Strict rules on cutting of trees blamed for stoppage of road project

TACLOBAN CITY Strict rules on cutting of trees has left the infrastructure agency no other choice but to temporarily stop the construction in one of the sections of Burauen-Albuera Road. The Department of Environment and Natural Resources (DENR) maintained that the Department of Public Works and Highways (DPWH) cannot proceed with the road opening and widening works, pending a clearance from their central office to remove trees. Ramon Calumbay, chief of the DENR regional office forest resource conservation division, said that public works are not exempted from the enforcement of Executive Order (EO) No. 26 or the National Greening Program and EO No. 23 or the logging moratorium. Trees along Burauen-Albuera are naturally growing. Our central office has to give a clearance first before we issue a tree cutting permit, Calumbay said in a phone interview. TACLOBAN CITYA member of the rebel group, New Peoples Army, was killed in one of the encounters that occurred in Samar Island last Tuesday afternoon. Captain Amado Gutierrez, spokesperson of the 8th Infantry Division based in Catbalogan City, said that the separate encounters between government troops and the rebels took place in remote villages of Matuguinao, Samar and Las Navas in Northern Samar. Both towns are still considered by the government troops where presence of the NPA remains to be felt.

Rep. Daza files electoral protest

CATARMAN, Northern Samar - Liberal Party stalwart reelectionist Deputy Speaker Raul Daza (1st district) has filed his election protest before the House of Representatives Electoral Tribunal (HRET). Daza, one of the senior LP lawmakers in the Lower House, told reporters in an interview here yesterday, that he filed his electoral protest as he was allegedly cheated in the counting of votes at the Northern Samar Provincial Board of Canvassers that led to the proclamation of his opponent, returning Rep. Harlin Abayon. Daza who lost for only 52 votes said that Abayon had an alleged margin of only 52 votes. I got 72,805 votes per canvass by the Provincial Board of Canvassers while Abayon got 72, 857 votes. In my electoral protest filed last May 31 at the House of Representatives Electoral Tribunal, I asked for a manual count of ballots in 17 precincts where my votes were not counted. Daza, who is one of the 30 defeated congressional candidates who have filed protests before the HRET, claimed that another reason why he filed his protest is the threats and intimidation by armed men in the area. In my protest, I asked for the annulment of elections in 8 precincts due to the threats and intimidation by the NPAs. Daza was the only solon of the 12 incumbent congressmen here in the region who lost on his reelection bid.

VSU, PCA forge agreement to increase coco production, farm productivity in Leyte
BAYBAY CITY -- The Visayas State University (VSU) and the Philippine Coconut Authority (PCA) have entered into a memorandum of undertaking (MOU) for a joint venture on Coconut Planting and Replanting Project. The MOU was signed on May 17, 2013 by VSU president Jose Bacusmo and PCA Administrator Euclides Forbes in the presence of Edilberto V. Nierva, PCA-8 regional Manager and Maria Juliet Ceniza, director of the National Coconut Research Center-Visayas (NCRC-V), at the VSU Office of the President. VSU and PCA signified their interest to work together for the coconut planting and replanting program to increase coconut production and farm productivity in the province of Leyte for the benefit of the coconut farmers and other coconut industry stakeholders. As stipulated in the MOU, PCA shall provide funds in the amount of P2.6 million to purchase 100,000 selected quality coconut seedlings at pick-up price of P26 per seedling from VSU. Likewise, it will coordinate with the VSU coconut plant breeders and nursery incharge on mother tree and seed nut selection, and on establishment and maintenance of the coconut nursery; evaluate eligible coconut farmer-recipients including the farms to be planted or replanted; undertake the distribution of seedlings to eligible coconut farmer-recipients; provide technical assistance to farmers on farm establishment, field planting, care and maintenance and pest/ disease management; and regularly monitor planted/ replanted sites. VSU, on the other hand, shall supply to PCA 100,000 coconut seedlings from selected trees and nuts of identified Baybay Tall population needed for the latters replanting program; provide the area/nursery site needed for the establishment of the coconut nursery; provide the tools and the needed labor in the establishment and maintenance of the nursery; and assist in the evaluation of farms and participants. PCA is an agency under the Department of Agriculture responsible for developing the coconut and other palm oil industry to its full potential in line with the new vision of a united, globally competitive and efficient coconut industry. VSU is a state university engaged in coconut varietal improvement and other researches on coconut, has sizable area grown to advanced population of coconuts, has identified/certified Baybay Tall mother trees, the high yielding nationally recommended coconut variety, and is active in implementing agricultural development programs/ projects in Eastern Visayas. NMP holds special classes for in-demand courses

TACLOBAN CITY - To fulfill its mandate to provide quality training to seafarers and serve a greater number of clients, the National Maritime Polytechnic (NMP) has decided to hold special classes for high demand courses such as the Proficiency in Survival Crafts and Rescue Boats (PSCRB), Ratings Forming Part of Navigational Watch (RFPNW) and Ratings Forming Part of Engineering Watch (RFPEW). For the months of April and May, reservations for these courses consistently surpassed the maximum class intake which made the NMP management open special classes accordingly. Trainees for these in-demand courses mostly come from maritime schools in the region as well as the Mindanao area. Aside from basic safety training, these courses contribute a major

TACLOBAN CITY The national government has set aside P373 million this year to carry on the implementation of Help for Catubig Agricultural Advancement Project (HCAAP) in Northern Samar that was planned in the 1980s.

National Irrigation Administration Administrator Antonio Nangel said that they are targeting to complete the irrigation component of the P2.9 billion project by 2015. HCAAP is one of our priority. We will execute all plans for the project through coordination with different agencies and local government units, Nangel told reporters. Driven by poor performance of contractor Hanjin Heavy Industries & Construction Co., Ltd., the Japan Bank for International Cooperation (JBIC) completely quit funding the project last year. For 2013 and onwards, NIA needs about P1 billion to complete the long dreamed project , which covers 4,550 hectares of rice farm in more than 70 villages of the municipalities of Las Navas and Catubig in the Catubig Valley of Northern Samar. As of last year, the project has delivered water to 600 hectares of farms in Northern Samar. The national government has repackaged the project and awarded the works to six contractors to ensure that irrigation facilities will be functional as early as possible. Fund sources will not be coming from foreign funding institutions but from the national government. NIA Regional Manager Romeo Quiza said that next year, HCAAP will get a funding of P124 million. In 2009, NIA asked the contractor Hanjin Heavy Industries & Construction Co., Ltd. (HHIC) to stop constructing two irrigation dams in Northern Samar considering the time constraint to meet its August 25, 2010 deadline to complete the Bulao and Hagbay projects. A proposal to develop the Catubig Valley was prepared in the early 80s. The development of Catubig Valley has long been seen as a catalyst of development in the island of Samar, as it was identified as one of the major production areas in the region.

How ELA and the winners could spell out the difference

here is now an effort on both executive and legislative branches of Tacloban City government on setting up a roadmap in charting its developmental journey. Both branches are keen on setting up their respective Executive-Legislative Agenda (ELA). It is a welcome respite to the usual open out development where the local government unit points its energies on any direction it may fancy. There is no particular focus; leaders are left with nothing rm in their pursuit for good governance. Which is why, in the case of Tacloban, it is easy to assume that we have great leaders in the present mayor and the former legislative body to be able to make Tacloban a multi-awarded city despite the non-congruence in directions of the executive and legislative branches. The ELA as a common document of the executive and legislative branches of the local

government shows its clear and unied vision of development; it provides a roadmap where the LGU is able to actualize convergence. More specically, it enables the executive branch to identify high priority programs that are implementable with the legislative branch able to formulate the legislative support to implement the programs. It identies the strategies, tools and approaches that are applicable to existing needs and demands. In a nutshell, the ELA is a guide where the LGU is able to steer the course of development. Now that both branches are trying to improve their respective development agenda and make this a common blueprint for the continued development/economic progress of the city, the public will see a more efcient delivery of services. Moreover, implementation of programs and projects will be systematic

The need for executive and legislative convergence

The interest to have an Executive-Legislative Agenda (ELA) is one of the manifestations of a development-oriented local government unit. With the executive branch having its own executive agenda and the legislative branch also having its own; it is only a step away before a good convergence between the two could be realized. There is so much to look forward to since the old and experienced councilors will be augmented with fresh, young and equally capable new ones. It is hoped that with the leadership of a new vice mayor/presiding officer, the new legislative and in tackling development concerns and directions for the city, it is good to hear that both sides are seriously considering improving their respective agenda and to sit down to agree on a common one. With the ELA, the executive branch is able to identify programs that are implementable, cost-effective, practical, useful and needed for both social and economic progress with considerations for the environment. On the other hand, the legislative branch lays down its legislative support for the fast and immediate implementation

He explained, The baby Jesus is the reason why we have these celebrations. And he is the uniting factor not division or competition between people who love the baby Jesus. The Sto. Nio Parish copastor Rev. Fr. Isagani Fabi in a text message conveyed this remark, I am personally grateful and happy with this development because this has been our prayer to Sto. Nio that we will celebrate His feast day as one community and one faith: One Faith, One People, One Celebration. He also commended this gesture from the city government and willingness of the PintadosKasadyaan organizers in dents, yielding a good number of educated and literate people. Here, as I befriended peers and grown-ups alike, I noticed they were into a different addiction. It was an addiction to komiks magazines. It did not take long for me to become one of them. I soon became addicted to these magazines that I literally went into panic the moment I could not get hold of the issues that I was supposed to read next. I borrowed here, there, and everywhere, buying my own copies when my pocket would allow it. I have those magazines in memory. I had my favorite writers there as well as illustrators, whose techniques had become so familiar to me I could name all of them just by looking at their drawing styles. Unknown to me, these magazines were actually helping to polish my Tagalog, this time in written form. My addiction to radio dramas sort of diminished, but I was being drawn to the visual aspect of the language, a graduation from its auditory form. Both, of course, had helped me a lot, enabling me to use not just the oral but also the written aspect of the language. Im not bragging, but my Tagalog is good, and I owe it to these dual addictions that I went through years ago

Not only are the people delighted in this development, they have likewise become hopeful that one day the clashing titans of Leyte and Tacloban politics will come to terms and forge ties for common good. Other sectors are appreciative, too, of the gesture of the Romualdez administration especially that the husbandwife leadership tandem of the city government has already proven their strength and boldness in hemming

They must become disciplined and abide the values of the I Love Tacloban movement. Students must study hard, the business leaders must be more humane and honest in giving just wages, the government must be vigilant in ensuring justice in work places and workers must be more dedicated and straightforward. This is the only way to go for a more progressive and highly urbanized Tacloban!

Dual addiction

When I hear school children who are quite poor in Tagalog, I feel like strongly recommending to them the activities I engaged in that sort of solved this problem when I was their age having similar difficulty with the language. And though Im not that sure if it will help them, I can assure them that it worked in my case and therefore helped me grapple with said language in both written and oral communication. What were those activities? Well, the settings were these. I happened to spend my childhood, or my elementary years, in a rural area a kilometer or two from our barrio. Houses were scattered and distant from one another that we, the children there, had a hard time getting together to play. When not in school, we were into our routines of helping work in

the farm. But during night times, right after dark, we zeroed in on the transistor radio, our only source of entertainment. I, together with some siblings and neighboring cousins, got addicted to radio dramas, then. I still remember the titles of our favorite dramas. They were Simatar, Diego Bandido, Mata, Gabi ng Lagim, Mga Mata ni Angelita, and many others. We were religiously following these dramas that it was disaster not to hear them aired over the radio. Missing them would cost me sleepless nights. The moment an episode had started, we would have our ears glued to the radio especially if the batteries were already weak. That was a spoken Tagalog that we were listening to. And since theories in language acquisition posit that a language is first picked up

by way of listening, I must have started learning it the fact that I could understand how the stories unfolded. My Tagalog vocabulary started to expand. Though foreign to me at first, this language gradually became intelligible to me such that I could, by mimicry, speak the language when at play with my peers, doing some kind of role play. In fact, I was learning the language faster than I was with the Pilipino subject being taught in school. In the classroom, we were just taking up the grammar aspect, mostly identification as to which is this and that. But by listening intently to radio dramas, I could learn the language as it is used in actual conversations, in different situations. I could use, as my own, actual nuances of people when engaged in interactions with various speakers of the language. Long before I learned its grammar, then, Tagalog was already my adopted language; one that I could communicate with. When I entered High School, my family transferred residence to a more civilized environmentan agricultural school with a vast campus sprawling across mountains, forests, and plains. SSS bares new terms for retirees to qualify for pensions

The Social Security System (SSS) announced its new guidelines on contribution payments of voluntary members aged 65 and above who lack the required 120 monthly SSS contributions mandated by law to qualify for retirement pensions. SSS President and Chief Executive Officer Emilio de Quiros, Jr. made the announcement and called on members who are 65 years old or over prior to April 1, 2013, but have not reached the required member contributions of 120 months to qualify for retirement pension, to continue paying the remaining months but they must first file an application on or before July 1, 2013. Members affected by the new policy must file an Application for Voluntary Payment of Contributions for Members Aged 65 and Over within the prescribed period so they can complete their 120 contributions and be eligible for retirement pension, de Quiros said. Otherwise, they can only receive a lump sum benefit instead of the lifetime SSS pension. Under the Social Security Law, members aged 60 and above must have at least 120 months contributions to qualify for retirement pension. Those with less than 120 will be entitled to a lump sum retirement benefit equal to the total amount of paid SSS contributions plus interest. With these new rules, members facing technical retirement can continue to pay contributions to be eligibile for pension benefits. At the same time, this allows SSS to keep the fund viable by ensuring that retirement pensions are funded by the requisite contributions, de Quiros said. The new guidelines also state that members who will turn 65 years old on or after April 1, 2013, shall be allowed to continue paying contributions to qualify for retirement pension, provided that the member must have been covered by SSS at age 55 or earlier, and must have at least 80 monthly contributions by age 65. De Quiros said those who have not been covered before age 55 cannot complete the 120 contributions. Also, they must file the same application form within the month following their 65th birthday if they intend to complete the required 120 contributions before filing their retirement claim. As an example, the deadline of application for a member who turns 65 on May 1, 2013 will fall on June 30, 2013. We want to emphasize that failure to file the application form on or before the deadline will bar the member from completing the 120 contributions, de Quiros said. In effect, their retirement benefit will be in lump sum instead of a monthly SSS pension. Upon approval of their application, members must pay the contributions continuously every month or quarter based on their last monthly salary credit (MSC) bracket until they reach the required 120 contributions. A decrease in MSC bracket will mean stoppage of the contribution payments, while those who pay above the approved MSC will get a refund for their excess payments. No contributions shall be applied retroactively nor shall payments be accepted beyond completion of the 120 months. As for members who are currently getting SSS pensions for partial permanent disability, they can start paying contributions in the month after their disability pension has ended, de Quiros said. Application forms for voluntary payment of SSS contributions may be downloaded from the SSS website (www. sss.gov.ph). Senator-elect Villar pushes creation of Dept. of OFW

As the country observes Migrant Workers Day yesterday, Senator-elect Cynthia Villar vowed to revive legislative measure creating the Department of Overseas Filipino Workers (DOFW). The former Las Pinas solon said she will re-file the measure on DOFW initially filed by her husband, outgoing Senator Manny Villar, but was not passed in the previous Congress. The legislative measure, which will benefit 10 million Filipinos, provides proper safeguard for the rights and well-being of Filipino migrant workers. This will be one way of recognizing the importance of our OFWs, said Villar, also managing director of the Villar Foundation, which has been helping distressed OFWs for over two decades. The lady Senator-elect emphasized the centralization of all the services and functions of concerned government agencies or bureaus for OFWs to effectively attend to their concerns in all aspects. She observed that government agencies are fingerpointing among themselves in evacuating and repatriating distressed OFWs, especially those who ran away from their abusive employers, and those trapped conflict areas. The creation of a department dedicated solely to OFWs would simplify and harmonize efforts to look after them when there is a crisis and secure their welfare and rights during normal times, she said. During yesterdays celebration, Villar renewed her call for stronger OFW protection, whom she considered as worthy of being called our modern day heroes. She said that protection of welfare of migrant workers is a way of showing our gratitude for their immense assistance in saving our economy through their remittances. We draw a lifeline from their remittances being sent to the country. The dollar remittances provide a big boost to our economy, said Villar. She pointed out that the government should address all OFWs concerns, from recruitment process to foreign workplace. (PR)

DILG urges LGUs to use legislative tracking system

TACLOBAN CITY The Department of the Interior and Local Government(DILG) in this region once again encourages all local government units (LGU) of Eastern Visayas to use the legislative tracking system (LTS) which was developed by the department for their local councils. The system, according to DILG Regional Director Pedro Noval Jr., is to be given free by their agency to each council and they will also render technical assistance in training the employees on how to operate the program. This is one of our innovative programs, unique only in this region. It is currently being replicated in other areas and now being adopted by the League of Sanggunians, Noval said, adding that Sanggunian members only need to submit letter of intent to their office if they ingly to prevent needless loss of lives and properties, he said. The training of teachers was conducted by DoST- Science Education Institute in cooperation with the Department of Education (DepEd) and Samar State University in Catbalogan City. DOST trains Samar teachers on disaster preparedness

TACLOBAN CITYThe Department of Science and Technology (DoST) here in the region is making headway in training public school teachers in Samar on disaster preparedness. Engr. Ramil Uy, DoST-8 senior science research specialist, said 37 elementary, high school and college teachers from various schools in Samar province were recently trained on Disaster Risk Reduction and Management (DRR) to enhance their capability to communicate knowledge to students on how to cope with disasters. The teachers underwent intensive training to enhance their knowledge about disasters like typhoons, earthquakes, tsunami and volcanic eruptions and how to effectively implement disaster management plan, Engr. Uy said. Because students spend longer hours at school than at home, it is fitting for teachers to understand the important scientific concepts about disasters and climate change so they can effectively and accurately transfer this information to students, Uy added. During the training, teachers were provided with a manual on disaster risk reduction and management that contains instructions and will serve as reference in teaching and conducting DRR-related activities in their respective schools and communities. The knowledge and training gained by our teacher may be effectively tapped in times of calamities, whether in school, home, or the community in order to minimize, if not eliminate destruction to lives and properties, Uy said. Aside from teaching students, the trained teachers will be able to help during evacuation plan management when displaced or homeless people are houses in schools during disasters. Uy emphasized that the concept of disaster risk reduction and management is very important, and should be an on-going process even at times of relative normality.
