Executive Summary:
Under the guidance of the Environmental Protection Act set forth by the United States of America, it is recommended by White Winter gis that the municipal government of Springfield, Oregon take immediate action to maintained and rebuild the citys crumbling sewer system infrastructure.

The city of Springfield provided numerous companies in the region, with a potential contract bid if they were able to produce a cost analysis proposal that outlines the various pipes in the sewer system in addition to the estimate cost of fixing these deteriorating pipes. The citys provided those interested in the contract, with AutoCAD files which would be used to assess the length and variety of pipes in the network. Information pertaining to maintenance cost of the individual pipes has been provided as well, for the companies to refer to in the cost analysis. White Winter gis has assessed the provided data from the city and has attained a cost of $389,848 (USD) for the maintenance efforts to sewer system in the Springfield, Oregon. These costs will not varying from those companies bidding for the contract, but a price cannot be placed on the health and well being of the citizens in the region.

No matter what option the city takes, they must act quickly to resort their crumbling sewer infrastructure.

1. Introduction:
The city of Springfield Oregon is looking to perform maintenance on the citys sewer infrastructure. The Department of Infrastructure has contracted out a proposed project that looks at making adjustment and modifications to the concrete, clay and PVC piping that makes up the sewer system. The department is looking for a cost estimate for realigning the concrete piping and replacing the clay pipe network. White Winter gis, has taken this opportunity to propose a proposal that will layout the sewer system using AutoCAD in addition to providing a cost analysis. It will be illustrated that the all of the pipes, besides the PVC piping should be maintained to enhance the sewer system in the city. The client has indicated that there are three types of pipes used in sewer system, but the clay pipes have additional variations with five different pipes with five different diameters. These pipes have additional costs that correspond to the maintenance that would be associated with the maintenance efforts. The proposal for this project will be then given to the Department of infrastructure, for them to consult and decide upon maintenance efforts.

2. Purpose:

4. Methodology:
A. New Map Development

A new map drawing is required for the initial section of the deliverable. The selection of the map2d.dwt map template provided in AutoCAD 3D will provide consistencies in the drawings. The template serves as an appropriate means for the start of the deliverable [Select File-NewTemplate Wizard- map2d.dwt]. The file is saved given the name GISC9305D3 White B.

B. Coordinate System Specification It is important in the drawing process to have consistency, which is especially important when setting the coordinate system of a drawing. This is not only for the purpose of the drawing but is important when other features such as raster and feature files are connected to the drawing. When files are added to the current drawing they will be cross referenced with the coordinate system assigned to the drawing making it unnecessary to individually select the files coordinate system for the files. For this deliverable it was specified that the coordinate system of the map drawing to be NAD27 Oregon, Zone 1 [Map Setup Ribbon Coordinate Systems --- Assign Global Coordinate System - NAD27 Oreg. State planes, Zone 1(401), US foot].

C. Data Connection Following the coordinate designation of the map drawing in AutoCAD 3D, the designation and input of the data pertaining to this study is required. In order to access the data that will be used for this deliverable it is necessary for the user to specify the drive network that will be used to retrieve the data and also to specify where the new information pertaining to the data will be saved. For this to be accomplished the user much select the Map Explorer tab within the Task Pane. Within this tab, right click on the Drawing folder followed by selecting Attach. The user at this point will have obtained the dialogue window to where the select the drive that they wish to use in addition to identifying the drive with an alias name to be accessed during the course of the work performed in AutoCAD. The benefit to this structuring of the drive is to aid in the sharing function of data with others, who file structure is not similar to the current users. Select the Create/Edit Aliases button on the top of the dialogue box. This will bring the user to the diver alliance administration dialogue box where they can specify the driver path.

For this deliverable the alias name was structured in accordance to the file structure format specified by the client, GISC9305 D3 WhiteB, in order to attain consistency within the file structure of the company. The user will have then specified the path [Driver Alias Administration Dialog box <Browse>] to where the files to be created in the project will be saved. Following the specification of the file structure, the user will <Add> the folder and the file path structure to the select drawings to attach dialog box. In the Select Drawing dialog box select the GISC9305 D3 WhiteB alias, from the drop-down list. Within the folder there will be the data required for the project:

Select and add these specified data to the drawing. If the data has been connected properly to the map drawings then the data will appear in the Map Explorer tab of the Task Pane. The source drawings are not indicated identified are will be include the further processes. D. Querying Data In order to obtain the estimated cost of fixing the sewer system network, the length of the pipes was necessary to be obtained. Having been given the data in AutoCAD Map 3D, this required that each individual series of pipe be extracted from the data and examined. It was duty of the consultant to extract information from the data and query it to find the length of the three types of pipes used in the sewer network. The attached source drawings will be shown in the Drawings folders in the Map Explorer tab of the Task Pane. These data files will be included in all Query and Quick View commands performed. Making sure that the data files are specified and attached to the drawing the query process may begin. In the Map Explorer, select the Current Query and select Define. Following this select the <<Data>> in the Query Type selection. This will provide the user with the ability to specify the data query variables. For the purpose of the end result, the variable in question that is to be examined is the material type of the pipe. For this specific reason, the query of the general San_Sewer.dwg will be queried using the expressions selected for the different types of pipes present in the network.

PVC = PVC Clay- CLAY

The first query to be performed was to extract the clay pipelines from the original San_Sewer.dwg. This query was performed to analyze the pipe type and export any pipes in the dwg file that were first, concrete and had them extracted as a new layer file in using the query expression CON. The same procedure was conducted for the PVC pipeline that was used in the citys sewer system network.

Neither the PVC or concrete pipe system data was to be extracted further from the dwg file, as outlined in the terms of reference, but the information pertaining to the length of the pipe network was required to be extracted from AutoCAD to text file. This was performed by performing a query on the extracted CON and PVC data in the map drawing.

As illustrated in figure 6, the data was to be queried that selected the length attribute from the previously queried specifying the pipe material types. The specification of the type of pipe Material and then the Length attribute, extracted the necessary data to a text file. This text file was then added a larger Microsoft Excel file that included data pertaining to the length of the pipes for all of the three pipe types. Having extracted the necessary information pertaining to concrete and PVC piping, information was needed to be extracted from the original San_Sewer.dwg that would query the information and extract the necessary data for the clay piping in for the region. The next five queries were created to analyze the pipe type and export all concrete pipe types dependent on the diameter specifications of clay pipes outlined by the client. The terms of reference specified that a cost analysis would be performed and that clay pipes with the diameter of;

That was to be extracted from the original concrete query extracted from the original San_Sewer.dwg file. As was performed to extract both the primary and secondary data from the original dwg pertaining to the concrete and PVC piping, was performed on the Clay data file to extract the five diameter sixes. The purpose of performing queries on the clay pipe data, could be referred to the terms of reference that outlines five separate price fixings regarding maintenance cost subjected to the pipe which is dependent 1 of 5 pipe diameter sizes. Each of the 5 queries were specified for the purpose of the layer names:

Having performed five additional queries in for the clay pipe features, the newly created queries data needs to be extracted into a text file, as illustrated in figure 7 for clay pipes with a diameter of 15 inches, so that it can then be placed into the main excel file.

The final product for the drawing in the task pane should show 7 features included under the file structure of GISC9305D3. 7|Page

E. Reports After creating the seven layers as per requested by the said client, in the terms of reference. The layout was not the central focus of this project. The project required that the data pertaining to the length of each pipe fixture be extracted from the drawing and then summarized using Microsoft Excel. The initial step, as outlined throughout the methodology, was to query the length information from the individual files and have those extracted and saved as text files. The queries extracted the pipe length and type dependent on the specified file at the time. F. Layout Following the completion of the data input and extraction, the client would like a layout of the schematics to refer to during the cost analysis and be able to differentiate between the various types of pipes. The standard layout available in AutoCAD 3D of 8.5 x 11 Elegant was used for the layout. The concrete, PVC and clay pipelines were transferred from the model view to the layout view, in addition to the original street and tax lots layers provided by the client at the beginning of the project.

5. Cost Analysis:
Having obtained the file data for each layer in text file and converting it to an Microsoft Excel file, the formal report Appendix 1, can be consulted to review where the estimated cost of the maintains for the sewer system in Springfield, Oregon was obtained from.

The cost analysis was conducted by first establishing the results for the total length of each type of piping segment present in the sewer system. The initial variable need is the total length of each of the different types of clay pipes. Take the total length of each different clay pipe and multiple the individual results with the corresponding dollar value that found in the term of reference that refers to a corresponding estimate value that is associated with fixing that certain diameter of pipe segment. Thirdly obtain the total segment length of concrete pipe that can be added to the drawing. Once that result has been attained multiply it by 10, which is the corresponding estimated value for the realignment that will need to be performed on the concrete pipes. The cost associated with the PVC piping does not need to be calculated, as the client has directly indicated interest in results pertaining to the clay and concrete segments in the sewer system. Having obtained the cost associated with the different types of pipes, the results indicate that it will cost $152, 6940.00 which was obtained from;

As illustrated above, the cost of replacing the clay piping would cost the client $152, 964.30, in comparison to maintaining the concrete segment of piping, which requires just realigning the pipe segment which cost $10 for every foot.

The realignment approach to combating the maintenance problems associated with concrete piping would cost the client $237, 154.11, if the project was to go forward. The proposed realignment of the concrete sewers would cost $84,459.81 more than the replacement of the clay pipes. As the transport of waste and water throughout a city is essential, the company must go forth with the proposed project because there is no price that can be put on the health of the citizens of Springfield, Oregon. Refer to appendix one, for a complete cost analysis of the proposed maintenance project.

6. Recommendations:
White Winter gis has estimated that it will cost the Department of Infrastructure with the city of Springfield, Oregon 389, 848.417, to provided infrastructure maintenance to the citys sewer system network. The estimated cost does not take into account, taxes that would be subjected to a project of this size in the municipal jurisdiction of Springfield Oregon. The city must act in a timely manner so that the sewer systems do not ditherier any further, which could pose a health risk to the citizens of the city.
