It will work towards the goals of promoting peace, security and politicalstability in Puntland through socio-economic development and helping Puntland benefit from its own natural resources.

The Government of Puntlano Siate_of Somalia welcomes the services and assistance of the Moffett Group to help us f.nd a lasting solution to the current inactivity of ' ConccoPhiilips Company in exploring oil blocks in Puntland State of Somalia. ConocoPhillips abandoned its oil exploration activities in'Puntland State of Somalia. when the Somali central government in Mogadishu collapsed in 1991 'Since then Somalia has undergone 20 years of civil war and national fragmentation' Fortunately. Puntland has established its own state government in 19S8 witr parliament executive and independent judiciary The state has its own constitution w h i c oives full mandate to exploit its own state iesources. . - ~ For 13 yea-s. Puntland has enjoyed peace and stability, creating an environment conducive to foreign investment. The peace, security and political stability in Puntland can be sustained through socioeconomic development, such as better schools and Hospitals, construction of publir infrastructure, light industry, and job-creation. -As such, it is a matter .of urgency that Puntland needs to benefit from its own natural resources, including potential oil reserves. Mr. Kadir Mohamud is hereby nominated as'the Coordinator to help advance the relationship between the Puntland Government and the Moffett Group with the mutual objective of finding a tangible solution to the inactivity of ConocoPhillips Company in Puntland State of Somalia ' - -. ; ' ' ' Please accept the assurances of-my highest consideration. -
