that more business owners would come to Tacloban. A businessman somehow needs to take some risks in opening their business in one

area. According to him, when there is enough job opportunities here, Taclobanons would no longer migrate to other places to seek for employment. We would not just help them employed; we would also boost the economy of the city and help it become progressive. However, the ocial said that education also needs be given attention, for it serves to be one with the qualification that employers look into during employment. Job creation and education are two of the major concern that we need to address here, the vice mayoralty candidate said. (REY GERILLA GRADO)

present administration of President Benigno Aquino III, we are somehow seeing the light of day. This, then, may have been that day which we are waiting for. As such, we should be happy and proud that at last, our economy is on the rise and, though it may not be felt soon by the poorest of the poor, our collective economic status will eventually improve in the near future. At least, there is an upward movement of our economy, and the government is dead serious in maintaining that trend primarily through its anti-corruption activities.

Chiz urges govt to act on new Burgos evidence

The chairman of the Senate justice and human rights committee believes that the Aquino government now has the ball in ensuring the speedy resolution of the case of Jonas Burgos, a victim of an enforced disappearance which was believed to be attributable to the Armed Forces of the Philippines and the Philippine National Police. Senator Chiz Escudero noted that this case had bothered the national conscience for more than five years, over the likelihood that the crime perpetrated on Jonas, a farmer-activist, had been state-sponsored. Jonas disappeared after being abducted by suspected state agents on April 28, 2007 at the Ever Gotesco Mall at Commonwealth avenue in Quezon City. The senator said that the government, through the Department of Justice and the Commission on Human Rights should immediately take hold of the new documents that Edconditions. State security forces are prohibited from maintaining detention facilities not included in the list furnished to the CHR and Congress. The act of involuntary disappearance was considered a crime under the law. We bear witness to cases of forced disappearances which are often left in oblivion without putting those persons responsible for the commission of the disappearances accountable before the law, Escudero said. He further said the law primarily mandates command responsibility on military and police officials on the acts of their personnel who may be held accountable on enforced disappearance cases. There are other similar cases of abduction, resulting in involuntary disappearances, often believed by ordinary citizens, many of them witnesses

The Court of Appeals ruled last March 27, after a three year review of the Burgos case that the AFP and the PNP were accountable for the enforced disappearance of the farmer-activist. According to Chiz, perpetrators of involuntary or enforced disappearances will be penalized with life imprisonment under Republic Act 10353 or the Law Against Enforced Disappearance, the Senate bill

that Escudero authored. The law also prohibits the issuances of orders of battle by the military, police or any law enforcement agency as justification for an enforced or involuntary disappearance. The law, among others, requires state security agencies to reveal all its detention facilities and provide a list of these to the CHR and Congress. Also required under the law is the submission of lists by security agencies of detained individuals and a monthly update of their

of high level of return of investment through achievement in science. Some questions stalk the Filipino science community, viz., Why do we compare Philippine science performance with Asian Countries ONLY? This writer uses to talk to his students (underand graduate), to aim high numerically for a hundred percent in their school work and not just to think of getting a passing mark an analogy likened to comparing the Philippines science achievement with the more advanced occidental countries, instead? Failing to equal or out-rank the scientifically advanced countries, would still find the country performing way up the present notencouraging level. It is never too late to do something to elevate science subject as early as Grades ! and 2 under the Present Dispensations muchvaunted, hurriedly implemented K to 12 program, even before a specific Law could be passed and approved! DepEd should go back to the drawing board review, rethink and redesign the curricula for the K to 12 BSP as far as emphasis in Science is concerned. This writers sojourn in other countries, oriental and occidental, convinces him to believe that by starting/exposing pupils/students in science from his/her younger years and onwards, could instill in their young minds the essence of science and find for themselves why science holds the key to development and progress. An investment in science through the new BSP assures the Philippines of producing a good population of science-oriented young Filipinos, discards old practices in doing things in favor of more S & T-enhanced methodologies, keeps the country at par not only with its neighboring countries, while increasing the accepted number of R & D workers perceived by UNESCO (at least, 350 per million population. We barely have 250 Filipino scientists actively doing R & D activities as against Japans 8,000 R & D scientists per million!). The rulers of this country in the 1980s must have had other priorities, but definitely such utter disregard of teaching science as a separate subject in the elementary grades explains for the present state of S & T in the Philippines. If you are with this writers advocacy (who has been into science for Decades as teacher and researcher), we should put together our ONE CENT for the countrys struggling science foundation! ooo000ooo NEXT TOPIC : Fostering Technology Innovation: The Road to a Strong S & T Philippines SHARE S & T THOUGHTS through E-Mail: drpacjr@yahoo.com.

To us, dwindling population of Filipino scientists, it appears that the much-touted K to 12 Basic Education Program is contributory to the countrys overall LOW performance in Science. The DepEd honchos have twitted a justification why Science, under the new BSP, is again not taught as a separate subject in Grades 1 and 2! Their reason: (1) Science has never been taught as an independent discipline since 1983-1984, (2) No Asian countries teach the Science as a separate, not even

the developed ones like Singapore, but Brunei in Grade 1, and (3) as though a justification, DepEd says Its (science) integrated in various learning areas in Grades I and 2! While Filipino science students and scientists have put the country in the worlds map of achievers, it cannot be denied that they do it on an individual or small team efforts. The total batting average is far off the international level of performance in science, when a greater bulk of science students show encouraging signs

Yes, all this could only be attributed to the upright governance that the present administration is pursuing. Indeed its not yet too late for the country to rise again. All it takes is a serious regime that despises graft and all forms of irregularities. Given a truly dedicated and honest leadership, the economy is sure to grow as people will not anymore hesitate to give their taxes, and investment confidence either home-

grown or foreignbased will likewise increase, resulting in more vibrant economic activities. We hope everyone will cherish these developments and continue to support the governments programs and operations geared towards economic prosperity. We cannot afford to lose this opportunity. We should not neglect our duties demanded of us as members of this emerging economy. Above all, we should not act like crabs and tear down this development.

THE PROOF OF LOVE

Jesus said to his disciples, As the Father loves me, so I also love you. Remain in my love. If you keep my commandments, you will remain in my love, just as I have kept my Fathers commandments and remain in his love. I have told you this so that my joy might be in you and your joy might be complete.

Dont forget to remember

in this case. Anyway, fiestas can push through even without you taking part of the risky meals. Its better to bear with lust than to bear with pain, and with costly medication in the midst of todays economic turmoil. Moreover, those who are wont to drinking liquor should exercise more prudence and self control, if not, by abstinence or at least by moderation. Wine in ones head can cause various forms of tragedies. A driver can bump a post. Friends can end up in a brawl. Crimes may occur. This caution, though, is not limited to drunkards. It applies to all who can drink and get drunk then, as a result, can cause troubles. Well, the month is not meant for chaos. It is supposed to urge religiosity among community folks, with those who partake becoming instrumental in the dissemination morality and peace. With the May 13 polls expected to fatten the peoples pockets courtesy of vote-buying by politicos, people should observe prudence in whatever they do, eat, and drink thereafter, thats if they still treasure their health and are willing to be reminded of things to mind.

DOING THINGS TOGETHER

There are some ants called bridge makers who show wonderful intelligence. In order to ford a river, they link themselves together into a continuous chain. One end if this chain allows itself to serve as a living bridge, and over that bridge the rest of the company crosses safely. Then all those who previously went over, unite strength to those first arrive, and pull the living bridge on to the new side of the gulf. This is a beautiful example of co-operation. As a parish community, can we cooperate like this? In order to enlist the co-operation of all, however, we have to foster a sense of equality among all members. On the arrival of Gentile Christians in the Jewish Christian community, there grew some dislike among the Jews. But St. Peter reminded them, God made no distinction between us and them (Acts 15:9). In fact, Jesus commanded his disciples not only to treat each other as equals, but to be servants to each other and added: If you keep my commandment, you will abide in my love . . . that your joy may be full (Jn 15:10-11). One concrete sign of equality among members of a group is doing things together. We often think that service is doing things for others. That sometimes need be. But service takes on its true character when we do things with others. We find it easier to do things for others. We can then be our quick and efficient self. We can then be available or withdraw when it suits us. Such service may make us feel good, but it frequently disempowers the other person. A slow job done together is better than a fast job done alone. When service is seen as a form of companionship, there will be a special joy that is not found when doing things alone. Children are not the only ones needing reminders on important matters. Adults all the more need the same. With their deteriorating memory, there are more things that they tend to forget than children do. And indeed, there are some things they need to be reminded about this month of May, considered by many as having the most number of fiestas. These are things to observe, avoid, and ponder on. They cant just ignore these, or else they surely would run into trouble. And instead of enjoying their summer, they might end up feeling sorry that it came. One such reminder is a stern warning against cholesterol, uric acid, fats, and other food contents that are injurious to health. As fiestas take place here, there, and everywhere, those who have standing doctors caution should avoid all these for them to stay in

good health. They cant deny the fact that some of these are lethal and severely hazardous to health. Alcohol, for instance, could cause heart attack, or stroke, to those with high blood pressure and heart problems. The temptation to partake of delicious foods is understandably strong. They are there every time such foods are laden on the table. Problem is that, they only taste good to the mouth. Once they are swallowed and start to descend the throat down to the stomach, their effect is almost toxic rather than nutritious especially to people at certain age brackets, triggering certain ailments like arthritis, diabetes, high blood, etc., that necessitate medical treatment. It takes self-control and discipline to avoid such ailments. And this means avoiding these food stuffs no matter how deliciously prepared they are. Nothing beats abstinence

Uy-Delgado says shell attend candidates forum slated on May 4

TACLOBAN CITY Liberal Party gubernatorial candidate Rosa Jessica Uy-Delgado expressed her desire to attend and participate at the candidates forum to be held this May 4 at the Saint Mary College of Catbalogan for candidates seeking for provincial positions. The candidates forum is organized by the Samar Partnership for Peace and Development (SPPADE) and the Samar Island Press Club, Inc. (SIPC) in cooperation with the DyMS Aksyon Radyo, DyOG Radyo ng Bayan, the Comelec and the Philippine National Police, according to SIPC president Rommel Tutor. I will be at the forum, I am looking forward to that and I am challenging my opponent to be there, said Delgado. Delgado is challenging incumbent Samar Governor Sharee Ann Tan, who is seeking for re-election for her second term and running under Nationalist Peoples Coalition this May 13 midterm elections to attend said forum. Last April 27, the first candidates forum was held for city candidates of Catbalogan, which was attended by mayoralty candidates incumbent city councilor Stephanie UyTan of Liberal Party, Michael Tan of the Nationalist Peoples Coalition and Jesus Redaja, an independent candidate. I am challenging her, that this point in time we go back to old style of campaigning which is by presenting our platforms to the people and not campaigning and winning in the election by the use of money, Delgado added. Tito Acbo, Gov. Tan media coordinator, when asked if the lady governor will attend the forum said that he is still not sure if she will be at the forum on Saturday morning, but he added that the governor most likely would attend the forum. An information from a person close to Gov. Tan but wishes that his name should not be mentioned as he is not authorized to talk in behalf of the family said this yarn that reached QN this week: some leaders of antiAlfred Romualdez groups which had been operating in already more than 100 barrios and zones in Tacloban highly urbanized city are pocketing between P100 and P1,500 funds entrusted to them for giving away to each family of registered Taclobanon voters and actually only the small balance of the budget? According to some tipsters, a volunteer leader belonging to one of these groups had corrected beliefs circulating in her own territory, saying the budget goes up to P2,500 and that whether pro or anti Alfred, every voting family gets the same amount that each family in the territory receives. As this developed, a so-called area coordinator (who covers more than two territories) had conducted an investigation since April 28 late afternoon and is readying this week a recommendation to punish the sutil leaders (those who pocket the budget). Make no mistake on that. QN is not saying that the yarn is a veritable truth. At the same time, QN is urging whoever are concerned with budgets like this to do their speedy investigations and institute the corresponding punishment that policies warrant. In the matter of electoral campaign activities, the strongest truth that is now evolving is that congressional, gubernatorial and vicethat the governor will be attending the forum. The person added that even their mother Samar 2nd district Representative Milagrosa Tan was also advised by their political adviser to attend the forum. In this Saturday forum, aside from Delgado and Gov. Tan, Tony San Buenaventura a gubernatorial aspirant under Kilusang Bagong Lipunan party was also invited at the forum. Wilfredo Estorninos, who is the Liberal Partys vice gubernatorial bet, was also invited together with incumbent Samar Vice Gov. Stephen James Tan. Candidates for in the 1st district, incumbent Samar 1st district Rep. Mel Senen Sarmiento (LP) and challenger Arnold Tan (Nacionalista Party) and Jun Tan (independent ) and 2nd congressional district aspirants Reynato Latorre (UNA) and Eunice Babalcon (LP) were also invited to the forum. (ROEL AMAZONA) gubernatorial candidates who have not yet released the approved campaign budget to their chosen barrio coordinators or leaders are now being abandoned by those leg workers. Such act of abandonment is called for and very necessary in case the cashstrapped or spendthrift, or miser, candidates are actually known to have not pushed even for once a good peoples fight against corruption, shenanigans in government service, deceptive maneuvers or wily promises, graft, ineptitude and insensitivity to peoples grievances and problems, and injustices. In the Philippines, extra vigilance exerted by the people makes election days exciting and something to always look forward to, and forget right after the casting of ballots. *** During the progress of hostilities, guerrillas gradually develop into orthodox forces that operate in conjunction with other units of the regular army. Thus the regularly organized troops, those guerrillas who have attained that status, and those who have not reached that level of development combine to form the military power of a national revolutionary war. There can be no doubt that the ultimate result of this will be victory. Mao Tse Tung, on Guerilla Warfare

to the acts of abduction, as manipulated by military or police agents who often are in disguised civilian clothes. Those cases, many still unresolved (often, because victims died long ago in the hands of their abductors, and because the surviving relatives just dont know what to do or have no means whatsoever to get their complaints done, documented, and followed through. Many of those cases unfortunately lacking strong back-up documentation to be appreciable in criminal courts transpired during the middle and later part of the martial law years of then Philippine president Ferdinand Marcos. The victims in those old cases did not live to see Escuderos most relevant and most useful bill against enforced disappearances. Some of those who survived or escaped from the harsh and cutlass martial law themselves initiated because the government was too slow in responding immediately after the February 25, 1986 ouster of Marcos documentations, investigations, and a historic crusade to vindicate on the causes which the victims fought for under an oppressive military rule. *** Whats the truth about

There were close to 1,000 jobseekers coming from dierent parts of Eastern Visayas region who trooped to the Tacloban Convention Center, the site of the job fair, in the hope of finding employment. The region as of this month has an unemployment rate of 6.1 percent, one of the highest in years. Ticao said that holding a job fair is one of the interventions of the DOLE in addressing the unemployment problem. During the program, both workers from public and private sectors attended a simple program commemorating the 111th

Reelectionist board member pushes for Kwans candidacy

TACLOBAN CITY Guiuan town would be so lucky and privileged once Mayor Annaliza GonzalesKwan would be elected as the representative of the lone district of Eastern Samar. This was according to senior Board Member Jojie Montallana of the first district of Eastern Samar, who was among the guests during the grand rally conducted at Guiuan town plaza by the Liberal Party and Nacionalista Party coalition team last April 29. Montallana, who is seeking for re-election as a board climate change adaptation and disaster risk mitigation in their CLUPs before seeking HLURB Board approval. The HLURB is the national government agency primarily tasked with assisting local government units in drawing up their CLUPs and regulating the real estate industry. Its plans and programs are anchored on three major mandates namely planning, regulation and adjudication. member, this coming May 13 midterm elections under the LP-NP coalition team, encouraged the people of Guiuan to vote for Mayor Kwan as representative of their district. It would be an honor to us (Guiuananons) if Mayor Kwan would be elected as representative to the House of Representatives. However, it is also being shameful to us if we would support his opponent candidate, Rep. Ben Evardone, who is from Sulat town, she said. According to her, people of the 11 towns in the northern part (first district) of Eastern Samar are solid on supporting the candidacy of Mayor Kwan. People in our district want Mayor Kwan to stay on that post, to replace Evardone. And we could only do this if we would unite, she said. I left the camp of Evardone for he mandated us to be (always) against the provincial administration, headed by LP standard bearer Governor Conrado Nicart Jr. Evardone is the reason of the non-approval of the 2012 provincial budget of Eastern Samar, which caused province paralyzed on project implementation, she revealed. I am the one who signed for the approval of the 2012 budget because I saw that people of our province are very affected. The delivery of basic social needs was totally stopped, Montallana explained. Moreover, the board member said that the slogan of Nicart camp is true, which says An paglaom han nakaprenda nga probinsiya. During Evardones time as governor, his administration took a loan, which the present provincial administration is suffering from paying. Every year, the province pays P70 million that started last 2010 until 2017. We (being a taxpayer) have the right to know this fact, for we pay taxes to our government, Montallana said. The official further said that having the trust and the confidence on the abilities of Kwan, she personally attended the grand rally in Guiuan to let the people know the personality of Evardone.

C AT B A L O G A N CITY -- Two incoming college students from Eastern Visayas have qualified for the Education for Development Scholarship Program (EDSP) of the Overseas Workers Welfare Administration (OWWA) starting this school year. Rannikka Ann Mondoedo from the Philippine Science High School-Eastern Visayas campus and Earl Antonell Doctolero of the Eastern Visayas State University High School are among the 105 national qualifiers of the program, according to OWWA -8 Director Norma Del Rosario.

2 students qualify to avail of OWWAs scholarship program

The two scholars, who both resides in Tacloban City, will be signing a memorandum of agreement (MOA) with the OWWA in the coming weeks, Del Rosario said. Mondoedo, a daughter of a sea-based overseas Filipino worker (OFW), ranked sixth among the qualifiers. She is planning to take up Bachelors Degree in Clothing Technology at the University of the Philippines in Diliman, Quezon City. Doctolero, whose brother is working in the Kingdom of Saudi Arabia (KSA), plans to take up Bachelor of Science in Tourism, Hotel and Restaurant Management at the Leyte Normal University. Scholars of the program are entitled to a P60,000 annual subsidy or equivalent to P30,000 per semester leading to a four-to-five year baccalaureate course in any college or university of their choice. EDSP is a competitive study grants program that puts premium on the academic profile of the applicant more than the economic status. This means the qualified OFW dependent could avail of the program regardless of the OFW benefactors salary bracket. Every year, the Department of Science and Technology (DOST) through the Science Education Institute (SEI) conducts the EDSP qualifying exam simultaneously in Manila, Batangas, Pangasinan, Cavite, Davao City, Laguna,
