DRAFT MINUTES OF THE COORDINATION MEETING ON RAILWAY PROJECTS HELD BY THE PRINCIPAL SECRETRY, TRANSPORT, T.R.& B DEPARTMENT AT 11.

The following points have been discussed Sri B.Nagaraja, Deputy Secretary, Transport, T.R.&B Dept Bhadrachalam Road Sattupalli: Principal Secretary has asked whether the issue regarding cost sharing from SCCL has een sorted out. It is indicated that the SCCL has addressed the Railways that the SCCL come to bear the cost except land. Accordingly, the SSCL has deposited funds for construction of Railway line between Bhadrachalam Road Sattupalli for final location survey and final location survey is in progress. Bhadrachalam Road Kovvur project is a long pending project in SC Railway since 1966 whereas Bhadrachalam Sattupalli has been initiated recently. The alignment of Bhadrachalam Road Kovvur and Bhadrachalam Road Sattupalli are different and passing through different enroute towns. For the first 25 KMs they are running nearer but not parallel. As directed by the Railway Board, the traffic potential of the project section is being reviewed in consultation with Bhadrachalam Road Visakhapatnam: The present status of this project is that the social desirable survey in between two stations is in progress and is expected to be completed in 4 5 months. The enroute towns have been indicated to Principal Secretary. Principal Secretary commented that this is a needed project as it is passing

through backward places/villages.

T.A.L.N. Prasad, E.E. (Survey), S.C.Railway has informed that this route is only in survey stage, after completion of survey they will send the proposal to GoAP. Pandurangapuram Bhadrachalam Town: A survey for new BG line between Pandurangapuram Bhadrachalam Town (13 kms), was sanctioned in the year 2010 as Socially Desirable Project. Survey report was prepared and submitted to Board on 15.02.2011, with a cost of Rs. 79.39 Crs, and ROR of 18.43%. ROR was initially assessed based on 1,480 Million tones traffic (1,400 MT coal, and 0.08 MT of paper board). As directed by the Railway Board traffic projections were reviewed in consultation with M/s SCCL and revised as (-) 0.27% when the entire cost would be borne by Railways and 1.69% on 33.33% cost sharing by Government of AP as per G.O.Ms.No.110, T,R&B(Ser.IV), Dt. 25.08.2011 and submitted to Railway Board in June 2012. It is indicated to Principal Secretary that decision from the Goernment of AP is waited to regard to the request made by the Railways to share 50% cost and provide land free of cost for this project. OTHER ISSUES: It is brought to the notice of the Principal Secretary to allot funds of Rs.1 crore for Nadikudi Srikalahasthi project, Rs.1 crore for Akkannapet Medak project and Rs.20 crores to Kadapa Bangalor project. It is indicated by EE (Plg), SC Railway that the funds are to be transferred to Railways through cheque and not by electronic banking as that facility is not there in Railways. It was suggested by Principal Secretary to indicate this to Govt. of A.P. for necessary action to avoid lapse of funds in this year. Further, request has been made to Principal Secretary regarding the consent from A.P. Govt. for 86% cost sharing in respect of Bitragunta Donakonda project, 58% cost sharing for Krishna Vikarabad project to get viable ROR. Similarly, reply to the request made by Railways to share 75% cost sharing for Gadval Macherla project is still awaited.

Sri Nagya, ED, SCCL has informed that the connectivity between Bijugar Shareef (existing station between Kazipet and Ramagundam) and Bhoopalapalli will be very much helpful. He also indicated that sanction of new line between Mallacheru Janpahad is required to have a through connections and it is indicated that this project has already been sanctioned by Railway Board and marking of alignment is in progress. The meeting ended with a vote of thanks to the Chair.

OSD to MoS and Sri Nagya, ED, SCCL have indicated the points raised by the Planning Commission. There is common alignment between Bhadrachalam Road and Penuballi stations for a length of 49 KMs in both Bhadrachalam Road - Sattupalli and Kothagudem Kondapalli projects as the route between Bhadrachalam Penuballi is forming part of Bhadrachalam Road Sattupalli. The cost for the balance portion and corresponding ROR are to be arrived at. The cost has been assessed by Dy. CE(C3) from Railways as about Rs.7.5 crores per KM. OSD to MoS has indicated to work out RoR for this balance length duly collecting traffic potential. Chief Traffic Planning Manager (CTPM), SC Railway has informed that the RoR may not be good for the portion between Penuballi and Kondapalli. Sri Nagya, ED, SCCL intimated that the traffic from SCCL to Kondapalli can be diverted in this new road and the distance will become shorter. OSD to MoS indicated that it is very important route which needs connectivity. In this project A.P.Govt. stand is based on G.O.Ms.No.110, T,R&B(Ser.IV), Dt. 25.08.2011, 50% cost sharing is not accepted as requested by the Railways. Further Principal Secretary desires to recirculate the file to the Honble C.M. The route is nearer to Kothagudem. Pandurangapuram station is in between Kothagudem Manuguru. It was stated by CTPM, SC Railway that the ROR is negative. Sri Nagya, ED, SCCL has told that there are no coal bearing areas. It is indicated to Principal Secretary that the decision from the Govt. of A.P. is awaited with regard to the request made by the Railways to share 50% of cost and provide land free of cost for this project.
