KISAC ELEMENTARY SCHOOL BASKETBALL 2013 - 2014

U11 (Grade 4/5) RULES & GUIDELINES FOR COACHES


1. Tournaments are all development competitions, designed to introduce inexperienced players to the game and the rules/format reflect this. Coaches are not permitted on the court, but referees will explain briefly why a decision was made to players. 2. Posts: Rim height 9 Feet. Please note that posts will be mobile (ie, on a base with wheels) and not suspended from ceiling. This means base of posts will be on court. 3. Junior court size is approx. 20m x 15m. There are only lines marked for the exterior, half way and Free Throws. 4. Ball size: Size 5 girls and boys. 5. Contact - Referees will ask that all players in possession of the ball are given the chance to pivot and dribble. We ask defending players to allow one step of pivoting space, although they can try to steal when dribbling, or block the ball as long as there is no contact. Slapping of the ball (and arms) will not be allowed. Referees will favour the player in possession in judging this to encourage the attacking skills of basketball. 6. DEFENCE - there is no Zone Defence at all & all players are asked to respect this ie, only man to man half court. With no KEY marked referees will stop play if a team intentionally blocks out by positioning under the basket 7. When a basket is scored - or the defense gain possession from a rebound - the other team bringing the ball down the court cannot have the ball stolen by the opposition until they cross the half way line. Ie, there is no full court pressing half court defense only. Referees will enforce 1 on 1 defending and stop play if the player in possession of the ball is blocked by more than one player. 8. Upon first infringement of this rule, the team will be given a warning and a sideline ball is awarded. Any subsequent infringement by the same player will result in the coach being asked to sub that player to explain from the bench. 9. If a shot at the basket is not scored, the offense players can rebound, but if the defending team gain possession from a rebound, they can not be dispossessed until they reach half way as for 5. 10. Fast breaks are allowed but defending team must not interfere or try to steal the ball until they cross the half way line. 11. The total game time will depend on the number of teams competing, but we are aiming for each team to have an hour of actual court playing time. We will aim for minimum of 10 minutes per match. If 2 halves we will NOT switch baskets at half time, it just confuses the players. 12. Where possible, the schedule will allow each team to call one Time out (of max 1 min) per game in order to coach & make changes. Games of 10 mins may not allow this coaching will have to be restricted to in between matches Sorry! 13. Free substitutions on any dead ball, please signal the refereejust yell sub to your players and change. 14. All normal rules of basketball are enforcedtraveling, double dribble, contact fouls, 5 seconds to hold the ball, back court etc but they will be explained clearly at the time of the first offence. Referees will not be strict on beginners games and will be told to try to keep the game flowing as much as possible so the students get to enjoy playing basketball. 15. With no formal Key marked, there will be no formal 3 seconds in the key rule at all. Please ask players NOT to abuse the rule by standing under the basket deliberately . If a referee feels an offensive/attacking player is abusing this persistently after explaining this he will ask the coach to sub the player to explain it to them in more detail. 16. The free throw line is moved down (closer to basket) to a distance of 3.5m. All other players wait behind the shooter until the ball is in play again to rebound the second shot. 17. A jump ball will be used to start each game but all other held balls will be awarded in alternating fashion.

18. A player cannot be fouled out of the game, but if a player is abusing the rules then it would be appreciated if the coach pulls the player off the floor to explain the rules of contact. Again, referees will ask for a player to be substituted if there is persistent contact, which could spoil the game, or cause injury 19. When there is a clear foul on the shooter, which causes the shooter to miss the basket, the opposition gets 1 free throw and possession of the ball from the side line. Advantage will always go to the shooter in close decisions please emphasise to players that this is the case & they should be cautious in defence. 20. All free throws will be will be taken at the end of the game and are worth one point one player may take one free throw each. 21. If there is a foul on the shooter while the shooters shot on the basket makes it in, that shooter still gets one foul shot. 22. All other non-shooting fouls will result in the ball being brought in from the sideline or baseline nearest the infraction. 23. Coaches please ensure that your team is ready to go as soon as the game ahead of you is over. 24. Mercy rules will ensure there are no mis-matches. Coaches are responsible for using their entire squad in a game and stopping individual players dominating play ie, no dribbling for a player. If necessary, a referee can request for a player to be changed (usually at a points differential of 15 points) or a game may be cut short. 25. Referees: All matches will be refereed by Staff members with previous experience in both coaching and refereeing juniors although human and prone to mistakes, they will aim to be consistent and fair. Please show your appreciation for their efforts and do not expect NBA standards. We are grateful to them for volunteering their time and request that decisions are not disputed in any way, or that any mistakes are not highlighted! 26. Please encourage your players to demonstrate good sportsmanship and positive attitudes and all coaches are asked to be a role model for their children. Please be responsible for parents and request they also follow this guideline. 27. ABSOLUTELY NO FOOD OR DRINKS IN THE GYM FLOOR. We do not have spacious spectating facilties we do allow parents to use the stage area, or in the seated area along the ends of the gym. 28. Please tell the players to stay off the courts when they are not playing. They can sit on the Benches provided in the centre of the gym to watch the games but they cannot interfere by walking through a game.
