CLAY COUNTY
Population Estimates
Clay County has a population of 8,685 as of July 1, 2007 (US Census Bureau). The
population decreased by 1.6% from the year 2000 to 2007. As per the 2000 census
survey, population of the county was 8,822 with median age of 41.3 years. In 2000,
Clay County had 20.1% of its population under the age of 15 years, 21.7% in the age
group 15 to 34 years, 33.3% in the age group 35 years to 59 years and 25% of its
population above 60 years of age.

Household Income
Median household income for Clay County is $37,732 which is about 12% less than the
state median income. The median household income had declined by 5.2% from 2000
to 2005, but that rate is far less than the rate state median income has declined at 9.9%
Poverty Rates
Current poverty rate for Clay County is less than that of the state. In 2000, Clay
County’s poverty rate was 9.5% which increased to 10.8% in 2005. The poverty rate for
Kansas in the same period went from 8.9% to 11.7%.

Labor Force
Clay County’s current unemployment rate is 3.3% which is less than the state rate of
4.1%. The total labor force for the county increased by 8.2% in the last five years and by
7.7% in the last ten years, but along with that the unemployed labor force declined by
16% in the last five years.

Educational Attainment
About 87 percent of the population above the age of 25 has at least a high school
degree. 25% of the population above the age of twenty five had some college
education, and about 22% hold a college degree.

More than 72% percent of the labor force work in the county itself. The maximum
outflow of workers from Clay County is to Riley County (9.27% of workers commute to
Riley County for work).

Industry Analysis
Industry Totals for Clay County
Total number of establishments in the county has remained almost the same; there was an addition of only two
establishments to the county from 1990 to 2007. Average pay (after adjusting for inflation) has grown at a rate of 5.39%,
and employment in the same period increased at around 30%. This is a good indicator of growing industry in the county
as population in the county has been declining every decade since 1990 (Figure 1). The same is also true for the fact that
434 workers come to Clay County for work according to 2000 census numbers (Table 8).

Covered Employment & Wages (CEW) also known as ES202 data are the product of a federal-state cooperative program, the Quarterly Census of Employment
and Wages (QCEW) program, also known as the ES-202 program. The data is derived from summaries of employment and total pay of workers covered by state
and federal unemployment insurance (UI) legislation and provided by State Workforce Agencies (SWAs). The summaries are a result of the administration of state
unemployment insurance programs that require most employers to pay quarterly taxes based on the employment and wages of workers covered by UI.

Construction and Retail Trade are the largest sectors in Clay County with 39 establishments. Retail sector is also the
largest employer with 639 jobs. The second largest sector in terms of employment in the county is Manufacturing with 425
jobs. The highest paying sector is the Transportation and Warehousing sector with annual average wages of $36,010.
Other high wage paying sectors are: Agriculture, Forestry, Fishing & Hunting (annual average wages of $33,485),
Wholesale Trade (annual average wages of $33,120) and Information (annual average wages of $32,219).

Key Industries
Clay County is home to some very well performing industries. These industries may be a part of existing or emerging
clusters. For identifying key industries and clusters, three criteria were used:
1. Location Quotient – Location quotients (LQ) for industries at 6-digit NAICS level were calculated with US industry
employment as base. The cutoff for LQ was taken as 1.25 (based on previous studies, Cortright 2003)
2. Average Wages – Average wages at 6-digit NAICS codes were compared to US average wages. If any industry
has average wages 10% above the US average, it is considered to be a good performing industry.
3. Growth Rate – Growth rates for the employment were calculated over three year time period from 2003 to 20064,
growth rate above 5% was considered to be an indicator of good industry performance.
Any industry that satisfies one of these three conditions is either a good performing industry or an industry with good
potential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if there
are good performing industries, a cluster may emerge in the near future. (For further details of methodology, please see
Appendix).
The industry satisfying all three of the above stated criteria is the Offices of Chiropractors (NAICS 621310). This sector
has grown by approximately 14% over the last three years, and the wages are 47.44% more than the national average.
The location quotient for the sector is 4.88 (Table 11).

NAICS definitions changed in 2002, so it was very difficult to bridge between 2002 & 1997 codes for some industries.

The industries with high growth rates in Clay County are a mix of local and traded5 industries. The highest growth rate is
for Child Day Care Services. It is also the largest employer in the high growth industry for Clay County.

The sector Conveyor and Conveying Equipment Manufacturing (NAICS 333922) has the highest LQ in Clay County.
There are three sectors that have a higher LQ and belong to Agribusiness, Food Processing & Technology sector. The
sectors are Livestock Wholesale, Animal Food Manufacturing and Farm Machinery & Equipment Manufacturing. This is a
good indicator that the Agribusiness, Food Processing & Technology cluster may be present or emerging in Clay County.

The county’s Coin-Operated Laundries and Drycleaners (NAICS 812310) have average wages 95.87% more than the
national average wage for the same sector. Other sectors with wages higher than national average are Offices of
Chiropractors and Tax Preparation Services. The majority of sectors with wages above national averages belong to local
clusters instead of traded.

Shift share analysis breaks down changes in employment (growth or decline) over a period of time into three components:
National growth share, Industry mix share and local share. This analysis is used to account for the competitiveness of a
region’s industries and to analyze the local economic base7.
Local share
This is the share of growth (decline) in employment in a region that can be attributed to the competitiveness of a
region.
Local Share = Employment in base year *(Region’s industry growth rate – National Industry growth rate)
The industry with the highest local share in growth is the Supermarkets & Grocery Stores. The employment in the sector
increased by 124 and all of the 124 jobs were due to local growth (Table 15). The second highest growth in employment
was in the Nursing Care Facilities. In this industry there was a net growth of 89 jobs, all of which were attributable to local
growth in the region.

Traded Clusters
The wages, growth rate & LQ numbers do not point to existence of any one cluster in Clay County, instead they indicate
to a number of clusters that may exist or are emerging in the county. The Fabricated Metal Producing cluster has a high
growth rate of about 93%, but has wages lower than nation and a low LQ value. Similarly, the Machinery Manufacturing
cluster has a high LQ of 7.59, a low but positive growth rate but wages quite lower than the nation. The
Biomedical/Biotechnology sector seems to be an emerging cluster with a growth rate of 14.92% and LQ of 1.40, though
the wages are considerably lower than the national average wages (about 53% less). Even though these clusters are low
wage paying, investments into these sectors should still be considered to make them more competitive.

Local Clusters
Clay County doesn’t have a very clearly defined local cluster except a few clusters that have high LQ and growth rates;
none of the clusters have wages above the national averages. The Local Food and Beverages Processing & Distribution
cluster has the highest LQ of 3.23 and a growth rate of 20.37%. The Local Personal Services (Non-Medical) have the
highest growth rate of about 35% and a LQ of 1.96. Other clusters with high growth rates are Local Commercial Services
with growth rate of 26.69% and Local Real Estate Development with growth rate of about 10%. The only other cluster with
LQ higher than the stated conditional value (of 1.25) is the Local Financial Services cluster with LQ of 1.27.
