The archbishop also called upon the voters to ask the intercession of Heavens to ensure that the conduct of elections in Tacloban would turn out to be honest, peaceful and orderly. Taclobanon felt insulted by PNOYs endorsement of Noel

TACLOBAN CITY- Residents of this city decried the statement of President Benigno Noynoy Aquino that Tacloban is languishing in poverty since the Romualdezes took hold of its leadership. Angry callers flooded the airwaves of local radio station DyBR and TV station PRTV 12 and rebuked the President for allowing himself to be manipulated by out-going An Waray party-list Rep. Florencio Bem Noel, who is challenging Mayor Alfred Romualdez. Aquino, in his recorded endorsement of Noel, said that Ta-

cloban has not improved and the residents became poorer since the term of Romualdez. Aquino added that Tacloban need a change of leadership and endorsed the candidacy of the out-going congressman. One lady caller of DyBR said that the statement of Aquino demeaned not Mayor Romualdez but the people of Tacloban as he portrayed them as impoverished which is far from the truth. TACLOBAN CITY - The regional oce of the Commission on Elections(Comelec) through acting Regional Director Veronico Petalcorin, reiterates that no government funds and vehicles should be used to accommodate voters to vote this Mondays elections. Petalcorin explained that using government vehicles for transportation of voters may give negative implication to the government especially those who are currently in the posi-

tion that they are buying votes. Even local authorities, the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) are not allowed to give them free rides if they are residing in areas far from the polling place, said Petalcorin. They have to walk if they are really are responsible voters, Petalcorin stressed. They (AFP and PNP) can only provide them with security if they have threats, he added. But even if the voters have threats and if they are valuing their votes they should still go to their precincts and cast their votes, the election ocial added. Petalcorin also expressed his confidence that this Mondays election would go smoothly and no incident of ballot switching would happened again just like what had happened last 2010 elections wherein ballots for a barangay in Pagsanghan town in Samar province was switched with ballots for Brgy.

Generosa C. Colon in Guimbal, Iloilo. If this problem happens again, Petalcorin said that this would result for the suspension of election in the aected area. To ensure that this problem wont happen again, the BEI or board of election inspectors must check if the outside marking or the serial numbers of the ocial ballots match with the assigned precinct count optical scan (PCOS) machine. DOLE tags 3 priority areas in elimination of child labor

TACLOBAN CITY The Department of Labor and Employment (DOLE) has identified three areas in the region as priority in the elimination of child labor this year. DOLE Regional Director Exequiel Sarcauga said that in addition to Northern Samar, also identified as priority are Leyte and Tacloban City where child labor is more prevalent. These towns and Tacloban will be the pilot site for the four-year child labor elimination initiative that aims to save at least 75% of 213,000 workers in the region. At least 159,750 of them are engaged in hazardous work. In Tacloban City and (western) Leyte, stakeholders are in the process of profiling child workers. The target is to launch the program between June and July, in time with the opening of the new school year, Sarcauga said. Tacloban City is our new frontier against child labor. Before looking at concerns in other areas, we need to check the problem of child labor close to the regional office, he added. In western Leyte, rescue of child laborers will be concentrated in several villages within the sugar cane farms of Kananga, Leyte and Ormoc City. Activities will be funded by the World Vision and the multi-sectoral district tripartite council. Many children in these areas are involved in sugar cane planting and harvesting, which deprives them the opportunity to go to school, Sarcauga told Leyte Samar Daily Express. In Tacloban, the program will focus in three barangays within the city proper where many children work in seaport, hardware, stores, and other shops. The labor department earlier identified 213 children in Mondragon, Northern Samar from hazardous work under a convergence program

with the Department of Social Welfare and Development. The International Labor Organization said in its website that children in Northern Samar are often engaged in informal sales, recycling or garbage collecting, transport and domestic work. About 70% of child workers are not supervised by a parent or guardian. Based on the 2011 Survey on Children conducted by the National Statistics Oce, there are 5.49 million working children nationwide. Of this number, 2.99 million, or 54.5%, are reported to be exposed to hazardous child labor. Nearly 45%, or 2.46 million Filipino child workers, are considered to be engaged in permissible work that is not classified as child labor,

PRTV 12 even said that he and his family will no longer vote for any of the candidates from Team PNoy senatorial slate because he was deeply hurt by the statement of the President. Tacloban administrator Tecson John Lim said according to the survey. Of the total number of child laborers, 69.5%, or 2.10 million, are attending school. According to ILO, these Filipino children work in dangerous areas such as sex trade, sugar cane plantations, mining and factories. It cited the widespread poverty that drove children to work as street vendors, helpers, farm workers, among others. (SARWELL Q. ME-

that the President was ill informed because from being number 22 in position among 33 highly urbanized and independent cities in the country in 2008, Tacloban is now number six in terms of local government performance system in the whole country. The city was awarded the DILG-Gawad Pamana ng Lahi Award for 2012, Outstanding City Cooperative Development and Livelihood Assistance Oce, PNP Service Award for Best LGU, Seal of Good Housekeeping and Revenue Efficiency Collection awards among others, Lim added.

Soldiers to man polling precincts to secure peaceful balloting

C AT BA L O G A N CITY-More than 500 voting centers in the province of Samar are to be provided with security detail by the Philippine Army for tomorrows balloting. The presence of soldiers to these polling precincts is on top of the policemen who were earlier deployed by the regional headquarters of the Philippine National Police. The PNP-8 had deployed about 300 policemen across the province, tagged by the Commission on Elections (Comelec) as under its watch-list area. Major General Gerardo Layug, commanding general of the 8 th ID, based this city, led a ceremonial send-o of soldiers yesterday who were to be deployed to various parts of the region, particularly in Samar Island, for poll duties. Layug reminded his men to ensure that voters would be able to cast their votes safely this Mondays elections. (Our) people should be able to vote without fear, he said. But you should also ensure your safety because it is not only the PCOS(precinct count optical scan machines) that are target of our enemy but including us who are providing security details, Layug added. Layug also vowed that the military in the region would strictly adhere and follow all directives of the Comelec being a deputized agency by the poll commission during election time. Senior Superintendent Eusebio Mejos, police provincial director for Samar, expressed his gratitude for

the support of the Army in ensuring a peaceful conduct of elections in the province. The police ocial said that with this coordination of the two security forces, their goal to make Samar a peaceful place during elections could be achieved. This close coordination of the two security agencies can be seen in the conduct of checkpoints and other related activities to maintain peace and order in Samar province particularly Calbayog City. We had deployed 27 teams and 27 vehicles that are roving around the city to ensure peaceful elections and conducts visitation in at least seven barangays every day to ensure that no private armed groups will terrorize voters during election time, Mejos said.(ROEL

Peaceful elections. So says police ofcials, S/Supt. Manuel Cubillo and Inspector Romuel Nacar during the weekly media forum Express it at the Park. The two ofcials say they have done humanly possible to ensure peaceful elections in the region.

C AT BA L O G A N CITYPhilippine Army troops escorting the transport of the PCOS machines and election paraphernalia encountered about 15 armed men believed to be members of the New Peoples Army at the vicinity of Barangay Nawi, Paranas town, Samar last Friday. Lt. Colonel Cerilo Balaoro Jr., commanding officer of the 87th Infantry Battalion said his men, while passing said village and transporting election materials, chanced upon a group of armed men reportedly extorting money and campaigning in favour of the NPA-backed candidates and left-leaning party-list groups in said village. The government forces, after few minutes of gunfights, were

able to recover one caliber .45 pistol, one caliber .38 revolver, three (3) magazines and ammunitions for M16 rifle, one blasting cap for IED, NPA flag and subversive documents, seven combat packs, assorted medicines and personal belongings, among others. No one was reported dead in both sides, as the insurgents managed to flee to different directions. Captain Amado Gutierrez, chief of the 8th Infantry Division Public Affairs Office, said the encounter of 87IB with the NPAs happened two days after the arrest of NPA leader Renato Abadiano aka Tiboy, who was arrested by combined elements of 87IB and police in Brgy Dolores, San Sebastian. Abadiano was wait-

ing for the permit-tocampaign and permitto-win fees and other extorted items from political candidates when he was arrested. Seized from him was a caliber .45 pistol, improvised explosive devices, blasting caps and subversive documents. Major General Gerardo Layug, commanding general of the 8th ID based in Catbalogan City said: The security efforts of government troops are consistent with the mandate by the Commission on Elections (Comelec) to secure the forthcoming national and local elections and prevent armed groups from terrorizing the people especially the voters just to derail and sabotage the peaceful and orderly conduct of the elections.

BASEY, Samar- A throng of supporters clad in yellow shirts gathered at the newly- refurbished municipal gymnasium here as a show of unity for the Liberal Party candidates. The grand rally drew over 40 of the 51 village chiefs and leaders of the various sectors like the marginalized fisher folk, farmers, laborers and members of peoples organizations and cooperatives. Voters coming from the barangays also attended the grand rally to show their support to the administrations party under the leadership of Mayor Igmedio Junji Ponferrada who is running for reelection of this first class municipality. former councilor bidding to return to the municipal council he once served. The unification of the incumbents is seen by observers as a sign of support to the good leadership and administration of Mayor Ponferrada who has brought significant reforms and improvements in just over two years of his first term as mayor. We are here to show our support to the Liberal Party because we want our mayor to continue with his good programs and projects that benefited the people of Basey, said one barangay councilor who agreed to speak on condition of anonymity. All candidates for the municipal council namely: Engr. Fred Abiertas, Joequint Orejola, Tito Delovino, Ramon Lancanan, Nick Tabungar, Lenlen Maranga and Delma Quilitano, Nick Tabungar and as well as the vice mayoralty candidate, incumbent 3-termer councilor Nonoy Jadloc discussed their respective programs which are aimed for the development of Basey and the improvement of the livelihood and economic

condition of the people. In his message to the voters of Basey, Ponferrada reported to the electorate his accomplishments for the less than two years of service of mayor. Aside from the infrastructure projects in every barangay, his administration was able to implement road projects, primarily the Magallanes-SerumPanogmonon-BurgosDe Pilar road project. Another road project is the one connecting Cogon-Cancaiyas-Villa Aurora. He also mentioned the concreting of the Amandayehan-Cambayan-Tinaogan road that has already been funded but was held from being implemented due to the election ban. One major project is the construction of the roofing of the San Antonio Wharf which is now the gateway of the people from various barangays in Basey to the city of Tacloban. The route through San Antonio has now been partially concreted and is deemed as a major development due to the convenient and efficient sea transportation that cuts travel time for commuters. Go out and vote on Monday

omorrow, Monday, May 13, Filipinos of voting age will troop to their respective polling precincts and exercise their fundamental right of suffrage. Tomorrows exercise of our right to vote will determine the future of our nation. As such, voters should not think of what they will receive on election day from the candidates leaders but rather consider the dire consequences of selling their votes. We are calling on our fellow voters to vote not for money but according to what is best for our country and people. To choose the right persons for the job may be difcult, but there are parameters.

Let us exercise our sacred right to vote. Let us all go out and vote. Let us not sell our vote. Let us elect and put into ofce only those who vow to protect life from womb to its natural end. Let us vote only those who preserve the Filipino family. Let the culture of life, not the culture of death, prevail in tomorrows election. In the process, let us be diligent to make sure that our sacred vote is counted. Let us see to it that the PCOS machine will really and actually register and tally our votes. Watch out for notorious persons who are out to thwart the will of the people. Let us remember, the voice of the people is the voice of God.

Bem, An Waray winning

Nobody will be surprised if tomorrows initial election results in Tacloban highly urbanized city will show incumbent mayor Alfred Romualdez and his entire team winning. Outside Tacloban, it will not surprise any election watcher if incumbents also win, almost hands down, as re-electionists, that is, and if the incumbents assured a full ticket victory for the senatorial bets of President Noynoy Aquino. As veteran poll watchers used to declare in the past, it was expected. Election victories are always predicted by incumbents and the candidates in their fold. In election years during the Marcos regime, such predictions always came true in many localities. In Leyte, it was very highly expected. Remember the KBL? The Kilusang Bagong Lipunan ridiculed by antagonists as at first, Kasal Bunyag Lubong, then Kada Botos Lisbot or later, Killer Bus Line regarded itself as the powerhouse team capable of swinging a bandwagon effect in favor of its candidates up to the local level. It employed were other forms and methods of cheating the actual results, an exigency resorted to in order to ensure that KBLs candidates are the ones proclaimed on the basis of canvassed election returns. Even some conscientious military officers noted and discovered these practices traced to the first elections experienced by Filipinos under an American regime except that the Armed Forces of the Philippines, particularly the postEDSA New AFP, did not find it compelling to divulge in public their documented reports, actual observations, findings and assessments of the snap elections which produced two persons being proclaimed as duly elected presidents of the Republic of the Philippines Ferdinand Edralin Marcos and Corazon Cojuangco Aquino. Yet, the most convincing election promise considered, however, by neutrals, as an election blackmail has been that the incumbent

slogans apart from cash, food, transportation, social gatherings, frequest visits, and flood-like campaign materials (most often produced and distributed long before the start of a campaign period, yes, to condition the minds of the electorate, and ingratiate opinion and community leaders, mostly anti-Marcos or anti-KBL, unto abdicating their anti stands and instead join the KBL and endorse KBL candidates. KBL was a Marcos baby. Any candidate identified with Marcos was expected to receive cor-

nucopia of campaign support enormous operations funds. Fencesitters and detractors used to also attack administration candidates as beneficiaries of election rigging by Marcos Comelec and teachers and members who supervised precinct-level elections (do you recall QN saying many times in the past that it was a witness to some election results already completed by teacher-chairmen of precinct-level election at least three days before actual voting could begin? Apart from that clever maneuver, there

in Tacloban and when PNoy snobbed a Liberal Party campaign rally scheduled for Tacloban, which was taken to mean as an affront to Bem. Tacloban, under Alfred, did push a Kings gambit which at the same time was a sacrifice, by Alfreds proclamation of support for all of PNoys senatorial candidates. Nobody dared it carried the weight of a bluff. It sounded too true and sincere. But, look here. This morning before I buckled down to make this opinion column, a survey had shown a Bem Noel winning, along with incumbent lawyer vice-mayor Arvin Antoni and their bets for sangguniang panlungsod. A solid victory for all LP bets in Tacloban. A complete zero record for all in Alfreds ticket. That was the surprise that unnerved Taclobanons, even city hall think tanks. That survey also showed An Waray winning at the finish line. Then, most Taclobanons were out in the streets in an electrifying show of jubilation. Bem, now mayor! An Waray, a party-list again! But all these happened only in my dream this dawn. It was not real. And the only one surprised was my self. I shook my head in disbelief. Anyway, at least in my dream, Bem already became mayor of Tacloban even if had no P800 (P1,000 original amount of which P200 was pocketed by barangay ushers for another mayoral aspirant) to give per home which previously bore a coded name of a candidate, and even if other ushers had passed on the assurance that should their mayoral bet win, voters would each be given P3,000. This all, as of May 10, in my dream. Meanwhile, electors nationwide are imagining what outcome could massive, dramatic and even colourful rallies do for candidates at the close of counting of votes by midnight of May 13, 2013. One awaited for the actual outcome was the interesting Karancho Inc.-managed Oplan Motor Parade simultaneously in the Autonomous Region in Muslim Mindanao and most parts of Mindanao on May 8 in support of Sen. Election tomorrow
Forgiveness is a facet of love. (Colossians 3:13, 14) Love does not keep account of the injury, states 1 Corinthians 13:5. On a number of occasions, Jesus taught his followers the importance of forgiveness. He urged them to forgive others not, Up to seven times, but, Up to seventy-seven timesthat is, an unlimited number of times. (Matthew 18:21, 22) He taught them that a sinner should be forgiven if upon being rebuked, he shows repentance. (Luke 17:3, 4) Jesus, however, was not like the hypocritical Pharisees, who taught by word only; he also taught by example. (Matthew 23:2-4) Let us see how Jesus demonstrated his willingness to forgive even when a trusted friend let him down.- Come Be My Follower, http://wol.jw.org/en/ wol/d/r1/lp-e/1102007062 Indeed, by exercising forgiveness, the wounds could easily heal. Forget the events that transpired during the election period to keep the nation moving in peace and security. If not, it is only those who cannot forgive and forget who will experience the bitterness in life that may lead to heart attack. So, forgive and forget. (Feedback welcome, g_duna@yahoo.com)

Will newly elected leaders change the living of the Filipinos? Will the exchange of bitter words be forgotten and forgiven? Every three years, the leaders of the local government are chosen. The wounds created in the heart of the candidates, either winner or loser, may not yet have healed within the three years until next election. Rivalry in politics creates division because for a few it is for self-interest instead of the real purpose of serving the people. To lead the people. In ancient Israel, there are no leaders, except leadership lies over the shoulder of the patriarch. Merriam-Websters dictionary defines patriarch as a man regarded as father or founder (as of a race, science, religion, or class of men). Indeed there were no elected leaders, then. In the article entitled The Israelites Ask for a King: After the days of Samson, Samuel served as prophet and judge in Israel. The Israelites kept telling him that they wanted to be like other nations and have a human king over them. Although this request was an affront to Jehovah, he directed Samuel to comply. God selected a humble man named Saul to be king. In time, though, King Saul turned haughty and disobedient. Jehovah rejected him as king and told Samuel to appoint anothera young man named David. It would be years, though, before David would become king.- The BibleWhat Is Its Message?, http:// wol.jw.org/en/wol/d/r1/lpe/1102009480 No election in the early years of human existence. Leaders were appointed by God through the prophets. The present governments on earth have only the permission from God, not that He has a hand in elections. Its ex-

istence is only in a relative position with God. In an article If God Is for Us, Who Will Be Against Us? published by Watchtower Society that states: He who fails to be in subjection to the superior authorities cannot expect to have Gods backing. Why? Because the existing authorities stand placed in their relative positions by God. Therefore he who opposes the authority has taken a stand against the arrangement of God. (Romans 13:1, 2) Although, the government is only with permission of God, people are required to be in subjection to the authorities. What is the purpose of electing leaders in the government? It is for the benefit of the people to have leaders to avoid chaos. It is an arrangement to lead the people for a peaceful, enjoyable co-existence. Leaders should be humble, not haughty like the first King Saul of the ancient. A self-conceited leader will not gain the respect of the constituents, because it is only for self-aggrandizement. Countries run by dictators never succeed like the once upon a time leadership of deposed President Ferdinand Edralin Marcos. The return to democracy give opportunity to have leaders for prosperity, though some succumbed to insidious machination for self gratification. Winners on tomorrows selection of leaders should immediately call for reconciliation. Vindictiveness will not heal the wounds created by hurting accusations and lies during the campaign period. It is the restoration of friendship and understanding that a good leader can guide the people for a peaceful and progressive environment. Every after election the nation has to start all over again. Leaders should start picking up to pieces what had been shattered by unbridled tongue. Let the teachings of Christ Jesus dominate forgiveness:

administration would pour in more and more projects once their local bets are elected. Iba na an harani ha luwag, iba na an harani ha Malakanyang!, was the blackmails dialectical version. In Tacloban, Senator Bongbong Marcos assured campaign rally participants (diri daw kuno mga hakot kay volunteers ngan loyalists, according to a Taclobanon) that the reelection of his cousin Alfred as mayor could mean that he, Bongbong, will also help Alfred address Taclobanons march to progress. That resulted in screams of contentment. But to others it meant, if Alfred will lose tomorrows elections, then Bongbong will not anymore help Tacloban and its denizens. Meanwhile, broadcast lanes were being flooded with harangues trained at the toughest rival of Alfred. Daily, morning, until evening, incumbent Bem Noel had been a frequent target thereof. It was as if Alfreds camp knew, and was convinced, that indeed Bem was a Jupiter political archenemy. If broadcasts (radio and television) were to provide the barometers for a candidates victory, then Bem was so maimed already that he could not even garner sizeable votes such as what An Waray party-list, which he still represented as congressman, used to muster. The broadcast mudslings almost reached climax when Alfreds camp assured PNoy an alladministration-senators win

PRAYER PRESS FREEDOM Almighty and ever-living God, you are the truth and you have called every media practitioner to a profoundly important task of telling that truth. We pray then today as we gather for the World Press Freedom that these media practitioners present and all those who are not here may become examples and models of proclaiming such truth. Give them the wisdom and understanding and skill to pursue it so that they may avoid the half-truth which deceives, and reject slanted word which corrupts. As they do their job, they are often manipulated, misled, managed and even maligned. May they not be discouraged. Keep their hearts from despair and give them courage and steadfastness to go to places and ask the questions and shine the light that our readers, listeners, and viewers need to read, listen and watch. May they be aware of the power of words and pictures to help them to choose them carefully, always seeking to minimize harm and never exploiting the facts. May they really possess freedom the media should have, and that they may cherish it and use it for the good and progress of our society. Keep our media practitioners safe from all harm as they do their jobs. May their reports inform, not inflame. May they encourage not discourage. May they be sensitive instead of sensationalistic Be balanced not bitter. May the words they write and speak, and the images they display describe not distort. Help them to educate and to even entertain but never to entice. May they understand that it is more important to be fair than first That respect is more important than ratings, and that truthfulness and honesty and compassion and integrity are the traits that they must pursue in themselves as much and as rigorously as they do in others. We pray, Father, that in the newsrooms and TV stations and radio studios and editing rooms, you would impress on each one of them that there is an Absolute, Unchanging Truth, that there is God that they need to open their hearts to hear. May you plant Your Truth in them so that they can then tell it to others. Father, may they daily be reminded that with great power comes great responsibility. May they please you in the way they exercise it. Finally, we pray that those media practitioners who have died, who have gone before us, May you be merciful towards them, and grant them lasting peace and eternal life you promise. We ask this in the strong name of your Son, Jesus Christ, who is the Truth, The Life and The Way. Amen.

Shooting incidents in Eastern Samar will not a ect polls - PRO8

CAMP KANGLEON, Palo, Leyte - The shooting incidents that transpired the last two days in Eastern Samar will not affect the conduct of midterm elections in the province as Police Regional Office 8 (PRO8) director Police Chief Superintendent Elmer Ragadio Soria ordered massive manhunt operations against the four gunmen who attacked a policeman securing a polling center in a remote village in Borongan City, Eastern Samars capital, early Saturday morning. Our men are risking their lives just to protect the sanctity of the automated election system (AES) machines deposited in polling centers and ensure a credible elections, said SORIA, who enjoined the Estehanons to pray for the family of slain cop POI Agerico Afable who was gunned down by the unidentified assailants at around 4:00 o clock in the early morning Saturday while acting as security personnel at Calingatngan Elementary School in Brgy. Calingatngan situated some 15 kilometers from Borongan city proper. POI Afable and Glicerio Gema, a village watchman, were guarding the Precinct Count Optical Scan (PCOS) machines deposited at said school when four armed men suddenly arrived and shot them. The policeman died on the spot after being hit in the right shoulder and stomach while Gema was hit in the different parts of his body and was rushed to Eastern Samar Provincial Hospital for medical attention. Another barangay tanod, whose identity was withheld for security reasons, pretended to be dead and left unharmed by the suspects who fled on foot towards the back portion of the school leading to Calingatnan river bringing with them Afables 9mm service firearm. Responding policemen recovered in the crime scene two deformed slugs of 9mm, five live 9mm ammunitions, four spent shells of 9mm, one misfired 9mm ammo and another live 9mm ammunition 100 meters from the back portion of the school. The PCOS machines deposited in the classrooms were left untouched by the suspects and policemen were deployed in said school to secure them. Troops from Eastern Samar Provincial Public Safety Company (ESPPSC) are now conducting manhunt operations against the perpetrators. Pending the result of the investigation and the establishment of its motive, Soria declined to comment if the incident is in any way connected to Mondays polls. Despite of the two consecutive shooting incidents, Soria assured that the peace and order situation in Eastern Samar is within manageable level.

Brgy election. NO ONE on any side of the election issues can call themselves a true patriot as all sides are flat out guilty of election situational abuse. There are very few candidates or VOTERS that even care about improving our total quality of life. The culture of me-ism seems to always prevail. When and only when people realize is NOT about ME but it is about US....will the election process result in Philippine progress. As it stands today.... we are destined for our own form of Groundhog Day yet again May 13th 2013. Think about this... 13/5/13... (Added 1+3+5+1+3=13) Certainly numbers I would not apply to a simple lotto..... **** Now, there are two different attitudes towards learning from others. One is the dogmatic attitude of transplanting everything, whether or not it is suited to our conditions. This is no good. The other attitude is to use our heads and learn those things which suit our conditions, that is, to absorb whatever experience is useful to us. That is the attitude we should adopt. from page 7 on everyone to pray and participate actively on Mondays elections as he pleads to all the candidates to show respect to each other and the sanctity of the electoral process. For his part, reelectionist Mayor Alfred S. Romualdez is also calling all the voters of the city to be calm and not to do anything that would aect the peaceful conduct of tomorrows balloting. Mayor Romualdez said that while he is calling the people of the city to be vigilant, he remain confident that the balloting here in the city would be violent-free. In choosing whom to entrust the votes, Du said, popularity is not a condition for choosing worthy candidates as survey results would have us do. The archbishop issued the following criteria for the voters whom to vote:

most credible and qualified public ocial to serve them and not just the lesser evil from among the candidates. The Church will be holding its Oplan HOPE (honest, orderly and peaceful elections) on the day of the balloting. Du also appeals to the authorities to ensure that every vote may be properly accounted. While the Commission on Elections has tagged Tacloban among the areas in the region that is not prone to election-related violence, residents of the city were alarmed over the presence of some armed men identified to a certain candidate. The residents of this city have called on the police and the Comelec to immediately address all concerns so that the conduct of elections in Tacloban would be peaceful.
