1. My name is K.V.Dhananjay. I am an advocate in practice at

the Honble Supreme Court and across various other Courts in India. I have had the professional necessity to appear

frequently at the Bangalore City Civil Court for the past six months. As such, I frequently use the Parking Complex for Advocates at the City Civil Court Complex, Bangalore (referred to hereinafter as parking complex, for short).

2. The parking problem at the parking complex has gone from


bad to worse over the past few months and I do not intend to assume that any of the recipients here need any introduction to the chaos at this parking complex.

3. Over the past few months, I have seen the callous and

reckless manner in which advocate cars are parked inside the parking complex. Further, advocate cars are always parked recklessly on the very narrow entry and exit route inside the parking complex. I always notice that cars have an extremely taxing and tough time entering into, remaining in and exiting the parking complex. It is a harrowing time for most drivers and it is a complete shame that such hardship is witnessed in a parking lot primarily meant for use by Advocates. I have not come across such reckless and haphazard parking in any other parking lot anywhere in India. for users of this parking complex to tolerate the catastrophic mess any longer.

Once my car (driven by a driver) entered the parking lot, it was stuck inside the path for well over 40 minutes and due to cars already parked recklessly on the path, I was unable to get out of the car and the car was unable to either move forward or retreat backward due to clogging of the path by cars in both directions. The scene that I witnessed this morning is something that I have seen previously only in Hollywood disaster films. Not surprisingly, I missed the hearing in the case mentioned above. The Court has made a note to such effect. business was to look out for a traffic policeman and to my complete surprise, I did not see any traffic police person anywhere in the vicinity of the City Civil Court.

Of course, there are no legal consequences for doing so simply because the Bangalore traffic police seem to be foolish enough to buy such a theory. A lawyer badge on a car is not a privilege of any kind and an advocate who violates a parking rule is subject to as much penalty as any other ordinary citizen of this country. possess complete jurisdiction to monitor traffic within a court premises. Unfortunately, the traffic police in charge of the locality comprising the City Civil Court seem to foolishly assume that ordinary traffic rules do not apply to the advocates who frequent the City Civil Court. parking complex is primarily caused by the culpability of the traffic police to let advocates violate parking rules in a public premises with impunity. If only the traffic police posted around the City Civil Court were serious about their duties, dozens of violating advocate cars would have to be towed away from the Court complex on any given day. The fact that the traffic police do not care to enforce parking rules upon advocates within a Court complex is simply a reflection of inefficiency upon the Police Commissioner for that city. Now that I have indeed brought to your notice, the need for traffic police to enforce traffic rules upon erring advocate cars in the Bangalore City Civil Court complex, I request you to instruct the traffic police in charge of the Civil Court premises to enforce traffic rules upon advocate cars in much the same way that traffic is enforced upon ordinary citizens elsewhere in the city. However, if you harbour any notion that advocate cars inside Court premises are not subject to police supervision, I would then request you to kindly vacate your office in the hope that this city will search for a police commissioner with a serious concern for enforcing traffic rules upon advocate cars inside Court premises in the city.
