The new director of the Council on Foreign Relations' Washington office, Nancy Roman,
has invited us to speak to an off-the-record general meeting of the Council concerning the
91 1 Commission's work. Nancy would like to hold the event in June or early July.

As you know, the Council has bothfr} "life members" - currjsnt an£ former government
officials as well as academics and businesspersons - and fSy'term members," who aro
young foreign policy professionals with a 5-year membership in the Council. We are
both term members of the Council.

Nancy is making a strong effort to feature term members more prominently in the
Council's activities for life members, such as by having term members speak and preside
at life members' general meetings.

Scott Allan is also a term member. We would suggest to Nancy that Scott be included in
the event, should Scott be interested. ..

Dear Messrs. Lederman and Bass:

I'm writing to invite you to lead a panel discussion on the 9-11 Commission some time
during the month of June. Clearly, there's high interest in this subject and likely plenty of
misunderstanding about the critical work that went on behind the scenes. I'd like to meet with
you about the particular way in which we might frame the discussion ~ so that you would add
value for our members without running into sensitive areas that you would prefer to stay away
from.

As you know, Council meetings are off-the-record and the audience will be well-
informed academics, policy makers from both sides of the aisle, and representatives of the
private sector.

I appreciate your fine contribution as term members, and I'm trying to give term
members a more prominent role in our meetings. (If there are other term members working with
the Commission that you think should be included, please let me know.)

I'll be away on vacation next week, but you can coordinate with my assistant Kristy
Celen about a time we might get together to discuss this in the interim.
