Kolkata: Over the last decade or so, the Securities and Exchange Board of India (Sebi) has ordered as many as 11 Bengal-based companies to wind up operations and return the money to depositors by selling their assets. Years have passed since the orders were issued, but none of the depositors has got back their money . This shows the urgency of a strong law against Ponzi firms that the Mamata Banerjee government passed in the assembly recently . According to experts, winding up of a company and repaying depositors is a longdrawn process in the state. Justice Eradi Committee report mentioned that in the

eastern region, it takes around 25 years for the entire process. Data available with Sebi shows till September 2012, more than 55 cases were lodged by Sebi with the chief judicial magistrate, Alipore. All of these companies have been charged by the regulator for violating Sebi (Collective Investment Scheme) Regulations, 1999. According to Sebi officials, while some of the companies responded to the notices sent by the regulator, many remained elusive even after repeated reminders. According to sources, Sebi filed cases against three companies Basundhara Agro Environment Ltd, Sonali Agro Industries & Resorts and Esskayjay

Plantations way back in 2001. In 2003, cases were filed against two companies for violating CIS regulations. Sandeep Parekh, former executive director (legal af-

to register. While Sebi barred officials of the erring companies from accessing capital markets, it asked the state government to initiate civil or criminal proceedings against these companies. It also asked the companies to repay investors. Those who have been held to be CIS were asked to repay money and failing which either prosecution or winding up action will be taken by Sebi, Parekh said. Experts feel that the longdrawn process of closing the companies have kept investors deprived of their dues. I have serious doubts if winding up through section 433 of the Companies Act would yield anything at all to investors. Winding up is a very timeconsuming process. Cases are languishing in courts for more than 25 years, said Vinod Kothari, an expert on nonbanking financial companies.

Sudipta misled on finances, argues lawyer

Continued from P1 ens counsel Soumyajit Raha said police had so far frozen just 2% of the Saradha Groups assets. Raha filed an application in court seeking a probe against people who allegedly misled Sen. "We have documents with us showing that on many occasions Sen never knew about the monetary transactions. He was kept in the dark," Sens lawyer said. Arnab Ghosh, DC(DD) Bidhannagar, said, The accused can make an allegation against a person or a software company . But that should not be taken seriously . Sens counsel also appealed to the court to allow him to reopen at least one of the frozen accounts of the Saradha Group, ar-

guing it would give allow debtors to deposit money . Raha also urged the court to make a single case from all the 150-odd FIRs filed against Sen. He said Sen had no bank account in his own name and all the accounts he operated were in the name of various companies of the group. Unless my client (Sen) is allowed to run his business, he wont be able to tell investigators about the rest of his properties for which the police have been grilling him, the lawyer said. Debjanis counsel pointed out none of the FIRs filed in the case had named her. Not only do the FIRs not mention Debjanis name, the cases initiated do not merit to be treated as cheating cases. Depositors who are seeking refund of their money should approach the consumer forum, the counsel said.

Kolkata: Days after Sudipta Sens aide Debjani Mukherjee told police about major Saradha properties spread over Pailan, Baruipur, Sonarpur and Frazerganj in South 24-Parganas and some others in North 24-Parganas and Hooghly , the cops are still in the hunt for Prasanta Naskar, the key associate who made the land deals in South 24-Parganas. After going through specific details, police have now started investigating if a section of block land officials were hand in glove with the Saradha Group. A smart operator, Naskar used his excellent rapport with district and block land officials to buy these lands under different company names, thus making it difficult for the government to consider

Debjani being taken to court on Thursday

them as lands purchased under the Saradha umbrella and vest the land ceiling. The urban land ceiling stands at 7.5

cottah while for rural agricultural land, it is at 17 acre. We have to come across cases where random mutation of land was allowed in favour of Saradha, thus violating the , no objecLand Ceiling Act. Surprisingly tion was raised by the field-level land officials. It is clear that Saradha concealed facts and plots were purchased in phases. But still, the land officers did not act properly . Even the registration office staff also cannot claim innocent, a land department official said. In a bid to minimize the problem, the police have already alerted the land registry offices and instructed the sub-registrars to stop sale of the said plots bearing respective JL numbers and dag numbers so that they dont change hands as the division bench of the high court ordered.

The government has also engaged a senior land registration officer to keep tabs on sub-registrars. According to South 24-Parganas SP Praveen Tripathi, 25 cases have been lodged against the Saradha Group in the district. Plots owned by Saradha and similar money-spinning companies are under scanner so that the land cannot be transferred now . Some of the cronies of Sen might try to sell out the properties in a haste to make money , he said. However, the step wont be effective as long as investigators are able to trace all the assets of Sen. According to police, Sen has already sold out a part of his landed assets to various land investors. Police have already sought legal opinion over ways to book the Saradha Group CMD under provisions of land ceiling violation.

Purulia: A Class V student of a school under Bandwan police station area died on Wednesday after being allegedly beaten up by his schoolteacher. Monoboth Singh (12), the deceased, used to study in Ganga Manna School, about 3km from his home at Sirka village. His father Kiriti Singh, a farmer by profession, alleged that when his son went to the bed on May 2, the day he was beaten up, he looked uncomfortable. The next morning, Monoboth couldnt even stand and when asked said that his English teacher, Moumita Sahaw, had beaten him on his back and head since he didnt complete homework, Kiriti alleged. The boy was admitted to Bandwan primary health centre last Saturday, but shifted to a private hospital in Jamshedpur on Sunday night after his condition deteriorated. Rathin Mahato, the teacher-in-charge of the school, has denied the alle gations. A managing committee member of the school, Gayadhar Mahato, reportedly urged Subhas Singh to take Rs 50,000 as compensation and settle the issue. He even allegedly directed 10 teachers of the school to donate Rs 50,000 from their salary . Purulia SP C Sudhakar said that they have received a complaint but no one has been arrested so far.

Kolkata: The state governments Rabindra Jayanti programme at Rabindra Sadan, presided by none other than chief minister Mamata Banerjee, turned out to be a pompous road show on Thursday . The CM reached the venue around 4pm and stayed there for over four hours, encouraging the participants and humming Rabindrasangeet tunes all the while. But with the state government closing down Cathedral Road to celebrate the bards birth anniversary , it was a harrowing evening for commuters in the central parts of the city . For performers, it was a long road to the dais as well. Keeping the CMs security in mind, entry to the front rows was restricted, thus forcing performers to take a detour to reach the podium. Another round of confusion followed after the CM preferred to sit on a road-side chair beside the pavement,

sending her security personnel into a tizzy . As Mamata moved along the road, those in the audience tried to capture her in their camera, thus creating a chaos midway into the programme.

Even as the CM was sipping tea, some of the enthusiasts did not miss the opportunity to click her. But around 6pm, the crowd swelled up and tried to get close to Mamata. To police-

mens nightmare, the CM came forward and asked them to remove the rope that separated the crowd from her. While there was every possibility of being mobbed, Mamata was at her best

and her crowd-management capability once again proved to be spot on. Apnara rastai bose porun, valo kore dekhte parben, she advised. Soon, a chunk of the crowd squatted on the road.

CINEMA OF THE WEEK

Go Goa Gone (Comic-thriller)

Cast: Saif Ali Khan, Kunal Khemu, Vir Das, Anand Tiwari, Puja Gupta Direction: Krishna D K and Raj Nidimoru Duration: 1 hour 37 minutes Language: Hindi (A) 58888 code: gog
In a first of its kind zomcom (zombie-

comedy) three friends gatecrash a rave party on an island and find themselves attacked by zombies the morning after . Will they make it to the shore safely? o whos a zombie? For some its a sleep-deprived person who walks around as if in a trance. For others, its a soulless creature who can be revived by witchcraft. But in

Krishna D K and Raj Nidimorus Go Goa Gone , the zombies are some interesting creatures whove overdosed on a drug that is said to be more dangerous than MDMA, or ecstasy as most of us know it. And now these

living people have tur ned into a brain-dead lot who know nothing but hunger. So where do you find these zombies? Wait. Lets start at the beginning. Three fun-seeking friends Kunal Khemu (Hardik), Vir Das (Luv) and Anand Tiwari (Bunny) join Puja Gupta (Luna) at a rave party in Goa. Their host is a Russian don Saif Ali Khan (Boris). The night is young; the company vivacious. Drinks are aplenty and the drugs lethal. And as the party reaches a crescendo, the friends find themselves enthralled. Alas, theres a price to be paid. Each of the three friends wakes up the next morning wasted and in fairly interesting company. They have a zombie in the vicinity. Scared out of their wits, the three friends and their girlfriend, Luna, run for their lives. But it isnt that easy. The island is now home to a large group of fastmultiplying zombies, who are eager to make these human beings meat for their insatiable appetite. Boris, their knight-in-shining-armour attempts to rescue them but the zombies are not easy to shake off. As the part hilarious, part scary adventure continues, you find yourself laughing aloud with the three boys and their wisecracks. And you also find yourself scared shitless of the zombies who keep cropping up unannounced in their creepy avatar. Go Goa Gone is positively different from anything you have seen before. And for the young and restless (tattooed, ring-pierced, rave-party enthusiasts) and even for those with a whacked out sense of fun, its a great ride. With easy performances from Kunal, Saif, Vir and Anand and the crackerjack dialogue, the film will keep you in splits for the most part. What is a little tiring though, is the pace of the zombies, who are a bit too monotonous. Sachin-Jigars Babaji ki booti adds to the mood, almost tempting you to light up and lie back. The shores of Goa and Mauritius seem enticing enough. However, some of the situations in GGG are repetitive. Hence, the laughs that were coming spontaneously till a point become a bit forced at some juncture. Meena Iyer

Captain Kirk, Spock and crew find

themselves battling an enemy aboard the Enterprise who is hell bent on causing their utter destruction. Will they be able to save the ship and themselves in time? ts emotions versus practicality and the needs of the many versus the needs of a few thats the underlining message in this, most recent Trekkie outing. James Kirk (Chris Pine) is a brash and bold risk taker with an ego to match. Spock, of course, is the cold, calculating, logical Vulcan voice of reason. The film has situations aplenty that calls for use of both their approaches. The opening scene has them beating a hasty exit from an alien planet, featuring exotic, crimson flora that sears the screen. Theyre there to save the planet from extinction by plugging up a volcano. Its not logical, but the visuals are so exciting that you cant help but watch. The movie then shifts focus to the oneman-army, sharply-dressed John Har-

When the Mean-Bee, Shamira (Jayati), challenges Gippi to compete at the school elections, she suddenly finds a goal, but will the free-spirited Gippi transform herself into one of the mean girls? Riya shows her adolescence angst with childlike mannerisms and sweet, spontaneous reactions. Jayati is a regular high school hip babe; Doorva is endearing with her oilsoaked plaits and guileless expressions. Arbaz entertains with his fetish for all things girlie, except the gals. Taaha scores well, and Divya Dutta excels in her part. Sonam Nairs coming of puberty film handles simple issues sensitively, though it doesnt delve too deep. The subtlety appeals, but lacks drama in the second half, with a mediocre climax. Teenagers will find a slice of their life in Gippi, and adults might protest to such 14-somethings extreme indulgences in fashion, hotbods and green-tea diets. The momdaughter moments exude emotions and shed the typical broken-home baggage. Overall, a simple story that stays pre-pubescent and doesnt quite grow into the high school of stories. rison (Cumberbatch) whose need for vengeance makes him seemingly unstoppable. Theres a scene where Kirk and Harrison zoom through an interstellar asteroid field thatll have you at the edge of your seat. Dont let the Into Darkness part of the title mislead you; Its a fun movie with more than a few cheeky oneliners in between and even during energetic action scenes. The film will grab you from the opening shot and not let go. Despite a running time of over two hours, you wont feel as though youve been watching for that long because theres not a wasted nanosecond. Its pace is frenetic but not exhausting. J J Abrams sure knows how to make his films with style and the stunts in here are pretty awesome. Far from being superficial, the story and plot underscoring the breathtaking visual effects is solid. What you see is what you get, and this is one heck of a good entertainer. Dont miss it. Reagan Gavin Rasquinha
