TACLOBAN CITY- Residents of this city decried the statement of President Benigno Noynoy Aquino that Tacloban is languishing in poverty since the Romualdezes took hold of its leadership. Angry callers flooded the airwaves of local radio station DyBR and TV station PRTV 12 and rebuked the President for allowing himself to be manipulated by out-going An Waray party-list Rep. Florencio Bem Noel, who is challenging Mayor Alfred Romualdez. Aquino, in his recorded endorsement of Noel, said that Ta-

DOLE tags 3 priority areas in elimination of child labor

TACLOBAN CITY The Department of Labor and Employment (DOLE) has identified three areas in the region as priority in the elimination of child labor this year. DOLE Regional Director Exequiel Sarcauga said that in addition to Northern Samar, also identified as priority are Leyte and Tacloban City where child labor is more prevalent. These towns and Tacloban will be the pilot site for the four-year child labor elimination initiative that aims to save at least 75% of 213,000 workers in the region. At least 159,750 of them are engaged in hazardous work. In Tacloban City and (western) Leyte, stakeholders are in the process of profiling child workers. The target is to launch the program between June and July, in time with the opening of the new school year, Sarcauga said. Tacloban City is our new frontier against child labor. Before looking at concerns in other areas, we need to check the problem of child labor close to the regional office, he added. In western Leyte, rescue of child laborers will be concentrated in several villages within the sugar cane farms of Kananga, Leyte and Ormoc City. Activities will be funded by the World Vision and the multi-sectoral district tripartite council. Many children in these areas are involved in sugar cane planting and harvesting, which deprives them the opportunity to go to school, Sarcauga told Leyte Samar Daily Express. In Tacloban, the program will focus in three barangays within the city proper where many children work in seaport, hardware, stores, and other shops. Of this number, 2.99 million, or 54.5%, are reported to be exposed to hazardous child labor. Soldiers to man polling precincts to secure peaceful balloting

C AT BA L O G A N CITY-More than 500 voting centers in the province of Samar are to be provided with security detail by the Philippine Army for tomorrows balloting. The presence of soldiers to these polling precincts is on top of the policemen who were earlier deployed by the regional headquarters of the Philippine National Police. The PNP-8 had deployed about 300 policemen across the province, tagged by the Commission on Elections (Comelec) as under its watch-list area. Major General Gerardo Layug,commanding general of the 8 th ID, based this city, led a ceremonial send-o of soldiers yesterday who were to be deployed to various parts of the region, particularly in Samar Island, for poll duties. Layug reminded his men to ensure that voters would be able to cast their votes safely this Mondays elections. (Our) people should be able to vote without fear, he said. Go out and vote on Monday

omorrow, Monday, May 13, Filipinos of voting age will troop to their respective polling precincts and exercise their fundamental right of suffrage. Tomorrows exercise of our right to vote will determine the future of our nation. As such, voters should not think of what they will receive on election day from the candidates leaders but rather consider the dire consequences of selling their votes. We are calling on our fellow voters to vote not for money but according to what is best for our country and people. To choose the right persons for the job may be difcult, but there are parameters.

Let us exercise our sacred right to vote. Let us all go out and vote. Let us not sell our vote. Let us elect and put into ofce only those who vow to protect life from womb to its natural end. Let us vote only those who preserve the Filipino family. Let the culture of life, not the culture of death, prevail in tomorrows election. In the process, let us be diligent to make sure that our sacred vote is counted. Let us see to it that the PCOS machine will really and actually register and tally our votes. Watch out for notorious persons who are out to thwart the will of the people. Let us remember, the voice of the people is the voice of God.

Nobody will be surprised if tomorrows initial election results in Tacloban highly urbanized city will show incumbent mayor Alfred Romualdez and his entire team winning. Outside Tacloban, it will not surprise any election watcher if incumbents also win, almost hands down, as re-electionists, that is, and if the incumbents assured a full ticket victory for the senatorial bets of President Noynoy Aquino. As veteran poll watchers used to declare in the past, it was expected. Election victories are always predicted by incumbents and the candidates in their fold. In election years during the Marcos regime, such predictions always came true in many localities. In Leyte, it was very highly expected. Remember the KBL? The Kilusang Bagong Lipunan ridiculed by antagonists as at first, Kasal Bunyag Lubong, then Kada Botos Lisbot or later, Killer Bus Line regarded itself as the powerhouse team capable of swinging a bandwagon effect in favor of its candidates up to the local level. It employed were other forms and methods of cheating the actual results, an exigency resorted to in order to ensure that KBLs candidates are the ones proclaimed on the basis of canvassed election returns. in Tacloban and when PNoy snobbed a Liberal Party campaign rally scheduled for Tacloban, which was taken to mean as an affront to Bem. Tacloban, under Alfred, did push a Kings gambit which at the same time was a sacrifice, by Alfreds proclamation of support for all of PNoys senatorial candidates. Nobody dared it carried the weight of a bluff. It sounded too true and sincere. But, look here. This morning before I buckled down to make this opinion column, a survey had shown a Bem Noel winning, along with incumbent lawyer vice-mayor Arvin Antoni and their bets for sangguniang panlungsod. A solid victory for all LP bets in Tacloban. A complete zero record for all in Alfreds ticket. That was the surprise that unnerved Taclobanons, even city hall think tanks. That survey also showed An Waray winning at the finish line. Then, most Taclobanons were out in the streets in an electrifying show of jubilation. Bem, now mayor! An Waray, a party-list again! But all these happened only in my dream this dawn. It was not real. And the only one surprised was my self. I shook my head in disbelief. Anyway, at least in my dream, Bem already became mayor of Tacloban even if had no P800 (P1,000 original amount of which P200 was pocketed by barangay ushers for another mayoral aspirant) to give per home which previously bore a coded name of a candidate, and even if other ushers had passed on the assurance that should their mayoral bet win, voters would each be given P3,000. This all, as of May 10, in my dream. Meanwhile, electors nationwide are imagining what outcome could massive, dramatic and even colourful rallies do for candidates at the close of counting of votes by midnight of May 13, 2013. One awaited for the actual outcome was the interesting Karancho Inc.-managed Oplan Motor Parade simultaneously in the Autonomous Region in Muslim Mindanao and most parts of Mindanao on May 8 in support of Sen. The return to democracy give opportunity to have leaders for prosperity, though some succumbed to insidious machination for self gratification. Shooting incidents in Eastern Samar will not a ect polls - PRO8

CAMP KANGLEON, Palo, Leyte - The shooting incidents that transpired the last two days in Eastern Samar will not affect the conduct of midterm elections in the province as Police Regional Office 8 (PRO8) director Police Chief Superintendent Elmer Ragadio Soria ordered massive manhunt operations against the four gunmen who attacked a policeman securing a polling center in a remote village in Borongan City, Eastern Samars capital, early Saturday morning. Our men are risking their lives just to protect the sanctity of the automated election system (AES) machines deposited in polling centers and ensure a credible elections, said SORIA, who enjoined the Estehanons to pray for the family of slain cop POI Agerico Afable who was gunned down by the unidentified assailants at around 4:00 o clock in the early morning Saturday while acting as security personnel at Calingatngan Elementary School in Brgy. Calingatngan situated some 15 kilometers from Borongan city proper. POI Afable and Glicerio Gema, a village watchman, were guarding the Precinct Count Optical Scan (PCOS) machines deposited at said school when four armed men suddenly arrived and shot them. The policeman died on the spot after being hit in the right shoulder and stomach while Gema was hit in the different parts of his body and was rushed to Eastern Samar Provincial Hospital for medical attention. Another barangay tanod, whose identity was withheld for security reasons, pretended to be dead and left unharmed by the suspects who fled on foot towards the back portion of the school leading to Calingatnan river bringing with them Afables 9mm service firearm. Responding policemen recovered in the crime scene two deformed slugs of 9mm, five live 9mm ammunitions, four spent shells of 9mm, one misfired 9mm ammo and another live 9mm ammunition 100 meters from the back portion of the school. The PCOS machines deposited in the classrooms were left untouched by the suspects and policemen were deployed in said school to secure them. Troops from Eastern Samar Provincial Public Safety Company (ESPPSC) are now conducting manhunt operations against the perpetrators. Pending the result of the investigation and the establishment of its motive, Soria declined to comment if the incident is in any way connected to Mondays polls. Despite of the two consecutive shooting incidents, Soria assured that the peace and order situation in Eastern Samar is within manageable level.

TACLOBAN CITYThe Overseas Workers Welfare Administration Regional Welfare Oce 8 is once again inviting NonGovernment Organizations ( N G O s ) , P e o p l e s Organizations (POs), Religious Organizations, Community-based SocioCivic Organizations, and Local Government Units (LGU) to submit their nominations for the nationwide search for the Model OFW Family of the Year Awards (MOFYA) 2013. M O F YA i s o n i t s ninth (9th) year now. This search aims to give due recognition to the valuable efforts and hard work of the OFWs and their families in overcoming the challenges of migration. The award-giving program showcases the success stories of model OFWs and their families who have maintained close and strong family ties and have commendable and valuable contributions to the community where they belong. For the first time last y e a r, OW WA- RWO 8 MOFYA representative Capt. Manuel Gabornes and family was awarded with the National MOFYA Award for the sea-based category. This year, OWWARWO8, through a screening committee will be selecting two regional winners (one land-based and one on the sea-based category) who will compete at the national level. Representatives from the DOLE (acting as Committee Chair), OWWA (Vice-Chair), NGOs and church-based Organizations will compose the screening committee.
