The 43rd PAM Annual General Meeting (AGM) was held on 29 August 2009 at the Sime Darby Convention Centre, Kuala Lumpur. It was well attended by 111 Corporate members and 5 Graduate members, and presided over by PAM President Ar Lee Chor Wah. Members were introduced to the Election Officer Ar Chris Yap Seng Chye and the Deputy Election Officer Ar Rosli Ali, who proceeded to conduct the counting of returned ballots for this years election with the assistance of Ar Hajjah Nor Aini Juffery, Ar S. Thirilogachandran, Ar Don Cheong and Ar Chok Koh Siong who had volunteered to be the Scrutineeers. The AGM then proceeded to confirm the Minutes of the 42nd PAM Annual General Meeting held on16 August 2008, as proposed by Ar Paul Lai Chu and seconded by Ar Dr Tan Loke Mun. During the deliberation of PAM Annual Report 2008-2009, members commented on the small prints which were quite illegible to some members, and the meeting also discussed on the reports for International Affairs Committee. The reports were duly received by the AGM, as proposed by Ar Szeto Kok Yin and seconded by Ar Ng Chee Keong, and the Accounts for 2008 were duly approved, as proposed by Ar Szeto Kok Yin and seconded by Ar Mustapha Kamal Zulkarnain. The AGM also endorsed the election of KCSM Chartered Accountants as the new auditors of PAM. While waiting for the announcement of the Election results, the AGM deliberated on issues concerning the Institute and profession including issues on the liberalisation of professional services, the issue on the planning submission, status and updates of OSC, CCC, and Draft Kuala Lumpur City Plan 2010. The AGM also unanimously supported the resolution adopted by the UIA Assembly in Istanbul, Turkey in July 2005 which condemns development projects and the construction of buildings on land that has been ethnically purified or illegally appropriated, and projects based on regulations that are ethnically or culturally discriminatory.

On 25 July 2009 PAM Northern Chapter had organized the Green Building Index (GBI) Forum - MS 1525: Code of Practice on Energy Efficiency and Use of Renewable Energy for NonResidential Buildings in Penang. The forum was officiated by YAB the Chief Minister of Penang, Tuan Lim Guan Eng. It was attended by close to 110 participants, comprising of members of the building industry as well as architectural students from the School of Housing, Building and Planning (HBP), USM. Ar Nik Rahiman Taib, Chairman of PAM Northern Chapter, thanked GBI Sdn. Bhd. and PAM Central for choosing Penang as the first venue to launch this green building rating tools at the regional level after it was successfully launched at the national level in Kuala Lumpur on 21 May 2009. Ar Nik informed the audience that in June 2009, PAM had signed a Memorandum of Agreement with the School of HBP, USM to allow them to use the GBI rating tools in their architectural programmes. This, he said, was part of the effort by PAM to ensure that the green agenda will be fully understood and adopted by the students, our future professional and industry movers. Ar Boon Chee Wee, Deputy President PAM, gave an overview of the Malaysia GBI, its background and the objectives of the rating system. He also stressed the point that green buildings would not just make ecological and environment sense, but in the long term, these buildings would make sound economic sense too. and ACEM for all the work done in developing the Malaysia Green Building Index to where it is now. He threw a challenge to the whole of the building industry players, in particular the developers, to fully adopt the GBI and help Penang to become the first green state in Malaysia. He added that the Penang state government is committed to protect, preserve and promote the environment for the future generation. Several programmes had been initiated to help reducing the carbon emission, such as waste-reduction, tree-planting, river-cleaning and transportation master plan. In an effort to reduce plastic bag consumption, in July this year, Penang became the first state to launch `No Plastic Mondays by imposing a charge of 20 cents per plastic bag at hyper/supermarkets every Monday. As it received overwhelming response from the public, the state government is now considering to extend the campaign further. He concluded that the Penang State government was very appreciative of the green agenda and will work with MPPP on how to implement the GBI. By adopting a sustainable development policy, the preservation of Penang as a World Heritage City under the guidelines set by UNESCO would definitely be further enhanced, ensuring the co-existence of both new and old developments in the heart of George Town, Penang. The launch event was followed by a seminar session whereby detailed explaination on MS 1525: Code of Practice on Energy Efficiency and Use of Renewable Energy for Non-Residential Buildings were given by the four speakers, namely, En Mohamed Nizar Musa, Ir Looi Hip Peu, Ir Ahmad Izdihar Supaat & Ar Von Kok Leong.

30th ARCASIA Council Meeting

The 30th ARCASIA Council Meeting and the 15th Forum of ARCASIA were hosted by UMA (The Union of Mongolian Architects) in Ulaanbaatar, Mongolia from 17 23 August 2009. President Ar Lee Chor Wah led a delegation comprising of Ar Tan Pei Ing, Ar Dr Tan Loke Mun, Ar Boon Che Wee, Ar See Kim Piow and Ar Abu Zarim Abu Bakar, to attend the event. There were parallel Committee meetings and Fellowship meeting held on the 17th August before the Council Meeting proper. The three Standing Committees are the Professional Practice Committee, Sustainable Design Committee, and the Education Committee. On the same day, the ARCASIA office bearers had their pre-Council meeting while the UIA Region IV also held a short meeting among the UIA Region IV Officials who were present. The chairpersons of the these meetings would report their proceedings and findings on the second day the ARCASIA Council Meeting. The ARCASIA Fellowship comprises of delegates who have attended as official delegates the ARCASIA Council meetings. It is meant to be a think-tank in offering suggestions or ideas for the Council to deliberate and consider. Their suggestions were presented to the Council during the second day of the Council meeting. The 30th ARCASIA Council meeting held on 18 and 19 August was presided by the chairman Mubasshar Hussein of IAB (Institute of Architect Bangladesh). The meeting was attended by all 17 member countries - one of the few occasions with full attendance. The President of UIA Louise Cox gave a short opening remarks emphasising the importance of ARCASIA to UIA. Louise Cox is no stranger to ARCASIA as she has been attending many ARCASIA meetings even before she became the UIA President. She also spoke on the importance of architecture education, conservation and sustainable development. Chairman Mubasshar Hussein thanked the President of UMA Mr B.Batjav for hosting the event and all member countries, many of whom have traveled a long way for their full attendance at the meeting At the Council meeting, each member country also reported on the state of Architecture of the respective country on the previous year. PAM reported on the successful launch of GBI in May 2009 and thanked SIA, BCA of Singapore and the Green Building Council Australian for their assistance in this regard. PAM also thanked SIA, ASA, IAI and especially chairman Mubasshar for their support in attending Datum: KL09, and we again extended our invitation to all ARCASIA members to attend Datum: KL10 in 2010. A book on the history of ARCASIA, initiated 5 years ago by the then chairperson Yolanda Reyes is finally completed. Measuring 34cm x 27cm x 2cm it is quite a tome of a book that chronicles the history and events of ARCASIA over the last 39 years since its inception in 1970. Another book on heritage Architecture in ARCASIA member countries is now being prepared by IAB.

IAP (Institute of Architect Pakistan) presented a comprehensive update on their preparation for next years ARCASIA in Lahore. Initially there were concerns over security and safety in Lahore but these were quelched by the IAPs warmth, earnestness and enthusiasm in welcoming all delegates to Lahore. VAA (Vietnam Associates of Architects) would be hosting the 2011 ARCASIA meeting in Da Nang, a resort city in Vietnam. JIA (Japan Institute of Architects) reported on the progress of their preparation for UIA Congress themed Design 2050 to be held in Tokyo in 2011 and urged all ARCASIA members to support the grand event. There was a very close contest between JIAs George Kunihiro and PAMs Tan Pei Ing for the next ARCASIA chairmanship. George Kunihiro was elected the next ARCASIA chairman by a majority of just one vote! There were very strong feelings among ARCASIA members to support Tan Pei Ing as the chairperson after George Kunihiro. An impressive exhibition of member countries architecture and the entries for the ARCASIA Awards 2009 was held at the Exhibition Hall of the National Chamber of Commerce and Industry For the first time in the ARCASIA history, the two day ARCASIA Forum 15 with the theme City and Politics was officially opened by the President of the host nation, the President of Mongolia, Mr Ts Elbegdorj in the Government Palace in the centre of the City of Ulaanbaatar. President of JIA, Yutaka Izue gave the first keynote speech entitled The Japanese Architecture Stems back to the Japanece Spirit followed by speakers from Hong Kong, China, Mongolia, Japan and Bangladesh over the two-day Forum. At the end of the Forum, there was a traditional Friendship Night where each member country performed a dance, song or sketch to celebrate the spirit and friendship of ARCASIA. Malaysia, Singapore and Thailand made a joint presentation of Bamboo Dance while SIA Vice President Theodore led the group in rendering a song. The delegates were very well taken care of by the Mongolian students. Even though many of them did not speak good English, their warmth, friendliness and enthusiasm has touched the hearts of all delegates, thus dispelling the old-wifes tale that it is inappropriate to enlist local students to help out in our international functions and event. In spite of their lack of resources and English-speaking man-power, the Union of Mongolian Institute of Architects, led by its President Mr B.Batjav had proven that it is possible for a developing country to successfully host an international event with sheer hard work, determination and enthusiasm. 60s - the socialist system 70s - architectural education was destroyed 80s- the adjustment laid a great foundation for the development 90s - the construction of education made the reform accelerating and defined 2000 - the rapid growth of architectural educatio opened a new chapter Up to now, a total of 212 schools of architecture 113128 students 149 colleges and schools with Master and Urban Planning 27408 students; 48 colleges and schools enrolling Graduate Students Major in Architecture (post Grad)- 5204; 50 colleges and schools enrolling Graduate Students Major in Planning 2009- 41 colleges and schools passed the architecture Bachelor degree Accreditation- 4years accreditation and 7 years accreditation. HKIA 5 years of tertiary and 2 years practical training and the professional exam of 9 papers. 4 years + 2 years master now. 6 schools of architecture. The accreditation consists of HKIA Mutual recognition with China registration of architect. UAP About 71 schools offering B.S. Architecture are registered with the countrys Commission on Higher Education. Future Plans are the formation of teaching firms and the qualification of mentors- Architects as mentors with first batch of 200 graduates last year. SIA Representation in Examination Accreditation (with BOA and External Examination Panel) for local institutesof Architectural Education. Representation in a committee (appointed by BOA) to examine academic competency of graduates of foreign universities for eligibility to take Professiona Practice Exam. SIA appointed by BOA to conduct 6 months Architectural Practice Course for Prof. Practice Candidates, open to all interested parties as well. SIA manages the CPD for BOA. Dialogues with Local University & Polytechnic regarding curriculm, internships and student engagement with profession are held regularly. Keeping architectural education relevant to industry (divide between design education and industry needs). Filling the vacum of Architectural Technologist (created great demand of Polytechnic Students wanting to become fully fledged architects). Student Mentorship Prgramme (Local University). Career Talks for Junior College and Public. Setup of competency standards for Government workforce development agency for design industry education. SAGE (Senior Architects Group Experience). Formation of SIA Academy, seeking continual education & training centre status from Government. Architectural Appreciation Course for Public lay persons. Design primer co-curriculum courses for Secondary Schools. Reality Architectural Project Show From Design to Implementation. Proposal to setup the 2nd School of Architecture. AAM Macau will be having their first School of Architecture in February 2010 to be setup in Catholic University. No CPD programme yet but does carry out other activities. The accreditation is under the 3rd phase. 3 years of bachelor and 2 years master programme. IAB Cross border Training MOU with Sri Lanka on the professional training. 3 students are undergoing professional training in Sri Lanka and are seeking the equivalent credit in Bangladesh. Other issues discussed included: Presentation on the matrix format for Country Report, Proposed second edition of Timeline Chart - 2nd Edition (2004 2006), a coffeetable book with 2 pages per country. UAP was nominated as the coordinator for this project. The ARCASIA Universities Directory, to promote ACAEs activities amongst the universities and by producing some tangible project such as the university directory, it would bridge the gap between ARCASIA and the university. Competitions, in the effort to reach out to the students who are the future of architecture, it was agreed that the competition could short list entries of 2 students to be sponsored by each institutes and part of the reward would be to attend a student forum. Ar. See of PAM was nominated as the coordinator for this project. The meeting also discussed on the itinerary for the next Students Jamboree in Lahore in 2010. The meeting started with the country reports as follows: PAM PAM reported the activities which were conducted in Malaysia through the Education Committee which focused on the Student Jamboree, the students competition and the students awards. PAM also reported on the setting up of the School for Clerk of Work as directed by the Ministry. JIA Established the Qualification System for Registered Architects. Also established a cooperative relationships with the Japan Accreditation Board for Engineering Education (JABEE). ASA The Architects Council of Thailand (ACT) passed the regulations on CPD program and shall be implemented by end 2009 and ASA outlined the CPD programmes in detail. Suatainable Buildings ASA and the Engineering Inst of Thailand are developing the Green Building Guidelines. Cooperation amongst ASA, ACT ad CDAST (Council of Deans of Architectural Schools of Thailand): ASA Knowledge Center for their Architectural Schools. Architectural Curriculum & UIA forum 2010 in Thailand the introduction of the Forum and the theme being EQUILIBRIUM to be held on the 28th Apr 5th May 2009 KIRA Introducing Architecture School for Public. Converting the 4 year programme to 5 years with 3 universities offering 2 year Master programme. KAAB was established to accredit architectural education programs under Ministry of Land, Transport and Maritime Affairs in 2005. SLIA setting up of the semi professional after few weeks of courses. Once completed, these people could submit works less than 5000sqft VAA No formal report IIA Architectural Assistant is a 3 year full time Diploma course, then minimum of 2 years practical training before sitting for the examination within 3 years. This is upon the request of the Govt of India. 140 institutes producing 5000 graduates annual and upon registration, these graduates would automatically becomes architects. IAP 17 Institutes and 10 have been established in the last 5 years. These new ones have yet to be recognised with 6 private ones. This phenomena was due to the due recognition of government of the profession. IAP is proposing to the Council to examine the graduates who now enjoys automatic registration as architects upon graduating to undergo 2 years of practical training prior to sitting for the examination for registration UMA Faculty in Architecture started in 1972. Mongolia has 7 schools of architecture with 700-00 students but only 3 are universities proper schools.The degree has changed from 5 years to 4 years in completion. Reason for this being that the school of architecture is under the purview of the shcool of engineering who are in favour of 4 years. After 5 years, the graduates automatically becomes registered architect. ASC ASC briefed all on their 60th year anniversary of architectural education

Jabatan Standards Malaysia meeting

On 4 August 2009, PAM hosted a meeting on Jawatankuasa Kebangsaan Standard (MyNSC) at PAM Centre. It was chaired by YBhg Tan Sri Dato Hj Mohd Ramli Kushairi. Other than representatives from Jabatan Standard Malaysia, the meeting was also attended by representatives from various Ministries and organisations such as Ministry of Health, Ministry of Housing and Local Government, Federation of Malaysian Manufacturers, Institute of Quality Malaysia, Malaysian Automative Association, SIRIM, PETRONAS, ACEM, IEM and others (to name a few). PAM Representative for this committee is Ar Lim Pay Chye. As host for the meeting, Ar Lee Chor Wah, Ar Boon Che Wee and Ar Chan Seong Aun were also present. PAM was given the opportunity to present a short briefing on PAMs profile and Green Building Index.
