Chair Vern Willey called the March 19, 2013, Roundtable meeting to order at 12:02 p.m., at the MPO Office

Participants approved the March 19, 2013, Roundtable meeting agenda.

Chair Willey noted that if the grant is awarded there would be a 25 percent match required from the participating communities. Ms. Wilson confirmed the 25 percent match requirement and went on to state that the match would cover the cost to administer the grant and pay for inspections of the work performed. Ms. Wilson noted that the grant will cover maps and the cost to install. Chair Willey noted that this is an opportunity to get the Central Iowa Trail signage on the ground. Loren Lown noted that it might be a good idea to include estimated costs for each type of signage so that communities know the amount of their local match.

BACKGROUND:
Bike Month is organized to encourage people to ride their bicycle for transportation, increase-cycling awareness, and promote a healthy alternative to driving a car in the month of May. The event is nationally recognized and endorsed by the League of American Bicyclists. The Roundtable staff has invited Tina Mowry-Hadden to give a brief update on Bike Month activities at the April meeting

MPO Bicycle and Pedestrian Roundtable April 2013 Item No. 6 ISSUE: FFY 2017 Transportation Alternatives Program Project Scores REPORT: Report on the Federal Fiscal Year 2017 Transportation Alternatives Program (TAP) project scores. BACKGROUND: The MPO staff reviewed the Transportation Alternative Program (TAP) applications and worked with the Metropolitan Trails Subcommittee and the MPO Planning Subcommittee to develop scores for each project utilizing the TAP scoring criteria. Projects must score 50 points or higher to be eligible for the MPOs Federal Fiscal Year 2017 TAP funds. Included, on the following pages, is a copy of the TAP project scores. The Surface Transportation Program (STP) Funding Subcommittee met on April 11, 2013, to hear presentations from TAP sponsors with projects that scored 50 points or higher. This workshop provided the project sponsor an opportunity to discuss their projects and to answer specific questions from the STP Funding Subcommittee. Following this workshop, the STP Funding Subcommittee will meet to develop a funding recommendation for consideration by the MPO Executive Committee and the MPO Policy Committee. MPO Bicycle and Pedestrian Roundtable April 2013 Item No. 7 ISSUE: FFY 2014 CIRTPA Transportation Alternatives Program Application Update REPORT: Brief report on CIRTPA Transportation Alternatives Program Applications for Federal Fiscal Year 2014 funding. BACKGROUND: Congress approved a transportation reauthorization bill on June 29, 2012. The newly passed transportation reauthorization, Moving Ahead for Progress in the 21st Century (MAP-21), will expire on October 1, 2014. Staff has worked to incorporate this information into an updated Transportation Alternatives Program (TAP) Application. On January 10, 2013, the CIRTPA met and discussed the allocation of statewide TAP funds that are now provided to CIRTPA. The CIRTPA voted to suballocate the additional statewide TAP to eligible CIRTPA members. This would allow each CIRTPA member to determine the projects that would utilize the statewide TAP funds. For Federal Fiscal Year 2014, there are $278,315 in CIRTPA TAP funds to award. The CIRTPA TAP Application was mailed to CIRTPA TTC members. CIRTPA TAP applications were due on Friday, April 12, 2013 at 4:30 p.m. Staff will provide a list of submitted project applications at the April 16, 2013, Roundtable meeting. RECOMMENDATION: None. MPO Bicycle and Pedestrian Roundtable April 2013 Item No. 8 ISSUE: Prairie Meadows Legacy Grant Opportunity REPORT: Brief report to update the committee on the Iowa Heartland Resource Conservation & Development Councils offer to facilitate the grant writing process for the Prairie Meadows Legacy Grant. BACKGROUND: The Iowa Heartland Resource Conservation & Development Council, Inc., a 501(c)3 organization, has offered their services to gather the information necessary to write a Prairie Meadows legacy grant (2013) to cover the most costly of the Central Iowa Trail (CIT) way-finding signage for those counties, cities and other agencies who would like to be included. A sub-committee was organized to look into this opportunity. The committee included Gay Lea Wilson, president of IHRC&D; Carlisle Mayor, Ruth Randleman; Urbandale Park & Recreation Director, Jan Herke; and Story County Conservation Ranger, Carol Williams. The subcommittee met in October 2012. The committee discussed key factors related to applying for and administering the grant. Gay Lea Wilson will provide an update to the committee on the progress toward applying for the grant at the April meeting. RECOMMENDATION: None. Presentation and discussion only.
