Ryskulov Kazakh Economic University has been implementing the credit system of education, which ensures international recognition of the national educational programs, establishes the conditions for mobility of students and faculty members of higher educational institutions, as well as improves the quality of education. The credit system of education makes students study by themselves, while a tutor coordinates and guides their study. According to the 3.001 2004 State compulsory standard of education of the Republic of Kazakhstan, self-study is divided into two types - self-studied or independent work of the student under the guidance of a teacher (SSWT) and the students independent /self -studied work (SSW). Students self-studied work under the guidance of a teacher (SSWT) in-class work of the student in collaboration with the teacher, which must be specified in the schedule of classes [1]. Students self-studied work with the supervision of the teacher (SSWT) the students in-class work under the guidance of the teacher, which must be shown in the schedule of study. The standard single cycle of the students self -studied work with the supervision of a teacher (SSWT) includes the following four basic functions. The first assumes the active perception of information by the students, provided by a teacher during the lectures of a given course. The second function contemplates that the students themselves, based on recommendations from teachers, study academic manuals, literature, complete the homework, term papers, etc. At this stage the students are required to know the methods of working, fixing of their difficulties, selforganization and self-course. The third function of the students is to analyze and systematize their difficult situations, to identify the causes of difficulties in understanding and assimilation of educational material, and to implement other learning activities. Students transform these issues into the questions to ask from the teacher (rank them, arrange, make out), make up their own versions of the answers to these questions. The fourth function of students is an appeal to the teacher for appropriate explanations, tips, and advice. The main task of the credit system of education is to develop students' abilities to self-organization and self-education. Using the case studies helps to develop students analytical and communicating skills. As the tutor of Personnel management course for 5050700 Management specialization, the author proposes the method of active learning as described below. According to the syllabus of the Personnel management course, while touching upon the Recruitment and Selection topic, the students are given the task to read International HRM case study. Purpose of the Case Study: The case study is geared toward an undergraduate audience with a basic understanding of the issues involved in domestic recruitment and selection.

The case is based on a ctional organization in the United Kingdoms hotel industry; however, the content covered is relevant internationally and among different industries. The material is presented in the manner to allow students to apply theory to a practical situation. Students will have an opportunity to think about the key decisions involved in international assignments. Students will be able to transfer their knowledge of domestic HR issues to the international context and consider the roles and duties performed by expatriate workers. International HRM case study Apple Hotels, PLC, owns more than 60 hotels throughout the United Kingdom. They recently acquired a small hotel chain headquartered in France. Apples chief executive decided that half of the new hotels in France would be retained and rebranded as part of the Apple Hotels Group; the other half will be sold. This will support Apples strategic objective of growing the organization slowly to make sure that new ventures are well supported and opened on time and on budget. Most guests stay for one to three nights and are a combination of business and leisure travelers. The hotels are typically situated in downtown locations that are easily accessible by mass transit. Tourists are attracted to these hotels in popular visitor destinations where the many local attractions mean that they will not be spending much time in their hotel rooms. The organization has decided to use an ethnocentric approach and send some of their existing UK-based managers to France to lead the changeover of the new hotels and then manage them after they re-open. If this new overseas venture is successful, Apple may decide to acquire other small hotel groups in other European countries. The organization would like to own 150 hotels in the next ve years. Their 10-year plan is to own 300 hotels across Europe. This is an ambitious target, so it is important that the organization nds an effective formula to operate successfully in other countries. The organization has never owned hotels outside the UK before, and has hired a team of independent management consultants to advise them on how to proceed. They provided the consultants the following information during their initial meeting: A majority of their existing managers said they would like a chance to work abroad. None of their existing managers speak French uently. They will allow four weeks to rebrand the hotels. The new hotels must be ready to open after that time. They expect to recruit a large number of staff for the new French hotels, because more than 70 percent of the employees from the acquired organization left. They will require their managers to be exible and move between countries if any problems arise. After reading the case the students are given the following tasks:

Activity A (5 minutes) Based on the information you have to date, what do you think the key priorities should be? Activity B (15-20 minutes, including presentation of ideas) The hotel management asked you if they should look only at internal candidates who are parent country nationals (PCNs) or recruit host country nationals (HCNs). The class should be divided into three groups; each group should prepare a 3-minute argument based on the following: Group 1 believes that only PCNs should be hired. Group 2 believes that only HCNs should be hired. Group 3 believes that a combination of PCNs and HCNs should be hired. Present the advantages of the approach your group was allocated to the class. Form of control: In-class discussion. Each group representative explains their point of view by turn. Grading point of the assignment: 5 points A list of recommended literature: class notes and the case study. To make students to work harder on this matter and consider the issue from a number of perspectives they are given the same case study for SSW, but with another assignment. Guidance on the accomplishment of the SSW: Based on the information provided in the International HRM case study, write a recruitment advertisement for the new position(s), which can be sent to existing managers by e-mail. Your advertisement should include, at a minimum, the following information: - Main responsibilities of the new job. - The skills you are looking for in the position. Form of control: written paper Grading point of the assignment: 10 points A list of recommended literature: class notes and the case study The given example of the case study meets all the requirements of the State compulsory standard of education, which defines the following functions of the teacher/tutor.

The first function of the teacher is orientation. This includes introduction to the topic, its goal and objectives, description of practical utility, and so forth, to direct student for further independent work. The second function of the teacher is to consult students on their individual works and to implement appropriate corrective actions. The third function of the teacher - evaluation and control. It involves the testing, evaluating of knowledge and skills of students, organizing a dialogue to identify their main difficulty, demonstrating the "correct" actions, interactions, standard ways of working in the position of an expert or supervisor.
