A RESOLUTION REQUESTING THE SANGGUNIANG KABATAAN NATIONAL FEDERATION (SKNF) TO MANDATE THE SANGGUNIANG KABATAAN (SK) IN COORDINATION WITH THE NATIONAL YOUTH COMMISSION (NYC), DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT (DILG) AND DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) TO MONITOR THE IMPLEMENTATION OF REPUBLIC ACT 9003, OTHERWISE KNOWN AS THE ECOLOGICAL SOLID WASTE MANAGEMENT ACT OF 2000, BY THE LOCAL GOVERNMENT UNITS (LGU) ON THE BARANGAY LEVEL AND TO MOBILIZE THE YOUTH TO BE PART OF THIS MONITORING SCHEME Sponsored by: Committee on Environment and Climate Change Adaptation WHEREAS, according to a recent demographic study in the Philippines, the youth of today comprises roughly one-third of the Filipino population and amply indicates its impact on national policy formulation, which affirms the statement of Dr. Jose Rizal, the Philippine national hero, that the youth is the hope of the fatherland; WHEREAS, the youth of today, as observed, has placed the advocacy for environmental preservation and conservation as an important aspect of their agenda; WHEREAS, the care for the environment is a globally-accepted yet poorly considered aspect of development in a general sense; WHEREAS, Article 2, Section 13 of the 1987 Philippine Constitution affirms that the State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs.; WHEREAS, SK is mandated to be the voice of the youth in public and civic affairs; WHEREAS, Section 431 (e) of the Local Government Code of the Philippines states that the Sangguniang Kabataan Chairman shall exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance; WHEREAS, SKNF is the conglomerate of all SK units of the country and has the power to mandate SK units to adopt projects for their respective jurisdictions; WHEREAS, Republic Act 9003 or otherwise known as Ecological Solid Waste Management Act of 2000 intends to institutionalize public participation in the development and implementation of national and local integrated, comprehensive and ecological waste management programs; WHEREAS, the youth observed that after more than a decade of RA 9003s ratification, there has been no substantial progress on ecological solid waste management on a national basis; WHEREAS, the Committee on Environment and Climate Change Adaptation of the 9th NYP recommends that the SK be oriented and trained with regard to RA 9003 and how to conduct related evaluation with focus on implementation of said Republic Act by the Department of Environment and Natural Resources and Climate Change Commission (CCC) through the NYC; WHEREAS, same committee of the 9th NYP further recommends the following: 1. SK shall make periodic reports to the NYC of their evaluation of the efforts made by their respective LGUs and existing related mechanisms in implementing RA 9003 and their recommendations, copies of the document of which shall be furnished to SKNF, DILG, DENR, concerned LGUs, and NYC, and shall be publicly promulgated for their constituents;

2. SK should provide an avenue for youth to be part of the monitoring scheme and funding for related expenses shall be taken from the SK funds in accordance with the standard accounting and auditing procedures; 3. SKNF should set deadline/s for SK units to accomplish designated tasks to it as provided in aforementioned clauses of this resolution; and
4. SKNF should coordinate with the Department of Interior and Local Government (DILG) in consultation for appropriate measures that can be undertaken for unjustified unmet deadlines by SK officials

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Chairperson and members of the 9th NYP to approve the resolution requesting the Sangguniang Kabataan National Federation (SKNF) to mandate the Sangguniang Kabataan (SK) in coordination with the national youth commission (NYC) and department of Environment and Natural Resources (DENR) to monitor the implementation OF republic act 9003, otherwise known as the ecological solid waste management act of 2000, BY the Local Government Units (LGU) on the barangay level, as provided by the provisions of Aforementioned Republic Act, and to mobilize the youth to be part of this monitoring scheme.
