MEETING MINUTES Des Moines Area Metropolitan Planning Organization (MPO) Executive Committee 11:30 a.m., Wednesday, August 10, 2011 MPO Meeting Room Urbandale, Iowa The MPO Executive Committee held a meeting at 11:30 a.m., on August 10, 2011, in the MPO Meeting Room. MEETING MINUTES Des Moines Area Metropolitan Planning Organization (MPO) Special Executive Committee Meeting 2:30 p.m., Thursday, August 18, 2011 Des Moines Botanical Center Des Moines, Iowa The MPO Executive Committee held a special meeting at 2:30 p.m. on August 18, 2011, at the Des Moines Botanical Center. Purple Heart Highway Interstate Designation Assessment Agreements MOTION: A motion was made and seconded to recommend that the Des Moines Area Metropolitan Planning Organization allow the Iowa Department of Transportation to use $50,000 of the Des Moines Area Metropolitan Planning Organizations Fiscal Year 2013 Planning Funds to study interstate designation on the Purple Heart Highway, contingent upon agreements from communities along the Purple Heart Highway that those communities will reimburse the Des Moines Area Metropolitan Planning Organization for those funds.

September 2011 Item No. 4 ISSUE: REPORT: Update on The Tomorrow Plan. BACKGROUND: On Tuesday, September 13th, the launch of The Tomorrow Plan was held at the State Historical Building. This open house event focused on how we live, how regional planning works, and what is going on in the region today. Also highlighted at the event were Capital Crossroads, DART Forward 2035, and What If Des Moines. On Wednesday, September 14th, the first Partners Committee meeting was held. Staff invited over 300 representatives from regional agencies representing a wide variety of interests. The Sasaki team will be present at the September 14th Executive Committee meeting and, along with MPO staff, will provide further updates regarding The Tomorrow Plan. RECOMMENDATION: None. September 2011 Item No. 5 ISSUE: REPORT & VOTE: Brief report and approval of the Federal Fiscal Year 2013 Iowa Clean Air Attainment Program (ICAAP) applications. BACKGROUND: The MPO staff solicited ICAAP applications on July 7, 2011. The applications were due to the MPO office by 4:30 p.m. on Friday, September 9, 2011. Applications were submitted for the following projects: City of Des Moines Traffic Observation Camera System and Downtown Wayfinding CMS System Upgrade; City of Des Moines Downtown Bicycle Plan Implementation Phase 1; Des Moines Area Regional Transit Authoritys (DART) Route #7 Service Improvements; DARTs Route #11 Service Improvements; City of Grimes HWY 141 Traffic Signal Coordination Project; City of Johnstons NW 86th Street Traffic Signal Interconnect; and, City of West Des Moines Valley West Drive Traffic Adaptive Signal Control System.

The MPO staff acknowledges that each of the sponsors proposed project(s) or program(s) conforms with the MPOs transportation planning process, the Horizon Year 2035 Metropolitan Transportation Plan, and the Congestion Management Process. RECOMMENDATION: Recommend that the MPO submit an adopted formal resolution for the FFY 2013 ICAAP project applications and submit the project applications to the Iowa DOT District 1 Planner before the October 1, 2011, deadline. September 2011 Item No. 6 ISSUE: REPORT: Report and discussion on the Horizon Year 2035 Metropolitan Transportation Plan (HY 2035 MTP) annual review. BACKGROUND: Chapter 9 of the HY 2035 MTP notes the MPO should annually review the MTP and update the document as deemed necessary. In August 2010, the MPO developed a process for conducting this review, which includes MPO staff developing an annual review report for review by the MPO TTC Planning Subcommittee, the MPO Growth Scenario Task Force, and the MPOs TTC, Executive, and Policy committees. The annual review documents any updates to information in the plan, recommends updates to the growth scenario and/or regional travel demand model, and provides a progress report on the plans implementation. A draft of the Fiscal Year 2011 HY 2035 MTP annual review is included as a supplemental item to this agenda packet. The MPO staff also is working to develop a complimentary report to track the MTPs goals, objectives, and performance measures. This report will be available in October 2011. RECOMMENDATION: None. September 2011 Item No. 7 ISSUE: REPORT: Report and discussion on the Des Moines Area Regional Transit Authoritys (DART) request to amend to the Horizon Year 2035 Metropolitan Transportation Plan (HY 2035 MTP). BACKGROUND: DART soon will begin efforts to conduct an Alternatives Analysis (AA) study on the University Avenue/Ingersoll Avenue Loop for additional transit investment as part of the DART Forward 2035 Plan effort. DART has requested that the MPO amend the HY 2035 MTP to recognize this corridor, which was approved by the DART Commission in August. Amending the MTP to include the corridor will help demonstrate to the Federal Transit Administration (FTA) the MPOs support for the project. Following completion of the AA in early 2012, DART will ask the MPO to again amend the HY 2035 MTP to recognize the resulting Locally Preferred Alternative produced by the AA study. Plan amendments require the MPO staff to provide a 45-day comment period and to hold a public input meeting on the amendment. The MPO staff plans to hold the public meeting for this amendment in conjunction with public meetings DART is holding for the AA study. MPO staff will provide a summary of comments received regarding the amendment following the meeting and comment period. Pages from the HY 2035 MTP showing the proposed amendment are included on the following pages. RECOMMENDATION: None. Report and discussion only. Rapid Transit DART currently is administering a Rapid Transit Corridor Study that complies with the FTAs Alternative Analysis requirement. An Alternatives Analysis is the first step in the planning process needed to be able to use Federal funds for a transit projects construction. The study examines a number of modal alternatives, including a no-build alternative, enhanced express bus service, light rail transit, bus rapid transit, and commuter rail along six corridors in the MPA, as illustrated in Figure 6.28. Bus rapid transit is the likely alternative for some corridors, should funding become available to implement the service. The University Avenue/Ingersoll Avenue Loop will be the first corridor studied in an Alternatives Analysis.

September 2011 Item No. 8 ISSUE: REPORT: Brief update on potential revisions to the MPOs Surface Transportation Program (STP) funding process. BACKGROUND: The MPO Executive Committee directed the MPO staff to review the MPOs STP funding process and to meet with the STP Review Subcommittee to develop any potential revisions to the MPOs STP funding process. The goal of this review and any subsequent changes is to ensure the STP funding process can adequately fund regional priority projects, particularly in light of reduced congressionally-directed (earmark) funding. The STP Review Subcommittee held its first meeting to review the STP funding process on September 8, 2011. The MPO staff will report on input received from the STP Review Subcommittee at the September 14, 2011, Executive Committee meeting. RECOMMENDATION: None. Report and discussion only. September 2011 Item No. 9 ISSUE: REPORT: Discussion regarding the process to develop a list of projects for inclusion in the Greater Des Moines Partnerships Policy Book for the annual trip to Washington, D.C. BACKGROUND: The MPO staff annually works with MPO member governments and participating agencies to develop a list of priority transportation projects to discuss with congressional members during the Greater Des Moines Partnerships annual trip to Washington, D.C. The traditional process for developing the list includes: September initial notice mailed announcing the start of the application process; October project submittals from MPO member governments and participating agencies due to the MPO staff; November draft project listing provided to MPO committees for discussion; December/January Surface Transportation Program Funding Subcommittee meets to identify priority projects from the assembled listing; January/February MPO committees take action to approve the project listing and priority projects; February through April deadlines to complete project applications for congressional offices; and, May/June Greater Des Moines Partnership trip;

Given the lack of congressionally directed funds (earmarks) in recent years, MPO staff asks for guidance as to whether staff should again solicit projects or if the MPO should instead use the list prepared for the 2011 Washington, D.C., trip.
