The County Attorney's office is committed to community outreach through training and education. In 2011 County Attorney staff provided 41 training opportunities to law enforcement, prosecutors/attorneys, county employees and residents of Washington County. In 2012 this number increased to 49. A/V equipment to be purchased and installed is per the standards established by IT and as installed in the lower level conference rooms in the Government Center.

42 Code of Federal Regulations (C.F.R.) 440.180 and the Minnesota Department of Human Services' Medicaid Waiver Plans delegate counties the responsibility of issuing, managing, and monitoring contracts to providers of Home and Community Based Services through Medical Assistance Waivers.

BACKGROUND/JUSTIFICATION:

LifeStyle Adult Day Center is a licensed Adult Day Care with the Department of Human Services and is able to provide services to waiver eligible, elderly and disabled clients. The services this agency provides include: adult day care, adult day care bath, nutrition services, out-of-home respite and transportation. Washington County Community Services provides case management for clients who receive Home and Community Based Waiver Programs such as Alternative Care, Elderly Waiver, Community Alternatives for Disabled Individuals, Brain Injury, Community Alternative Care, and Developmental Disabilities. County case managers will determine if clients have an assessed need for adult day care services and will be able to authorize LifeStyle Adult Day Center as a contracted vendor to provide these services. LifeStyle Adult Day Center will bill the State of Minnesota directly through the Medicaid Management Information System and receive payment directly from the State. All services are paid for with waiver funds-federal and state dollars, no county dollars are utilized. The Community Services Department recommends approval of the contract with LifeStyle Adult Day Center.

First, on October 2, 2013 the Library requests opening at 1:00 p.m. in order to conduct its annual all staff meeting that morning. Second, the Library requests closing at 5:00 p.m. instead of 8:00 p.m. on New Year's Eve, Tuesday, December 31, 2013. It has been the past practice to close the Library at 5:00 p.m. on New Year's Eve, if it falls on a day when the library is open in the evening.

There is only one amendment to the Library Board policies in 2013. Specifically, the Library Board has approved a change to the meeting room policy to clarify that all meetings must be free and open to the public and that no commercial business can be conducted in the Library meeting rooms. Library meeting rooms can only be used during library open hours. Other policies include: Policy on Access to Materials, Resources and Services; Policy on Informational Resources; Policy on Respectful Conduct; Policy on Independent Public Libraries; and Policy on Internet Use.

Washington County Library Policies WHEREAS, Chapter 13, Laws of Minnesota 2005, gives the Washington County Board of Commissioners the authority to direct, operate and manage the Washington County Library System; and WHEREAS, by Resolution 2005-120, the Washington County Board of Commissioners authorized the Washington County Library Board to develop policies and procedures for the operation and administration of the Washington County Library and that such policies be submitted to the County Board for approval; and WHEREAS, Resolution 2005-120 specifies that the Washington County Library Board is to be responsible for the use and scheduling of Library meeting rooms; and WHEREAS, the Washington County Library Board has approved and recommends it 2013 Library Policies including a clarification on the use of the Librarys meeting rooms; and NOW THEREFORE, BE IT RESOLVED that, the Washington County Board of Commissioners approves the Washington County Library policies attached here within.

WASHINGTON COUNTY LIBRARY BOARD POLICIES

POLICY ON USE OF LIBRARY FACILITIES & MEETING ROOMS Library facilities are provided to house collections and other information resources and to provide access to electronic resources and the Internet. Facilities also provide space for people to use these resources, for staff to assist customers and for public meetings, where possible. Access to the Washington County Library is available to all interested people, even if they are not county residents. Use of meeting rooms will not be restricted or denied to individuals using them for their intended purposes if they comply with policies describing appropriate conduct. Meeting and/or conference room space is provided in some libraries and may be used by groups or individuals for meetings and programs that are free and open to the public. Library meeting rooms cannot be used for commercial purposes including direct sale of goods or services. Reservations for space are required. POLICY ON ACCESS TO MATERIALS, RESOURCES AND SERVICES To make the materials, resources and services selected by the Library widely and equitably available to all, the following policies apply: 1. The Washington County Library does not discriminate in providing access and will not restrict the use or loans of our materials, resources, and services based on the origin, age, background or views of people wishing to use the library. The Washington County Library reserves the right to determine what information will be distributed or displayed in its branches and the conditions for such display. Parents or guardians have the responsibility to guide and direct the use of library facilities, materials, resources, equipment and services by their children or wards. Parents or guardians may restrict access to videotapes and DVDs in the adult collection for their children who are 17 years of age or younger. Parents may have access to the titles of material checked out by their children if they share the same address and if the parent appears in person at the library with valid identification showing proof of address. A child may request that the library restrict a parents access to this information upon formal written notice to the Washington County Attorney. The Washington County Attorney may approve such request if determined to be in the best interest of the child. (See M.S. 13.02, subd.8) 2. The Washington County Library complies with the requirements of the Childrens Internet Protection Act (CIPA) and filters Internet access to visual depictions of sexually explicit and obscene materials at all public and staff computer workstations. These filters can be disabled at the request of an adult 17 years of age and older as required by the CIPA. 3. Anyone who lives at a property or owns property that is taxed by Washington County for support of the County Library may register with the County Library. Washington County Library cards will be issued to all registered users. Under contractual agreement with the cities of Stillwater and Bayport, their residents who hold valid city library cards are considered Washington County Library cardholders; no additional registration is required.

WASHINGTON COUNTY LIBRARY BOARD POLICIES 4. Washington County Library offers its services to all Minnesotans consistent with terms of the State Borrowers Compact. Anyone with a valid library card from another Minnesota public library that is a member of a Minnesota regional library system may register the card with Washington County Library. 5. Residents of other states or of a Minnesota jurisdiction that does not participate in a Minnesota regional library system may also obtain user privileges by purchasing a library card annually. 6. Washington County Library does not charge fees for providing library-selected materials, resources, information or for staff assistance. WCL offers interlibrary loan service through MnLINK and OCLC to assist users in obtaining materials or resources not normally selected, acquired or made available by the library. The Library will pass on to users any fees charged by the lending library for these materials or resources. 7. All charges, including those for repairs, replacements and recovery costs for lost items, will be determined by the Washington County Board of Commissioners as part of the County Fee Schedule. POLICY ON INFORMATIONAL RESOURCES The Library provides access to a variety of resources to meet the information and recreation needs of individuals and the community. Materials are selected and made available for use in libraries, by loan or by distribution or via the WCL Website (www.co.washington.mn.us/library). The Library provides Internet access for the public at computer workstations. The Library also purchases a broad range of electronic resources, including databases and reference materials, and has trained staff to assist customers in their use. 1. The Library ensures the availability of current information on needed subjects by continually selecting new resources for addition to collections and by reviewing existing resources for retention. Because of budget and space limitations, the Library cannot acquire and retain every useful title but will consider the merits of the title considered as a whole in relation to the Librarys mission and policies. A wide variety of resources are provided to meet the diverse interests and needs of county residents. Some of these resources may be controversial and any given title may offend some library users. The Library will not censor in its selection practices and selection will not be made on the basis of any anticipated approval or disapproval by individuals. 2. The Librarys priority is to acquire and retain resources that have broad current and potential user demand. Specialized resources and curriculum materials are considered for acquisition if they also are of general interest. Staff selectors use their professional training and experience to make decisions about adding and retaining resources and consider many factors including: a. User requests and other indications of need and potential user demand b. Coverage of the subject in Washington County Library collections c. Availability of resources from other libraries and other sources d. Quality of the work indicated through reviews e. Reputation of the author f. Depth and comprehensiveness of treatment of subject matter g. Timeliness and reliability of information 3. As a source of information about the community, we acquire and make available various publications and information produced by local agencies.

4. Collections include a variety of print and non-print materials formats, such as DVDs, CDs, downloadable books, etc. Decisions to acquire or retain formats are made after considering the potential for and/or demonstrated use; effectiveness in communicating content; and projected durability. 5. Resources are reviewed regularly by Library staff for retention and may be reviewed on request to determine how well an item continues to meet Library objectives, potential for continued use, physical condition and space available to house the item. Some or all copies of items with reduced potential for use may be disposed of through sales or donations to other agencies. 6. Users may request that the Library Director reconsider items held in the Library Collection. The Library Director or designee(s) will review the material in a timely fashion. The Library Director will respond in writing to the user with the disposition of the users request for reconsideration. Users may appeal the Directors decision to the Library Board. Appeals must be made in writing to the Library Board. The Library Board will provide a hearing at a regularly scheduled Board meeting and will make a decision on reconsideration within 60 days of the hearing. 7. The Library Bill of Rights and its interpretations, adopted by the Council of the American Library Association, are incorporated into this policy on library resources as appendix A or can be found at the ALA website: http://www.ala.org/ala/aboutala/offices/oif/statementspols/statementsif/librarybillrights.cfm POLICY ON RESPECTFUL CONDUCT The Washington County Library and its staff value and promote libraries that exemplify respectful treatment of everyone. Library customers have the right to expect friendly and competent library service provided in a safe and inviting atmosphere. Library staff members have the right to provide library services without fear of abuse or threatening behavior from people using the library or on the library grounds. To achieve that end, everyone is expected to act in a manner that will not disturb others, interrupt library service, or interfere with the use of the library by others. Washington County Library abides by state and local laws defining and restricting disorderly conduct and nuisance behavior. Causing a nuisance as defined in Minnesota Statute 561.01 is prohibited. A nuisance is anything that is 1) harmful to the health of a person; 2) offensive to the senses of a person; or, 3) an obstruction to the free and unrestricted use and enjoyment of the library property by other persons. Disorderly conduct as defined in Minnesota Statute 609.72 or local ordinance is also prohibited. A person is engaged in disorderly conduct as defined in Minnesota Statutes who 1) Engages in brawling or fighting; or 2) Disturbs an assembly or meeting, not unlawful in its character; or 3) Engages in offensive, obscene, abusive, boisterous, or noisy conduct or in offensive, obscene, or abusive language tending reasonably to arouse alarm, anger or resentment in others. Library customers have the right to use library materials and facilities that are readily available and that are in good condition. The following rules are intended to exemplify the principles of respectful behavior and to ensure that the library is a welcome place for everyone:

Most library materials may be checked out with a valid library card registered in the County Return library materials on time and in good condition so that others can use them too. (MN Statute 609.541) Relinquish books, other library materials, or PCs when you are asked to do so by library staff. Respect the rights of other people in the library. Cell phone and pager ringers should be silenced when in the library. Speak quietly when conversing on the phone or in person, and keep conversations short. When possible, hold conversations outside the library or in areas where you will not disturb others and you can expect privacy. Be quiet in designated study areas. Do not harass others, either by words or by actions. Do not view computer screens or observe people who are using the computers. Do not bring animals, other than service animals, into the library unless for an approved program, Do not use any form of tobacco in the library. Users may eat, or drink non-alcoholic covered beverages in the library, except in areas near computers and other equipment. Do not bring alcohol or illegal substances into the library or on library property. Persons under the influence of alcohol or illegal substances will be asked to leave the premises. These rules and guidelines are intended to facilitate the comfort and the protection of everyone who uses the library. The library staff may require the user to leave the premises, call the police, or ultimately bar the user from the library for non-compliance. The Library may ban users from some or all library services and privileges based on violations of library policies. This loss of library use may be applied for a set or indefinite period of time. When loss of privileges is recommended by staff for 6 months or more and that recommendation is accepted by the Library Director, the Library Director will notify the user in writing of the reasons for termination of library privileges including the time period for which these restrictions apply. The individual will be informed that he/she may appeal the Library Directors determination to the Library Board. All such appeals must be made in writing and in a timely fashion. The Library Board will consider the written request and may take action to review or reconsider the action, including using mediation to resolve the issues involved. Especially for Children Children are an important part of the Washington County Library community. The Library encourages children of all ages to visit the library, enjoy our storytimes and other programs, learn from the information available, ask questions, borrow books and other materials, use the computers, enjoy their time in the library, and become lifelong library users. Children (and parents) must respect the rights of the other customers. Library staff members are not babysitters, and, despite their best efforts, public places may not always be safe places for unsupervised children. To ensure a positive library experience, everyone is expected to act in a manner that will not disturb others, interrupt library service, or interfere with the use of the library by others. Children who are being disruptive will be asked by staff to follow the rules. If the disruptive behavior continues staff will inform the parent/guardian that his/her child is disturbing others. If the parent/guardian refuses to cooperate or is unable to control the child, he/she and the child will be asked to leave. If the child is unsupervised, staff will obtain the childs name and will either contact the parent or guardian to pick up the child, or allow the child to call the parent or guardian to pick them up. A letter will be sent to the parent/guardian of all disruptive or unsupervised children explaining the rules.

The library staff may require the user to leave the premises, call the police, or ultimately bar the user from the library for non-compliance with these rules, which may include issuance of a writ of trespass by local law enforcement.

POLICY ON INDEPENDENT PUBLIC LIBRARIES We support state policy encouraging the consolidation of public libraries at the county level as the most effective way to ensure equitable access by all public library users to a full range of library services. POLICY ON INTERNET USE Washington County Library provides access to a variety of resources to meet the informational and recreational needs of individuals and the community. Access to the Internet is one of these resources. Washington County Library expects that individuals will use the Internet responsibly, obey local, state and federal laws and follow library policies and rules. Violators of laws or regulations may be subject to local, state or federal prosecution. Library access to the Internet may be denied for individuals who do not follow library policies and rules. Responsibilities of Washington County Library are to: Select electronic resources such as library catalogs, databases, indexes and Internet sites that appear on the Library web pages. Offer guidance in the use of these selected electronic resources; offer basic classes in the use of the Internet. In accordance with the federal Childrens Internet Protection Act (CIPA), use a technology protection measure on all workstations that provide access to the Internet to block or filter visual depictions that are obscene, child pornography or harmful to minors as defined in the Act. In accordance with the federal Childrens Internet Protection Act (CIPA), disable the technology protection measure upon request of individuals age 17 and older. (Individuals must provide proof of age.) Suspend Internet access for individuals who do not follow library policies and rules. If demand for Internet access is high, set time limits, or restrict downloading of files.

Display or print material that is obscene, child pornography or harmful to minors. Gain unauthorized access to resources or entities or to invade the privacy of other individuals. Engage in any activity that is deliberately offensive or creates a disruptive or hostile environment for other individuals or staff. Degrade or disrupt equipment or Library network performance. Childrens use of the Internet: A childs use of the Internet in the library is the responsibility of that childs parent or guardian. Parents or guardians should develop family-based rules for their childs use of the Internet, including rules about sharing of personal information using e-mail, participating in chat lines, etc. Washington County Library follows the provisions of Minnesota Statutes, Section 13.40 relating to the privacy of library data. In addition, recessed monitors are used to provide privacy to individuals using the Internet in the library. Washington County Library recognizes that resources on the Internet may not be accurate or reliable; may be controversial and may offend some users. Only individual users can determine what is appropriate for them. The library has selected electronic resources such as library catalogs, databases, indexes and Internet sites that appear on the Library web pages. Resources available on the Internet change quickly and frequently. Inclusion of a site on the Library web pages does not constitute an endorsement, warranty or guarantee. Washington County Library assumes no responsibility for any damage, direct or indirect, that users or anyone else may suffer through accessing the Internet via Washington County Library. Park staff conducted an annual winter aerial survey of the deer population in and around Lake Elmo Park Reserve (LEPR) within the City of Lake Elmo. As a result of this survey and in consultation with the Minnesota Department of Natural Resources (DNR), staff has concluded that the current deer population exceeds the carrying capacity of the park. When the carrying capacity is exceeded (overpopulation), there is a negative effect on the park and surrounding area. Overpopulation results in habitat and vegetation degradation and increased deer and vehicle accidents. The DNR has recommended that up to 100 deer be removed from the park to reduce the number of deer per square mile. Currently, the population is four times greater than the recommended herd size. The suggested and most efficient method is a shotgun harvest. The harvest will be scheduled for the 1st and 2nd weekends in November, during which time the park will be closed to the public. Parks staff will work with the Washington County Sheriff's Office and DNR to conduct the harvest. This management technique has been implemented on six occasions in Lake Elmo Park Reserve in the past 20 years, most recently in 2008. The Washington County Park and Open Space Commission recommend the County Board approve the use of a shotgun harvest to manage the deer herd in LEPR.

As managers of the state's fisheries, the Minnesota Department of Natural Resources (DNR) relies on several tools to gather information. One of these tools is a creel, or angler survey. What a creel survey amounts to is having an individual interview anglers, measure fish, keep track of hours fished, count boats, fish houses, recreational craft, etc. The data from the surveys provide the DNR information about the effort, harvest, size distribution of several important species of fish, and also an understanding of the fishing quality and recreational pressure a lake and/or river has been subject to. In order to conduct creel surveys on the St. Croix River, the DNR has requested permission from the county to moor a boat in the cove at the St. Croix Bluffs Regional Park, to allow a DNR employee access to the boat, and to park a vehicle in the boat launch parking lot. The term of the license is from May 14 to October 31, 2013. The DNR has signed the license agreement. The Parks Division Director of the Public Works Department recommends approval and execution of the license agreement.

This partnership completes the county-wide focus on the growing problem of pharmaceutical addiction and abuse. The Sheriffs Office will be providing one deputy (1 FTE) to the Task Force. The DEA will provide transportation, equipment, office space, technical and administrative aid and cover overtime costs.

In July 2012 the county began a strategic planning process with a meeting of county commissioners and department heads. The process included a review of county demographics, workforce information, and countywide issues and trends, as well as identification of key messages and issues of our citizens. The planning process has also included a review of the county's mission statement, goals and values. While the various workgroups felt the mission, goals and values were still relevant to the work the county currently performs, small changes were made to update and improve each of these statements. The revised mission, goals and values have been reviewed by the county board, department heads and supervisors throughout the planning process. Staff and commissioners continue to discuss the adoption of a county vision, but that work is not yet completed. LCCMR 2014 MAIN PROPOSAL


PROJECT TITLE: 3500-foot Shoreland Acquisition on St. Croix River I. PROJECT STATEMENT Washington County is partnering with the City of Stillwater to acquire 15 acres with 3,500 feet of St. Croix River shoreland to the east and 3,500 feet of Browns Creek State Trail frontage to the west. The city will own and manage the land as a new park serving tail users on the new Browns Creek State Trail, river users on the Lower St. Croix National Scenic Riverway, tourists and area residents. The city will restore much of the property to a natural condition and operate it as a nature park with passive recreational uses such as shore fishing, transient dockage, walk-in boat launching, walking paths, nature observation, picnicking and trail access. The LCCMR contribution is a 50% match to local funds. Both local and state funding is needed because of the high value of St. Croix River property. It is appropriate to use both local and state funds as this acquisition serves national, state and local clientele. The land contains altered Silver Maple floodplain, and seepage swamp; some invasive species; turf and a modest home. Subsequent restoration of the turf and invasive species to a more natural condition using native species will improve ecological diversity and ecosystem connectivity; increase breeding and migratory habitat for waterfowl, shorebirds, and neotropical migrants; and filter and store flood waters. The landowner is elderly and is seeking to sell her property. For a limited time she is willing to negotiate for public ownership of all or a portion of the property before she markets it for development. An appraisal is underway; the project cost will be updated when the appraisal is completed. The county will negotiate for a purchase agreement that is contingent on receiving matching funds. The landowner seems willing to wait to close until after July 2014. The county may reduce the amount of funds requested if a lower purchase price can be negotiated; the requested funds will not include the value of the home. Although this new city park will provide additional public access and recreational opportunities to the St. Croix River and a much needed rest area at the terminus of the Browns Creek State Trail neither the National Park Service (NPS) nor the DNR is interested in owning the property. The NPS cannot own the property because it is outside the National Scenic Riverway District boundary; the parcel is within the state-managed portion of the riverway district. The DNR already owns enough land to build the state trail adjacent to this property and does not want to add this land. Both agencies are supportive of this acquisition and will be actively involved in preparing the master plan. The property is the largest private holding of land along the St. Croix River within Stillwater and is one of the longest stretches of St. Croix River frontage remaining in single ownership in Washington County. Its location adjacent to the Browns Creek State Trail, proximity to downtown Stillwater, the length of shoreland frontage, and accessibility due to its low elevation make this a unique acquisition and a highly desirable destination for recreational pursuits. This acquisition is consistent with the Statewide Conservation and Preservation Plan to protect critical shore lands. II. DESCRIPTION OF PROJECT ACTIVITIES Activity 1: Protect Significant Shoreland through Land Acquisition Budget: $ 2,500,000

The county will acquire a 15-acre parcel including 3,500 feet of frontage on the St. Croix River. An appraisal is underway. The county hopes to attain a signed purchase agreement by December 31, 2013 and close on the acquisition by the end of 2014. Washington County has adopted a Conservation

Priorities Plan and site evaluation criteria that aid the county in being strategic in choosing land protection that is most critical and maximizes the ecological benefits of public funds. The countys priorities are to acquire interests in land for recreation; adjacent to waterways, and recreational facilities; serving multiple public purposes; and providing public access. A citizen advisory committee rated this acquisition as very high for meeting program goals and priorities and recommended its purchase. Outcome 1. Acquire 15 acres and 3,500 feet of frontage on the St. Croix River and the Browns Creek State Trail. Completion Date December 31, 2014

III. PROJECT STRATEGY A. Project Team/Partners Washington County will receive the grant funds and will carry out the acquisition work. The county will contribute up to 50% of the cost of the acquisition. Because the county is contributing a large amount of the funds, the county will retain an interest in the property in the form of a conservation easement that will provide permanent protection. The City of Stillwater will own and manage the property. The city will contribute a portion of the funds. City and county staff will jointly prepare a park master plan after the property is acquired. The Washington Conservation District staff will assist in preparing a restoration and natural resource management plan. B. Timeline Requirements The owner of the property is a willing seller. The County Board and City Council have approved the acquisition and have directed staff to order an appraisal and to seek matching funds. Upon receipt of the appraisal the county and city will negotiate for a purchase agreement. After receiving a signed purchase agreement the city and county will prepare a park master plan and restoration plan. The county will be ready to close on the purchase shortly after receiving the matching funds. C. Long-Term Strategy and Future The city and county seek to acquire this land while we have a willing seller and it is being actively marketed for sale. The city has agreed to accept the future operations and management responsibilities and costs if it can get some financial assistance in acquiring the property. The city will seek additional grant funds from appropriate funders to complete the restoration work and to build the recreational facilities.

The WCRRA is responsible for delivering the Newport Transit Station project. The following grants will fund the construction phase of the Newport Transit Station. The first agreement is a sub-recipient grant with the Metropolitan Council for $1,750,000 and is funded by state general obligation bonds and does not require matching funds. The second agreement is a sub-recipient grant with the Metropolitan Council for $475,000 and is funded by the Federal Transit Administration and a $118,750 match is required. A portion of the state bond funds will be used to match the federal funds. CTIB grant amendment no. 2 extends the term of the agreement. CTIB grant amendment 3 increases the grant award by an additional $405,000 for a total grant award of $630,000. An additional $45,000 local match will also be required. The Washington County Regional Railroad Authority will provide the required local match.

The Washington County Regional Railroad Authority is the agency responsible for the development of the Newport Transit Station. The site is located in the City of Newport and the City requires a development agreement to be in place prior to construction. The development agreement defines the roles and responsibilities of each party during construction and for ongoing maintenance. The City has approved the development agreement. The land for the transit station will be subdivided into the transit station lot and lots for future development. The new public street will also be dedicated to the City of Newport as part of the plat. The WCRRA is the land owner and will need to approve the execution of the final plat to be known as Newport Station Addition before it can be recorded. The City approved the execution of the final plat in October 2012.

BACKGROUND/JUSTIFICATION:

This workshop will provide an overview of Washington County Public Health and Environments water resources and subsurface sewage treatment system (SSTS) programs. The countys water program deals with both surface water and groundwater. Staff will provide an overview of water governance, as well as the work with watershed districts, the water consortium, and the groundwater program. The county is delegated by the state to run a SSTS or septic program, enforce state rules, and the county ordinance. Staff will provide a basic overview of the countys current SSTS inspection and compliance program and set the stage for an ordinance revision later this year.

Authorized by the Legislature in 2011. Recommends establishing the One Watershed One Plan legislation as the preferred option for local watershed management in Greater MN. Additional recommendations around public waters, groundwater, land use, and nonpoint sources.

Groundwater
Promote and offer residential well water testing. Coordinate with state agencies and local communities on contamination issues, special well construction areas, and wellhead protection. Implement an abandoned well sealing program. Comment on various permits, environmental review documents, and local plans to ensure protection of groundwater resources.

Groundwater
Staff are currently preparing a 10 year County Groundwater Plan, authorized in statute. The plan will provide direction and coordination as it relates to groundwater in the county. Staff have led the Groundwater Advisory Committee through a rigorous planning process. A Board workshop is planned for June to review the draft plan and strategies, prior to a public comment period.

Looking Forward
The State develops and implements statewide criteria for water management. In 2012, the Legislature adopted the One Watershed-One Plan approach the Board of Water and Soil Resources has hired staff to move this forward. Central connection through Public Health & Environment on groundwater and surface water issues. 10 year groundwater plan ready for Board review in June.
